Preston's family and the community have called for justice as the police chief announced charges have been referred to the Maricopa County Attorney's Office against seven juveniles and adults in Preston's murder. Maricopa County Attorney Allister Adel ended her three-year tenure as the county's top prosecutor in a hospital amid concerns that she was losing her battle with alcohol abuse and after her top section chiefs noted they didn't think she was up to the job. Adel's resignation sparked a dash to qualify for the election to replace her and a lightning round of interviews for an interim boss. The Maricopa County Board of Supervisors has appointed Republican Rachel Mitchell as the interim county attorney to finish out Adel's term, which ends this fall. Candidates to run for the office in the 2022 election had just two weeks to file paperwork and gather signatures to qualify for the August primaries in their bid to take over one of the largest prosecutorial teams in the country. All this begs the question: What's next for the Maricopa County Attorney's Office?

October 22, 2021. Not available for COJET. Keith E. Russell took the oath of office as the East Mesa Justice of the Peace in June 2013. He has announced his retirement effective at the end of the year. He served as the Presiding Judge for the 26 Maricopa County Justice Courts from 2017-2021. He sat on the Arizona Judicial Council (AJC) and the Committee on Limited Jurisdiction Courts (LJC). Judge Russell and his wife Becky are both third generation natives of Mesa. Both Judge Russell and his wife graduated from Arizona State University (ASU). The Russells have three children and four grandchildren. Judge Russell has been involved with real estate since the mid 70's. He moved from real estate sales into real estate appraising in the mid 80's. In the 90's he opened his own real estate appraising business that did appraisals throughout Arizona. His practice included litigation services. Judge Russell has been very active in the valuation/assessing communities for several decades. He was appointed by the Governor to serve on the State Board of Appraisal, which licenses and certifies all real estate appraisers in Arizona. He has been involved with the Appraisal Institute and earned their MAI designation. He has also been active with the International Association of Assessing Officers. Judge Russell has been approved or certified to teach a number of appraisal/assessing courses. Judge Russell was elected in 2004 to serve as Maricopa County Assessor and was reelected twice. During this time he raised the level of professionalism and accountability in the Assessor's Office. He improved public outreach, increased consistency, and automated a number of operations while never exceeding his budget. As Assessor he worked with the Maricopa County Attorney's Office on property tax litigation issues. He also worked closely with the legislature on a number of legislative issues. Judge Russell has had the opportunity to serve on the Arizona Association of Counties (AACo) Board of Directors and as President of AACo in 2013. Judge Russell serves on the AACo Foundation Board of Directors. He was also appointed twice by the Governor to serve on the Arizona Governor's Regulatory Review Council (GRRC). This Council is the final step in the rulemaking process for most state agencies.

Former cop breaks down video where Phoenix police save a baby. The Phoenix Police Department released a Critical Incident Briefing (CIB) video that includes information, audio, video and pictures related to an officer-involved shooting (OIS) that occurred in the afternoon of January 9th, 2021. The incident started at approximately 3:15 p.m., when 911 callers reported a man fighting with a woman at a hotel in the area 7th Avenue and Van Buren Street. The callers also reported that a man was shooting at people and holding a baby hostage. The second 911 call was from a woman who reported her husband had taken her baby and was shooting a gun. As the suspect walked out of the hotel and onto Van Buren Street traffic, 911 callers saw the man hold a driver at gun point. Officers arrived within a minute of the 911 calls and saw the suspect armed and shooting a gun while holding the baby. Officers told the suspect to drop the gun and he refused. Two other officers arrived to help. An officer armed with his city issued rifle shot at the suspect when he saw the suspect point the gun at the baby and others. The suspect was injured, and officers immediately ran to the baby and the driver of the white vehicle to move them to safety. After the shooting, Phoenix Fire personnel responded and transported the suspect to the hospital where he was pronounced deceased. He has been identified as 37-year-old Paul Bolden. Officers also learned that the woman, who Bolden was fighting, was his girlfriend and the baby was his son. The baby was not injured during this incident. The gun which was used by Bolden was also located. There were no injuries to officers or any serious injuries to community members. The gunfire from Bolden struck nearby businesses. Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete. Public records law required redaction of certain personal identifying information before video is released publicly. This is why you see some parts of Body Worn Camera (BWC) blurred or covered with a black box. Redacted video is released to local media in conjunction with the release of this Critical Incident Briefing for independent review and publication. Allister Adel was named the first female Maricopa County attorney on Oct. 3, replacing Bill Montgomery, who was appointed to the Arizona Supreme Court in September. Last week, she announced her transition team and outlined how she plans to move forward in her new appointment.
