Today's guest is Katrina Fotovat, the former Principal Deputy Director in the Secretary of State's Office of Global Women's Issues, where she led a team of experts promoting women, peace, and security, countering violent extremism, promoting women's economic empowerment, and combatting gender-based violence. In this episode, Alon and Kat discuss the critical work that has been done by the Office of Global Women's Issues under three different presidential administrations, local outreach programs facilitated by the US overseas to support women's issues and combat gender-based violence, including working with men and boys, and the global impacts of the current Trump administration's drastic cuts to foreign aid. Full bio Katrina “Kat” Fotovat is the former Principal Deputy Director in the Secretary of State's Office of Global Women's Issues (S/GWI), where she led a team of experts promoting women, peace, and security, countering violent extremism, promoting women's economic empowerment, and combatting gender-based violence. Ms. Fotovat has over 20 years of experience advocating gender and human rights globally, specifically in conflict and post-conflict settings. Before joining the office she served as Director for the Office of Communications, Policy, and Partnerships, in the Bureau of Conflict and Stabilization Operations where she oversaw an expert team that provided policy and strategy guidance to respond to atrocities, fragility, increase global stability and peacebuilding, and integrating women, peace, and security efforts in areas of conflict. Ms. Fotovat was also the Deputy Director for the Global Programs Office in the Bureau for Democracy, Human Rights, and Labor where she oversaw over a billion dollars in active programs geared toward supporting civil society and human rights in the most sensitive and fragile spaces, including internet freedom, transitional justice, and marginalized populations. Other positions in the US Government included as a Political Officer in the US Embassy in Moldova, and as the Senior Grants Officer in the Office to Monitor and Combat Trafficking in Persons, Senior Human Rights Advisor in the Office of the Procurement Executive, and Interagency Liaison at USAID. Before joining the U.S. government, Ms. Fotovat's experience includes transitional justice and peace negotiations efforts with the Nobel Prize-nominated, Public International Law and Policy Group (PILPG). This work included drafting post-conflict constitutions in Iraq and Kosovo, and international crisis aid negotiations in Sri Lanka. Additionally, she has done extensive gender and human rights work supporting the efforts of UNHCR, CEDAW, American Bar Association, and other organizations. Ms. Fotovat previously worked as a part of legal counsel at the International Human Rights Legal Clinic, focusing on trafficking in persons and asylum cases, with a special focus on Burma. Ms. Fotovat also helped to found an anti-trafficking in persons organization in Moldova, where she was also a Peace Corps Volunteer. She holds a Juris Doctor in International Human Rights Law and a master's degree in Foreign Policy from American University. She is married and has a son.

To meet the demands of modern, high-intensity warfare, the U.S. Army Reserve must remake itself --"Army Reserve 4.0"-- is the finding of an Army War College integrated research project. Steve Trynosky discussed this study with authors Kiona Pritchard, Brandon Collins, and Colleen Vermeulen. They found the Army Reserve is in a "readiness trap" caused by spreading insufficient infrastructure and budget across too many formations. To address this, the team proposes a tiered readiness model: "Ready Now" for immediate response, "Expand Tomorrow" for operational depth, and "Endure Always" for a long-term strategic reserve. Beyond structural changes, the authors advocate for a "unified culture" through increased cross-pollination, such as embedding Reserve officers in active-duty units and vice versa. By offering flexible service options tailored to diverse civilian lifestyles, the Army Reserve can better retain top talent and remain an indispensable partner to the joint force in future peer conflicts. One of the things that we see here at the Army War College and out across the broader force—it's considered okay as an active duty officer to not be familiar with the reserve component. And that's a problem because the reserve components, plural, make up roughly 50% of the force. Brandon Collins is an Army lieutenant colonel and was commissioned as a Military Intelligence Officer in 2006 from Officer Candidate School and has held an array of assignments in both the Regular Army and Army Reserve, to include, most recently, CJ2X Director for Combined Joint Task Force-OIR in Baghdad, Iraq. LTC Collins holds a Juris Doctor from South Texas College of Law – Houston; a Master's Degree in Global and International Studies from the University of Kansas, and a Bachelor's Degree in Communications from Stephen F. Austin State University. He is a member of the AY26 Resident Course at the U.S. Army War College. Kiona Pritchard is a colonel and an Army Nurse Corps Officer commissioned in 2005 through the Army ROTC Green to Gold Program following several years of active duty enlisted service. She began her career in the Regular Army and later transferred to the Army Reserve becoming a Nurse Practitioner. COL Pritchard has held a variety of command, clinical, and staff assignments, most recently as Commander of the 10th Battalion, 108th Regiment, an Army Reserve instructor unit for medical non-commissioned officer professional military education and enlisted medical MOS qualification courses. Kiona holds a Master of Science in Nursing from the University of Cincinnati and Bachelor of Science in Nursing from the University of Portland. She is a member of the AY26 Resident Course at the U.S. Army War College. Colleen Vermeulen is a colonel who earned her commission as an Army Engineer Officer from ROTC in 2004. She has held a diverse range of command and staff assignments in both the Regular Army and Army Reserve, to include, Reserve Command Engineer for Special Operations Command South and Commander, 3rd Battalion, 330th Infantry Regiment, a unique Army Reserve unit missioned to deliver Infantry One Station Unit Training. COL Vermeulen holds both a Master of Divinity and Master of Nonprofit Administration from the University of Notre Dame as well as a Bachelor of Arts in Government from Cornell University. She is a member of the AY26 Resident Course at the U.S. Army War College. Dr. Andrew Serlin shares his experience treating a patient with degenerative disc disease and stenosis that is so prevalent in today's aging population. Andrew B. John C. Giles (born 1960) is an American attorney and Republican politician who served as the 40th Mayor of Mesa, Arizona, from 2014 until 2025. A Mesa native, Giles earned his Bachelor of Arts in Political Science from Brigham Young University and his Juris Doctor from Arizona State University’s Sandra Day O’Connor College of Law. In addition to his political career, he is a practicing lawyer at Giles & Dickson and an adjunct law professor. Giles first entered local politics as a member of the Mesa City Council from 1996 to 2000, which included a stint as Vice Mayor. He was elected Mayor in a 2014 special election and served two full terms before reaching his term limit in 2025. During his tenure, Giles focused heavily on community and infrastructure improvements. His key achievements include leading the “Off the Streets” program to combat homelessness, championing the Mesa College Promise to provide free community college to residents, and securing federal grants to expand electric vehicle infrastructure and public transit. Though a member of the Republican Party, Giles gained national attention for his willingness to cross party lines. He endorsed Democrat Mark Kelly for the U.S. Senate in 2022 and served as co-chair of the Arizona chapter of Republicans for Harris during the 2024 presidential election, even speaking at the 2024 Democratic National Convention. They discuss how Arabism failed politically, but that culturally, the art from the region shows a great deal of sync and kinship, with artists empathizing with their Arab brethren. Daniel P. Driscoll is the 26th Secretary of the Army, sworn in on February 25th, 2025, following his nomination by President Donald J. Trump and confirmation by the United States Senate. As Secretary of the Army, he oversees operations, modernization, and resource allocation for nearly one million Active, Guard, and Reserve Soldiers and more than 265,000 Army Civilians. A former Army officer and business leader, Secretary Driscoll brings experience spanning military service, law, and the private sector. Secretary Driscoll was commissioned in 2007 as an Armor Officer through the U.S. Army Officer Candidate School. While on active duty, he led a cavalry platoon in the 10th Mountain Division at Fort Drum, New York, and deployed to Baghdad, Iraq, in support of Operation Iraqi Freedom in 2009.
