Local Farmers Concerned about Federal Freeze

Axed program designed to help with climate change Local farmers, racing to figure out how to adapt to a rapidly changing climate that has buoyed pests and led to both droughts and flooding, thought help was on the way from the U.S. Department of Agriculture. But a major source of funding looks like it is about to disappear. The Hudson Valley is one of four regions in the country to receive a Climate Smart Commodities Grant through a USDA pilot program to make farms more resilient while improving air and water quality. Contracts had been signed, and planning was underway on eight local farms when the program was cut following the re-election of President Donald Trump. "We have partners who received letters out of the blue telling them that their government contracts - contracts that have been signed and that they were already doing work toward - have been canceled," said Megan Larmer of the Glynwood Center for Regional Food and Farming in Philipstown, which was overseeing the program. "Your government contract should be the most secure type of funding you could have." The Climate Smart Commodities Grant is one of many sources of funding for local farms that has been frozen or canceled in the past six weeks. Rocksteady Farms in Millerton had over $400,000 cut for projects such as farmer training, food access and water mitigation. A $2.5 million grant from the USDA to help Rocksteady and a dozen other farms build a food hub with barns and processing facilities is on hold. Farming is, by nature, a famously unpredictable undertaking, even without climate change. But financial cuts and freezes at the beginning of the growing season have added another layer of uncertainty, leading farmers to downgrade their plans and projections. It's also giving younger farmers second thoughts about the profession. "The fact that all this is sowing fear amongst all these organizations that are dedicated to the public good is psychologically damaging, and the repercussions of it are going to be felt for a long time," said Larmer. Among those affected is Jackie Matza, a Hudson Valley native who was living in Germany and graduated from Kiel University with a degree in sustainability. Speaking with her classmates from around the world made her realize how much her talents were needed back home. "The U.S. needs to catch up with the rest of the world in terms of climate change planning, resiliency planning, protecting land and protecting Indigenous communities," she said. "All of these things are routine in a lot of European countries. They have such a clear plan. Even the general public takes things like 'reduce, reuse, recycle' very seriously. Americans don't. It was a wake-up call for me to come back to my own country and be a part of actual change for the people who need it." Matza was hired in the fall to help administer the Climate Smart Commodities Grant at Glynwood as part of the Working Lands Climate Corps, a Biden-era program partly inspired by the Civilian Conservation Corps that helped build parks, plant trees and restore farms in the 1920s and '30s. After the November election, the program changed its name to the Working Lands Conservation Corps because of a Trump directive to eliminate any program with the word climate in it. That didn't help. The program has been canceled and Matza is out of a job that she traveled thousands of miles to take. Finding a new one will be difficult. "Anything similar to what I was doing here has either been cut or has thousands of other government employees who were just fired applying for it," she said. "The competition is quite fierce." Zach Wolf of EZ Farms in Columbia County is also out of a gig. He was helping to develop plans for the eight local farms taking part in the Climate Smart Commodities Grant, including his own. On Thursday, February 13, climate activists disrupted the monthly meeting of the Public Service Commissioners in Albany. The immediate focus of the protest was the decision last Friday to approve the expansion of the Iroquois pipeline which builds out the fossil fuel infrastructure and will deliver more gas. The Hochul administration, while acknowledging that the expansion conflicts with the mandates of the state's climate law, argues that it is needed to ensure delivery of services in NYC especially in cold months. The protest also highlighted the need for the state to finally enact the NY Heat Act to ensure that all state agencies, starting with the PSC, comply with the state's climate law. We hear from a number of protestors, including Melissa from Food and Water Watch, who kicked off the protest by standing up to speak to the Commission as she was swarmed by PSC staff and state police; Michael Richardson of Third Act Upstate; Dr. Sandra Steingraber; Cary Gardner, Vice Chair of the NY Progressive Action Network; and Bill Kish of Millerton. Polly Shindler (New Haven, 1977) received her M.F.A. in Painting from Pratt Institute and her B.A. in History from University of Massachusetts. She has shown throughout the U.S. as well as internationally at Rafael Pérez Hernando Gallery in Madrid and Cristea Roberts Gallery in London. She recently had her first solo presentation at NADA Art Fair in Miami and will have her first solo exhibition in April of 2024, both with Deanna Evans