Detroit News politics editor and columnist Chad Livengood sits down with Citizen Research Council's infrastructure analyst Eric Paul Dennis, PE, discussing the Research Council's most recently released, 86-page paper: "Data-Driven Assessment of Michigan's Road Program" which makes the case that Michigan legislators should overhaul the way the state divvies up money for road improvements. The report was released as there is currently a push by state leaders to find billions of dollars in additional infrastructure funding. Among other recommendations, it describes Michigan's primary road funding law, known as Public Act 51 of 1951, as "a decades-long failure." "The bottom line is that PA 51 is obsolete," the report said. "Increasing Michigan's road funding without fundamental reform to how it is spent would be a disservice to citizens of the state." Vic McCarty of the Vic McCarty Morning Show, WTCM Traverse City, interviews Eric Lupher, president of the Citizens Research Council of Michigan, which last week released novel research making the case that much more work is needed on the road funding issue than just securing more resources for roads and bridges. In a Nutshell: Michigan ranks 30th among all 50 states in road and 40th in road system conditions. Michigan's road program performance has declined between 2004 and 2024. Policy discussions regarding road funding review the efficacy of Michigan's approach to pavement management and to prioritize the repeal and replacement of Public Act 51 of 1951. Eric makes the case that Michigan's residents and taxpayers deserve a thorough evaluation of transportation funding policy, without questioning that more road funding is probably needed, before being subjected to substantial tax increases or redirecting general fund revenue from other critical Michigan programs. “There are multiple inefficiencies in our current system. Allocating more funding to roads without addressing these inefficiencies may reinforce systemic problems without making much progress in fixing the roads.”

Our guest today is Anthony Star, the former Director of the Illinois Power Agency (IPA). The IPA is the authority that oversees renewable energy implementation in Illinois. It was established in 2007 by Public Act 95-0481. In 2017, they established the Illinois Solar program as mandated by the Future Energy Jobs Act (FEJA). The Illinois solar program has risen from 80 MW in 2017 to over 1.5 GW of solar installations in 2021. In Sept 2021, the Climate and Equitable Jobs Act (CEJA) became the law of the land and greatly enhanced our Renewable Portfolio Standard (RPS) and solar programs. CEJA is tasked to establish rebate and grant programs for electric vehicles and charging stations and oversee the phase-out of fossil fuel-fired electrical generation units in Illinois. They aim to get Illinois to 100% renewable energy and achieve 46% renewable energy by 2030, including over 17,000 MW of new solar energy and 6,300 MW of new wind energy.Anthony Star was appointed as the Director of the Illinois Power Agency in 2013. In his role there, he oversaw the procurement of electricity for Illinois default service customers and the implementation of the state's Renewable Portfolio Standard. Many large companies have robust sexual harassment training programs in place, but small businesses sometimes fail to handle this sensitive subject. A limited or non-existent sexual harassment training program won't be an option for any business in 2021. An amendment under the Illinois Human Rights Act requires that all companies have a baseline sexual harassment training program that meets specific criteria. The minimum wage will increase in 20 states on or before January 1 Twenty states will see increases in the minimum wage in the new year—one, New York, actually beginning on December 31. The minimum wage increases are scheduled as follows: Alaska. The minimum wage in Alaska will increase from $9.84 per hour to $9.89 per hour on January 1, 2019. Alaska’s minimum wage is adjusted annually based on inflation. The change for 2019 reflects a 0.5% increase in the cost of living. Arizona. The minimum wage in Arizona is scheduled to increase to $11 per hour on January 1, 2019. Arkansas. The minimum wage in Arkansas increases to $9.25 per hour on January 1 per voter approval of Ballot Issue No. 5 in the November 6, 2018, General Election. California. The minimum wage in California is scheduled to increase on January 1 as follows: $12 per hour for large employers with 26 or more employees; $11 per hour for smaller employers with 25 or fewer employees. Colorado. The Colorado minimum wage is scheduled to increase to $11.10 per hour on January 