Interview with Acting Director of ECPAT New Zealand, an organisation that acts to uphold the fundamental right for children to be free from all forms of commercial sexual exploitation and trafficking.

Kasus-kasus eksploitasi anak tidak hanya terjadi di ruang nyata tapi juga ke ruang virtual. Ruang internet yang berkembang pesat disebut membuat lebih banyak anak menjadi rentan terhadap eksploitasi dan pelecehan seksual. ECPAT Indonesia memotret situasi kasus-kasus eksploitasi seksual anak online yang membutuhkan respon khusus, cepat dan sistematis dalam tiga tahun terakhir. Koordinator Nasional ECPAT Indonesia Ahmad Sofian mengatakan menurut data Internet Watch Foundation pada 2022, terdapat 255 ribu konten kekerasan dan pelecehan seksual anak di ranah daring yang ada di seluruh dunia. Child Sexual Abuse Material (CSAM) vs. child pornographySometimes CSAM is referred to as child pornography. However, the term “child pornography” should be avoided for the following reasons: The term child pornography fails to describe the true nature of the material and undermines the seriousness of the abuse from the child's perspective.  Pornography is a term primarily used to describe material depicting adults engaged in consensual sexual acts distributed for the purposes of sexual pleasure. Using this term in the context of children risks normalizing, trivializing and even legitimizing the sexual abuse and exploitation of children. Child pornography implies consent, and a child cannot legally give consent.  The term child pornography is still used in legislation in some countries. For this reason, CSAM is sometimes referred to as child pornography for legal purposes. In non-legal contexts, such as in media publications, the term Child Sexual Abuse Material (CSAM) should be usedWho are the victims?According to a study from ECPAT: 56.2% of cases depicted were prepubescent children. 25.4% were pubescent children. 4.3% were very young children (infants and toddlers). 14.1% of cases featured children in multiple age categories. The younger the victim, the more severe the abuse was likely to be. 84.2% of videos and images contained severe abuse. This week the reality of human trafficking from Albania is explained by Sister Imelda Poole from Mary Ward Loreto, along with Patricia Burr from ECPAT who's organisation is suing the British government over children who went missing, including 176 Albanians, from UK asylum hotels. Benedict Spence also discussed the failings of the British government in managing the migrant crisis. Also, on the agenda is US expats in Albania talking about Bill Clinton's visit and their experiences in Albania.

Den 12 december 2022 postar influencern Tilda Törnqvist  en video för sina 300 000 följare på TikTok. Hon berättar att hon i flera år pressats av en amerikan på nätet. Vi samtalar om barnrätt med barnrättsjuristen Karin Sjömilla. Karin arbetar som barnrättsjurist vid Rädda Barnen och har jobbat med barnrättsfrågor i ca 20 år, vid ECPAT, Europarådet och hos Barnombudsmannen. Barnkonventionen blev svensk lag 1 januari 2020 men vilken effekt har detta haft på rättstillämpningen? We've all heard of people, even friends or acquaintances who have gone off for a few weeks to build a school, or taught English in far-flung places, very often with the good intentions to bring a positive change. This form of volunteer work is more commonly known as voluntourism—the merging of travel and voluntary work, as part of the products offered by the travel market. Despite the good intentions of travellers to bring about positive change to communities, it is often not well channelled. Besides overall concerns about the impact that such short-term trips by unskilled volunteers have on the welfare of children and the entire communities, some forms of voluntourism and “social trips” pose additional risks to the safety and protection of children. In this episode of Ending The Silence we delve into the world of voluntourism, why it is harmful to children, and how it increases the risk of child sexual exploitation and abuse? Mamman i familjen är sjukskriven, och något har gått fel med kommunikationen med Arbetsförmedlingen, så hennes ersättning har inte betalats ut. De har levt på familjens pappas inkomst, och hamnar efter med hyra, och kan tillslut inte helt betala den. Den kommunala hyresvärden säger upp deras kontrakt.Trots en nollvision mot att barn ska bli av med sina fasta bostäder, en nollvision som antogs 2007 av den dåvarande alliansregeringen, har hittills aldrig nollvisionen uppnåtts under något år sedan dess. Istället har antalet barn som drabbats av vräkningar ökat igen de senaste åren. förra året drabbades 572 barn av vräkningar, det är 123 fler barn än vad som vräktes året innan, 2020.Kaliber återkommer till familjen och det tillfälliga akutboende de just nu bor i, och ställer återigen frågor till ansvariga politiker hur nollvisionen ska uppnås.Ny lag om sexövergrepp på nätetKaliber har i flera program granskat hur övergrepp mot barn utreds, och då främst livestreamade-övergrepp där tittaren instruerar på distans. Förövaren finns ofta i västvärlden bakom en dator och offren finns på andra sidan jorden, till exempel i Filippinerna framför en webbkamera, som i serien De dolda sexövergreppen av reportrar Stina Näslund och Clara Lowden på produktionsbolaget Filt.I granskningarna fick det svenska rättsväsendet kritik av bland annat barnrättsorganisationen Ecpat, för att lagstiftningen kring övergrepp över nätet generellt släpat efter. Sedan dess har lagar ändrat och nya tillkommit, och i sommar kommer bland annat en ny lag, som säger att våldtäkt, sexuella övergrepp och motsvarande brott mot barn även ska omfatta sexuella kränkningar som begås på distans.

ECPAT International is a leading global network exclusively dedicated to ending child prostitution, child pornography, and the trafficking of children for sexual purposes. They advocate for change by putting the crime of child sexual exploitation onto global, regional, and national agendas. And here to tell us about their work and the impact that it is having is Guillaume Landry, the executive director of ECPAT International.