Projects. Current shows include Feels Like Home at JDJ gallery, May You Live the Rest of Your Life at BravinLee Programs and Cool and Collected at Kenise Barnes Fine Art. Previous solo shows include Time Management at Freight + Volume, Retreat, at Ortega y Gasset Projects and at the project space Tennis Elbow at The Journal Gallery, NYC. Art Fairs include SP-Arte representing Gisela Projects, São Paulo, BRA, Art Estampa representing Rafael Pérez Hernando Gallery, Madrid, SP, Untitled Art Fair with Pratt Institute Fine Arts and Art on Paper Fair representing 3 Walls, NYC. Polly was awarded the Martha Boschen Porter Grant, a fund of the Berkshire Taconic Community Foundation in 2023. Her painting Green Rocking Chair shown in Still Lives, a group show at Underdonk in Brooklyn, was featured in “Goings on About Town” in the New Yorker in September 2018. She was granted a yearlong curatorial residency at Trestle Projects in 2015. Shindler has attended residencies at Vermont Studio Center in 2013, the Wassaic Project in 2020 and 2022, and Provincetown for the DNA Residency in 2021 and 2023 and Yaddo in 2024. Two of her paintings were cover art for published novels, Early Morning Riser by Katherine Heiny and A Likely Story by Leigh McMullan Abramson. She lives in Millerton, NY in the Hudson Valley with her dog, Owen. Episode 26 with Rhode Island based painter, Kirstin Lamb. We talk with Kirstin about her WOODS series in which we explore the layers of retranslation, interconnection and visual research to begin to know a place and capture the fleetingness of place. Kirstin studied painting at the Rhode Island School of Design, graduating with an MFA in 2005, and she received her AB in Visual Art and Literatures in English from Brown University in 2001.  Kirstin's work has been shown in venues across the country, recently showing with Gallery Naga in Boston, MA, Geary in Millerton, NY, Jennifer Terzian Gallery in Litchfield, CT, Cade Tompkins Projects in Providence, RI, the Spring Break Art Fair in NY, the Wassaic Project in Amenia, NY, the Fruitlands Museum in Harvard, MA and Providence College Galleries in Providence, RI, among others.  She has attended numerous residencies such as the Wassaic Project, and the Sam and Adele Golden Foundation. This can be accomplished through a holistic perspective with consideration of each pet's physical, mental and emotional well-being. We look at health and disease on a continuum, involving physical, mental, and emotional aspects, all of which are influenced by diet, exercise and environmental factors. We work with our companion animal patients' families, within the parameters of their own reality (how much time they have, their philosophies about health, what they are able to provide in terms of food and exercise to make positive change). Carolyn Cannon, DVM, CAC Our tool box is large and diverse, enabling us to individualize care using western medicine (including diagnostic, surgical, and dental services), supplements, acupuncture, Chinese herbal formulas, chiropractic, nutritional counseling, laser therapy, rehabilitation, and training and behavior modification. The sold-out event is part of The Moviehouse's "Meet the Director" series. Having amassed a wealth of knowledge and expertise, Jenny believes in sharing what she has learned with others to help them find their own version of moxie.Jenny is President of Berkshire Natural Resources Council, a county-wide land conservation organization in Western Massachusetts. Since joining the organization in 2018, Jenny has more than doubled the size of the staff to focus more broadly on strategic land conservation goals addressing climate resiliency, habitat protection, and public access; developed a new focus on farmland and ensuring farmers have access to affordable land; and worked to ensure that people from all backgrounds and abilities feel welcome and can enjoy and appreciate the Outdoors.In 2001, Jenny became the Executive Director at the North East Community Center based in Millerton, NY, and serving Eastern Dutchess County and nearby communities in Connecticut. She developed a small village-based organization into a county-wide leader in food security, youth development, and transportation.Before moving to Sharon, CT in 1998, she lived in New York City, where she spent nearly ten years at Creative Arts Workshops for Kids, a grassroots organization that provided holistic, long-term programs and care for homeless and formerly homeless children and their families in East Harlem. While there, Jenny raised funds, developed tutoring programs, conducted art workshops, mentored and trained volunteers, and eventually served as their Executive Director. In 1997 she moved to Sesame Workshop (creators of Sesame Street) where she developed parenting content for the website and helped design the user interface.Jenny's career began at the National Audubon Society in New York; she then became the assistant director of the Council on the Environment of New York City (now known as GrowNYC), where she supported their initiatives in office waste reduction, community gardens, environmental education, and the well-known Greenmarket.She has served on many nonprofit boards; written theater, dance, and film reviews for regional publications; and is an accomplished painter of landscapes, portraits, and other subjects.
