Weitreichender Korruptionsskandal in NATO vertuscht, um Einheit zu rettenEin Kommentar von Rainer Rupp.Während NATO-Generalsekretär Rutte mit nuklear-politischen Drohungen gegen Russland jongliert, begannen vor einigen Monaten Strafverfolgungsbehörden und Staatsanwälte immer wieder an die Tür seiner korruptesten Behörde zu klopfen. Dabei handelt es sich um die im Kleinstaat Luxemburg in Autobahnnähe gelegene NSPA-Agentur, die u.a. zuständig für die Beschaffung von dringend benötigter, aber knapper Munition, Drohnen und sonstiger Rüstungsgüter für die Ukraine ist. Dafür verfügt die NSPA über ein Jahresbudget von 10 Milliarden Dollar. Das ist auch in Euro umgewechselt viel Geld und hat anscheinend auch bei einer Reihe von NATO-Funktionären, die auf lukrativen Rüstungsaufträgen saßen, unwiderstehliche Begehrlichkeiten geweckt.Inzwischen ist bekannt, dass Whistle Blower aus der NSPA-Agentur und andere, die direkt mit der Beschaffung militärischer Programme zu tun hatten, zuerst ihre Vorgesetzten im eigenen Apparat über veruntreute Gelder informiert, und, nachdem diese untätig blieben, die Strafverfolgungsbehörden in Luxemburg und Belgien eingeschaltet haben. Aus den mitgelieferten Dokumenten und E-Mail Korrespondenz ging hervor, dass einige Beschaffungsbudgets sich besonders gut für den Abgriff von Geldern eigneten. Das war insbesondere bei den Produkten der Fall, die am dringendsten benötigt wurden aber am schwersten zu beschaffen waren, weil sie noch relativ neu waren und es noch keinen geregelten Markt gab, wie z.B. bei Drohnen. Ersten Untersuchungen zufolge wurden vor allem bei Drohnen-Bestellungen für die Ukraine die Budgets besonders eifrig abgegriffen.Die Korruptionsmasche ist altbekannt und relativ einfach und nicht auf die Beschaffung von Rüstungsgütern beschränkt, sondern in der gesamten öffentlichen Auftragsvergabe weit verbreitet; Ausschreibungen mit einbegriffen. Grundlage ist dabei ein Übereinkommen zwischen dem Vertreter einer Lieferfirma X und einem Vertreter des öffentlichen Auftraggebers.Wichtig ist, dass der Vertreter des öffentlichen Auftragsgebers (VöA) die Ausschreibung so manipuliert, dass eigentlich nur die Firma X für den Auftrag in Frage kommt. Dabei besteht die Kunst darin, dass man bei einer späteren Überprüfung keine Manipulation der Bestandteile der Ausschreibung feststellen kann. Zugleich enthält der Angebotspreis der Firma X unsichtbar für die Buch- oder Steuerprüfer eine „Provision“ für den VöA-Vertreter. In meiner Zeit in der NATO sprachen Experten von 5 Prozent, wenn es darum ging auf Regierungsebene Minister oder Parteienvertreter zu schmieren, wobei bei Milliarden schweren Geschäften beachtliche Summen als Kick-Back („Provision“) herausspringen. Dabei kommt das Geld für den Kick-Back in der Regel nicht von einem Konto der Firma und es geht auch nicht auf ein Konto des korrupten Beamten, sondern es geht über Umwege z.B. an einen Verwandten des Beamten; oder Geld tritt gar nicht in Erscheinung, nur die Villa in einem anderen Land konnte zu einem besonders günstigen Preis erworben werden.Wir sehen also, Korruption ist gar nicht so leicht nachzuweisen, wenn sie professionell geübt abläuft. Das scheint jedoch bei den NATO-Beamten der NSPA nicht der Fall gewesen zu sein. Wahrscheinlich war bei den Unmengen von 10.000.000.000 (10 Milliarden) Dollar die Versuchung zu groß, die Gier nicht zu bändigen, die Kontrollen zu lasch und die Ausübung der Tat zu einfach. Ohne die Hinweise der Whistleblower vor sechs Monaten an die Strafverfolgungsbehörden in Luxemburg, dass ein Teil, der für den Krieg gegen die Russen bestimmten Gelder in den Taschen gewisser Kollegen verschwand, würde die Korruptions-Masche in der NATO wahrscheinlich auch heute noch auf vollen Touren laufen. Tozi, the anti-bullying and cyber-safety app developed by Vodafone Foundation, in collaboration with DCU Anti-Bullying Centre and the ISPCC, is marking Anti-Bullying Week (wc 10 November) with a new social media campaign: Supporting Young People in the Digital World. The campaign aims to empower young people to recognise, respond to, and rise above bullying and is launched as recent ESRI research shows that 62% of 13-year-olds reported experiencing at least one bullying behaviour in the past three months, while one in ten Tozi users have activated the app's SOS feature in the last year, connecting them directly to Childline via call or chat - demonstrating the importance of a trusted digital space and the need for quick, seamless access to support 24/7. At the heart of the campaign is a short video featuring two girls exploring Tozi's "Beat Bullying" module, sharing their thoughts on the app