In late 2022 Los Angeles Voted in the ULA Mansion Tax to “force millionaires and billionaires to pay their fair share” on all real estate transactions over $5M which includes all residential, commercial, retail, industrial, office, land and multifamily real estate. The ULA initiative was sold as a new “Homelessness and Housing Solutions” tax to end homelessness and create affordable housing in Los Angeles. In reality, the ULA initiative was proposed by, among others, labor unions seeking to profit 4% on all sales over $5M and 5.5% on all sales over $10M regardless whether the seller made any net profit on the sale and/or whether the proceeds would be split among several, sometimes 10 - 20 family members, who are middle to low income earners. Instead of these funds being used to for the homeless crisis, the funds will actually be used to provide attorneys for tenants who are not paying rent to fight their landlords regardless whether they are employed and able to afford rent. The limited amount of homeless housing that will be built by the labor unions will cost at least $600,000 per unit which is about double the cost of building the same unit using large, professional building contractors that are non union. The narrative to help the homeless is an emotional trigger for all of us as we all want to help solve this horrendous crisis eating at the core of our beautiful city. Yet the city politics behind the narrative continue to cloud the facts and true intentions of the ULA initiative. All one needs to do is look at the amount of tax payers money collected for homeless and homeless housing and services over the past decade and reconcile that with what we see in our streets and on our sidewalks and parks everyday. Today's conversation is with Keith Fromm the lead attorney from Fight ULA (www.FIGHTULA.com) also known as the Newcastle Lawsuit which is one of the two lawsuits against the city of Los Angeles to overturn this unfair tax. The second lawsuit is led by well known tax payer advocate by Howard Jarvis whose lawsuit hangs on a single argument compared to Fight ULA whose claim has 17 different argument including the Howard Jarvis argument In this informative discussion, Keith and Danny shed light on the ULA landscape and the urgency to get behind FIGHT ULA so that Keith Fromm and his partners have the resources to continue to fight this case. Up to this point, Keith and his partners have taken this case on spec and have not been paid for their time and work. The hearing October 23rd on ULA is only the beginning of the ULA fight as there will be several more rounds of appeals over the next year or two, and if successful eventually a trial that very well could end up in front the Supreme Court of the United States. It is now or never. In this episode: For over forty years, residential and commercial property taxes in the State of California have been limited by a law known as “Proposition 13,” passed by voters in response to skyrocketing tax bills from steadily increasing property-value assessments. But while California—which hasn’t had a Republican “trifecta” control of its government since Ronald Reagan was governor—was never the blood-red state of partisan Republican memory, changes in its dominant industries (less gritty defense manufacturing, more “woke” information technology), an exodos of its middle classes in response to skyrocketing housing costs, and international immigration patterns that select for the most socialist-leaning immigrants (compare the voting patterns of Hispanics in California with Hispanics in Florida), liberals see an opportunity to break the dead hand of Howard Jarvis with 2020 Proposition 15, a measure to repeal the limitations on commercial property tax. Joining us to discuss the ballot measure, the special interests behind it, and the possible effects the measure could have on California is Capital Research Center’s Research Specialist, Robert Stilson. On this edition of Your Call, we’re discussing The First Angry Man , a documentary about anti-tax crusader Howard Jarvis and the history of California’s Proposition 13, which cut property taxes and funding for schools.
The documentary “The First Angry Man” turns its lens back on the moment when Proposition 13, which dramatically restricted property taxes, was passed and examines the social and political context of the time. The filmmakers, Camille Servan-Schreiber and Jason Andrew Cohn, make the case that Howard Jarvis, the public face of Proposition 13, helped usher in an era of nationwide tax revolt and distrust in government that persists more than 40 years later. The documentary comes ahead of an election in which California voters will consider a ballot measure that would amend Proposition 13 to raise property taxes for some businesses.

David shares how their improv show inspired the movie and what types of ideas they were looking to spoof (2:54). And how Zero Hour shaped the direction and truly inspired the crafting of the script, including the importance of a character arc and a 3 act structure (4:30). David continues to share how the movie came to being including how they finally got the rights (4:52) from Zero Hour and what a surprise it becoming a hit really was. You may not know who Howard Jarvis is, but if you live in California, he has had a major impact on your life without you even realizing it. Back in the 1970s, Jarvis was a Republican lobbyist who resented the power of big government. He led a massive campaign to slash property taxes in California, and succeeded in 1978 with the passing of Prop 13. With its passing, property taxes were slashed to 1% of the purchase price, while also setting a cap of 2% on how much property taxes could be raised year-to-year. While the initiative has saved Californians thousands of dollars, its long term impacts have had seriously negative consequences for many programs in California, chief among them being education. Today Prop 13's popularity in California has made it a Third Rail, threatening political death to any politician aiming to curb it. Our guests today are Jason Cohn and Camille Servan-Schreiber, who have produced a film called “The First Angry Man,” which captures Howard Jarvis' quest to put Prop 13 on the ballot, and further explores the long lasting consequences it has had on the state.. The film will can be seen at the SF Urban Film Festival as well as the SF Indie Film Festival, taking place February 2nd through the 9th. Later this year, a measure on the 2020 ballot will seek to roll back some of Prop 13s protections on commercial and industrial properties. In this episode, Jason, Camille and I discuss their film, as well as Prop 13s impact on California, and it's future. Your host Dan Woo explores the decimation of the great society of California beginning in the late 1970s. Proposition 13, passed in 1978 is the root of this situation; stunting the tax base and holding the legislature's ability to mend the situation in a stranglehold the last four decades. Dan Woo grills Howard Jarvis Taxpayers Association VP of Communication Susan Shelley on the impacts of the proposition which is the crowning achievement of their anti-tax prophet, Howard Jarvis....and asks why property owners deserve rights.
