Small Biz Matters: People, Policy, Purpose ~ Episode #244 Broadcast date: 6 Aug 2024 Host: Alexi Boyd, Small Business Advocate & Policy Advisor Guests: Huy Truong Co-Founder and Executive Chairman at Thrive Refugee Enterprise Recent data from Australian Small Business and Family Enterprise Ombudsman shows one out of three small business owners (34%) were born outside of Australia. Migrants and refugees are more likely to be successful in business ownership; they may have previously run a successful business or simply have the unique skills from challenging life circumstances which bring the tenacity and grit to run a small business. Australian Bureau of statistics data shows that typically it takes 4 years before humanitarian visa holders earn more than $30,000 per year. That's not a liveable wage anywhere. It's one thing to welcome refugees with open arms and it's another to support them into viable, economic stability and empower them with skills and training to, if they wish, to start their own small business. So why are there not more opportunities and programs encouraging this, given that it can be a more reliable source of income for those who don't have their skills or qualifications recognised? Well, one such organisation is feeling this very important gap. The Thrive Refugee Entrepreneurship Program is specifically designed for refugees and asylum seekers interested in starting their own businesses and aims to accelerate and increase social and economic inclusion for refugees and asylum seekers through self-employment.  The strength comes from a national footprint with grassroots service delivery model embedded in key refugee settlement destinations. And as migration flows towards different areas and refugee communities become more established, the need for communities outside the major cities to access and benefit from the Thrive continues to grow. There is also added benefit to the whole economy, of increased employment opportunities for the local community as the number of small businesses grow, and of course the benefits to the government of GST and tax collected. Plus, refugees and migrants who have invested in a small business, both financially and with their time are more likely to remain in a community where the type of business are forged. It was the 80s. Paul Newton had finished a science degree and was a singer in a band. He sensed, though, that this was not meant to be his life's work. 'I'm a bit of a perfectionist and unless I can do something really well I find it frustrating to do it at all'. So he decided to change course and he put that perfectionism to good use; he is now one of Australia's most highly skilled and accomplished portrait painters. If you are interested in the Archibald prize,  you no doubt will have seen a Paul Newton portrait. He's been a finalist 15 times, a People's Choice winner twice and Packing Room winner twice. But those portraits are just the tip of the iceberg. He has been painting the portraits of notable people for over 30 years, spanning the arts, business, law, sport, the church, the military and more. From Hugh Jackman to  Kylie Minogue, from former prime minister Bob Hawke to former governor general Sir William Deane, from David Gonski to Frank Lowy, Roy and HG to David Campese, Maggie Tabberer and even Saint Mary Mackillop.   Paul has six works in the National Portrait Gallery's collection, has been awarded art prizes in the US and his many  commissions include 32 pictures for the interior of the Domus Australia Chapel in Rome. In this first of a two-part episode we talk about how he became an artist and the stories behind many works including his portraits of Hugh Jackman and Deborra Lee-Furness, Roy and HG and Maggie Tabberer. The importance of compassion and empathy in business. I was also fascinated in what she's learnt from leaders such as David Gonski (who she succeeded as Chair of Coca Cola Amatil), Frank Lowy (with whom she sat on the board of Westfield) and John Bell (founder of Bell Shakespeare, the Board of which Ilana Chaired).Ilana has seen a huge change in corporate culture (which she acknowledges still needs a fair way to go). In fact, I'd venture to say she's been an integral part of that change in her 40 years of working life, the vast majority of which has been in senior and executive roles. Her advice on how we can achieve gender balance and level the playing field, will benefit everyone. Ilana refers to her work with Jawun - a place where corporate, government and philanthropic organisations come together with Indigenous people to affect real change. What is ‘excessive risk'? 6:30 What the founders did extremely well is to put the mandate at the centre of decision making. 8:00 During the pandemic drawdown, we made over 30 decisions of $1 billion or more. 10:30 Leading up to the pandemic, we had discussion whether the Australian dollar wasn't as pro-cyclical anymore as it had been in the past. 13:00 I thought I had the total portfolio approach nailed and understood the Future Fund way 15:30 Building a future fund academy: “We are no longer small enough that you can get by on word of mouth; it needs a bit more formality and structure”. 18:00 There is an ownership of the portfolio by everyone, rather than a culture of defending your patch 20:00 I used to think being mandated to use external managers was a terrible idea, but I've flipped on that [opinion] completely. 21:30 We take fees incredibly seriously, but we are not silly about that. 23:30 The way we think about partnerships is specialisation 24:30 The good managers get to choose who they partner with, because capital is just more plentiful 26:00 Looking back at the beginning, the Future Fund deployed most of its capital during the financial crisis. Was it a lucky break that the fund got to enter the market in a downturn? “It could have been a disaster.” 28:00 The Future Fund has stuck with an equity allocation of 30 - 40 per cent during its 15 years of investing. What is the philosophy behind that? 29:30 Apart from a large allocation to private markets, we've had more currency exposure [than a typical super fund] 32:00 Strategic review – it is always hard to say: ‘we are going to take structurally more risk', when there has been a ramp up in risky assets. 33:30 Where are you looking for more risk exposure? 35:00 When we looked at how big the fund had become, it became clear that this much liquidity wasn't the best use of capital 37:30 The strategic review concludes that bonds have lost some of their defensive qualities. Are government bonds toast? 40:00 The defensiveness of the portfolio comes from our hedge funds, currency positions, some aspects of emerging markets that are less correlated [not so much government bonds]. 41:00 What changes do you expect when the fund goes into withdrawal mode?

This week, the government made big announcements about the future funding of schools and universities. Haunted by the unpopular 2014 budget, it is treading more carefully with its new education policies. Education Minister Simon Birmingham says one of the challenges of the 2014 budget was that there were “a lot of different pieces of policy reform all announced simultaneously”. Birmingham - who took on the education portfolio after Christopher Pyne - is at pains to emphasise the government's preparation this time around. “We've gone through, in university reform, a very methodical process - putting out a discussion paper before the last election that aired, if you like, all of the different options and scenarios very openly,” Birmingham says. “In terms of schools funding - I've met with David Gonski, members of his panel, I've had numerous discussions with state and territory ministers, with independent and non-government Catholic school representatives.”
