Further revelations, first reported by the Spinoff, show the Reserve Bank of New Zealand failed to publicly disclose a meeting held at the time it was disputing its funding with the government. It follows the resignation of Governor Adrian Orr and former board chair Neil Quigley. Q+A asked former Reserve Bank chair Arthur Grimes about how the saga has impacted the Reserve Bank's standing, and whether Kiwis should be concerned about political interference in monetary policy.

Neil Quigley resigned as chair of the central bank on Friday night, after Nicola Willis raised concerns over its handling of Adrian Orr's resignation earlier this year. Willis has revealed to Newstalk ZB, she would have asked Quigley to resign, if he hadn't resigned of his own accord. The Prime Minister says Quigley has made the right decision. Rhetorical question - why do you think Neil Quigley quit on a Friday night? The key is, he would have been booted if he didn't walk. So it sort of ends a shambolic and shameful period for what should be one of our most esteemed institutions. Between Orr and Quigley (mainly Orr) they have made a joke of the Reserve Bank. What should have happened is simple. When the Government decided, rightly, that the gargantuan amount of money Orr wanted to run his fiefdom was never going to fly Orr should have, in an adult way, stated he disagreed and he disagreed to the point he could not see himself continuing in the job. He would then resign, they would organise a nice, but frugal, farewell morning tea and that would have been that. But what actually happened was Orr chucked his toys, yelled and stamped his feet to the extent that Quigley had to write to Orr. All this was also kept secret until the Official Information Act and the Ombudsman forced their hand and exposed them for the bunch of egotistical babies they are. Quigley was yelling at Treasury, Orr was yelling at Willis, deals were looking to be done, letters and proof was looking to be binned and cheques were being written to make it all go away. Lest we forget, in an irony of ironies, this is the same group of clowns who buried the economy in the hole we are still trying to get ourselves out of years after Covid. So they couldn't do their job, they stuffed the place, then packed a massive sad when their rain shower of funding was getting rectified, started a big tantrum and scrap with various departments and ministers, then tried to cover it all up. Have I missed anything? Oh, Orr vanished with the money, never to be heard from again. To his credit Quigley hung around and made a few public appearances while trying to paint a picture of normality, until the Ombudsman undid him last week and that was that. They really are an embarrassing, shambolic mess. On a side note, it's also why I assume Christian Hawkesby stands zero chance of getting Orr's old job. He is fatally linked to this period of mayhem. We'd be glad to see the back of them, if it wasn't for the fact we are still trying to clean up the mess and every one of us is paying the bill. Neil Quigley marched off into the sunset at 5.49pm on Friday. Late enough for the news to miss the TV 6pm bulletin. It's an old PR trick. Leaving the shock value to dissipate over the weekend before the start of play on Monday. It was evidence to me that successive governments and the Reserve Bank have failed to respect each other or realise that even though they are independent their actions combine and affect all of New Zealand In the Covid years the Reserve bank reacted and made money essentially free. But the Labour government wanted to be seen to be doing something, so they started overspending and throwing borrowed money away. The result was a superheated economy that crashed spectacularly and spectacularly quickly So, then the Reserve Bank made money expensive again to attack the overheating. But the new Government, this time National, again wanted to be seen to be doing something so they cancelled government expenditure throwing us into a deeper economic funk than anyone had expected. In both scenarios the governments didn't seem to realise what was happening at the Reserve Bank. And the Reserve Bank was too proud to take into account the stupidity of governments. Government's need to heed the advice that they give Council's. Stick to the knitting. Their job is to do the basics. Fund Health, Education and the Police. And build us stuff to help us do business like roads and rail and ferries. Not to worry about the price of butter or the number of supermarkets. And keep the borrowing as low as is reasonable Meanwhile let the Reserve Bank worry about inflation and the big financial stuff. That's how successful governments respected the independence of the Reserve Bank and how the last two amateur governments did not. The saga also shows how political Treasury is. The resignation of the Reserve Bank chair Neil Quigley was announced by Finance Minister Nicola Willis last night as happening with "immediate effect". It came after months of close scrutiny over his handling of Adrian Orr's resignation as Governor. Quigley described Orr's resignation, in early March, as a "personal decision" but a series of revelations followed that cast doubt on that. Minister Willis declined to be interviewed on Saturday Morning but in a pre-recorded interview to RNZ last night she said "Mr Quigley chose to tend his resignation. Whether it's the government, international organisations, higher education, or the media, one of the defining dynamics of the social media age is the deteriorating trust in public institutions. It's extraordinary, really. At a time when humans are on the whole wealthier, healthier, and more dominant than at any other time in our species' history, we're more distrustful of the institutions that are supposed to serve us. Saturday Mornings is usually a monetary policy-free zone, and I promise to mostly keep it that way for now. But it was pretty remarkable at the close of play last night to see an announcement from the Finance Minister about the Chair of the Reserve Bank. Neil Quigley had resigned, effective immediately, following further revelations about his handling of former Governor Adrian Orr's departure. Nicola Willis confirmed to Newstalk ZB that if Quigley hadn't offered