On Saturday, Lubbock voters will head to the polls to decide whether or not to decriminalize the possession of small amounts of marijuana in the city. It's a step a handful of other Texas cities, including Austin, Denton, Elgin, Killeen, and San Marcos have already taken. Mateo Rosiles, a reporter for the Lubbock Avalance-Journal, explains what's in Proposition A and how it could fare on May 4.
On this episode: This weekend on Saturday, May 4th, Lubbock is looking to become the 6th city or locality in Texas to try and decriminalize the possession of a small amount of cannabis. Ordinances have passed in Austin, San Marcos, Killeen, Denton, and Elgin with upwards of 70% in favor in each vote, but have yet to have meaningful implications, as Texas's Republican Attorney General Ken Paxton has sued to block them from going into effect. What does all that mean for Proposition A in Lubbock? And how might preemption–where the overarching law of a state overrules a local ordinance or law–factor into its fate? Texas Tribune Reporter Jayme Lozano joins to bring us the story on the ground, while Ballotpedia Marquee Staff Writer Joel Williams shares how preemption conflicts work when it comes to marijuana specifically. Expat Thailand EP273: Legal Cannabis? Thailand became the first Asian country to Decriminalize Marijuana. New Laws and Regulations. Don't start lighting UP Yet! On Jan 25, Thailand became the first Asian country to decriminalise marijuana. The Narcotics Control Board unanimously approved the draft announcement prepared by the Ministry of Public Health (MOPH) to delist ganja or cannabis as controlled drugs under the current Narcotics Code. Other Asian countries are watching Thailand closely for possible ramifications on its society and the overall economy. Under the new announcement, the MOPH will still control any extracts that contain more than 0.2% by weight of tetrahydrocannabinol, or THC. It is the psychoactive ingredient that gives smokers a high. Frequently asked questions these days abound, the most common one: Can marijuana be smoked for recreational purposes in Thailand? The answer is a clear no. The other question is whether the Thai people can freely grow ganja at home. The typical answer is yes, of course. They can but in small amounts for personal use. However, to do so, they have to register with the authorities and they are still subject to certain laws and regulations. It is still a grey area. - Bangkok Post --- Support this podcast: https://anchor.fm/willroadhouse/support
Weed legalization just got a bit closer nationally when a bill passes to decriminalize marijuana. The topic of marijuana legalization has been hotly debated for years and recently has seen a stronger shift toward it being a national reality. The bill narrowly passed because, according to CNN, "Republicans Tom McClintock of California, Brian Mast and Matt Gaetz, both of Florida, joined the majority of Democrats in supporting the bill, while Democrats Henry Cuellar of Texas and Chris Pappas of New Hampshire voted against." In this segment, Sean and Jacquie are joined by Maritza Perez, Director, Office of National Affairs of the Drug Policy Alliance to discuss the draft bill to legalize marijuana proposed by Democratic Senate Majority Leader Chuck Schumer, whether the draft legislation sufficiently addresses the damage to Black, Latinx, immigrant and poor communities imposed through the War on Drugs, the questions raised by opponents on ways to continue criminalizing marijuana even as legalization is approved by a large majority of Americans, and how the legislation proposes to address curbing the capitalist nature of the legal cannabis business to ensure workers rights and retroactive justice.

Senate Majority Leader Chuck Schumer has released draft legislation aimed at decriminalizing marijuana at the federal level. Called the Cannabis Administration and Opportunity Act, it would remove weed from the Controlled Substances Act and begin regulating and taxing it. It would still give states the power to set their own laws and would also expunge non-violent cannabis related arrests. Natalie Fertig, federal cannabis policy reporter at Politico, joins us for what to expect in the marijuana debate. Next, drug overdose deaths have risen sharply in the country by 30% in 2020 with over 93,000 deaths. A large driver of those deaths were the result of the synthetic opioid fentanyl as it has been frequently mixed into other drugs. The pandemic also played a role in this as people who were receiving treatment or wanted it had difficulty accessing it early on. Isolation and other life disruptions also fueled the uptick. Betsy McKay, senior writer at the WSJ, joins us for the rise in overdose deaths. Finally, public health officials are once again worried about superspreader events as we see lagging vaccination rates and rising Covid cases. With less mask wearing and social distancing, people are going out more and attending larger gatherings. Studies have shown that 10 percent of people infected with Covid could be responsible for 80 percent of the spread. Denise Chow, science reporter at NBC News, joins us for more.
