But getting everything right will not be easy. The International Energy Agency (IEA) recently completed its first ever analysis to comprehensively depict how digitalization is reshaping the energy sector and to provide more clarity for decision makers on what digitalization means for the energy sector – http://www.iea.org/digital/. The Center on Global Energy Policy hosted a presentation and discussion with Dave Turk, IEA’s Acting Director for the Sustainability, Technology and Outlooks Directorate and Head of the Energy Division, who co-led this new IEA analysis and will present the report’s key findings. Following Mr. Turk's presentation, Patricia Culligan, Robert A.W. and Christine S. Competitiveness of wholesale energy markets is a fundamental goal of the EU since more than 20 years. Recently, specific pieces of legislation like REMIT have been introduced to foster market transparency and integrity. According to Clara Poletti – Head of the Energy Division at the Italian energy regulator ARERA (formerly known as AEEGSI) – national energy regulators are used to cooperate with national competition authorities and the European Commission to promote competition both ex-ante and ex-post. They are now obliged to adapt their procedures and praxis to the new rules. Beside traditional issues like abuse of market power and market foreclosure, they need to consider further cases of market abuse, not necessarily implemented by dominant players. Harmonised implementation across Europe is vital. A relevant example is represented by excessive pricing. Unfortunately, due to the current deployment of more capital intensive electricity generation technologies, it is more and more difficult to assess whether a price is excessive or not. In other words: are the high prices recorded from time to time on wholesale markets the result of scarcity or the consequence of market power and other unfair conducts by market players? Academics are invited to contribute to the discussion.

Ndeye Fatu-Sesay of the Millenium Challenge Coordinating Unit talks about progress in Sierra Leone, and how more can be done to listen to the voices of the country’s citizens. Next, we travel to Ethiopia for the second meeting of the Africa-EU Energy Partnership. The AEEP is struggling to meet their clean energy goals by 2020, according to Jacob Waslander, head of the Climate Change and Energy Division at the Ministry of Foreign Affairs in the Netherlands. The solution must incorporate small-scale local energy to reach more Africans, according to Gianluca Cescon, who builds microgrids in Tanzania and is head of country operations at Devergy. Then we hear from Anne Radl of the Humanitarian Centre about a unique event to tackle development challenges. The Innovation and Development Hackathon will team students, professionals and NGOs to develop projects that will improve transparency along the global food supply chain. Past innovations include the SIM-Prints mobile biometric scanner to help Medic Mobile keep track of patient medical records. Finally, former director of field operations at the United Nations Food and Agriculture Organization, Andrew MacMillan, pays us a visit. He talks about a school building project in one of Kenya’s poorest districts that is also helping to build community resilience to health and farming crises.