his resignation, she'd have asked for it. I don't expect everyone to follow all of the Reserve Bank dramas. But the long and short of it is that former Governor Adrian Orr got in a dispute with the government over the bank's funding. It turned into a showdown of sorts, the Reserve Bank Board raised concerns with him about his conduct (some of which he disputed), and after taking leave for a few days he ultimately resigned. But instead of being absolutely transparent about the dispute and what had actually happened, the RBNZ Chair Neil Quigley told media that Orr had resigned for “personal reasons”. If this was just some rando then no harm no foul. But Adrian Orr was the Governor of the Reserve Bank, one of the most powerful public servants in the country. His pen stroke and the decisions of his Monetary Policy Committee could be the difference between thousands or hundreds of thousands of people losing their jobs or homes. Like many journalists, I didn't buy the “personal reasons” explanation and felt we all deserved to know more detail about what had actually happened. Ater all, this wasn't a private company. The Reserve Bank serves us. After Neil Quigley's explanation, and after the Reserve Bank declined for Adrian Orr to be interviewed, I even went to the extreme length of sending him a letter at his home asking him to front. It's something I'd almost never do, but the public deserved an explanation. And it's taken until now and a ruling from the ombudsman for us to get the full story. I think there are lessons in this for all of us who work in jobs that purport to serve the public. In my role, I think about trust a lot. And look, I know this is very different to the Reserve Bank, much lower stakes, but I had the chance to reflect on my own work this week, and tried to lean into the spirit of introspection and openness. I was on a podcast, re_covering, in which Newstalk ZB's Frank Ritchie asks journalists to reflect on a story they covered. I didn't choose one which I'd absolutely nailed. Instead, I reflected on my five years as TVNZ's US Correspondent, and on my surprise at the first election of Donald Trump. As I said on re_covering, the fact so many of us were so shocked by the result (including Trump!) shows I and the rest of the news media covering that election had done a massively insufficient job of reflecting the scale of the anger and dissatisfaction with the status quo in the US. That election changed the world. Ultimately, I hope reflecting on my surprise will make me more sceptical of conventional wisdom, and better at my job today. Humans are fallible. We all make mistakes. But the Reserve Bank episode demonstrates the best thing a public institution can do to protect its reputation is not try and protect its reputation. Just admit when you got things wrong. Admit things that make you look bad. Learn lessons the hard way. Convince the public you have nothing to hide by showing us you have nothing to hide. The Reserve Bank says it wasn't dragged kicking and screaming to a review of capital rules. It's put out two proposals aimed at loosening capital requirements. Board Chair Neil Quigley says they were reviews that the bank has been looking at for a while. He told Mike Hosking if they were loosened, it wouldn't cause too much of a shakeup, and it probably won't have a big effect on pricing. There's concerns over whether the costs for the new Waikato University medical school will blow out and be passed on to taxpayers. Cabinet will contribute $80 million to the $230-million-dollar Waikato University school, which is expected to open in 2028 for 120 trainees. University of Waikato Vice-Chancellor Neil Quigley says the university is on track for a surplus of $20 million this financial year. "The university is in really good financial shape, enrolments have risen very quickly this year...and we have no debt at the moment either." There's optimism the new medical school will ensure a future influx of GP specialists. Waikato University's newly announced medical school will begin construction this year, opening the doors to 120 trainees in 2028. It will focus on primary and rural care. The Finance Minister made it clear she was unimpressed with the way the RBNZ handled public communication around Adrian Orr's departure. Reserve Bank board chair Neil Quigley recently revealed he 'regretted' the time it took to release information around Orr's surprise resignation. Nicola Willis says the central bank could have provided some clarifying statements more promptly than they did. "As soon as they'd worked through what they could say with the former governor, there was obviously significant public interest in that information. I don't enjoy saying what I'm about to say because personally I quite like Neil Quigley, but I think that he needs to quit as the chair of the Reserve Bank - simply because I do not think that we can ever trust a single word that comes out of that man's mouth again as the chair. He has been busted telling not just one, but quite a lot of fibs about Adrian Orr's resignation. So for a start, on the day that Adrian Orr quit, you'll recall Neil Quigley was the one who held the press conference. At the time he said Adrian's resignation was a personal decision. That is clearly not true. Adrian, we now find out, packed a sad, and quit over funding. Neil Quigley also said that there was nothing that the Government had said in the days before that that caused Adrian to quit. Not true. Adrian and Nicola, and actually Neil himself, had a meeting about the funding 9 days before the resignation. Neil Quigley was also asked whether there were any policy conduct or performance issues which are at the centre of this resignation. He said there are no issues of that type that are behind this resignation. Once again, not true. He was asked what happened because: "Reserve Bank governors don't just up and resign" and he said: "There is a time when you think having achieved what you wanted to achieve, that's enough". Once again, not true. That's not why Adrian quit. Adrian quit because he packed a tantrum because he didn't get enough money. Now, I do not know why Neil Quigley decided that he needed to tell porkies in order to defend Adrian Orr. I mean, I get the feeling that