In part one of a two-part interview, Dr. Kirchberger discusses the history of the PLA Navy and how it has evolved from a coastal and riverine force to one whose ambition is to dominate the Western Pacific. Part Two will focus on the PLA's current capabilities. Dr. Sherwood conducted these interviews at the offices of the Institute for Security Policy at Kiel University (ISPK), where Dr. Kirchberger serves as academic director.

The Senate unanimously passed the Blue Water Navy Vietnam Veterans Act. The bill intended to guarantee disability benefits to 90,000 veterans is now headed to the president's desk for a signature. Blue Water Navy veterans receive their VA disability benefits for exposure to the cancer-causing toxin appeared to be finished. The Justice Department dropped its appeal of a federal court decision from earlier this year. Procopio v. Wilkie reversed a 1997 VA decision to deny that so-called "Blue Water" veterans were exposed to Agent Orange while serving in the waters off Vietnam. The Procopio decision ruled that the VA should presume those sailors were exposed to the toxic chemical at some point during their service, and grant them the same benefits as other Vietnam veterans. Months after the Federal Court of Appeals ruled in favor of thousands of Vietnam vets receiving healthcare coverage for illnesses related to Agent Orange, the secretary for the Department of Veteran Affairs issued a stay on pending claims for Blue Water Navy vets until January 2020. --- Support this podcast: https://anchor.fm/vet2vet/support

For some, it can mean hundreds of thousands of dollars in back pay on claims previously denied that might now be approved. Bill tells you often on this show not to count yourself out. The Blue Water Navy (BWN) Vietnam Veterans Act of 2019 extended the presumption of herbicide exposure, such as Agent Orange, to Veterans who served in the offshore waters of the Republic of Vietnam between Jan. 9, 1962 and May 7, 1975. If that exposure led to any of the 14 VA approved service connected illnesses, these veterans are entitled to benefits. The VA has already paid out hundreds of millions of dollars to some of those veterans. We talked with the VA about this benefit and what eligible veterans should do to claim their share. While serving as an electrics technician aboard USS Davis during the Vietnam War, Blue Water Navy (BWN) Veteran John Burns said he never felt like his life was in danger. He appreciated the experience because he was able to visit parts of the world he had never seen before. The last thing he expected was to have been exposed to Agent Orange while off the coast of Vietnam. During the Vietnam War, the US military sprayed millions of gallons of Agent Orange and other herbicides on trees and vegetation. Several decades later, there were numerous concerns about the health effects due to exposure to these chemicals. One of the groups impacted by Agent Orange Dioxin poisoning is the servicemen who were at sea, often referred to as Blue Water Navy. This includes Coast Guard and Fleet Marine personnel. Although it has been over forty years, there are still so many servicemen as well as their offspring who continue to suffer due to Agent Orange Dioxin poisoning. While the United States Veterans Administration offers “eligible Veterans”, a free Agent Orange Registry health exam to assess possible long-term health problems related to exposure, gathering the information is quite a task. However, there are people out there who are doing everything they can to help our veterans get the help that they need.
