A Clare TD claims nobody in Ireland has a 'cultural or traditional' right to the ownership of horses. Speaking in the Dáil, deputy Cathal Crowe, raised the issue of horse control and the lack of adherence with The 1996 Control of Horses Act. He was made aware of the negative picture painted of Ireland's animal welfare policy by images of a horse tethered to a pole outside a supermarket sent by an American tourist visiting the county last week. The Meelick Fianna Fail TD says if someone wishes to own a horse, they must let them live in fields, rather than tying them to poles in public spaces.
New data from the Road Safety Authority shows 83,000 applicants were awaiting a test in April. It's now been suggested that learner drivers be allowed to drive unaccompanied. On Wednesday's Morning Focus, we were joined by Cathal Crowe. The Meelick Fianna Fáil TD was refuting reports he called for the reinstatement of Shannon Airport Stopover Rule. The rule, which compelled transatlantic flights to the Republic of Ireland to stop at the Clare airport, was ended in 2008, following the EU-US ‘Open Skies' agreement. According to the trade publication Travel Extra, Deputy Crowe had recently called for legislation demanding that flights stop at Shannon, in line with the “stopover” rule. A Sinn Féin Bill on Water Services was debated in the Dáil earlier and was defeated following a vote. On social media in recent days, Deputy McGettigan accused Fianna Fáil, Fine Gael and Independents of allowing water charges to be introduced following the vote. There are calls being made for a clampdown of illegal encampments in Clare. It comes after the recent movement of an encampment of a number of caravans in the Cappahard estate on the Tulla Road in Ennis, which had been in place for a number of months. There have been conversations held around the country about Storm Éowyn and how the government has handled their response to the storm. Storm restoration work continues again at first light today. Around 164 homes, farms, and businesses connected to the grid at Ennis North. Ennistymon are among 25,000 properties which are now eleven days without power. We are into the second day of the first full week of campaigning for General Election 2024. The election will take place on the 29th of November, when the people of Clare will cast their ballots for which four TDs will represent them in the 34th Dáil. Monday saw political parties publishing a range of policy papers, while independent candidates outlined their policies to the electorate. The Fine Gael leader believes it's 'unusual' for some parties to say they want to take over certain government departments. Fianna Fáil is committing to creating a new Department of Domestic Affairs if re-elected. Sinn Féin has pledged to start tackling Universal Social Charge rates in the party's first 100 days in government if it wins the election. Tributes are being paid following the passing of the former Fianna Fáil councillor PJ Kelly. The Lissycasey native, who was Clare's longest serving local representative, passed away on Saturday. He served on Clare County Council over five decades, and only retired from his lengthy public service this summer. PJ survived by his Wife Maura and Children Barry John, Aoife and Alma, Grandchildren, Wider family and large circle of friends. The new Chair of Fianna Fáil in Clare claims they're not ruling out limiting the number of candidates that can run in a particular geographical area in the upcoming General Election. Former publican Darragh McAllister, who has previously served as Ennis Chamber President and ran for the Ennis Town Council in 2004, has been elected as the new Chairperson of the Clare branch of the party in an uncontested vote. Fianna Fáil ran three candidates in Clare in the 2020 general election with Meelick's Cathal Crowe securing a place in the Dáil, Tulla Senator Timmy Dooley losing his seat and Doonbeg Councillor Rita McInerney finding herself almost 7,000 votes shy of being elected. The incoming Cathaoirleach of the Shannon Municipal District claims he'll work harder than ever to advance the Shannon Town and Environs Flood Relief Scheme. Cratloe Fianna Fáil Councillor Pat O'Gorman will serve as Chairperson of the south-east Clare municipal district over the coming year - succeeding Sinn Féin Councillor Donna McGettigan who'll serve as Leas Cathaoirleach. O'Gorman was first elected to Clare County Council in 1999 and wore the county's mayoral chains from 2003 to 2004 before losing his seat, only to return to local politics in 2020 as a co-optee following Cathal Crowe's election to Dáil Éireann. He says having adequate flood defence is crucial to the town's working population.

Eamon Ryan has confirmed he is stepping down as leader of the Green Party. His decision comes after the Greens lost both their seats in the European Parliament in the recent elections and although they did slightly better than expected in the locals, they still didn't fare that well, losing half their seats. The Health Minister, Stephen Donnelly, is to initiate a review into urgent and emergency care capacity in the Mid-West region. The review will determine whether a second emergency department is required, in light of a big increase in the population in recent years and ongoing pressures at the ED at University Hospital Limerick. Smaller emergency departments in the region closed when configuration happened back in 2009. A Clare TD has branded the reopening of Ennis's accident and emergency unit "an inevitability". Following a meeting this week between UHL management and the Oireachtas Health Committee, HSE Chief Executive Bernard Gloster has instructed HSE Midwest Regional Executive Officer Sandra Broderick to lead up a team examining the potential for capacity building in Ennis and Nenagh. It comes one week after the HSE put 25 community rehabilitation beds for Clare out for tender, with these beds aimed at stemming UHL overcrowding while the 96-bed block currently under construction at the facility is being finished. Meelick Fianna Fáil Deputy and Oireachtas Health Committee member Cathal Crowe says the need for an A&E in this region can't be ignored for much longer.
Leo Varadkar has announced he is stepping down as Taoiseach and leader of Fine Gael. He made the shock announcement outside government buildings at midday on Wednesday, saying his reasons were both personal and political. His resignation as Fine Gael leader is effective immediately, with his successor to be elected before the party's Ard Fheis on April 16th. A new Taoiseach will be elected following the Dáil's Easter break. It comes amid questions over the life of the coalition at Leinster House, after outgoing Taoiseach Leo Varadkar announced his resignation. Simon Harris is leading the race to be named as the next leader of Fine Gael and Taoiseach of the 33rd Dáil. The Minister for Further and Higher Education is yet to formally announce his leadership bid, but he has already far exceeded the necessary six nominations needed, with Ennistymon Senator Martin Conway among those already declaring support. Justice Minister Helen McEntee was among the early favourites to contest the bid, but has since ruled herself out of contention. Other potential challengers, Social Protection Minister Heather Humphries and the most likely rival Minister for Expenditure Pascal Donohoe have yet to through their hat into the ring. Concerns over the democratic nature of the Taoiseach selection process has triggered calls from all opposition parties for an immediate general election. Clare's Fine Gael Chair doesn't have a preferred candidate at this point, but former TD and Senator, Kilkee native Madeleine Taylor-Quinn, believes there's still stability within the coalition and that it should run its full course. Clare's Fianna Fáil TD, meanwhile, believes voters will be returning to the polling booth for a Christmas General Election. Cathal Crowe has paid tribute to outgoing Taoiseach Leo Varadkar for his support for Garda Whistleblower Maurice McCabe, his handling of the Brexit Trade Agreement and for achieving economic growth. The Meelick Deputy insists there is still consensus and energy within the current government to deliver its programme, but says an election will be called in the final quarter of the year, for logistical reasons, rather than public discontent.

A Clare Government TD says he will only support calls for an A&E to be reopened in Ennis, if the prospect is backed by clinical advice. University Hospital Limerick broke the national overcrowding record once again on Monday, where more than half of the 261 patients to attend the Emergency Department on the day where left waiting on chairs and trolleys. No elective operations have taken place at UHL this week and despite the reoccurring situation, Minister for Health Stephen Donnelly has ruled out the provision of an elective only hospital or a second ED for the MidWest region. Meelick Deputy and Oireachtas Health Committee member Cathal Crowe believes the best interim solution is to increase capacity of the Medical Assessment and Local Injury Units in Ennis.
