The BBC reports that a badly burnt scroll from the Roman town of Herculaneum has been digitally "unwrapped", providing the first look inside it for 2,000 years. The document, which looks like a lump of charcoal, was charred by the volcanic eruption of Mount Vesuvius in 79CE and is too fragile to ever be physically opened. Last year, a similar team managed to read about 5% of another Herculaneum scroll. Its subject was Greek Epicurean philosophy, which teaches that fulfilment in life can be found through the pleasure of everyday things. It struck me as ironic that an ancient scroll, which is now lifeless carbon, should glorify the pleasures of this world, whereas another ancient scroll, our holy Torah, which doesn't need electrons to be accelerated to light speed to make out its message, should teach that life's fulfilment is be found by taking the everyday things in our life and elevating them to a level of transcendence and eternity. Le drapeau de la Côte d'Ivoire sera bientôt hissé sur la base militaire de Port-Bouët. Dans son allocution pour les vœux du Nouvel an, le président Alassane Ouattara a annoncé la rétrocession du camp militaire français d'Abidjan d'ici la fin du mois. La base passera sous commandement ivoirien, et sera rebaptisée « Général Ouattara Thomas d'Aquin », en hommage au premier chef d'état-major de l'armée du pays. Sur le plan de la défense, Abidjan et Paris entretiennent une relation historique, malgré une période particulièrement conflictuelle durant la présidence de Laurent Gbagbo. Arthur Banga est chercheur spécialiste des questions de défense à l'université Félix-Houphouët-Boigny d'Abidjan. Il répond aux questions de Sidy Yansané. RFI : Le président Alassane Ouattara a donc annoncé la rétrocession du camp militaire français de Port-Bouët. Sur le plan purement pratique, qu'est-ce que cela veut dire ?Arthur Banga : Cela veut dire d'abord qu'il y aura une réduction considérable du nombre de militaires français en Côte d'Ivoire. Ils vont passer d'environ 400 à une centaine et que finalement le camp sera commandé par l'armée ivoirienne. À  partir de janvier, ce sera donc clairement un camp désormais ivoirien.Le chef de l'État ivoirien a tout de même précisé que cette rétrocession se fera dans les 30 prochains jours. Donc un délai très court. Est-ce que c'est réalisable, selon vous ?Oui, parce que ça a été préparé en amont. L'annonce a été officialisée dans le discours du chef de l'État à la Nation. Mais ce sont des questions qui sont débattues depuis pratiquement deux ans. L'idée, c'est donc d'abandonner le principe de l'intervention pour se concentrer sur les questions de formation, d'entraînement et d'équipement.C'est aussi une page qui se tourne dans la relation franco-ivoirienne. Le camp de Port-Bouët a servi à l'opération Licorne de l'armée française, qui a durablement marqué les Ivoiriens dans les années 2000. Quel bilan vous tirez de cette relation militaire entre les deux pays ?Le grand changement aujourd'hui, c'est que pour la première fois dans l'histoire militaire commune de ces deux pays, on sort de la logique de l'intervention militaire étrangère. Les interventions françaises sur le territoire ivoirien, comme on a pu le voir en 2002 et en 2011, incarnent un modèle qu'il faut désormais oublier. Cela dit, le bilan de la coopération militaire franco-ivoirien est largement positif.Quels aspects considérez-vous positifs ?D'abord, cette coopération a permis à la Côte d'Ivoire de garder une stabilité durant toute la période de guerre froide où les menaces soviétiques emportaient certains régimes et même certains pays. Il ne faut pas l'oublier. Elle a permis à la Côte d'Ivoire de mettre en place son armée et d'être performante à un certain moment de son histoire. En termes de faiblesses dans la relation Abidjan-Paris, on note justement en 2002 l'incapacité de l'armée ivoirienne à pouvoir réagir, ou le fait que l'armée française, par cette idée d'intervention, se retrouve en première ligne. On l'a vu en 2002, en 2004 à l'hôtel Ivoire et en 2011. Et justement, on essaie aujourd'hui de se débarrasser de ces faiblesses pour se concentrer sur les forces de la coopération militaire franco-ivoirienne qui est une relation humaine, une vraie camaraderie militaire qui est née entre les militaires de ces deux pays. La montée en puissance de l'armement est aussi une partie de cette coopération.Après le Sénégal et le Tchad, c'est la troisième annonce d'un départ des forces françaises sur le sol africain pour le seul mois de décembre. Cela va dans le sens de la nouvelle philosophie militaire de Paris qui veut une présence moins visible, mais tout en poursuivant sa coopération militaire. Alors, comment cela va-t-il s'articuler selon vous ?On est dans cette nouvelle vision française, mais il ne faut pas l'oublier que cette vision a surtout été poussée par les opinions publiques africaines, et même par des militaires africains qui veulent plus d'indépendance, plus de liberté de manœuvre. Désormais, on s'inscrit dans cette nouvelle politique. Avec les cas ivoiriens, sénégalais et tchadiens, on a vu les diverses formes de coopération militaire de la France. Au Tchad, où l'armée française est le plus intervenue en Afrique, la non-intervention française face aux attaques terroristes qui ont récemment frappé le pays a rendu cette présence militaire inutile aux yeux des autorités car la logique d'intervention était au cœur de la coopération militaire. Au Sénégal, c'est surtout la logique politique d'Ousmane Sonko et Bassirou Diomaye Faye qui les amène à vouloir zéro présence militaire étrangère. C'est donc quelque chose de beaucoup plus radical dans leur pensée, mais qui, par le processus démocratique qui a entraîné l'arrivée au pouvoir de Diomaye Faye, permet de construire une nouvelle relation de façon plus progressive. En Côte d'Ivoire, on a une tradition d'ouverture avec la France. Hormis sous l'ère de l'ex-président Laurent Gbagbo, les autorités ivoiriennes ont toujours bien jugé la coopération militaire avec la France, y compris l'actuel président Alassane Ouattara. Car, malgré sa victoire politique et diplomatique lors de la crise post-électorale de 2010-2011, ce dernier a pu accéder au pouvoir grâce à une victoire militaire poussée par l'armée française.Et concernant cette nouvelle articulation de l'armée française sur le continent, quel rôle peut jouer l'Académie internationale de lutte contre le terrorisme basée à Jacqueville, près d'Abidjan ?C'est le modèle même souhaité. On va plus accentuer sur la formation opérationnelle, mais aussi la formation intellectuelle et judiciaire. Ce modèle favorise également le multilatéralisme. La France ne veut plus s'enfermer dans un bilatéralisme quand il s'agit de coopération militaire ou même d'intervention militaire. On this week's episode Mitch is gearing up for Pennsylvania's late season deer hunting with his flintlock muzzleloader. This unique weapon has a 3+week long season for deer each year that creates a fun opportunity to fill a tag. Over the past few years, Mitch has become slightly more serious in his shooting and preparation to fill a tag with the ol' smoke pole. This was not always the case, in fact, plenty of animals have been scared by his inaccurate shooting in the past. This forced a change to buckle down and learn how to become more accurate with quality practice.   Mitch shares his experiences shooting after purchasing a book about black powder rifle accuracy. He shares the process he installed into his routine for load development and practice to help alleviate flinching, and build a handload with the right powder charge and patch thickness. There are a few other tricks he has picked up that have helped his success along the way. If you're an experienced flintlock shooter, this may not be your episode. However, if you're the fella that didn't fill a deer tag and is deciding to dust off the flintlock after a few years of not being engaged, this may help you get ready!