he has spent a great deal of his time, unfortunately for him, trying to manage the tantrums of our former toddler governor, and perhaps he just got into a little bit of a pattern of butt covering for the guy. He has suggested that he was constrained in what he could say by Orr's exit agreement. But in that case, you simply say, look, I can't say much because it's an employment agreement. And I think we all will understand that because we're all employees or employers, and we're all constrained by the same law, so we get it. But he didn't choose to do that, did he? He chose to stand there and fib to us, and that means that next time he's up answering some tough questions, I don't know if we're going to trust him, are we? Already, unfortunately for Neil, he's got quite a big black mark against him. He was part of the money printing team with Adrian Orr that stuffed up the economy, and some already think that that is enough reason to call for him to quit. Never mind the fact that he has now been busted telling straight out porkies in public. So if I was Neil Quigley, he's got two options. The Reserve Bank's operating budget for the coming year has been slashed by about 25 per cent. In a statement released yesterday, RBNZ board chair Neil Quigley said the organisation will need to look closely at capital and operational expenditure, as well as spend on personnel. Finance Minister Nicola Willis spoke to Corin Dann.

I'm neither happy or unhappy that Adrian Orr is no longer Reserve Bank Governor, but I do have a piece of advice for whoever ends up taking over from him. Just be the complete opposite. Because I reckon he fell into a trap that ended up with him getting too big for his boots. Which, maybe, is very hard to avoid when you're in a job like his, but the next person needs to make sure they stay in their lane and keeps themselves in check. When you're the Reserve Bank Governor, your job is to work on creating a rock star economy - you're not the rock star yourself. No one can argue that his tenure coincided with a time when what you would consider to be the most grey and dull jobs in the world, took on a whole new meaning. Ashley Bloomfield, for example. Because of COVID, everyone knew who he was. And Adrian Orr. Because of COVID, he was elevated to a level no other reserve bank governor got to in terms of profile and recognition. If you ask me to name another Reserve Bank Governor, the only name that comes to my head straight away is Don Brash. That's because of his political career that he got into after he left the bank. And if I think a little bit more, there's Alan Bollard. But that's it. But everyone pretty much knows who Adrian Orr is and I think it went to his head. I think he loved the limelight, and, in the process, he got a bit too cocky. I think he lost sight of what his job was actually all about. Nevertheless, I don't think he personally is to blame for everything when it comes to us feeling more hard up than ever. And, if he hadn't fallen into the trap of letting the job go to his head, he might not be copping as much criticism as he has and is. I'm with economist Tony Alexander who is saying today that business people and homeowners who blame Orr for their cashflow problems are both right and wrong. He's saying that they're right in that he oversaw the continuation of excessively loose spending during 2021 and into 2022, which over-stimulated the economy and pushed inflation up to 7.3%. He also was boss of the Reserve Bank when the official cash rate reached 5.5%. And then got it down to 2.2% by what Tony Alexander describes as Orr “crunching the economy”. But he also says, let's not forget Labour's Grant Robertson's role in all of this. He was the guy who kept fiscal policy loose. My understanding is that staff at the Reserve Bank had no idea this was coming until after it was announced to the media. Which is a shocker. And, apparently, staff at the bank have no idea what's behind it. I'm picking that he's thrown his toys out of the cot because the Government wants to cut the budgets at the Reserve Bank. And a lot of that will have to do with what the Government probably sees as the former Governor's obsession with things outside what it considers core business for the central bank. But, from the very limited things that have been said since the announcement yesterday afternoon, it's obvious that he's quit. Because when the chair of the bank Neil Quigley said it was “a personal decision” by Adrian Orr, that says he's quit. It doesn't say he's leaving for personal reasons, it says he's walking away. He's going to be on the payroll until the end of the month, but he's not Governor of the bank anymore. An acting Governor took over at midday yesterday. The other thing too about all this secrecy, is that I don't think it's acceptable when you've got a senior public servant who earns more than $800,000 a year quitting like this. On the basis of what we kind-of know, I think we deserve more of an explanation. If the guy's thrown a hissy fit - tell us. Because, for someone who seemed to love the limelight as much as he did, disappearing the way he has is not only very strange, it's also somewhat disrespectful. A third medical school in New Zealand is one step closer to becoming a reality. The Ministry of Health has signed a memorandum of understanding with Waikato University to progress a business case, one of the tasks on the Government's 100-day plan. University of Waikato Vice-Chancellor Neil Quigley says they're hoping to take in the first set of students by 2027. "We've worked with our partners in Australia, looking at the curriculum development and accreditation work we need to do. We're sort of set to go as soon as we get the green light from Cabinet." The National Party has for the second time taken up a proposal to open a medical school Waikato University. The University and Waikato District Health Board initially bid to establish the country's third medical school in 2016. If elected, National would pour 380 million dollars into starting the school, which would start taking students from 2027. The party previously backed the proposal ahead of the 2017 election, but Labour never took it up. Waikato University's vice chancellor, Neil Quigley, spoke to Corin Dann.
