The agreement stopped short of normalizing relations between the two countries, the agreement includes Israel and Lebanon sharing the revenues from the Qana field through the energy giant Total.
The decades old Israel-Lebanon maritime border dispute is top of the running order again - with the planned start-up of Israel's drilling for gas in their offshore Karish field. But the hum of escalating rhetoric from Iranian-sponsored Shiite terror group Hezbollah threatens war. Their leader Hassan Nasrallah has repeatedly said it and some of Karish sits north of Lebanon's claimed line. Western Europe needs Mediterranean gas since Russia invaded Ukraine. Germany and the like need to extricate themselves from Putin's weaponisation of energy. Can Israel avoid war to become a regional energy power? Israël a rejeté jeudi les amendements du Liban sur une proposition élaborée par les Américains visant à délimiter la frontière maritime entre les deux pays, une zone riche en gaz. Pourtant en début de semaine, un accord semblait être proche pour régler ce litige frontalier. La zone de litige se trouve en Méditerranée orientale où ont été découverts, ces dernières années, des gisements gaziers importants, ce qui attise les appétits des pays riverains et crée des tensions. Dans le cas d'Israël et du Liban, le différend concerne une zone maritime d'environ 1 430 km2 que les deux pays n'arrivent pas à délimiter. Cette zone est composée de deux gisements gaziers : Qana et Karish. Les deux pays voisins, officiellement en état de guerre, négocient pour résoudre ce litige frontalier depuis plus de deux ans, par l'intermédiaire des États-Unis. Un projet d'accord proposé le week-end dernier par les Américains semblait pourtant satisfaire les deux parties. Le gisement de Karish à Israël et celui de Qana au Liban Selon des médias et des responsables, le projet prévoit que le gisement de Karish demeure en Israël et celui de Qana au Liban. Mais l'état hébreu toucherait une partie des revenus issus de l'exploitation du champ gazier libanais. Si la proposition a été accueillie favorablement par le gouvernement israélien, l'exécutif libanais lui a fait quelques modifications dont on ne connait pas encore le contenu. Un accord aurait pourtant permis au Liban, plongé dans une crise économique et énergétique sans précédent, de lancer l'exploration de gaz offshore. Surtout que le pays doit attendre entre trois et cinq ans pour lancer la production de gaz. Israël futur fournisseur incontournable de l'Europe ? De son côté, Israël maintient qu'il commencera l'exploitation du gisement de Karish, même sans accord. L'État hébreu compte sur ce champ gazier, prêt à produire, pour augmenter ses livraisons de gaz vers l'Union européenne malgré les menaces du mouvement libanais Hezbollah. L'Israël, qui extrait déjà du gaz dans ses gisements en Méditerranée, compte devenir un partenaire énergétique stratégique pour l'Europe. IDF Chief of Staff Lt. Gen. Aviv Kochavi has warned Hizbullah against acting on its threat to attack either the Karish drilling platform or any other Israeli target. An unnamed Israeli political official said that Israel intended to “operate Karish the moment the work is completed, and any attack on the platform will be met with our response,” adding, “The Lebanese government needs to make a decision.” US Special Envoy Amos Hochstein, after talks last week with Israeli and Lebanese officials, spoke optimistically about the Israeli-Lebanese negotiations and said that very good progress had been made. Senior Lebanese officials also said that most of the issues have been resolved. The right-wing Jerusalem-based policy forum Kohelet says a referendum must be held to approve any agreement with Lebanon on a maritime border. Since the Russian invasion into Ukraine, one thing that's been on a lot of people's minds (especially Europeans) is energy. Back in 2010, Israel had somewhat of an energy revolution. From a country that relied almost exclusively on imported energy, Israel suddenly became energy rich, along with certain corporations - some might even say they became filthy rich. The discovery of the Tamar, Leviathan, Karish and Tanin gas fields under the Mediterranean sea was no less than striking flammable gold. And it indeed sparked a fiery debate across Israel. Delek, Noble and a relatively small Israeli company called Ratio were the main ones responsible for finding and extracting the gas - but should they retain the rights to profit from it? Today, we're joined by one of the key figures in this debate, Professor David Gilo, former Director-General of the Israeli Antitrust Authority. Prof. Gilo received his doctoral degree from Harvard Law, he taught at Tel Aviv University for many years and he's won countless awards. In the north, the IDF is on alert, Iron Dome batteries are deployed and the navy has reinforced its presence around the Karish natural gas fields in the eastern Mediterranean. This as Hizbullah Has reportedly carried out the largest mobilization of its forces since the 2066 Second Lebanon War. Lt.-Col. (reserves) Sarit Zehavi, CEO and founder of Alma research and education center, said Hizbullah has been steadily beefing up its forces along the Israeli frontier. She told reporter Arieh O'Sullivan that Nasrallah wants to raise tensions in order to prevent any signs of normalization to be created in the US-mediated talks between the two countries. Hizbullah Secretary General Sheikh Hassan Nasrallah has warned that if his demands in the negotiations over the maritime border with Israel were not met, the terror organization would escalate tensions. “The issues of the maritime border, the Karish gas field and the issues of oil and gas—are unrelated to the nuclear agreement,” Nasrallah said with respect to the recent exchange of proposals between the world powers and Iran. “If Lebanon gets what it wants, there will be quiet.
