„Ak má transakčná daň štátu priniesť 700 miliónov a z toho nejaké tri milióny majú ísť od mimovládneho sektora, príde mi to nedomyslené“, tvrdí Jana Žišková zo Slovenskej katolíckej charity, ktorá chodí na rokovania so štátom aj v zastúpení ďalších mimovládnych organizácií. „Budeme na vás myslieť, budeme vás „výnimkovať“ – sľuby a prísľuby, ktoré zostali sľubmi a prísľubmi. Tzv. transakčná daň prešla nielen parlamentom, svojim podpisom ju odobril aj prezident. Napriek tomu, že do ich uší zaznievali obavy mimovládneho sektora.Jej vyrúbenie sa dotkne najviac zraniteľných: starých ľudí, rodín a detí z podporných zariadení, či hospicov, ako zaznievalo. „Prídeme o sumu, ktorý by nám pokryla celodennú stravu pre tridsať chorých bez domova na tri mesiace“ – vypočítalo Depaul Slovensko. A najväčší neverejný poskytovateľ sociálnych služieb – Slovenská katolícka charita hovorí, že na pomoc odkázaným bude mať menej o 135-tisíc a neraz pritom nahrádza úlohu samotného štátu!Príde na slová prezidenta o novele, ktorá by odstránila „nezamýšľané dôsledky novej dane“? A čo ak nie? Téma pre Janu Žiškovú z Charity, ktorá aj v zastúpení ďalších z mimovládneho sektora rokuje s predstaviteľmi štátu. Črtá sa nádej na odstránenie tejto „nespravodlivosti“, ako označujú novú transakčnú daň…?„Nám sa ukazuje, že dopady konsolidácie budú znášať najzraniteľnejší“, hovorí Žišková. Slovenská katolícka charita vypočítala, že ak by to tak nakoniec aj bolo, jej klienti a najmä seniori a znevýhodnení by prišli o vyše 9600 hodín opatrovateľskej služby. Alebo by distribuovali o deväť tisíc menej potravinových balíkov, ktoré smerujú aj k rodinám s deťmi. A tie s viacnásobným zdravotným znevýhodnením by prišli v jej zariadeniach o 1901 dní komplexnej starostlivosti. Charita by rovnako musela odmietnuť podporu pre 13 500 prenocovaní v nocľahárňach. Alebo 3 412 dní starostlivosti o starších ľudí v zariadeniach pre seniorov. Na približne sedemstomiliónovom výnose transakčnej dane sa pritom podľa Jany Žiškovej bude mimovládny sektor podieľať maximálne tromi miliónmi. Ide tak o necelé pol percento spomínaných úspor. Ak vládna moc operuje transparentnými finančnými tokmi, ktoré majú vnášať svetlo na donorov, opozícia hovorí o stigmatizácii a nepatričnej kontrole. Hovorí o tlaku na mimovládny sektor, ktorému hrozí aj možnosť rozpustenia v prípade porušenia pravidiel. Mimovládky reagujú, že o pôvode darov a darcoch už teraz transparentne a pravidelne informujú. A finančná pomoc zo zahraničia podľa nich „nie je ohrozením suverenity či nezávislosti krajiny“, ale „prejavom solidarity medzi národmi a podpora demokratických hodnôt“. To sú formulácie zo stanoviska Slovenskej katolíckej charity, ktorá pomoc zo zahraničia nielen prijíma, ale za hranice Slovenska ju aj obrazne povedané vyváža. Je vôbec potrebná „maďarská“ či „ruská“ úprava slovenských mimovládiek? Na čo niekomu opäť pripínať na hruď žlté hviezdy? A čo to s mimovládnym sektorom a demokraciou u nás môže urobiť? Otázky pre Simonu Stískalovú z charity.„Už dnes môžeme konštatovať, že mimovládne organizácie sú veľmi transparentné vo vykazovaní pôvodu darov“, konštatuje Stískalová. „Len za posledné dva roky sme zo zahraničia získali od darcov 5,2 milióna eur. Boli to prostriedky pochádzajúce z dvanástich krajín. Vďaka ním sme dokázali vybudovať ďalších 24 podporných centier a urobiť 290 tisíc intervencií. Poskytli sme pritom konečnú podporu za 45 tisíc eur“, ilustruje situáciu s prijímanou i poskytovanou pomocou Slovenskej katolíckej charity Simona Stískalová. Ak politici od určitého momentu hovoria aj o možnosti, že by spod týchto zákonných zmien vyňali cirkevné organizácie, zástupkyňa najväčšie charitatívnej organizácie na Slovensku – katolíckej charity – reaguje, že „cítime povinnosť stáť na strane mimovládnych organizácií“. Vládnu taktiku označuje za hru na mačku a myš. „Na jednej strane sa tu hovorí o novelizácii zákona, ktorá má priamo ovplyvniť fungovanie a činnosť mimovládnych organizácií, na druhej chcú z toho vyňať cirkevné charity. Teda tých najväčších hráčov akosi upokojiť, no tým menším až znemožniť činnosť“, tvrdí Stískalová, ktorá pred katolíckou charitou roky pôsobila aj Človeku v ohrození. Upozorňuje tiež na fakt, že nové navrhované povinnosti môžu darcov rovno odháňať. „Neviem si predstaviť, keby som ja bola darcom a chceli by odo mňa nielen meno aj priezvisko, ale aj štátnu príslušnoť, či národnosť… Ako donora ma to len odradí“, upozorňuje Simona Stískalová. Museli utiecť, aby si zachránili holé životy. Ich existencia sa v okamihu zmestila do pár igelitových tašiek. A utekali, ako vládali. Naviac – zo svojich domovov. Do neznáma. Dramatická situácia, ktorých je dnešok vymedzený prvou štvrtinou 21. storočia plný. Tak to môže vyzerať na vojnou zmietanej Ukrajine, či medzi africkými utečencami, ktorí hynú vo vodách Stredozemného mora. Aktuálny popis je však momentkou z dramatického rozpoloženia tých, čo museli utekať pred silou z Náhorneho Karabachu. Do Arménska. A tam im pomáhajú aj Slováci. Ako a prečo? Na to sa už pozrieme s charitatívnou pracovníčkou Dominikou Šimonffyovou. „Arménci sú pohostinní. No inak, ako my Slováci. My si vieme uctiť tých významnejších, oni sú pohostinní ku každému. Aj k biednym“, rozpráva o svojich postrehoch Dominika. „Prišli mi smutní, no nie zúfalí. Opakovali, že keby sa svojej zlej situácii ľudí na úteku poddali, nemali by šancu prežiť. Nad vodou ich drží nádej“, dopĺňa. Keď sa pýtam, že z čoho pramení, Dominaka reaguje: „Z prijatia“. „Boli prijatí miestnymi, ktorí tiež nežijú v neviem akých podmienkach, no vedia sa deliť a prijímať“, konštatuje Dominika Šimonffyová. Prečo dáva svoju energiu pomoci iným ona sama? „Nedávalo by mi to zmysel žiť iba pre seba. Myslím si, že to tak cítia aj ostatní. Nemusíte pritom ísť pomáhať do zahraničných misií, stačí si všímať svoje okolie“. Podcast pripravil Jaroslav Barborák.
