In 2011, Portland Public Schools adopted a dual-enrollment policy allowing students in Jefferson High School boundaries to choose from one of three area high schools. Of the twenty-four hundred high schoolers inside its boundaries, about two-thousand have opted for alternatives, leaving Jefferson with only 391 students this year.The Portland school board is pouring enormous amounts of money into Jefferson which receives more operating dollars per student than any other local high school because of its higher percentage of Black students – about 40 percent -- and is about to start building a 1,700-seat school for Jefferson students at a half-billion dollars -- one of the most expensive schools ever built in America.Despite such extravagant spending, Jefferson students have routinely ranked highest in absenteeism and lowest in academic scores among local high schools. Sadly, the district fails to understand the social determinants of academic achievement. In their decades-long effort to close the achievement gap between Black and White students, Board members are focused on bureaucratic solutions such as money, facilities, class size, and racial composition.But academic excellence is primarily driven by human factors beyond the district's control -- such as family structure, parental oversight, student effort, and peer influence.In the hopes of filling the new Jefferson high school building, Superintendent Armstrong called on the board to end dual enrollment in September 2027. While many families expressed concern about losing school choice, their voice was never heard at the January 13 meeting. The board had already decided -- if families would not choose Jefferson, then the district would conscript them. Chances are this decision will backfire, as enrollment is forecasted to drop fifteen percent by 2035 and ending school choices will accelerate that trend.Parents always have options—whether the district offers them or not. They won't be held hostage to attend a school that doesn't meet their student's needs. Open enrollment policies are growing rapidly nationwide and 23 states now have them. PPS could be part of that movement, and the Board should consider expanding dual enrollment for all students in the district. Not only would this empower more families, it would bring market forces into the district to help schools maintain or increase enrollment.Mike Tomlin, coach of the Pittsburgh Steelers for 19 years, was asked about a star player missing due to a contract dispute. He quipped, “We're looking for volunteers, not hostages.”Portland Schools are making a $500 million bet that filling Jefferson High with hostages will be a winning strategy. Without school choices, the odds don't look favorable.

Het doet denken aan 50 jaar geleden, toen op 1 december 1975 Wim Leeman de eerste sleutel kreeg van een groepje tijdelijke houten huizen, het Bivak, in het nieuwe Almere. Nederland bouwde een nieuwe stad op drooggelegde zeebodem. Een nieuwe omgeving in een nieuw landschap in een nieuw land. Letterlijk een poldermodel. Nu, 50 jaar later, wil Rob Jetten maar liefst tien nieuwe steden, Henri Bontenbal overal 'een wijkje erbij' en Wennink wil het hele land op de schop nemen. Lukt dat? En wat leren zij, wij en u van Almere? Toen de ergste nood gelenigd was, ontstond de ambitie van een herontwerp naar een modern, welvarend en geëmancipeerd land. Grote projecten en nieuwe locaties als de Maasvlakte, de Bijlmermeer, Zoetermeer, Nieuwegein en Purmerend werden aangepakt. Daar hoorde Almere bij, ‘de zuidweststad’ in de nieuwste polder. Het begon met een nostalgisch imitatie-Hanzestadje en een ontwerp van een verzameling losse kernen, à la Los Angeles. Maar dat concept veranderde allengs tot een meer urbaan geheel. Almere groeide naar 100.000 bewoners in 1995, meer dan 232.000 inwoners nu en tijdens het kabinet-Balkenende IV werd zelfs gedacht aan expansie naar 350.000 in 2030. Maar het deels verkrotte Amsterdam herleefde en werd een onverwachte concurrent voor de nieuwe stad. Almere 'verzoetermeerde'. De samenwerkingsplannen van de Vrije Universiteit en Hogeschool Windesheim voor een kenniscentrum sneefden en het idee om de stad met de Floriade op de kaart te zetten werd een dure flop. Niet drie miljoen, slechts 600.000 bezoekers vonden de weg naar de stad in de polder. In het ambitieuze advies van Peter Wennink heeft Almere een bijzondere plek gekregen. In een gloednieuw Institute for Advanced Materials and Metrology (IAMM) moeten ‘A.I., materialenwetenschap en metrologie in één geïntegreerde omgeving worden samengebracht’, schrijft hij. Daarmee zal een essentiële bouwsteen voor de halfgeleiderindustrie en versnelling van de materiaalontwikkeling worden gevormd, waardoor technologische doorbraken in de nieuwste kennis en toepassing ervan mogelijk worden. De High Tech Campus van Almere - op de locatie waar ooit die Floriade had moeten schitteren – biedt zo een extra ruimtelijke aanvulling op de kennishub van Brainport. Het is geen toeval dat IMEC, ASM International en ASML bij de initiatiefnemers horen. De hightech toekomst van ons land wordt daarmee een soort coproductie van Leuven, Eindhoven en Almere. Hiermee kan alsnog de ambitie van een stevig kenniscentrum van de grond komen. Windesheim slaat alsnog de handen ineen met de Universiteit Twente voor ICT- en AI-opleidingen aan diezelfde campus. Ook wordt een LLO-initiatief gestart om mensen bij- en om te scholen naar de IT-sector, waar de behoefte aan talent nijpend is. Almere heeft natuurlijk veel pluspunten voor de gedurfde dromen van Wennink. Er is ruimte voor studentenhuisvesting en voor woningen voor toptalent uit de hele wereld dat naar het IAMM zal trekken. Ook voor de uitbouw van zo'n kennishub en nieuwe startups en scale-ups biedt de polder alle ruimte. Waar Brainport nu al moet woekeren met plekken voor de cruciale kennisinfrastructuur kent Almere de luxe van kansen voor expansie. Geen wonder dat Jeroen Dijsselbloem op de vraag in Betrouwbare Bronnen naar de mogelijkheden voor een vijfde Technische Universiteit als perspectief bij 'Wennink', dat direct bevestigde Daarmee is ineens de kans aanwezig - net als in de wederopbouwjaren de verschillende politieke stromingen vanuit 'Draghi' en 'Wennink' met nieuwe accenten uit hun