Such problems require creative and unconventional thinkers. Dr. Tammy Schultz believes that fiction provides the tools needed to engage with wicked problems. We talk about teaching creativity, professional military education, and how doing something different than usual can hold the key to literally changing the way your brain works.Dr Schultz is a Professor of Strategic Studies at the U.S. Marine Corps War College and an adjunct professor at Georgetown University's security studies program. She won the Dr. Elihu Rose Award for Teaching Excellence at Marine Corps University. She also was Georgetown University's Security Studies Program nomination for outstanding faculty mentor in 2019.  Dr. Schultz conducts communication plenaries and simulations at the State Department for Foreign Service Officers. Previously, she was a Fellow at the Center for a New American Security (CNAS). Prior to joining CNAS, she served as a Research Fellow and Director of Research and Policy at the U.S. Army's Peacekeeping and Stability Operations Institute. Dr. Schultz was a Brookings Institution Research Fellow.

Guest host, Jim Howe, interviews Andrew Metrick and Phil Shears from the Center for New American Security (CNAS) on escalation management in a protracted war with China. They discuss the implications of a potential conflict with China and the need for the US to adapt its deterrence strategies. The researchers conducted tabletop exercises to explore different scenarios and found unsettling logics that could compel the use of nuclear weapons. They also highlight the importance of alliance management and the need for the US to engage in discussions with allies like Japan and Australia.Andrew Metrick is a Fellow with Defense Program at CNAS. His research focuses on the linkages between strategic objectives and operational plans with a specific interest in understanding the implications of protracted, global conflict against peer states. In this capacity, he employs a range of qualitative and quantitative research tools to include operations research, GIS analysis, OSINT collection, and wargaming. Prior to joining CNAS, he was a campaign analyst and wargamer at Northrop Grumman. In this role, he conducted strategic and theater level analysis to quantify munitions, posture, and logistics implications of peer conflict. This analysis and the associated models received multiple awards for innovation. Early in his career, he was an Associate Fellow with the International Security Program at CSIS where he published several studies focused on maritime issues in Asia and Europe. Metrick holds a MA in security studies from Georgetown University and a BA in international affairs from the George Washington University with an academic interest in military innovation theory and technology diffusion. His writing has appeared in Proceedings, War on the Rocks, Defense One, and CIMSEC.Philip Sheers is a Research Assistant for the Defense Program. His research focuses on escalation management, protracted war, force posture, and nuclear deterrence. Sheers also supports the CNAS Gaming Lab and the CNAS Mission Brief speaker series. Prior to joining CNAS, he worked as a Risk Analyst at IPSOS Public Affairs and served as a Research Assistant to Dr. Alfred Connable. Michèle Flournoy served as the Under Secretary of Defense for Policy from February 2009 to February 2012 where she was the principal advisor to the Secretary of Defense in the formulation of national security and defense policy, oversight of military plans and operations, and in National Security Council deliberations. With decades in defense policy, Michèle has led and advised many critical national security innovation entities, including the Center for a New American Security, the Atlantic Council Commission on Defense Innovation Adoption, and the Defense Innovation Unit.  On this episode of the Defense Tech Underground, Michèle discusses her tenure in the Department of Defense, and the evolution of the United States' relationship with President Xi's China. She details the decision making behind the Bin Laden raid and the leadership style of President Obama, Secretary Gates, and Secretary Panetta.  Michèle also talks about the need for the right incentives in the DoD's acquisitions systems to ensure that acquisitions professionals are rewarded for adopting innovative technology. She led the development of the Department of Defense's 2012 Strategic Guidance and represented the Department in dozens of foreign engagements, in the media and before Congress.  Prior to confirmation, Michèle co-led President Obama's transition team at the Defense Department. In January 2007, Michèle co-founded CNAS, a bipartisan think tank dedicated to developing strong, pragmatic and principled national security policies. She served as CNAS' President until 2009, and returned as CEO in 2014. In 2017, she co-founded WestExec Advisors, a strategic advisory firm.  Michèle serves on the boards of CNAS, Booz Allen Hamilton, Amida Technology Solutions, The Mission Continues, and CARE. She is a Senior Fellow at Harvard's Belfer Center for Science and International Affair, a current member of the Council on Foreign Relations and the Aspen Strategy Group, and a former member of the President's Intelligence Advisory Board, the CIA Director's External Advisory Board, and the Defense Policy Board. Michèle earned a bachelor's degree from Harvard University and a master's degree from Balliol College, Oxford University, where she was a Newton-Tatum scholar.

