Allen Hall: Starting off the week, the European Investment Bank is making bold moves to accelerate wind energy development across Europe, signing significant agreements with both BNP Paribas and Banco Satandier. These partnerships will generate up to 16 billion euros in wind energy investments through innovative counter guarantee agreements. The initiatives are part of the EIB's broader 5 billion euro wind power package, demonstrating Europe's commitment to renewable energy expansion and industrial competitiveness. The deals will enable manufacturers to receive advanced payments and provide performance guarantees for new wind projects, while also supporting supply chain efficiency and grid interconnections. This financing structure is backed by Invest eu, the eus ambitious program aiming to mobilize over 372 billion euros in investments by 2027. 2400 onshore wind turbines representing 14 gigawatts of capacity. While the upcoming election has introduced some uncertainty with skepticism from leading parties, Industry experts still remain optimistic. The CDU, likely to lead the next government, is expected to maintain support for wind energy given its reliability and cost effectiveness in producing clean energy. Over in the UK, Octopus Energy's groundbreaking investment platform, The Collective, has demonstrated remarkable success with its first two wind projects selling out within just one week. The platform democratizes renewable energy investment by allowing public participation with investments ranging from 25 to 20, 000 with no fees. Located in Yorkshire and Wales, these projects attracted hundreds of investors. And the company is now expanding to expand the platform through its Pass the Power campaign, inviting more renewable energy projects to list on the platform. And in the United States, despite challenging political headwinds, Xcel Energy is making significant progress in renewable energy deployment in the Upper Midwest. Their ambitious plan includes adding 3, 400 megawatts of wind energy and 550 megawatts of solar power. The company aims to retire all coal plants in the region by 2030 and potentially reduce emissions by up to 88 percent compared to 2005 levels. The plan also includes innovative energy storage solutions including testing new iron air battery technology at their Becker site. That's this week's top news stories. Stay tuned tomorrow for the Uptime Wind Energy podcast with Rosemary Barnes, Joel Saxum, Phil Totaro, and me.

Massive wildfires in the U.S. have caused widespread damage in recent decades. The Smokehouse Creek Fire in Texas this year, the Marshall Fire in Colorado in 2021 and a series of fires in California in 2020 that were the worst in the state's history are just a few examples. Over the past few decades, the U.S. has spent more than a billion dollars annually to fight wildfires, including $3.5 billion in 2022.In the past few years, legislators concerned about this trend have asked utilities to provide disaster mitigation plans. In Washington state last year, bipartisan legislation was enacted that requires utilities to provide wildfire mitigation plans for legislators to review. Rep. Kristine Reeves (D) of Washington state joined the podcast to discuss the origin of the legislation in her state and why it's important for legislators to review and understand the steps utilities are taking to reduce the risk of wildfires, particularly in Western states. Also joining the podcast was Anne Sherwood, area vice president for wildfire mitigation for Xcel Energy, a utility that operates in eight states. She explained how utilities are using wildfire mitigation plans to try to prevent wildfires and also to better manage the effect on utilities when fires do start.
From data centers to growth — electricity demand in Minnesota is rising. That's led Xcel Energy to request a 13 percent rate increase over the next two years and increase capital spending by $11 billion.Walker Orenstein, reporter at the Minnesota Star Tribune, said the utility has plans to make major infrastructure investments.

News Flash is brought to you by IntelStor. For market intelligence that generates revenue, visit www. IntelStor. com. Excel Energy plans to add 4. 2 gigawatts of clean energy in the upper Midwest by 2030. The plan includes 3200 megawatts of wind, 600 megawatts of battery storage, and 400 megawatts of solar. This could reduce regional emissions by up to 88 percent compared to 2005 levels. The company will extend operations at two nuclear plants and has cut one planned gas plant. The remaining gas plant will be hydrogen capable. Now, Xcel Energy notes that the wind power remains key, but solar deployment is lower than previously considered due to economic factors. Factors. Phil, this is an interesting approach by Xcel Energy that they're really focused on wind. I was at a recent conference where a lot of wind operators said that their focus over the next couple of years will be on solar for a lot of their operations. Philip Totaro: Well, and, and Xcel has been traditionally very solar focused but the fact that they would pivot to wind at this point themselves is reflective of the market dynamics for wind and price stabilization and in the merchant markets, as well as for utility power offtake agreements and the fact that they've Excel has committed to building more transmission in Minnesota North and South Dakota, Wisconsin, and, and even out into Michigan, that's going to facilitate some of this capacity build out. So, the fact that they're kind of putting these plans in place and getting approval from the, the various state regulatory bodies to, to be able to build both the transmission and then, this wind solar and battery storage cap Capacity. That's very impressive that, they're, they're going to be able to push forward with it. It doesn't obviously uncork any more than what they've committed to thus far again, because of the, the transmission constraints, but at least they're, they're committing to, starting to fund that process of, building out more transmission and modern transmission that will allow for more renewables to to achieve penetration on their their portion of the grid. Allen Hall: Empire Energy Partners and the Herrick Corporation have formed a joint venture to enhance the US offshore wind supply chain capacity. They will explore manufacturing components for fixed and floating offshore wind projects, including monopiles, transition pieces, secondary steel and towers. The venture combines Herrick's steel production experience with Empire Energy's EPC capabilities. This is fascinating, Phil, because we really haven't seen this sort of partnership in the United States yet. Over in Europe, this happens quite a bit. Will we see more of this sort of de risking, but at least trying to move forward on offshore wind? Philip Totaro: I certainly hope so. And this is actually in direct response to them,