In this podcast Alan Collins discusses with Mark Kavenagh from ECPAT on-line child abuse in Uganda in the wake  of new  research delivered by ECPAT, INTERPOL, and the UNICEF Office of Research – Innocenti, funded through the End Violence Partnership's Safe Online Initiative, Disrupting Harm in Uganda is an evidence-led report that outlines the harrowing realities of online child sexual exploitation and abuse in Uganda.  Key findings in the Disrupting Harm in Uganda report include: Boys and girls were equally likely to experience online child sexual exploitation and abuse. The survey of 1,016 internet-using children found that similar proportions of boys and girls are subjected to differing forms of online child sexual exploitation and abuse, such as grooming or being offered gifts or money in exchange for sexual images or videos. 98% of official reports of sexual offences to the Uganda Police Force were made by girls. Only 2% of official reports in defilement cases were made by boys between 2017-2019. As boys are experiencing online child sexual exploitation and abuse at the same rate as girls, this may suggest that boys are not reporting their abuse.  Too many children are not reporting for fear of stigma or belief it will not lead to change.  1/3rd of children surveyed in Uganda who had experienced online child sexual exploitation and abuse did not tell anyone about their experiences.  Common reason for not reporting incidents of online child sexual exploitation and abuse was "not knowing where to go or whom to tell." 10% of the surveyed children were offered money or gifts for sexual images or videos of themselves in the past year. 31% of those children didn't tell anyone about it.  9% of children surveyed said that they had sexual images of themselves shared without their consent in the past year. This represents approximately 215,000 children in Uganda.  Child advocate professionals said victim blaming by the police sometimes deterred children from reporting.  Law enforcement, the justice system, and social services lack awareness, capacity, and resources to respond to cases of online child sexual abuse and exploitation. Some important online child sexual exploitation and abuse-related legislation, policies, and standards are not yet enacted in Uganda. Some children interviewed for Disrupting Harm in Uganda said that reporting processes were re-traumatising because children were required to re-tell their traumatic experiences throughout the process. In Uganda from 2017 to 2019, our interviews illustrated that children were rarely able to bring cases to justice through the court system.    Alan and Mark discuss broader issues in society which may inhibit reporting. The Disrupting Harm in Uganda provides actionable recommendations for the government, lawmakers, industry, and other actors in Uganda to strengthen the national prevention and response to this crime.  Key actions include: The Government of Uganda to adopt the National Plan of Action to prevent and respond to online child sexual abuse and exploitation.  Develop education programmes with children that reflect their perspectives of online risks, and techniques they can use to keep themselves safe. Properly define and criminalise all forms of online child sexual exploitation and abuse.  Review the Child Online Protection Handbook and disseminate it widely to ensure a common understanding of online child sexual exploitation and abuse.  Accede to the Convention on Cyber Security and Personal Data Protection adopted by the African Union in 2014.  Establish and maintain a connection to INTERPOL's ICSE database. Adequately investigate international online child sexual exploitation and abuse referrals. Put an effective hotline in place with access to hotlines in other countries.  Develop detailed ethical guidelines for police on how to interview children. Ensure that both specialised male and female officers are recruited and available whenever required.  Develop guidelines on child-friendly and victim- friendly justice. Guarantee that child victims do not have to face offenders in court, and that online child sexual exploitation and abuse cases are heard without undue delays.  Legally oblige internet service providers to retain data, filter/block/take down child sexual abuse materials and comply promptly with law enforcement requests for information.  Alan and Mark also discuss and explore what other countries can learn from the Ugandan experience and, also, about how e can learn from survivors. About Disrupting Harm  In early 2019, the End Violence Partnership, through its Safe Online initiative, invested $7 million to develop Disrupting Harm, a holistic and innovative research project that aims to better understand how digital technology facilitates the sexual exploitation and abuse of children.  Safe Online brought together and funded three organisations – ECPAT, INTERPOL and the UNICEF Office of Research – Innocenti – to undertake new research in 13 countries across Eastern and Southern Africa and Southeast Asia. This type of holistic research and assessment is new and unique. The methodology developed for these assessments has been implemented across the 13 countries and can be used by other countries in the future.  About Disrupting Harm in Uganda Data collection took place from early 2020 through to early 2021 with the cooperation of the Government of Uganda and a wide range of public bodies and other organizations active in the country. A comprehensive analysis was made of the legislation, policy and systems addressing online child sexual exploitation and abuse in Uganda.  A range of statistical data was gathered for 2017-2019. Surveys were conducted with internet-using children and their caregivers in early 2021, and front-line service providers from private and civil society in late 2020. Interviews were held with high-level government officials, law enforcement officials, justice professionals, and child victims of online child sexual abuse and exploitation and their caregivers. In addition, trauma-informed expert practitioners led several unstructured one-on-one conversations with survivors of online child sexual abuse and exploitation.  The analysis for Disrupting Harm in Uganda was finalised in May 2021. The recommendations were discussed further at a national consultation on 19 August 2021. Changing laws and policies isn't always enough. To really protect children, actions must follow, and in ways that are tailored to the local situation and needs. What do you know about OCSEA - Online Child Sexual Exploitation and Abuse? At least 8 out of 10 children who have access to the internet have experienced OCSEA in different ways. It could be from being exposed to sexual material to being asked to share explicit content or watch a live stream. Some children share their content privately only to find their images all over the internet without their consent. According to a recent report funded by End Violence Against Children and implemented by Ecpat, INTERPOL & UNICEF stated in part that "Children are subjected to these potential and actual instances of sexual exploitation and abuse both online and offline. In Kenya, most children who have been exposed to any manifestation of OCSEA have also been subjected to physical, sexual or emotional violence in person." Katrina Massey is a mother, wife, Realtor, and a victim’s advocate and national speaker on domestic minor sex trafficking (DMST).  She began her career in restaurant management, breaking racial barriers of becoming the first African American female General Manager of one of the top restaurants in Atlanta. She went on to manage over $6 million in revenue and provided employment to survivors of sex trafficking. Her heart to heart work is very personal. Having been exploited in the commercial sex industry as a teenager in Atlanta and New York, Katrina impacts the lives of youth and young adults affected by sex-trafficking through mentoring, court advocacy, policy work, public speaking, and training. Appearing regularly as a speaker and panelist, Katrina participates in conferences, workshops, and other awareness events.  