Alberta Premier Danielle Smith doesn't think the federal government's proposed clean energy regulations are fair, and last year she gave herself the tool she needs to fight them. The Alberta Sovereignty Within a United Canada Act is designed to allow the province to refuse to enforce specific federal laws or policies "that violate the jurisdictional rights of Alberta."Of course, the act hasn't been tested in court, and it's difficult to know if Smith is doing this because she intends to fight these regulations all the way, or as a bargaining chip, since Ottawa has not officially confirmed the specifics of the regulations. Either way, the use of the act sets a precedent that the country should be watching closely on every issue that divides federal and provincial governments... Is a potential constitutional crisis a good move six months before an election? Till You're Old and May... Elizabeth May has been returned to the head of the Green Party of Canada, but this time she has a young sidekick, Jonathan Pedneault. The co-leader arrangement is meant to buttress the charge that the party's looking backwards, especially after all the accusations and missteps during the leadership of Annamie Paul, but here's the real question: Does Canada still need a national Green Party? Already it seems, Smith has done a western walk-back of some of the bill's more controversial aspects—indeed, days after we recorded our discussion about it on December 2—making it a bit of a moving target. In any case, it never hurts to be Indigenously nervous when provincial premiers flirt with secession, especially when it could come at our expense. Alberta's premier has a new signature bill that experts say could provoke a constitutional crisis. The Alberta Sovereignty Within a United Canada Act goes even farther than the recent Saskatchewan First Act to assert provincial rights.This week Kathleen Petty looks at what these new bills mean for the provinces and the country, with University of Alberta Constitutional law professor Eric Adams in Edmonton, Carrie Tait, who covers Alberta for the Globe and Mail in Calgary, and former Saskatchewan premier and constitution architect, Roy Romanow, in Saskatoon.

It appears Prime Minister Justin Trudeau is angling to challenge Alberta Premier Danielle Smith's Sovereignty Act. Smith introduced the Sovereignty Within a United Canada Act on Tuesday with the goal of empowering Alberta to mix federal legislation that is harmful to their province, but the following day Trudeau said he's taking nothing off the table when it comes to potentially confronting the issue. Meanwhile, a former CRTC vice-chair is criticizing a bid by Global News to gain access to secure payroll rebates via tax measures, warning that it could make media companies dependent on the Liberal government remaining in power. Also, the Canadian Taxpayers Federation is accusing the federal government of preferential treatment for Quebec when it comes to Justin Trudeau's federally-mandated carbon taxes.