and how it helps them navigate online challenges with confidence. Tozi: In 2022, The Vodafone Ireland Foundation developed and launched Tozi, a free app to combat cyberbullying and promote online safety among children and young people. Since its launch, Tozi has had over 20,000 downloads, and is currently being rolled out across Europe following the Irish success. It offers a content library with advice on handling online challenges, a private journaling space with a feeling's tracker, and direct access to Childline through the SOS feature for 24/7 support. The ESRI research also found that 37% of 13-year-olds faced repeated incidents, with online bullying and name-calling among the most common forms, while children targeted at age nine were more likely to be bullied again at age thirteen, underlining the need for early intervention. Expert Perspective: The Irish Girl Guides have been a Vodafone Foundation partner since 2023, working to provide lessons on digital skills to older people through the Hi Digital initiative. The Irish Girl Guides work closely with young people across Ireland and see firsthand the challenges girls face online. Their experience underscores the urgent need for resources like Tozi, which aims to empower and protect young people in the digital world. Speaking on the growing issue of online bullying, Irish Girl Guides Tir na nÓg Leader and Programme and Training Commissioner, Róisín Mills, said: "As a Leader with the Irish Girl Guides, I worry about the impact social media is having on the girls in my Unit. I see them becoming more disengaged, and I've witnessed the effects of online bullying and the pressure to present a perfect image. That's why we run activities focused on body image, cyber-security, and smart surfing - giving our members the tools to stay safe and confident online. We're realistic about phone use and guide the girls to use technology in a positive, informed way. Creating a safe space for these conversations is vital, and I believe it's making a real difference." Dychovka music is a traditional genre that has been played for centuries throughout Slovakia. In this episode, we explore the variety of styles of dychovka through through the Na Plny Dych festival in Moravske Lieskove. There, members of the band Drietomanka (a regional favorite with a rich history) talk about the origins of Slovak dychovka and show how dynamic modern dychovka can be. As well, we speak with scholar Benjamin Graf from the University of North Texas about the university's dychovka program and about their newly formed dychovka band. Mr. Graf also talks about meeting Czech dychovka musicians who showed him the musical connections between Czechia, Slovakia, and Texas.

Au moins 1,25 million de personnes en Haïti ont été affectées par le passage de l'ouragan Melissa, dont 30 ont perdu la vie, a indiqué lundi le Programme alimentaire mondial (PAM). L'agence onusienne précise que de nombreuses habitations et infrastructures ont été détruites le long de la côte sud du pays, tandis que de vastes zones agricoles ont été ravagées.Avant l'arrivée du cyclone, le PAM avait déjà versé des paiements anticipés à quelque 50 000 personnes et livré une aide alimentaire dans plusieurs abris temporaires. L'organisation prévoit désormais de venir en aide à près de 190 000 personnes parmi les plus vulnérables : des rations pour deux semaines, suivies d'un mois de transferts monétaires destinés à soutenir le retour progressif des familles dans leurs foyers.(Extrait sonore : Daniel Ham, chef adjoint des programmes du PAM en Haiti ; propos recueillis par Cristina Silveiro)

So, the thing is that the SNAP program, you know, Food Stamps, well nearly 42 million Americans might no longer receive them starting November 1st.Pourquoi ? Parce que le Congrès est bloqué sur le budget, il n'a pas validé les fonds. Why? Because Congress is deadlocked on the budget, it hasn't approved the funds.Et ça, même s'il y a des milliards de dollars de côté, en réserve pour les urgences. And that's even though there are billions of dollars set aside, in reserve for emergencies.D'un côté, vous avez le ministère de l'Agriculture qui dit : « Non, non, on ne peut pas toucher aux 5 milliards de réserves sans le feu vert du Congrès. » On one side, you have the Department of Agriculture which says: "No, no, we cannot touch the 5 billion in reserves without the green light from Congress."Mais de l'autre, il y a la juge Indira Talwani qui, elle, n'est pas d'accord du tout. But on the other, there is Judge Indira Talwani who, she, does not agree at all.Pour elle, cet argent, il est là justement pour ce genre de situation.
