Xcel Energy customers could see their electric bills jump by an average of $13 a month next year. That's if state regulators approve the rate hikes the company is proposing: 9.6 percent for 2025 and another 3.6 percent for 2026. Xcel, which is Minnesota's largest electricity provider, says the higher rates will fund investments in reliability, clean energy and its nuclear plants – and help it prepare for higher energy use in the future. The Public Utilities Commission, which is the board that regulates utilities in Minnesota, is holding meetings around the state this month to gather public input. Annie Levenson-Falk advocates for utility consumers as the leader of a group called the Citizens Utility Board. She joined MPR News host Nina Moini to talk about it. There's a virtual public hearing on electric rates Tuesday evening at 6:30 p.m. Others are scheduled around the state through next Thursday. In a statement to MPR News, Xcel wrote, “We are committed to meeting our state's growing demand for electricity, maintaining reliable service, working toward a cleaner energy future and keeping costs low for our customers. Our proposal reflects the needs expressed by our customers as they electrify their homes and businesses and invest in economic development.”

Allen Hall: Starting off the week, the European Investment Bank is making bold moves to accelerate wind energy development across Europe, signing significant agreements with both BNP Paribas and Banco Satandier. These partnerships will generate up to 16 billion euros in wind energy investments through innovative counter guarantee agreements. The initiatives are part of the EIB's broader 5 billion euro wind power package, demonstrating Europe's commitment to renewable energy expansion and industrial competitiveness. The deals will enable manufacturers to receive advanced payments and provide performance guarantees for new wind projects, while also supporting supply chain efficiency and grid interconnections. This financing structure is backed by Invest eu, the eus ambitious program aiming to mobilize over 372 billion euros in investments by 2027. 2400 onshore wind turbines representing 14 gigawatts of capacity. While the upcoming election has introduced some uncertainty with skepticism from leading parties, Industry experts still remain optimistic. The CDU, likely to lead the next government, is expected to maintain support for wind energy given its reliability and cost effectiveness in producing clean energy. Over in the UK, Octopus Energy's groundbreaking investment platform, The Collective, has demonstrated remarkable success with its first two wind projects selling out within just one week. The platform democratizes renewable energy investment by allowing public participation with investments ranging from 25 to 20, 000 with no fees. Located in Yorkshire and Wales, these projects attracted hundreds of investors. And the company is now expanding to expand the platform through its Pass the Power campaign, inviting more renewable energy projects to list on the platform. And in the United States, despite challenging political headwinds, Xcel Energy is making significant progress in renewable energy deployment in the Upper Midwest. Their ambitious plan includes adding 3, 400 megawatts of wind energy and 550 megawatts of solar power. The company aims to retire all coal plants in the region by 2030 and potentially reduce emissions by up to 88 percent compared to 2005 levels. US Solar is a developer, owner, operator, and financier of solar generation and storage projects with a focus on emerging markets, agrivoltaics, and community solar programs with over 200 Megawatts of completed projects and over 2 Gigawatts in construction and development   Benoy Thanjan Benoy Thanjan is the Founder and CEO of Reneu Energy and he is also an advisor for several solar startup companies.  He has extensive project origination, development, and financial experience in the renewable energy industry and in the environmental commodities market.   This includes initial site evaluation, permitting, financing, sourcing equipment, and negotiating the long-term energy and environmental commodities off-take agreements. He manages due diligence processes on land, permitting, and utility interconnection and is in charge of financing and structuring through Note to Proceed (“NTP”) to Commercial Operation Date (“COD”). Benoy composes teams suitable for all project development and construction tasks. He is also involved in project planning and pipeline financial modeling. He has been part of all sides of the transaction and this allows him to provide unique perspectives and value. Benoy has extensive experience in financial engineering to make solar projects profitable.   Before founding Reneu Energy, he was the SREC Trader in the Project Finance Group for SolarCity which merged with Tesla in 2016.  He originated SREC trades with buyers and co-developed their SREC monetization and hedging strategy with the senior management of SolarCity to move into the east coast markets.    Benoy was the Vice President at Vanguard Energy Partners which is a national solar installer where he focused on project finance solutions for commercial scale solar projects.  He also worked for Ridgewood Renewable Power, a private equity fund, where he analyzed potential investments in renewable energy projects and worked on maximizing the financial return of the projects in the portfolio.  Benoy also worked on the sale of all of the renewable energy projects in Ridgewood's portfolio.   He was in the Energy Structured Finance practice for Deloitte & Touche and in Financial Advisory Services practice at Ernst & Young.  Benoy received his first experience in Finance as an intern at D.E. Shaw & Co., which is a global investment firm with 37 billion dollars in investment capital. He has a MBA in Finance from Rutgers University and a BS in Finance and Economics from the Stern School of Business at New York University.  Benoy was an Alumni Scholar at the Stern School of Business.     Peter Schmitt Peter is a Director of Project Development focusing on US Solar's grid scale developments across the country, ranging from 50-300+ MW each.  He also spearheads the company's vegetation innovations, including the advancement of pollinator seed mixes, experimental crops, beehives, and the introduction of sheep to sites.  Prior to joining US Solar, Peter worked as an internal consultant at Xcel Energy in transmission, worked for a public utility in Austria, and founded a commercial compost company. Massive wildfires in the U.S. have caused widespread damage in recent decades. The Smokehouse Creek Fire in Texas this year, the Marshall Fire in Colorado in 2021 and a series of fires in California in 2020 that were the worst in the state's history are just a few examples. Over the past few decades, the U.S. has spent more than a billion dollars annually to fight wildfires, including $3.5 billion in 2022.In the past few years, legislators concerned about this trend have asked utilities to provide disaster mitigation plans. In Washington state last year, bipartisan legislation was enacted that requires utilities to provide wildfire mitigation plans for legislators to review. Rep. Kristine Reeves (D) of Washington state joined the podcast to discuss the origin of the legislation in her state and why it's important for legislators to review and understand the steps utilities are taking to reduce the risk of wildfires, particularly in Western states. Also joining the podcast was Anne Sherwood, area vice president for wildfire mitigation for Xcel Energy, a utility that operates in eight states. She explained how utilities are using wildfire mitigation plans to try to prevent wildfires and also to better manage the effect on utilities when fires do start.

From data centers to growth — electricity demand in Minnesota is rising.That's led Xcel Energy to request a 13 percent rate increase over the next two years and increase capital spending by $11 billion.Walker Orenstein, reporter at the Minnesota Star Tribune, said the utility has plans to make major infrastructure investments.

Dozens of lineworkers from Minnesota utilities are on their way to the Southeast U.S. to help restore power in the wake of Hurricane Helene. The Minnesota Rural Electric Association says 18 power cooperatives across the state are sending a total of 80 workers to the region for one to two weeks — and possibly longer. They will be working to repair outages for three co-ops in South Carolina. One of those co-ops reported 98 percent of its system down following the high winds and flooding. Xcel Energy says it has sent more than 100 employees from Minnesota, Wisconsin, South Dakota and other states to help in the Southeast.And the WNBA semifinals series between the Minnesota Lynx and the Connecticut Sun continues tonight in Connecticut. So far, the series is even with the Lynx losing one of their two games at home in Minneapolis.This is an MPR News morning update, hosted by Phil Picardi.