A third medical school could be the pipe line if National gets into Government. Leader Chris Luxon has unveiled plans to set up the school at Waikato University if elected. As well as increasing the medical school placements at Auckland and Otago - the Party expects to have an additional 220 doctors graduating a year by 2030. Waikato University Vice-Chancellor Professor Neil Quigley said Wednesday the university is well placed to deliver this, starting 2027. He says a lot of investment needs to happen first. Waikato University has lost 1200 foreign students this year but it's gained more than 700 local students. The university is forecasting a deficit off the back of the figures but the vice-chancellor of Waikato University, Neil Quigley, told RNZ education correspondent, John Gerritsen, the increase in domestic students is much bigger than expected.

Британский музыкант Tom Marshall aka Marsh и его мелодичный, красиво оформленный трек Gjipe, вышедший на культовом английском лейбле Anjunadeep. Популярный музыкант Neil Quigley, издававший свои работы на множестве звездных импринтов, представлен в радиошоу чудным треком Without You, где вокальная партия от Blakkat покорит вас после первого же прослушивания и вы захоте переслушивать сие великолепие не один десяток раз. Данный релиз в ремиксе итальянского проекта Tone Float мне любезно прислал сам Нил, за что ему огромное человеческое спасибо, т.к. ни в одном онлайн магазине данную вещь не купить. Такая музыка будет жить вечно в наших душах и наших сердцах и признаться честно, если бы данный релиз увидел свет на протяжении последнего месяца - он бы беспрекословно получил звание TRACK OF THE MONTH. Голландский продюсер Budakid задает живости эфиру своим мелодичным треком Orrery, который немецкий рекординг Watergate напечатал на виниле в рамках сборника Watergate Affairs. Дуэт из Германии GNTN издал на американском лейбле Desert Hearts Black потрясающий трек Solstice, который является так называемым экватором программы и задает progressive настроение на оставшиеся 30 минут эфирного времени. Соскучился я по релизам уважаемого мною рекординга Hope Recordings, владельцем которого является звездный британец Nick Warren. И Hope стреляет мощным треком Sumeria от американца Mike Isai, который продолжает progressive вакханалию в радиошоу MAXIMUM. Культовый лейбл Proton подарил очередную успешную EP под названием Losing Part Of Me от коллаборации музыкантов Andrea Cassino и Greenage. Я выбрал для себя сильнейший прогрессив-ремикс белорруского музыканта Дмитрия Молоша за его динамичность. Известный дуэт Th;en совместно с Mango сообразили на троих TRACK OF THE MONTH для октябрьского эфира MAXIMUM. Их работа Narere в потрясающем ремиксе шведского продюсера и диджея Hannes Wiehager займет достойное место в моей и надеюсь вашей музыкальной коллекции. Narere имеет очень красивое развитие, глубокие пэды и великолепные смены тональностей, т.е. абсолютно все компоненты, которые я так ценю в progressive звучании. В завершении программы хочу представить релиз от тандема музыкантов из Ирландии и Японии в лице Ian O'Donovan и Satoshi Fumi под названием Rising. Артисты издали свою полноценную EP с одноименным названием на Bedrock Records непотопляемого британского пионера Джона Дигвида. Пластинка Rising очень круто звучит в виде Outro сегодняшнего эфира и как-бы благодарит слушателей за час, проведенный вместе с вашим покорным слугой на волнах Musical Decadence. В регулярной рубрике BONUS TRACK анонсированный в начале программы Joris Voorn и его умопомрачительный ремикс на известный трек Beach Kisses от испанского музыканта Dosem. Релиз состолся в 2009 году на лейбле Green, которым управляет Йорис совместно со своим коллегой Edwin Oosterwal из Нидерландов. Разумеется, данная пластинка на века, а все те, кто имеют виниловую копию релиза на полке являются большими счастливчиками, т.к. цена пластинки на том же Discogs говорит сама за себя - это незабвенная классика электронной музыки!