She has appeared in the Washington Times, CNN, MTV-U, ECPAT, and other outlets. New research from ECPAT International shines a light on boys engaging in their own sexual exploitation by selling sex in Thailand. The report reveals a big knowledge gap amongst frontline welfare service providers, problematic beliefs and attitudes about male and gender diverse child victims, systematic victim-blaming, and an urgent need to adjust support services to fit boy survivors’ needs. In 2020, ECPAT carefully talked with 20 young people of ‘diverse SOGIE’ who are exchanging sex, to learn what their life is like. In this group, 11 young people identified their gender as male; six called themselves ‘ladyboys’; two identified as trans women, and one as ‘gender of the alternative.’ They were between 15–24 years old, and the majority migrated to cities from rural provinces in Thailand. The majority had been exchanging sex for over a year and around half started doing so while still children. The team at ECPAT also wanted to understand welfare service providers’ attitudes to working with boys and talked to 65 frontline workers in Chiang Mai, Bangkok and Pattaya. This is what we found. Pedofil är ett ord som ofta väcker starka reaktioner. De allra flesta är män, men det finns också kvinnor som känner sexuell attraktion till barn. Lo har sedan tonåren varit sexuellt attraherad av barn. Hon har fantiserat om dem, skrivit och ritat. - Jag har försökt att inte tänka på barn när jag onanerar, men det blir bara frustrerande för jag vill tänka på dem. Det är svårt att kontrollera det kroppen vill, berättar Lo. Lo säger att hon aldrig gått över gränsen och förgripit sig på ett barn. Hon vet exakt var gränsen går och kommer aldrig att överträda den, menar hon. Men det finns andra som gör det, människor som passerar gränsen och begår sexuella övergrepp på barn. - Den samhälleliga bilden av vem som är en förövare är att det är en man, säger Isabella Kim, barnrättsjurist på Ecpat. Vi har svårt att acceptera att en kvinna kan ha ett sexuellt tändningsmönster mot ett barn, menar hon. Få kvinnor anmäls och döms för sexuella övergrepp och få söker hjälp. Men alla experter Kropp & Själ talat med vittnar om att de finns och troligen är långt fler än vad som syns i statistiken. En väsentlig del av offren för sexuella övergrepp uppger att de blivit utsatta av en kvinna. En av Sveriges mest lästa deckarförfattare, skrivit böckerna om kriminalinspektören Emma Sköld. Om en berättelse ur sitt liv som kanske kan göra skillnad. Vill skänka hopp   Det här är en berättelse om en åttaårig flicka från Gusum i Östergötland. En flicka som bevarade en hemlighet alldeles ensam i femton år. Till slut fanns det bara två alternativ: Berätta eller dö. Så inleder Sofie Sarenbrant, en av Sveriges mest lästa deckarförfattare, sitt Sommar. I tio år har hon arbetat med att skriva fiktiva berättelser, men nu vill hon ägna sina minuter åt en händelse tagen direkt ur verkligheten. To continue with the podcast relaunch on our second show, we were able to meet for a second time with Sherrif Karamat, President & CEO of PCMA as well as with Greg O'Dell, Chairman of the 2019 PCMA Board of Directors.  We caught up with them at PCMA's EduCon in Los Angeles.   This time we covered a wide range of topics, but we focused on two important topics in both the world and within the meetings industry today.  First was a discussion of diversity and inclusion, and the benefits of diverse skills and points of view in creating successful events.  The second topic was human trafficking, and how raising the awareness in our industry and can provide a huge increase in opportunities to recognize and stop this serious international issue.   TRANSCRIPT: JON: Welcome back to the podcast. I'm Jon Trask, I’m your host and I'm here with Sheriff Karamat, the President and CEO of PCMA, and Mr. Greg O’Dell, the chairman of the 2019 PCMA Board of Directors. So welcome, gentlemen. GREG: Thank you, Jon. SHERRIF: Thank you for having us. JON: I'm very happy to see you again. We talked recently up at WEC in Toronto, and now we're down in Los Angeles at your EduCon. SHERRIF: Yeah, the world we live in is exciting, isn't it? So now in Los Angeles, wow. JON: We're just jetting all over. And that's one of the things that I've actually always appreciated about our business is the opportunity to travel and see places and get to go, places I might not normally get to go to on my own. SHERRIF: Yes, and experience many different cultures, different cities. JON: Absolutely, yeah, it's been a great part of the business for me. And you guys are having a great event here it seems. Just to touch on that briefly before we dive into the real topics. SHERRIF: Absolutely. I, you know, I love EduCon. It's event that we actually really get to visit with people. It's just a manageable size. And this year, bit larger than normal. Our largest EduCon in history. About 950 participants JON: Very nice. SHERRIF: And we've been creating some really interesting experiences. And I've been enjoying LA as well. Look at this city, it's vibrant. So, I have this thing that I'm comparing PCMA to LA. And so, here's my comparison…I absolutely think there's a renaissance, there's a transformation, there's a revival going on with the city. And I think it mirrors with all the exciting things that are happening at the PCMA. And so that's, that's my comparison is to, to a city and an organization that's on the move. JON: Both of them coming together. SHERRIF: Absolutely. JON: Yeah, this this area, I mean, I'm a native of Southern California. And this was not an area that you would necessarily want to visit around the convention center. Even a decade ago, it doesn't seem. And so what they've done here, with the expansion and growth and the hotels, and all of that is really, really changed the whole complexion of this part of the city, GREG: I would just echo two (of) Sherrifs comments from LA’s perspective and all the partners. You know, it's interesting before PCMA EduCon started, they had another major event here with the BET experience. And so, the transformation that happened from that event to ours was seamless. And I think, you know, hats off to the LA team. And they've been amazing and supportive hosting this event as well. JON: They're very good, very accustomed to large, high profile events and working through them. I know, I did something at the event deck over here at LA Live a few years back, and it was the same time as a basketball game, and the Disney Radio Awards going on in the theater. And yet, you know, everything flowed smoothly and worked out really well. GREG: That's right. JON: So, what we were really going to talk about today, though, is when we were in Toronto, we talked about like numbers and data and things around the meetings, and I wanted to maybe talk with you a little bit more about the human side of the business. And I know there's an initiative that you started the Ascent Initiative. And I did a little bit of reading on that, and about inclusion and diversity within our industry. So I thought that would be where we could start today talking about that diversity and inclusion. SHERRIF: Sure. So, you know, you actually get an extra point on my radar today, because you said the word inclusion before you said diversity.   Because for me, diversity is an outcome of being inclusive. And so PCMA is all inclusiveness and it's about inclusiveness, because that's the way we learn, and we challenge the status quo more than ever. Without actually been being inclusive, you will never know everything. And the more perspectives the more diverse backgrounds, the more different mindsets that we bring to the table…And we grow, we learn, we create better experiences. So PCMA has started the Ascent Program for a number of reasons. And the CEO pledge.  And one was looking at diversity and inclusion, and so forth in a different lens; and we looked at SAP Users, SAP today is the most diverse company in the world, because it was the most inclusive company in the world. And it is, it's labeled that simply because not because they will be altruistic and good.  They actually had a need, and they had a need in computation, and mathematics.  And they had, they had complex mathematical problems that they had to solve.  And they couldn't find people that could help them solve this problem.  Well guess how they went about it, they actually, they went, went looking.  