April 1835 is passing swiftly, and still no sign of the 75 000 head of cattle demanded by the British of the amaXhosa - Hintsa remains a hostage of Benjamin D'Urban, although it was Colonel Harry Smith who was looking after the king, as well as his son Sarhili and the king's brother Bhuru. D'Urban had summarily annexed the troublesome region around the Stormberg mountains and all the way to the Kraai River in the north where 150 Boer families lived - they were now automatically members of the empire. They did not want to be and many would join a Great Trek being planned out of the Cape Colony. D'Urban had also decided to annex the territory extending all the way to the Kei River for the British - and to allow the Mfengu to settle on some of this land as a buffer zone against the amaXhosa. By advancing the Cape Colony's to the Kei, Sir Benjamin D'Urban was making himself responsible for a huge chunk of southern African territory. At the time, his decision was welcomed by all settlers as well as the military. The dark ravines of the Kei, these high redoubts where the amaXhosa had led the British army on a goose chase, were now within his control, so too the Amatola mountains, where Maqoma and Thyali the Xhosa chiefs had led him on a frustrating slow dance of frustration and angst. The folks who were much more uneasy about all of this was the British political establishment back home - wars cost money and the Frontier War was very expensive. The Mfengu were granted safe passage from Hintsa's TransKei into the Colony. Dozens of wagons trailed him, then came the 16 000 Mfengu on foot, driving 22 000 head of cattle and thousands more goats. Those sitting on the west bank of the Kei would have heard them first, because the mist was thick down along the river, and the Mfengu emerged from the cold dank whiteness, the dawn spectacle complete. Men ahead with the cattle, followed by the young boys who were shoeing the goats along, behind them the women and girls carrying their possessions on their heads - they crossed the river using long sticks to balance, and as they went they were singing a new song called Siya Emlungweni, “We are going to the land of the right people…” they sang, most believing they were going to be as independent as they had been before in northern Zululand before Zwide and Shaka's violence drove them away almost two decades earlier. Watching this jaw-dropping scene was British officer, Captain James Alexander, who wrote that as far as he was concerned, “Nothing like this has been seen, perhaps, since the days of Moses…” Colonel Smith headed off eastwards with his men, and with Hintsa, the king was supposed to direct the British soldiers to where the Settlers cattle could be found. Of course he was going to do nothing of the sort. By daylight of the 12th May, Smith was beginning to smell a rat. Hintsa had been closely watched by the Corps of Guides, led by one of the more veld aware English settlers called George Southey - at one point another guide called Cesar Andrews had drawn his gun because Hintsa suddenly dismounted his horse and walked up a hill.

Projects developed in renewables zones, gas and grid corridors ‘not exempt’ from environmental processes

The Department of Environment, Forestry and Fisheries (DEFF) has dismissed suggestions that renewable-energy projects developed within the designated Renewable Energy Development Zones (REDZs), including the three new zones being proposed, will be exempt from all environmental authorisation processes. In July, the department called for public comment on the creation of new REDZs in Emalahleni, Klerksdorp and Beaufort West, in addition to the eight existing REDZs in Overberg, Komsberg, Cookhouse, Stormberg, Kimberley, Vryburg, Upington and Springbok. Simultaneously, it published notices proposing that the environmental authorisation process be streamlined in the designated REDZs, as well as for gas and power transmission developments, respectively, built within the ‘Strategic Gas Pipeline Corridors’ and ‘Strategic Transmission Corridors’ outlined in the notices. The DEFF is proposing that developments in the REDZs and the gas and power corridors follow a ‘Basic Assessment’ process rather than a ‘Scoping and Environmental Impact Assessment’ process. It also proposes that the timeframes in which the department takes decisions on such applications be reduced from 107 days to 57 days. “This is because the proactive site sensitivity work has already been undertaken through two two-and-a-half-year Strategic Environmental Assessment processes. These determined the environmental sensitivity of each of the zones and corridors,” the DEFF explained in a statement. On August 17, Environment, Forestry and Fisheries Minister Barbara Creecy announced an extension to the initial 30-day public comment period, setting a new deadline of September 4. In a second set of notices, also published in July, the DEFF proposed the adoption of a Generic Environmental Management Programme (EMPr) for gas transmission pipeline infrastructure, along with a new standard for developing electricity transmission and distribution infrastructure within identified geographical areas. For gas infrastructure the EMPr would replace the need for a site-specific environmental management programme when implemented, but the developer was still required to undertake an environmental impact assessment and to commit to implementing the provisions of the generic EMPr. “It will be an offence should they not do so,” the DEFF said. For grid infrastructure, meanwhile, the notice outlined a standard for infrastructure within identified geographical areas and the exclusion of this infrastructure from the requirement to obtain an environmental authorisation. “The exclusion of the expansion of electricity grid within the pre-assessed strategic corridors is based on the fact that the country has been developing grid infrastructure for many years and the impacts and mitigation measures are well known and exclusion will be based on the adherence to the standard and failure to comply with the standard is an offence. “The standard has been developed by environmental specialists and includes a public consultation and appeal process for each project. The standard will reduce the timeframe between conceptualising a grid expansion project to its implementation and means that energy can be provided to the user faster or on time in the case of new renewable energy developments.” The DEFF stressed that none of the initiatives have been implemented as they were in the consultation phase.

