Jeff Halper is an Israeli anthropologist and Director of the Israeli Committee Against House Demolitions (ICAHD) in Jerusalem. He has worked as a community worker for the Jerusalem municipality in the working class Mizrahi (Middle Eastern) Jewish neighborhoods of Jerusalem. Having done research among the Jews of Ethiopia in the 1960s, he served as the Chairman of the Israeli Committee for Ethiopian Jews. Jeff served as the head of Friends World College, an international college program, and has taught at universities in Israel, the US, Latin America and Africa. In addition to his many academic and political writings, he is the author of An Israeli in Palestine (London: Pluto Press, 2008) on his work against the Occupation and Obstacles to Peace, a manual for activism in Palestine/Israel. His most recent book is War Amongst the People: Israel, the Palestinians and Global Pacification (Pluto, 2015), which was shortlisted for the Palestine Book Award. Jeff participated in the first (and successful) attempt of the Free Gaza Movement to break the Israeli siege by sailing into Gaza. He serves on international support committee of the Bertrand Russell Tribunal on Palestine, and was nominated by the American Friends Service Committee for the 2006 Nobel Peace Prize, together with the Palestinian intellectual and activist Ghassan Andoni. He is currently involved in The One Democratc State Campaign, which aims to transform a “greater” apartheid Israel into a democratic state for all the inhabitants of the country. It was hosted by the Ireland-Palestine Solidarity Campaign as part of the End The Irish Arms Trade With Israel campaign (see http://www.ipsc.ie/noarmstrade). Prof. Halper provided a survey of Israel's weapons technology and population subjugation/control methods, for which the occupation of Palestine an Israeli live-testing facility, Halper says, thus allowing it to export high-tech weaponry that has been tested in ‘pacifying' a population under occupation. Halper argues that this allows Israel to thrive in the global arms market, winning under-the-counter support from many governments that crtiticise it publicly, while buying and investing in its technology of repression. This is a matter of vital importance in our increasingly surveilled, militarised and repressively policed world, and this book is an eye-opening and sobering read. About the Book Modern warfare has a new form. The days of international combat are fading. So how do major world powers maintain control over their people today? This book is a disturbing insight into the new ways world powers such as the US, Israel, Britain and China forge war today. It is a subliminal war of surveillance and whitewashed terror, conducted through new, high-tech military apparatuses, designed and first used in Israel against the Palestinian population. Including hidden camera systems, sophisticated sensors, information databases on civilian activity, automated targeting systems and, in some cases, unmanned drones, it is used to control the very people the nation's leaders profess to serve. War Against the People represents a new stage in Halper's thinking. He explains, “This book began with a question that many activists like myself have asked over the years: How does Israel get away with it?” Drawing from years of research, as well as investigations and interviews conducted at international arms fairs, Halper reveals that this practice is much more insidious than was previously thought. As Western governments tighten the grip on their use of private information and claw back individual liberties, War Against the People is a timely reminder that fundamental human rights are being compromised for vast sections of the world, and that this is a subject that should concern everyone. What do Gaza and Ferguson have in common? Security forces that stink. I mean it literally. Thanks to Missouri's open records law, it has been confirmed that the St. Louis Metropolitan Police Department is one of a slew of US city police forces to add a new Israeli crowd control spray to their arsenal. The spray, called skunk, is a vile smelling liquid that an Israeli company called Odortec has developed with the help of the Israeli military. Israel's so-called Defense Forces have been firing skunk on Palestinians – trying it out -- since 2008. A professor I know who got skunked in Gaza this summer, described the smell as a mix of sewage and excrement and rotting flesh – impossible to wash off – even after weeks back home. An Israeli spokesperson told the BBC it's a non-lethal non-toxic alternative to bullets and pepper spray. It's “100 percent eco-friendly” too.” That doesn't mean it's friendly. Human rights groups have video tape of Israeli water cannon soaking fields and farms and homes with skunk. Now it's here. Mistral Security, a firm based in Bethesda, sells skunk in fire extinguisher or grenade form, and also in “Bulk Skunk”– “264 gallon barrels to treat large areas in a very short period of time.” “Applications include, but are not limited to, border crossings, correctional facilities, demonstrations and sit-ins,” says Mistral. The stench of all this confirm the thesis of a new book by Jeff Halper, whom I first met two decades ago in the hills above Jerusalem, where he was directing the Israeli Committee Against House Demolitions. Wars between states are largely a thing of the past, he write in his book War Against the People. What's needed now are the counter-insurgency weapons and Israel leads the world in those. For skunk, there is an antidote soap – the St. Louis PD has bought a good amount of it already. But is there an antidote for what Halper calls the globalization of Palestine? That's what we need.