And then what they discovered was that people with autism actually had incredible mathematical and computational skills.  So, they started hiring people on the autism spectrum.  Today, SAP has more than 250 people working in their employment, that are on the autism spectrum.  And talk about inclusion…But it was this notion that you can do good, but it's good for business.  And that has actually served their pocketbooks and they're bottom line, much better than then just you know, going to some traditional route.  So, inclusiveness has many forms, many, many ways that you can be inclusive.  But we've got to look beyond race, and gender and so forth, and really truly think of what inclusiveness is all about.  So that we can bring different perspectives and different ideas. JON: That's, that's been something that, that I've got a personal education on a little bit over the past few years, because I've been, I had some surgeries on my back.  And I've been getting around with a cane and had some mobility issues. And you, you start to learn a lot of things you didn't realize, when you're not exactly the same person that you were a year before.  And you have these challenges of maybe walking a long distance or something, and you get into a huge facility and signage and things like that.  So, it really opened my eyes personally, few years back, and I've talked to someone who's shown up in year convene magazine, Joan Eisenstodt.  I've interviewed Joan a few times about that, and actually taken her class where she will put people in the experience of having some challenge, and let them kind of walk in those shoes.  And I think doing that is very eye opening to people.  So that's one thing that I recommend is trying to look at the world from some other perspectives.  And thinking about that. GREG: I mean, I agree.  Everything with Sherrif said and I think inclusion so important.  But you know, the reality on the last point you just made, you know, there are there are real diversity issues.  And I think people's bottom line or company's bottom lines are better serve when they actually serve that diversity audience. The best way to do that is to have diversity within.  And so, I think we had one of the most powerful, amazing speakers today, Tamika Catchings, who happened to be African American and happened to be a woman.  But I think everyone in that room who experienced it today saw her compelling story first.  But there are those who resonate with her for those reasons as well.  And so, I think it's important that we recognize that but also in an inclusive manner. SHERRIF: So, I'm just going to add to that one as in terms of performance of companies.  Companies that are inclusive and are diverse; as a result, performed 41% better than companies that are not; return on investment, return on equity.  So, it is just it is, you know, the data is there to support the fact.  So, I also want to touch it, but your issue and your back. And so, we want what I like about the nomenclature today that's changing is sort of, we used to say people with disability. Right, and it's such a terrible term.  What about people with special abilities?  Right?  Because they do have; so, think of the autism spectrum.  We would (say), oh, they’ve got a disability?  No, no, no, they've got a remarkable ability.  And it's, it's just about being inclusive and understanding that we understand that these people Tamika this morning that you reference her, and her hearing challenges that she faced and that created a lot of other adversities for her.  And it's, it's so I mean, how she broke those barriers down. I mean, it takes a very special person. But you know, I don't know, I think that we, shedding light to these issues is so important, talking about them in a non-threatening way. And, and I go back to the old line, you know, when we meet face to face…So, I think that…I wonder what if people never saw to Mika if they only saw a black woman. And when you saw her today, actually, you just saw just a wonderful individual.  You couldn't give it any care about race or gender, just a person. JON: Right, someone who's done amazing things. SHERRIF: Yeah.  And you want to, you know…just love this person, because of just that. You're just a wonderful… So I think that it just allows you to break down those barriers. JON: And so in in a perfect world, I was trying to trying to come up with a way to put a bow on this and put it together into something what does an inclusive event look like in a perfect world?  To you?  How would you describe that?  How do people do the best job to do that? SHERRIF: Well I, first of all is be open to different ideas.  And we have different, doing different things, but also be open to different people and different cultures and different…but different geography as well.  And so, just allow that to happen so that those ideas can come.  So, one way you can do that is by crowdsourcing ideas, just understand.  So just a simple using technology as one way; two is just actually being very deliberate about it.  And I think we do have to do, I'm a person that don't believe in quotas, but if we need them to just to get to where we need to go with them.  Maybe that's something that you do.  But I think that if we're deliberate, very deliberate, we’ll realize that we maybe don't need the quotas, because we're seeing the benefits of, and then suddenly we’ll be diverse.  But sometimes we've got to go to extreme measures in order to make things happen. JON: Kind of have to swing the pendulum far to one way? GREG: I just want to add to that, because I think it's a compelling point.  You know, one of the things, I'll give you a great example, this morning, we had our nextup, which was a mashing of our legacy society and our board members with our 20s in their 20s.  And, you know, in a traditional sense, you would think this is an opportunity for the 20s in their 20s.  To hear from the more tenured members.  But in fact, you know, what we talked about, and that we were very explicit about is that we learned as much from them as they learned from us.  And a great example that I gave was technology.  So, we all had to adapt, the three of us had to adapt to technology, whereas it’s all the known in certain aspects of technology.  And so, if nothing else, we learn quicker from them about how to utilize that technology in events, or how we're going to educate people leveraging that technology.  So, I think its diversity of thought, but also an age demographic, but also geographic, all those things that I think PCMA is being very deliberate, whether it's matched up, or whether it's seeing people of color, who giving, providing the content, or otherwise I think, it's very deliberate, and very compelling.  And that was what I think is success from what I would define a success. JON: Excellent. Um, the other part of this conversation was really around the human trafficking that you guys have pledged on.  So that's with ECPAT?  Yeah, ECPAT USA.  And there was something called the CODE. SHERRIF: Yes, absolutely. JON: So talk a little bit about that. SHERRIF: So, let's just first talk about ECPAT, and it's, it's, it's one organization, but it's one that we really have vetted, and just look at what they're doing to raise awareness and curb human trafficking, if not completely eradicate it.  And, and what PCMA has done is that with Maritz Global Events, we actually, they have been this been a big cause.  And big initiative on behalf of America global events.  And, you know, that they thought that our industry could actually play a key role in in driving the goal.  So, I want to give them a lot of credit for starting this. And PCMA, said, you know, you're absolutely right, why couldn't we help.  And so, we really got behind it, our foundation actually donated monies towards ECPAT.  We have done projects around human trafficking.  And we did the code, signed the code, and then actually did training for our employees.  And we're going to take that on the road at our events so that we can train people, so they can understand how to recognize the signs of people that are in distress.  And so, David Peckinpaugh, the president of Maritz, when he approached us and approached me, I said to David, that PCMA will get fully behind and fully vested in this providing Greg and our board was behind it.  