Some aspects of the 2015 Budget put fear into some hearts. One point in particular remains in flux and we wait to see which way legislation will go. In 2008, the maximum age at which you could contribute to a retirement annuity was removed; and at the same time retirement fund benefits were excluded from the dutiable estate. This meant that you could contribute to an RA as much and for as long as you like and when you pass on, the money goes to the 37C beneficiaries tax free. The minister has noticed this tax loop hole and has plans to close it up. Denver Keswell, senior legal advisor with Nedgroup Investments tells us why this is a problem and what may happen in the future.

Dean of SA's Henley Business School, Jon Foster-Pedley, take a lateral approach in assessing the 2015 Budget Speech and the result is fascinating. South Africans, he reckons, are brilliant - and he uses the results of external assessments to support his view. The answer is to open the way for them to participate; let people into the workplace for the vital experiential learning and sit back and watch the magic. Inspirational and deeply thought-provoking. Especially for a political leadership frustrated that their command and control ideas aren't working.

Powerful stuff in this Podcast from one of SA's leading entrepreneurs, Herman Mashaba, who wonders what shareholders would do to a CEO who dropped his growth target 25% just five months after setting it. Mashaba believes it is time for straight talking by Business Leadership to expose "nightmare" BBBEE Legislation, dismantle labour inflexibility, and for engaging like adults on what is needed to lift SA out of its pathetic sub-2% economic growth rate.
One of SA's smartest investment brains, Perpetua's founder and CIO Delphine Govender, shares her thoughts on Budget 2015. While celebrating the effective ending of Exchange Control and introduction of tax free savings account, she's circumspect on other issues. Especially economic growth. Where, she says, solutions are obvious, but a lack of political will and new ideas is condemning SA to labour under structural growth constraints.

Frontier Advisory CEO and China specialist Dr Martyn Davies reckons SA's BRICS partners wouldn't be applauding the 2015 Budget Speech. He worries that the inability to address serious structural issues, once again evident in today's Budget, is continually eroding SA's potential growth rate - and with the other BRICS barring China struggling, members of that geopolitical grouping are unlikely to be much help. Fascinating insights with a clear warning - SA could be heading towards becoming Africa's Japan; home to great multinational companies but a terrible domestic environment.

In this fascinating preview of #Budget2015, Pan Africa's Iraj Abedian explains how the SA Government has "squandered its fiscal space". He worries that the penny still hasn't dropped - and the Zuma Administration will continue to blunder ahead with politically palatable but economically naive policies. He saw little in the SONA debate to show Zuma and his cohorts understand their Developmental State approach is not working, despite pathetic GDP growth.
Grant Thornton tax guru AJ Jansen v Nieuwenhuizen believes that SA's former Finance Ministers Trevor Manuel and Pravin Gordhan had it comparatively easy. He reckons Nhlanhla Nene faces the toughest balancing act since 1994 and cautions that wrong decisions taken in past years should not be compounded by further mistakes. AJ suggests a move on VAT and the fuel levy to shore up sagging State finances - but with an appreciation that the only way out of the morass is faster economic growth.

Futuregrowth's Zain Wilson shares his expectation…
Futuregrowth's Zain Wilson shares his expectations for Wednesday's National Budget Speech - and why he believes Finance Minister Nhlanhla Nene has the tools to close a R12.5bn revenue shortfall. But he warns that unless economic growth improves, the breathing space will close. Wilson tells Biznews's Alec Hogg that South Africans can expect to pay higher taxes on petrol; more on capital gains and dividends, and a couple percentage points more at the top end on income tax.
This will be the 30th National Budget Azar Jammine will be analysing - and not since the early 1990s can he recall one where the constraints were as tight on those compiling it. The chief economist of Econometrix suggests Finance Minister Nhlanhla Nene takes a sharp knife to Government spending and proposes that instead of penalising the 1.2% of South Africans who already contribute 57% of personal income tax, he relies on a hike in the Fuel Levy to balance his Budget.