1, as part of a scheduled increase. Delaware. The minimum wage increases to $8.75 per hour on January 1, as part of a scheduled increase. In addition, there will be a training wage for those over the age of 18 for the first 90 days of employment and a youth wage for those under the age of 18 at rates of not more than 50 cents less than the minimum wage. Florida. The minimum wage in Florida will increase from $8.21 per hour to $8.46 per hour on January 1. Florida’s minimum wage is adjusted annually based on inflation. The change for 2019 reflects a 2.59% increase in the cost of living (CPI South Region). Maine. The minimum wage in Maine is scheduled to increase from $10 per hour to $11 per hour on January 1. Massachusetts. The minimum wage in Massachusetts is scheduled to increase from $11 per hour to $12 per hour on January 1. Michigan. The minimum wage will increase to $9.45 in 2019, under the “Improved Workforce Opportunity Wage Act” (P.A. 337), as amended by Public Act 368 (S.B. 1171). Although S.B. 1171 has this increase scheduled for January 1, the effective date of the measures are on the 91st day after adjournment of the state legislature. This would possibly delay the increase until a tentative date of around March 21, 2019. Minnesota. The minimum wage in Minnesota will increase from $9.65 per hour to $9.86 per hour for employees of large employers with gross revenues of $500,000 or more. For employees of smaller employers, the minimum wage will increase from $7.87 per hour to $8.04 per hour. The Minnesota minimum wage is adjusted annually based on the rate of inflation. The change for 2019 reflects a 2.16% increase in the cost of living. However, a higher rate applies in the City of Minneapolis, where the minimum wage rate in is $11.25 per hour for employees of large employers with more than 100 employees and $10.25 per hour for employees of smaller employers with 100 or fewer employees, as of July 1. Missouri. The minimum wage in Missouri increases to $8.60 per hour on January 1, per voter approval of Proposition B in the November 6, 2018, General Election. All private businesses are required to pay, at minimum, the $8.60 hourly rate, except retail and service businesses whose annual gross sales are less than $500,000. Montana. The minimum wage will increase from $8.30 per hour to $8.50 per hour on January 1, 2019. New Jersey. The minimum wage in New Jersey will increase from $8.60 per hour to $8.85 per hour on January 1, 2019. The minimum wage in New Jersey is adjusted annually based on inflation. The change for 2019 reflects a 2.88% increase in the cost of living. New York. The minimum wage rates in New York are scheduled to increase on December 31, 2018, as follows: In New York City, $15 per hour for businesses with 11 or more employees and $13.50 per hour for businesses with 10 or fewer employees;...

Marcus Stallworth, LMSW, Owner of Stallworth Counseling Services LLC, operates with a strength based, hands on approach.  Spending close to 15 years providing Child Protective Services, he is recognized by the State of Connecticut as an expert witness for providing testimony. He has spearheaded several initiatives to promote the engagement of Fathers, the prevention of abuse and neglect, and the dangers of Social Media. He has direct experience educating and supporting Human Trafficking and Sexually Exploited victims, including those in Foster Care. He played a leadership role in Connecticut’s Disaster Behavioral Health Response Network, and oversaw recovery efforts in Newtown CT after the events on December 14, 2012.   Marcus works with for Child Welfare League of America as a national consultant, trainer, and curriculum developer. He has had multiple articles published in CWLA’s Children’s Voice magazine, co-wrote the acclaimed Supervision for Success training curriculum, and is recognized in “Acknowledgments” section of globally utilized New Generation PRIDE published in 2016. He is also on the Board of Directors for the National Foster Parent Association (NFPA).   Marcus is also co-owner of Welcome 2 Reality, LLC which focuses on providing media literacy and education for students and parents regarding social media and technology. Stallworth and his team are credited for getting Public Act 17-67 passed into law Connecticut, mandating steps be taken to provide social media education be taught in all public schools. He currently teaches a self- created elective entitled: Social Media: The Good, Bad, and the Ugly at the University of Bridgeport. He has taught courses at Post University, the University of Connecticut, and is currently teaching in the Silberman School of Social Work at Hunter College in Manhattan.