But it was a no brainer for them.  They just said, of course.  But I said, you know, what, it's bigger than all of us.  So, we should get more people involved.  And, we went to the EIC, the events industry council and said that all the industry organization should be involved, this should be this should be a plank of the EIC.  And it should also though be a plank of others.  So, Marianne signed the code, Arnie Sorensen signed the code.  We are doing activation as a part of one of the trends that we are bigger than oneself, we have used the human trafficking issue, to show that we can have a bigger impact than just one individual on human trafficking.  So, let me put that into context. company like Marriott, Maritz, Events, DC, PCMA, with all the employees and all the people that we bring together, think of the eyes that we can bring to the issue.  And thus, we can recognize if there's something going wrong, if we make them aware how to recognize those issues.  So, that's, we want to amplify this, we want to raise the awareness level as much as possible, we actually think of human trafficking as happening in Bangkok, and other areas, but it's happening in our local communities all around the country.  And we actually, every community needs to pay attention to this. JON: Makes sense? I know, when I was doing some research on this, that there are some resources and things if you can go to like the code.org. And pull up things like contract clauses to put into your RFP’s is to make sure that you're discussing this with your properties and your vendors, when you're coming into something.  And I discovered a lot of that through this research with PCMA.  So, it's helped me already start to think about things a little bit different way. GREG:  And you know, and I was going to say, and I, you know, from my perspective, and I'll confess, I wasn't well versed on this topic.  And so, I'm glad when Sherrif brought this to our attention.  But, in many ways, it's not even about pressuring people…people just aren't aware of this issue, right?  So, I think it's an awareness campaign in many respects.  And I think we are the most compassionate industry I know.  And I think once people understand the problem, and they're willing to solve a problem, I think it's been great to build that awareness. And then people are compelled to act.  So, I've been personally humbled by learning first about it, because I wasn't aware.  But also, to be proactive, and what we can do about it as an industry.  So, it's been, it's been great to see the proactive behavior of our industry, and certainly a credit share for leading PCMA, not just jumping on the bandwagon, but having to lead this. JON:  And we really do have a lot of eyes in this industry.  There's a lot of people who can be watching out for this issue.  And just bringing an awareness of it, it's kind of interesting, because I think both of these topics that we've talked about are really about awareness, and how, as an industry, we've started to pay attention to some things that we just didn't think about before. SHERRIF:  Well, you know, we also did the hackathon here for homelessness.  And as we talk about homelessness is a symptom of a deeper societal issue.  Right?   Or, and or a human issue.   And so how are we treating the deeper, deeper issue, but being aware of what the symptom is, is helps you to dig deeper, and PCMA really, really believes, this is our DNA that business events are going to drive business, no question about it.  And it needs to.  We need to have better employment opportunities for all our people.  But business event should also do good for people, and our communities or local communities.  And so, we're going to take every opportunity to inform, educate…not tell people how to get there, but actually highlight the problem and sort of because different people might choose different avenues to get there.  And we want them to choose the vehicle that's best for them.  But we want to make sure that we're all sort of saying, “this is the end goal”.  But we can get there differently.  And so, there are many other issues that we need to deal with. I want to highlight and I think it's something that you and I talked about previously was about the HIV AIDS issue and in Australia, and the fact that we use the business event to actually make them change their laws in their country, to allow people with HIV and AIDS to come into that country.  I think it's pretty phenomenal. But what was even more exciting and interesting is that the country and the government and industry has made a commitment that they want to eradicate HIV and AIDS by 2030.  And they're working.  And that's creating new jobs and creating research, and all sorts of different industries because of their commitment; and because of an event. JON: Because of an event that started it all. So, we can be a real catalyst for change within this industry by starting something… SHERRIF:  We are, we are, and we've got to recognize that this is what we, this is why.  And this might be changing our conversation a little bit.  But this is why we need to focus on why we do what we do, not what we do.  And when we focus on the why we’ll understand that; yeah, we might be bringing people together…but why were we bringing them together?  And we are bringing together where we are, maybe look make maybe using simple lenses to solve complex problems. But when we come together, we can do this.  I am convinced, and I am convinced that science alone is not going to solve human issues.  It’s people, it’s science, it’s data; it takes it all…And inclusion, right? JON:  Yeah, those diverse perspectives, those people coming in from different angles are where you get the best ideas sometimes.  So absolutely.  But this is exactly what I wanted to talk about. Because I came out of the last talk with you so inspired, and I just had a feeling that this area would be the same.  Same inspirational feeling.  And it's just really nice to consider the possibilities.  And see that PCMA is behind this idea of moving us forward not just as a business, but as humans and as people and making things work better for everyone. SHERRIF: I, categorically believe that we have a responsibility any leader, whether you're the leader of events, DC or the chairman of PCMA, or you are a local community leader.  If you're going to be a leader, then you need to be responsible.  And you have the opportunity in front of you to make a difference.  And we've got to do it.  And we actually bring together more than any other industry people in this world, that can make a difference. So, the opportunity is limitless.  And we need to create better jobs for people.  We need to create better lives for people.  And we all need to grow, all those things the business events industry can do. And PCMA is committed to that. JON: It's an amazing legacy to leave. And I hope we can all do that.   SHERRIF: Jon, thank you so much, as always. Varje år utsätts en miljon barn för sexhandel runt om i världen, enligt FN. Några av de barnen och männen som köper dem finns också i Sverige. FN:s barnrättskommitté har kritiserat Sveriges hantering av brott där barn har sålts. Bland annat menar FN att personer som jobbar med de här frågorna inte utbildas tillräckligt i hur man arbetar med barn och att sammarbetet mellan olika myndigheter är bristfälligt.- Våra domstolar har inte ett barnperspektiv, det ser vi i fall efter fall. Det är istället ett förövarperspektiv. Vi skulle behöva speciella barndomstolar, säger Anders Pettersson, generalsekreterare för Ecpat som arbetar mot barnsexhandel.I programmet berättar vi också om den 52-årige mannen i Hässleholm som regisserade våldtäkter på barn i Filippinerna. Currently living in southern California with her husband and young son, Star spends much of her time touring both nationally and throughout the Southwest. She was a featured showcase at the 2010 Sundance Film Festival and as a result has been commissioned to write music for several films currently in production. NBC's Morning Show in San Diego has licensed three of her songs, and she has donated half of the proceeds from her single "I Am My Own" to ECPAT, a charity which seeks to end child slavery and prostitution.