An incredible turn of events was taking place after a few icy months of winter - the Boers were waking up like hibernating bears and there would be a sudden escalation in incidents across south Africa. General Jan Smuts led a commando of around 400 men. He had survived three near misses after entering the Cape in the first week of September 1901. Remember I'd explained how he was first attacked by a group of Basutho's, then he was ambushed by a British patrol while conducting surveillance - losing three men and his horse, then he was surrounded on a flat-topped hill in the Stormberg range. He escaped after being led to a steep ravine by an unnamed hunchback. General Louis Botha meanwhile, had managed to invade Natal with a much larger force of around 2000 men in his commando and had savaged a British cavalry unit near the town of Dundee. I explained last week how Captain Gough had charged straight into this commando, and lost virtually all of his 245 men. Botha and his commando had been marching south skirting both Zululand and just clipping the Swaziland border. His men were riding fast - they had hundreds of pack mules and pack horses, leaving their cumbersome ox wagons. They had armed themselves with both Lee Metford and Mauser rifles so could take advantage of seized Britsh ammunition. As Major Hubert Gough had discovered, this commando was moving swiftly. Remember the invasion of Natal was the other half of the grand strategy agreed with Smuts at the meeting in Standerton earlier in the year. The military aim was to divert pressure from the occupied Republics, its political aim, to prove that the war was not over.

The Anglo-Boer War

Play Episode Listen Later Sep 9, 2018 20:10

This episode will focus on Australia - their troops had already had a major impact on the war particularly as they joined the Canadians in the relief of Mafikeng. When the Anglo-Boer war broke out in October 1899 most corners of the empire were convinced these handful of Boers would be brought under control within a few weeks. However, it was black week in December 1899 that shook the empire and its commonwealth. Remember those battles - Colenso, Stormberg and Magersfontein. After this, in Australia for instance, speakers toured the towns particularly in the South East of the country promoting the imperial cause and the demonisation of the Boers in the regional press was complete by February 1900. They were now “treacherous savages” who fired on hospitals, convoys of the wounded, women and children; they poisoned water, used dum dum bullets, buried their own critically wounded and robbed the dead. Membership of what were known as rifle clubs jumped after Black Week, where mainly urban Australians rediscovered their roots by training in the use of rifles. New clubs were formed, including some formed by women. But were the rifle clubs capable of defending their ownb colony in the event of an invasion? Apparently not, according to Yackandandah's Councillor Beatty. In February 1900, he called for the establishment of units of Mounted Rifles or Rangers in every town and district. Although he had no criticism to make of the rifle clubs, he claimed, he believed that they would be virtually useless in the face of an invasion. It of course was not entirely clear who would be invading but the war in South Africa had applied Australian minds. Councillor Beatty had a son in uniform in South Africa and he reflected a long-standing demand in the region for local defence units that could defend both hearth and home. Beatty's call sparked a number of public meetings across the region supporting his call for the establishment of Mounted Rifle or Ranger units. The government's response, however, was cool. While this was the official reaction, in small towns across Australia contingents of men began to show up for assessment in order to be shipped off to the Anglo-Boer war — along with their horses.