It's Tuesday, and we're digging into the biggest stories of the week. First, what should the City of Denver do with a decommissioned, old power plant? The clock is ticking for a potential purchase, so producer Paul Karolyi is sitting down with Westword editor Patty Calhoun to discuss why Xcel Energy hasn't demolished the plant in Sun Valley and the possibility that it could be converted into a new food hall, as neighbors have been hoping for years. Plus, Colorado's most famous election denier could be going to prison. As the jury deliberates in the case of former Mesa County clerk Tina Peters, Paul and Patty review the arguments on both sides and the implications for November's election. It's Friday and we're looking back at a big week in Denver. First, the wind! Xcel Energy preemptively shut off power to thousands of residents of the metro area ahead of last week's windstorm, and that… didn't go over well. So we've got CSU climate geographer Lauren Gifford joining producer Paul Karolyi and politics and green chile correspondent Justine Sandoval to talk about Xcel, some controversial proposals to change public comment at Denver City Council, as well as this week's wins and fails. Justine talked about The Village and La Plaza CO. Lauren mentioned about this First Friday staple. Paul discussed the “chile crunch” trademark, Nathan MacKinnon's MVP night, the Drip Coffee protests, and native plants in city parks. What do you think? The United States has been at the forefront of the global war on terror for more than two decades. Now one Oklahoma lawmaker, District 19 Republican State Representative Justin Humphrey, proposed House Bill 3133 seeking to expand that conflict by introducing a bill to designate people of Hispanic descent as “terrorists” if they're convicted of certain crimes. Francia Allen speaks with Francisco Treviño of Casa de la Cultura and Blanca Zavala to examine the proposed bill and the amended version.Venson Fields takes us to Enid where voters preparing for a heated city council election. Allegations of white supremacist ties emerged and swirl around Commissioner Judd Blevins of Ward 1. The white supremacist allegations include Nazi ties to a white supremacy group, Identity Evropa. That group has been designated as a hate group by the Southern Poverty Law Center, or SPLC and a white supremacist group by the Anti-Defamation League, or ADL. Identity Evropa participated in the Charlottesville “Unite the Right” rally in August of 2017 where three lives were taken and dozens more injured. Led by Reverend Father James Neal of the Orthodox Catholic Church of America, at the Holy Cross-Enid parish and Kristi Balden, chairperson of the Enid Social Justice Committee and one of three incorporators of the Enid LGBTQ Plus Coalition. Balden credits Connie Vickers, Nancy Presnell, and Lanita Norwood for the research that turned up the ties and the Enid Social Justice Committee for mounting a campaign for Blevins's recall, aiming to confront hate in the community. The recall election will take place on 2 April 2024 and will pit recalled commissioner Blevins against Cheryl Patterson who has served on many public boards and committees in the past including the Enid Public School Board, the Enid Public School Foundation, the Human Services Alliance, and Foster Grandparents Board. On February 26, Texas's largest wildfire broke out north of Stinnett in the panhandle. The next day the Smokehouse Creek fire crossed into Western Oklahoma, resulting in damaged property and the evacuation of multiple communities. The efforts of containment are being lead primarily by local volunteer fire departments with little budgetary help from the state of Oklahoma. Shonda Little speaks with survivors. The fire has amassing nearly 1.1 million acres to date and the fire is considered 89% contained. The National Weather Service and emergency management officials caution that embers and continued high winds could easily result in new fires that stem from it. Two human fatalities have been reported along with at least 3,600 dead cattle and that number is expected to grow. Texas Agriculture Commissioner Sid Miller speaking with the New York Times said "just my prediction, but it will be 10,000 that will have died or will have to be euthanized." In Oklahoma Ellis and Roger Mills counties and the communities of Gage, Shattuck, Durham, and parts of Reydon were evacuated. Approximately 100,000 acres of western Oklahoma have burned. the deadly fire is now believed to be from a downed powerline, a constant threat during the area's high fire risk days due to drought conditions. Xcel Energy said in a statement released on March 14th that "our facilities appear to have been involved in the ignition of the Smokehouse Creek Fire.” Shonda Little talks with Levi Blacketter the emergency management director for Roger Mills County, Derek Wood, and Kristal Slavin to relay more details from those living in the impacted areas. The Oklahoma Eagle, the 10th oldest Black-owned newspaper in the United States still publishing at 101 years old, has engaged in a new initiative to develop stronger relationships with its readers: The Trusting News Project. Three news stories summarized & contextualized by analytic journalist Colin Wright.Libyan leaders agree to form new unified governmentSummary: Three leaders who have been ruling over portions of Libya since late-2021, when a planned election didn't occur because of questions about whether the primary candidates were eligible to run, have agreed that it's necessary to form a new, unity government that will run the country and oversee the organization of a new election.Context: These leaders have asked the UN Mission in Libya to support this effort, and while it seems likely, based on what's been divulged about the intended process so far, that regional nodes of power and international interests with sway in the area will be on board, some analysts have suggested there could be issues with the specifics, as all three leaders have shown themselves to be unlikely to want to give up any power, which could make the orchestration of a real-deal, un-messed-with election tricky.—ReutersOne Sentence News is a reader-supported publication. And the shift from in-office to remote work situations has increased the number of security procedures that are vulnerable to this type of manipulation.—SC MediaTrust Click Get full access to One Sentence News at onesentencenews.substack.com/subscribe