Varje år utsätts en miljon barn för sexhandel runt om i världen, enligt FN. Några av de barnen och männen som köper dem finns också i Sverige. FN:s barnrättskommitté har kritiserat Sveriges hantering av brott där barn har sålts. Bland annat menar FN att personer som jobbar med de här frågorna inte utbildas tillräckligt i hur man arbetar med barn och att sammarbetet mellan olika myndigheter är bristfälligt. - Våra domstolar har inte ett barnperspektiv, det ser vi i fall efter fall. Det är istället ett förövarperspektiv. Vi skulle behöva speciella barndomstolar, säger Anders Pettersson, generalsekreterare för Ecpat som arbetar mot barnsexhandel. I programmet berättar vi också om den 52-årige mannen i Hässleholm som regisserade våldtäkter på barn i Filippinerna. Och så träffar vi polisen som försöker hitta förövarna och barnen. Över tusen barn har försvunnit under de senaste fem åren i Sverige. Det handlar om ensamkommande flyktingbarn som gått under jord och lever på drift, någonstans i Sverige. Kaliber tar reda på vart de tar vägen och hur några av dem lever - och vem som egentligen tar ansvar för barnen. – Här nere på rum nummer sju på nedanvåningen här bodde den senaste killen som avvek. Ismail 15 år, Mohammed 16 år och Amina 14 år - är tre av drygt tusen ensamkommande flyktingbarn som under de senaste fem åren kommit till Sverige - för att sen bara försvinna.  Detta är inga svenska barn. Då hade dom förmodligen hittats. Nej, dom här barnen har sökt sig till Sverige - utan sina föräldrar - på flykt från krig och förföljelse. Nu är många av dem på flykt igen - gömda och glömda av det svenska samhället. I Kaliber idag försöker vi få svar på frågan: vart tar de här barnen vägen? Och vem är det som ska ta ansvar för dom? – Och i rummet bredvid flyttade det precis in en kille igår. Det kan tänkas att den här killen avviker under helgen eller på måndag. Inne i det rum som verksamhetschef Betim Jahiri visar på Beddinge transitboende utanför Trelleborg står det ett par badtofflor bredvid den bäddade sängen. På dörren in till toaletten hänger en tröja och på väggen en ensam teckning med orangea streck. – Det är ju ganska så tomt det är ju ett tecken på att här försvinner folk ganska tidigt, de hinner inte etablera sig mer än hänga upp ett par shorts och handdukar. I ett gammalt mysigt vitt pensionat med knarrande trappor och avskavd färg finns Beddinge transitboende som drivs i Malmö stads regi. Här bor just nu 18 ensamkommande tonårskillar. Hit kommer ständigt nya ensamkommande barn som behöver en plats i väntan på att få sina asylskäl prövade av Migrationsverket. Men många försvinner också härifrån. Minst 2-3 varje månad, säger Betim Jahiri. Och den senaste tiden har dom börjat försvinna i allt snabbare takt. – Dom kommer hit en fredag och placeras här på Beddinge. Vid ett flertal tillfällen har man kommit ner till rummen på måndag morgon och märkt att personen i fråga inte är där utan har avvikit eftersom man har ju förberett ungdomarna på att på måndag måste du söka asyl. Det är den senaste utvecklingen och det är jättekonstigt. Vi lär varken känna dom eller får veta varför dom avviker. Var vet ni då om vart de tar vägen? – Ja, ingenting egentligen. De kan hamna överallt egentligen och vi kan bara spekulera. Det ryktas om svartarbete i Malmö, smuggling, människohandel att dom ingår i nån större härva. När ett barn avviker från boendet finns det tydliga rutiner för vad man ska göra...ansvarig socialsekretare informeras och inom 24 timmar anmäls försvinnandet till polisen. Betim Jahiri säger också att de anställda på boendet försöker ge polisen ett så tydligt signalement som man kan.    --Vårt ansvar tar ju lite slut där när vi gjort en polisanmälan och försökt vara behjälpliga om det skulle behövas eller dyka upp igen. Hur ofta kommer dom tillbaka? – Ingen har kommit tillbaka till det här boendet som jag vet. Kaliber har låtit Migrationsverket ta fram siffror över hur många ensamkommande flyktingbarn som försvunnit dom senaste åren. Och dom visar att över tusen barn har försvunnit sedan 2008. Några av dem är inte äldre än sex-sju år. Siffrorna visar också att antalet försvinnanden har blivit fler. 2011 försvann 163 barn. En siffra som nästan fördubblades under 2012 då 317 barn försvann. En del av dom återvänder frivilligt efter ett tag, men dom allra flesta är fortfarande borta.   Gränspolisen i Skåne har som uppgift att hitta dom barn som försvinner. Bakom en hög anmälningar om försvunna barn sitter gränspolisens chef Kristina Hallander Spångberg och biträdande chefen Leif Fransson. De är uppgivna. – Det finns i princip inget att göra. I vissa av ärendena finns inte ens något signalement på barnen. Ingen identitet. Inga uppgifter om anhöriga. Och transitboendet har inga uppgifter om dom. Så vi har inget att arbeta med. – Jag kan ju bara ta ett exempel från en anmälan här. Signalement då. Personalen på boendet kunde inte ge något signalement. Men Abri är från Marocko och talar arabiska.... Här har vi en:  Mohammed är cirka 180 cm lång. Bar en beige jacka när han lämnade boendet. Har snaggat hår. Och det är det enda ni har? – Ja precis, och då kan man själv föreställa sig hur lätt det är att hitta en Mohammed som är 180 cm lång i Sverige. Och då blir det tyvärr så att ärendet hamnar rätt långt ner i prioriteringen. Det vill säga vi gör ingenting. Och vad vet ni om var de här barnen är idag? – Vi vet ingenting om var de är idag. Varken polisen eller personalen på transitboendena vet alltså vart barnen tar vägen. Men hur är det möjligt att barn i Sverige idag kan försvinna spårlöst? Och var är de? Stockholmståget ska snart åka norrut och dom sista passagerare hoppar på. Vi är ute och letar efter dom som försvunnit. Vi har hört att det är hit en del av barnen söker sig. Till Malmö centralstation. Just den här morgonen hittar vi inga av de försvunna barnen. Men det var hit 17-åriga Sajad kom när han lämnade sitt transitboende. – Det var jättekallt. Och människorna bara kollade på mig, jag kände mig som en tiggare. Den 24:e februari förra året hade 17-åriga Sajad varit i Sverige i fem månader och precis fått besked om att han inte skulle få stanna. – Jag blev mycket trött av livet, jag hade inget hopp att leva vidare. Vad tänkte du då? – Jag kom på att ta livet av mig. Men livet ville annorlunda. Av en kompis på boendet får Sajad veta att han kan gömma sig i 18 månader. Lyckas han med det har han rätt att söka asyl igen i Sverige. – Så sa han till mig att det finns en regel som säger att man kan gömma sig i 18 månader och sen kan man söka asyl igen. Mitt i natten den 24 februari medan de andra på transitboendet ligger och sover packar Sajad sin väska med det han äger - lite kläder och två böcker. Den första tiden lever han på gatan men efter