Quantum computing uses quantum mechanics to perform fast and complex calculations. It is often defined as a disruptive technology and is among the advanced technologies at the forefront of US-China competition. Although the US has been in the lead in the development and applications of quantum technology, China is making rapid strides. Earlier this year, China's independently developed quantum computer, Origin Wukong, named after the Monkey King (a famous character from Chinese mythology) made the country the third in the world to develop this state-of-the-art machine. Quantum computing has many potential applications, including financial modeling, artificial intelligence, scientific research, as well as in defense areas, such as undersea warfare and military communications networks. A new report from the Center for a New American Security (CNAS), titled “The Quest for Qubits: Assessing U.S.-China Competition in Quantum Computing” explains the quantum strategies being pursued by the US and China. But our guest today, Richard Fontaine, told me he is skeptical that these events so far reflect real cracks in President Putin's rule. About Today's GuestsDr. Heidi KraftHeidi Squier Kraft received her Ph.D. in clinical psychology from the UC San Diego/SDSU Joint Doctoral Program in Clinical Psychology in 1996. She joined the Navy during her internship at Duke University Medical Center and went on to serve as both a flight and clinical psychologist. Her active duty assignments included the Naval Safety Center, the Naval Health Research Center and Naval Hospital Jacksonville, FL. While on flight status, she flew in nearly every aircraft in the Navy and Marine Corps inventory, including more than 100 hours in the F/A-18 Hornet, primarily with Marine Corps squadrons. In February 2004, she deployed to western Iraq for seven months with a Marine Corps surgical company, when her boy and girl twins were 15-months-old. Rule Number Two is a memoir of that experience.Dr. Kraft left active duty in 2005, after nine years in the Navy. She currently serves as Chief Clinical Officer at PsychArmor Institute, a national non-profit that provides free online education for those who live with, care for, and work with military Veterans. She is frequently invited to speak at conferences and panels on combat stress, stigma and caring for the caregiver. He serves on the Healthcare Advisory Committee for PsychArmor Institute, and was previously the Chief of Continuing Education Programs at the Center for Deployment Psychology (CDP) where he oversaw and implemented training programs focused on common military-related behavioral healthcare concerns, evidence-based treatment of PTSD, and suicide prevention and treatment. Kyleanne is the former Chair of the Employment and Integration Subcommittee for the Secretary of Defense's Advisory Committee on Women in the Services. Vladamir Putin has announced what he called a “partial mobilization” of up to 300,000 reservists. According to reports, these reservists are basically former conscripts that will need training. Meanwhile, commercial flights out of Russia are apparently selling out, fast. The Russian Duma, on the other hand, is passing a law to clamp down on anyone evading their military service. And then there was Putin's seeming dangling of the nuclear threat again. All against the backdrop of the Kremlin organizing referenda on whether four occupied regions in Ukraine should fall under Russian sovereignty. And how do we assess US military support for Ukraine? Richard Fontaine is the CEO of the Center for a New American Security (CNAS), bi-partisan foriegn policy think tank in Washington, DC. Prior to CNAS, he was foreign policy advisor to Senator John McCain and worked at the State Department, the National Security Council, and on the staff of the Senate Foreign Relations Committee. He serves on the Biden administration's Defense Policy Board – which advises the Pentagon. In this episode, Garrison is joined by Richard Fontaine, CEO of the Center for a New American Security, to discuss a wide range of topics about the Ukraine Crisis. The two discuss the history of NATO expansion and Ukrainian orientation as a few of the factors influencing the timing of the present crisis; the stance of the West; and the strategic motivations behind Russia's current aggressive posture. The two also discuss the future of potential NATO membership for Kiev, whether or not there is “trade space” regarding the subject of implied Ukrainian neutrality and so forth. They take a careful look at the questions surrounding Germany's stance under Chancellor Olaf Scholz, and what future (if any) there is for Macron's view of Europe as a “strategic balancer” (exercising strategic autonomy with French leadership) in light of the current security challenges facing the continent. And how has domestic politics influenced London, Berlin, and Paris in their recent stances? In light of a potential Russian invasion the two discuss possible impacts of sanctions on Moscow and what responses (such as cyberattacks) Putin may undertake in retaliation. Most importantly, Fontaine examines the implications for the “pivot to Asia” if Putin green lights an invasion of Ukraine, and what future U.S. priorities will be in light of a renewed sense of danger in Eastern Europe. The two close by discussing what grade that Fontaine would give to the Biden administration's handling of the Ukraine crisis and how they might improve that response. Richard Fontaine is CEO of the Center for a New American Security (CNAS). He served as President of CNAS from 2012-2019 and previously as a Senior Advisor and Senior Fellow. He also served as foreign policy advisor to Senator John McCain for more than five years. He has worked at the State Department, the National Security Council and on the staff of the Senate Foreign Relations Committee. Mr. Fontaine served as foreign policy advisor to the McCain 2008 presidential campaign and, following the election, as the minority deputy staff director on the Senate Armed Services Committee. Prior to this, he served as associate director for Near Eastern affairs at the National Security Council (NSC) from 2003-04. He also worked in the NSC's Asian Affairs directorate, where he covered Southeast Asian issues. During his time at the State Department, Mr. Fontaine worked in the