ett tag får han hjälp av Asylgruppen – ett löst sammansatt nätverk som hjälper asylsökande och papperslösa. Vi är på väg till den lägenhet som Asylgruppen har ordnat åt Sajad och några andra killar, som lever gömda. Lägenhetsinnehavaren har flyttat och lägenheten gapar tom. Här kan killarna bo under den tre månader långa uppsägningstiden. På golvet i ett stort tomt vardagsrum sitter fyra andra afghanska pojkar och stirrar in i en liten laptop. På skärmen visas en Bollywoodfilm. Så det är här du bor? – Ja, jag bor här. Sajad vill inte gärna berätta om varför han flydde från Afghanistan. Minnena är för smärtsamma. Nu försöker han istället fokusera på hur han ska klara sig under de resterande sex månaderna som han måste hålla sig gömd. Var sover du? – Jag sover i andra rummet. Vill du visa? – Ja. Här var det mörkt. – Ja, det finns ingen lampa. Hur skulle du vilja beskriva ditt rum? – Tomt. Ingen tv, ingen matta. Ingen bra lampa. Kala väggar, tomt rum med en säng i ett hörn och en hög med kläder – det här är allt du äger? – Jag har tre t-shirts, två jeans och en jacka. Och lite böcker – hur kan du läsa utan lampa? – Jag går till det andra rummet. ”Mördare utan ansikte”  Henning Mankell – vad har du mer för böcker? – Anne Franks dagbok. Sajad är ett så kallat Dublinärende. Enligt Dublinförordningen har man inte rätt att stanna i Sverige om man registrerats som flykting i ett annat EU-land tidigare. Reglerna säger att man då ska avvisas från Sverige till det land som man varit i först. I Sajads fall är det landet Danmark. I Danmark, varför gav de dig avslag där? – Det har de inte förklarat, men jag tänker att det blir mer och mer flyktingar i Danmark och att de blir trötta på flyktingar. Det finns ingen plats kanske. När myndigheterna inte längre tar ansvar för de här barnen är det alltså ideella krafter som får ta vid. För Sajad har hjälpen från Asylgruppen betytt att han fått någonstans att bo, han får lite fickpengar varje vecka och hans kontaktperson sköter kontakterna med skolan där han går och lär sig svenska. Hur lång tid av de här 18 månaderna har gått nu? – Det har gått nästan ett år. Så du har sex månader kvar – hur känns det att det har gått så lång tid ändå? – Det känns bra, jag hoppas att jag en dag kan söka asyl här i Sverige.  --Jag har slutat skolan och nu ska jag till hem. För nu efter skolan har jag inte så mycket att göra. Jag kanske pluggar lite hemma. Och sen... ja, det är fredag och alla är med kompisar och alla är ute, men jag... jag känner mig lite orolig och jag ibland jag blir rädd. Det är fredag och vi träffar ett av dom andra ensamkommande barnen som försvunnit. Arash har precis slutat skolan. Han går på naturprogrammet och drömmer om att arbeta på apotek. Han har levt gömd i snart ett halvår, men han går ändå i skolan. – Jag älskar att plugga och gå i skolan. Men jag är orolig hela tiden. Varför? – Jag är rädd för polisen och jag vill inte åka tillbaka till Afghanistan för att jag har mycket problem där och jag kommer inte leva. Därför är jag rädd när jag går i skolan och sen hem, rädd för polisen och tänker att polisen kommer att hitta mig. Om polisen hittar mig kommer de så klart skicka tillbaka mig – det är därför jag är rädd. Inte långt härifrån står polisinspektören Karl Dannestam och gör en cykelkontroll. Ett trasigt cykellyse gör att en ung tjej får böta 500 kronor. Men poliserna här har även en annan uppgift. Sedan Sverige gick med i Schengen ska polisen också göra en så kallad inre utlänningskontroll om dom blir misstänksamma om att cyklisterna inte har rätt att uppehålla sig i Sverige. De senaste åren har regeringen ställt krav på att polisen ska göra fler kontroller. I Skåne har antalet inre utlänningskontroller mer än tredubblats sedan 2007. Har du några regler när du går hem från skolan? – Ja, jag tänker att idag ska jag ta den vägen, det är bättre att inte alltid ta samma väg. Varför gör du så? – För att jag är rädd för polisen och jag tänker att någon kanske letar efter mig, därför tar jag inte samma väg varje dag.   Arash har fått magsår och har svårt att sova om nätterna. Den medicin han fick på transitboendet är nästan slut. Och han har hamstrat så att medicinerna ska räcka. – Jag har ingen medicin till magen kvar, jag har bara sömnmedicin kvar som jag har sparat. Ibland när jag inte kan sova på hela natten så tar jag en tablett bara för jag är att de ska ta slut och vad ska jag då göra sen?  – Om jag går till sjukhuset ringer de polisen och polisen kommer och hämtar mig. Arash är nästan hemma nu, men vid en annan poliskontroll står biträdande chefen för gränspolisen Leif Fransson. Det är en svår uppgift gränspolisen har. Dels vill de värna om och hitta de barn och ungdomar som försvinner. Men något som prioriteras högre är den grupp av barn som försvunnit och som fått beslut om så kallad verkställighet – alltså att de ska avisas. – Vi har ju faktiskt en rätt att prata med folk, man ställer kanske en fråga ”Hej, vad heter du?”. Kan man då inte prata svenska finns det kanske en grund att gå vidare. Leif Fransson säger att de allra de flesta som gränspolisen hittar inte är via kontroller på stan. Istället handlar det om tips från allmänheten. – Det kan vara boende i en trappuppgång som har sett att det är mycket folk som springer till och från en lägenhet. Vad kan det vara mer för tips? – Andra tips kan vara att man jobbar hos någon person och vi får tips från näringsidkaren när det närmar sig att man ska betala, då ringer man polisen och tipsar om att i den butiken finns det en person som inte har rätt att vara i landet. Och de tipsen stämmer i 99 fall av hundra, vi hittar alltid någon som inte har rätt att vara i landet.   Den senaste tidens debatt om papperslösa har handlat om REVA - ett projekt som går ut på att Migrationsverket tillsammans med kriminalvården och gränspolisen ska bli mer effektiva på att verkställa besluten om avvisning. I Skåne har gränspolisen tillsatt två extra tjänster till satsningen och under förra året lyckades man avvisa 25 procent fler än 2011. Även om REVA handlar om administrativa förändringar inom polisen har många i samband med projektet kritiserat polisens arbetsmetoder - att man kontrollerar folk på gatan och i tunnelbanan, och att man slår till vid vigslar och i anslutning till barnpsykiatrin. – Det vi sysslar med, det väcker jävligt mycket känslor hos folk. Vi letar efter folk som inte har rätt att vara i landet och då kan man ju tycka ”varför gör vi det då?”. Men det är ju inte för vårt eget nöje som vi gör det. Det finns ett antal poliser på gränspolisen och de har en uppgift att sköta. Och vi hanterar den uppgiften på det professionella sättet att vi följer de regler och riktlinjer vi har att jobba efter. Och det kan man tycka vad man vill om ju. Men vad tänker du om att de här kontrollerna kan leda till att de som lever gömda och kanske inte vågar söka sig till skola och sjukvård? – Man kan tycka att det är rent förjävligt egentligen att man har den känslan, för ytterst är det ju människor vi pratar om och vi ska ju behandla dem på ett värdigt och respektfullt sätt. Och då kan man ju tycka att när vi jagar dem – behandlar vi dem på ett värdigt och respektfullt sätt? Nej det är det kanske inte, just då vid det tillfället. Men då blir det ett lite torrt tjänstemanasvar: Vi har en uppgift att sköta och det kan man ju tycka är helt åt helvete vid just det tillfället, men så är det. Får vi andra besked och beslut, då respekterar vi det.  Vi har röstat på de politiker vi har och det är de som stiftar lagar. – Dom pratar jättemycket om polisen. Det är nästan det enda dom pratar om. Och dom pratar om dom ska få asyl eller inte och att nånstans jobba med det när jag vet att det kan stå en polis utanför det blir jättesvårt då att få en person att fungera. När jag vet att det är systemet det är fel på. Jag vet att de inte gör något fel. De försöker bara överleva och klara vardagen. Sara Wåhlin är samordnare på TKT, team för krigs- och tortyrskadade på barn- och ungdomspsykiatrin i Malmö. Hon och hennes kollega psykologen Kenjiro Sato träffar många av de försvunna barnen som lever gömda och har bland annat en grupp där man träffas och äter frukost tillsammans. Allt fler ensamkommande barn med svåra upplevelser och obearbetade trauman söker hjälp här, och Kenjiro Sato säger att man först och främst försöker stabilisera barnen och skapa förtroende genom att göra olika aktiviteter tillsammans. Men ofta lider barnen av sömnsvårigheter, överspändhet och koncentrationssvårigheter som dom inte vet hur dom ska hantera. – Många skadar sig själv för att dom inte orkar stå ut med det här. Smärta i själen som dom säger. Jag vet att i Sverige har några tagit livet av sig så det är det värsta som skulle kunna hända. Då blir hela samhället traumatiserat tycker jag. Det är en katastrof för mänskligheten och en katastrof för oss själva att vi låter detta hända i vårt land. Barnen får aldrig möjlighet att bearbeta dom trauma som dom upplevt i hemlandet eller på resan hit till Sverige, säger Kenjiro Sato. Sen är det ytterligare ett trauma att leva som gömd, med den ständiga ovissheten och rädslan för att polisen ska hitta en. Och riskerna för de här barnen är stora, menar Sara Wåhlin. – Det vet vi ju att det finns människor runt omkring som ser de här barnen som en möjlighet till billig arbetskraft, sexuellt utnyttjande. Vi är i Stockholm och ska träffa Ingrid Åkerman som är handläggare på Länsstyrelsen. Hon ligger bakom den första nationella kartläggningen i sitt slag som kom i slutet av förra året och som handlar om barn i Sverige som utsatts för människohandel. – Det kan vara små barn som tillsammans med vuxna begår stölder i varuhus, eller barn som tigger eller barn som utsätts för sexuella övergrepp. I rapporten har Ingrid Åkerman tagit kontakt med samtliga socialtjänster i Sverige och kunnat konstatera 166 fall där barn misstänks ha utsatts för människohandel. 102 av barnen är utländska och flera av dom är ensamkommande som avvikit. Hon berättar om ett av fallen: – Det är en ung flicka, ensamkommande, asylsökande. Efter ett tag försvinner flickan efter många konstiga telefonsamtal och människor som har rört sig utanför huset. Hon hittas så småningom i et fruktansvärt dåligt skick, söndertrasad i underlivet och blir inlagd på sjukhus under en ganska lång tid. Den här flickan kunde de sociala myndigheterna fånga upp. Men efter ett tag försvinner hon igen. – Var hon är idag det vet vi ju inte. På Stockholms centralstation träffar vi Helena Karlén som är generalsekreterare på organisationen ECPAT som arbetar mot människohandel. – Hade det här rört sig om svenska barn så tror jag att det hade varit ramaskrin, det hade varit stora eftersökningar och pådrag runt om i landet för att leta efter de här barnen och identifiera dem och se till att de fick sina rättigheter tillgodosedda. Även här har man sett tecken på att avvikna barn hamnar i sexhandel. Oftast kommer informationen från personal på Migrationsverket, men också från polisen. – Det är allt möjligt: tiggeri på gatorna, stölder men också sexuellt utnyttjande. Kaliber har tittat närmare på hur ansvarskedjan ser ut när ett ensamkommande barn försvinner i Sverige. Migrationsverket ansvarar endast för att pröva barnens rätt att stanna i Sverige. Aisha Butt på Migrationsverket. – Det är inte möjligt för Migrationsverket att eftersöka de här barnen, det är fortfarande polisens ansvar. Men en bra dialog är jätteviktig. Enligt Migrationsverket är det alltså polisens ansvar att se till att de här barnen inte far illa. Men hos polisen får vi andra besked. Biträdande chef för Gränspolisen Leif Fransson igen: – Det är ju inte polisens ansvar att ansvara för de här personerna. Det ligger ju under soc ansvar. Polisen skyfflar alltså vidare ansvaret till kommunerna och dess socialtjänster. I Malmö är Sema Soer enhetschef på den sociala resursförvaltningen. Hon svarar med att säga att det är polisen som skulle kunna lägga ner mer tid på att leta efter de avvikna barnen och att det finns mycket att jobba på när det gäller samarbetet mellan polisen och socialtjänsten. – Det skulle kunna utvecklas men då krävs ett större initiativ från polisens sida. Och när vi lämnar information att man verkligen gör något av den här informationen, är intresserade av att ta emot det. Myndigheterna skyller på varandra när det gäller vem som ska ta ansvaret för de här barnen. Vi tar frågan om ansvaret till vår moderate migrationsminister Tobias Billström. – Jag utgår från att de myndigheter som berörs gör vad de kan för att hitta de barn som försvinner och också försöker förebygga att de försvinner överhuvudtaget. Vår Migrationsminister litar alltså på att berörda myndigheter tar det ansvaret som krävs för att värna om de ensamkommande barnen som försvinner. Och trots att dom blir fler tycker inte Tobias Billström det finns någon anledning att se över systemet eller den svenska asylprocessen. Den är rättssäker, menar Billström. – Men respekterar man inte det beslut som fattas och väljer att avvika så har man också själv ett ansvar. Men samtidigt är det svårt att se hur det här helst ska kunna undvikas. Det har jag inget svar på omedelbart. Arash har klarat sig från polisen den här dagen på väg hem från skolan. Men han är osäker på om han kommer klara att gömma sig de fyra åren det tar innan han har rätt att söka asyl igen. – Hur ska jag kunna vänta i fyra år. Jag bara ber till Gud att de kan hjälpa mig förstå och min situation. Arash och Sajad i reportaget heter egentligen någonting annat.