office of former Deputy Secretary of State Richard Armitage and in the department's South Asia bureau, working on issues related to India, Nepal and Sri Lanka. Mr. Fontaine began his foreign policy career as a staff member of the Senate Foreign Relations Committee, focusing on the Middle East and South Asia. He also spent a year teaching English in Japan. A native of New Orleans, Mr. Fontaine graduated summa cum laude with a B.A. in International Relations from Tulane University. He also holds a M.A. in International Affairs from the John Hopkins School of Advanced International Studies (SAIS) in Washington, and he attended Oxford University. He is a member of the Council on Foreign Relations and is an adjunct professor in the Security Studies Program at Georgetown University's School of Foreign Service. About the lecture: Diplomacy with North Korea must factor in an understanding of the Kim regime's fears and insecurity. Pyongyang's military actions and negotiating gambits jeopardize the United States, South Korea, and other nations' vital interests and policy goals. Accordingly, the study of North Korean threat perceptions—how Kim Jong-un thinks about the utility of force and about threats to his regime—is essential for averting strategic surprise and buttressing diplomacy. Dr. Cronin will address North Korean threat perceptions by examining the ruling elite's basic instincts of fear and insecurity. Drawing on the more than seven-decade of war and cold war on the Korean peninsula, he will offer constructive ideas for diplomacy, crisis management, and security policy. About the speaker: Patrick M. Cronin is the Asia-Pacific Security Chair at Hudson Institute. Dr. Cronin's research program analyzes the challenges and opportunities confronting the United States in the Indo-Pacific region, including China's total competition campaign, the future of the Korean peninsula, and strengthening U.S. alliances and partnerships. Dr. Cronin was previously senior advisor and senior director of the Asia-Pacific Security Program at the Center for a New American Security (CNAS), and before that, senior director of the Institute for National Strategic Studies (INSS) at the National Defense University, where he simultaneously oversaw the Center for the Study of Chinese Military Affairs. Dr. Cronin has a rich and diverse background in both Asian-Pacific security and U.S. defense, and foreign and development policy. Prior to leading INSS, Dr. Cronin served as the director of studies at the London-based International Institute for Strategic Studies (IISS). At IISS, he also served as editor of the Adelphi Papers and as the executive director of the Armed Conflict Database. Before joining IISS, Dr. Cronin was senior vice president and director of research at the Center for Strategic and International Studies (CSIS). In 2001, Dr. Cronin was confirmed by the United States Senate to the third-ranking position at the U.S. Agency for International Development (USAID). While serving as Assistant Administrator for Policy and Program Coordination, Dr. Cronin also led the interagency task force that helped design the Millennium Challenge Corporation (MCC). From 1998 until 2001, Dr. Cronin served as director of research at the U.S. Institute of Peace. Prior to that, he spent seven years at the National Defense University, first arriving at INSS in 1990 as a senior research professor covering Asian and long-range security issues. He was the founding executive editor of Joint Force Quarterly, and subsequently became both deputy director and director of research at the Institute. He received the Army's Meritorious Civilian Service Award upon his departure from NDU in 1997. He has also been a senior analyst at the Center for Naval Analyses, a U.S. Naval Reserve intelligence officer, and an analyst with the Congressional Research Service and SRI International. He was associate editor of Strategic Review and worked as an undergraduate at the Miami Herald and the Fort Lauderdale News. Dr. Cronin has taught at Georgetown University's Security Studies Program, Johns Hopkins University's Paul H. Nitze School of Advanced International Studies (SAIS), and the University of Virginia's Woodrow Wilson Department of Government. He read international relations at St. Antony's College, University of Oxford, where he received both his M.Phil. and D.Phil. degrees, and graduated with high honors from the University of Florida. About Today's GuestsDr. Heidi KraftHeidi Squier Kraft received her Ph.D. in clinical psychology from the UC San Diego/SDSU Joint Doctoral Program in Clinical Psychology in 1996. She joined the Navy during her internship at Duke University Medical Center and went on to serve as both a flight and clinical psychologist. Her active duty assignments included the Naval Safety Center, the Naval Health Research Center and Naval Hospital Jacksonville, FL. While on flight status, she flew in nearly every aircraft in the Navy and Marine Corps inventory, including more than 100 hours in the F/A-18 Hornet, primarily with Marine Corps squadrons. In February 2004, she deployed to western Iraq for seven months with a Marine Corps surgical company, when her boy and girl twins were 15-months-old. Rule Number Two is a memoir of that experience.Dr. Kraft left active duty in 2005, after nine years in the Navy. She currently serves as Chief Clinical Officer at PsychArmor Institute, a national non-profit that provides free online education for those who live with, care for, and work with military Veterans. Emma Moore is a Research Associate for the Military, Veterans, and Society Program at the Center for a New American Security (CNAS). Moore is a Non-Resident Fellow at the Brute Krulak Center for Innovation and Creativity at Marine Corps University. Prior to joining CNAS, Moore served as Executive Assistant and Social Media Lead for Narrative Strategies, a group of experts using strategic communication to combat violent extremism. Previously, she worked as a Program Manager with ProVetus, a veteran peer-mentoring organization, interned at the US Naval War College's Center on Irregular Warfare and Armed Groups, and worked with Brown University's the Cost of War Project. Moore earned a Master of Arts in War Studies from King's College London and a Bachelor of Arts in International Relations from Brown University.