beginselen - zoals talentbevordering, kenniseconomie, Europese integratie, ondernemerschap, de kwaliteit van het bestaan – voor ons land een wenkend perspectief mogelijk maken. Het kan immers wel en het kan ook echt anders. How much money does it take to “fully fund” Oregon's public schools? Last month a Joint Committee of the Oregon legislature released a “Report on the Adequacy of Public Education Appropriations.” Oregon's Fiscal and Policy Research offices examined the level of funding provided by the Legislature and other sources for public schools.They concluded that public schools today receive the full $13.5 billion recommended by the Education Commission in 2024 to “fully fund schools.” That means the Legislature appropriated $11.3 billion and the Corporate Activities Tax came in at another $2.2 billion. According to the Oregonian's analysis, advocates for public school funding, like PPS board member Christy Splitt, dismiss the expert report and opines that school funding is “not enough.” She complains the report's conclusion is the result of a “political narrative.”However, the facts remain that school funding has increased over the years while academic outcomes and the student population have declined. Lawmakers have asked for accountability on how schools are using state dollars, only to see plummeting national scores of about 25-percent proficiency in reading and math for today's eighth graders.Maybe more money is never enough because money is not the problem – or the solution – to Oregon's education. Pittsburgh Public Schools spent two years and a quarter million dollars on a plan to save money and make the district more equitable — only for the school board to reject it in the 11th hour. The controversial plan would've closed and consolidated a bunch of schools and made other dramatic changes to address declining enrollment, a growing deficit, and student achievement gaps, but many worried it was happening on a rushed timeline. Now the district is back to the drawing board and considering a tax increase. On December 2, Portland Public Schools board voted unanimously to purchase the One North commercial building for $16 million to house the Center for Black Student Excellence, but the building's purchase price is only the beginning. The building needs another $20 to $25 million in renovations and two to three years of construction. For the next three years PPS will own an expensive, mostly empty shell. While fostering student excellence should be the district's priority, this plan is fiscally reckless and logistically flawed. In November, Cascade submitted an Analysis to the PPS Facilities Committee enumerating the risks associated with the One North purchase. The Oregonian editorial board repeated some of Cascade's concerns.Portland Public Schools faces a $50 million budget shortfall, yet they've committed to purchasing property with operational deficits for an undefined program. When board members questioned this gap—money that could fund teachers or educational assistants—proponents dismissed concerns. One called it a “drop in the bucket.” Another complained that such questioning “doesn't feel very fair.” For taxpayers facing cuts, such resistance to basic financial scrutiny is unacceptable. There is a better solution: to integrate the center into Jefferson High School's construction. This eliminates costly conversions, cuts delays, and saves tens of millions of dollars.The board has a mandate to spend $60 million on Black student excellence. This week, Cascade's president, John Charles, testified at Portland Public Schools' Bond Accountability Committee. He commended BAC's work reviewing this year's $2 billion Portland school bond and agreed with their assessment that building three large high schools when enrollment is declining is a mistake. He asked BAC to “Speak directly to the taxpayers who will have to pay hundreds of millions in unnecessary construction costs.”When Portland Public Schools passed the largest bond in state history, to build the nation's most expensive high schools, the measure required oversight by a citizen committee.When the BAC reported on the bond, they expressed concern about “building such large schools…given declining enrollment and decreasing birth rates.”Their advice at the October meeting was ignored, and the Board voted to move ahead with plans to overbuild three high schools by several thousand seats.In a not-so-distant fiscal crisis, journalists will ask the school board, “What did you know and when did you know it?”They'll be forced to admit they ignored the warnings of oversight committees and citizen research groups like Cascade. PPS board members have breached their fiduciary duty and act as though there will be no consequences. Last week, Cascade's President, John Charles, emailed a Memo to the Portland Public School Board urging them to consider the Bond Accountability Committee's concerns about overbuilding high schools. Their report concluded by stating that, “…the district should not be building such large high schools when there is not the student body to justify it. Given declining enrollment and decreasing birth rates this issue is even more pronounced given the project budget issues."Willamette Week also cited the statement, raising alarm about the Board's failure to use demographic and enrollment data in sizing future high schools. Nonetheless, the PPS Board voted to move ahead as planned while Chairman Wang argued that size reduction is "unfair" and failing to explain how empty buildings will better serve students.By 2033 Portland will have at least 3,000 empty high school desks. Even now, talks of school consolidation are ongoing. Do Portland taxpayers want to spend $1 billion on expensive and empty classrooms?On the flip side, Beaverton High School has chosen better, building a high school for 1,500 students with the option to replace a building if enrollment goes up.PPS should design real high schools for real students and expand later if necessary. By ignoring the Committee's due diligence and moving ahead with over-sized and over-priced schools, they will accelerate the district's slide into the fiscal crisis they already face. The Portland Public Schools Board is considering the purchase of an 80,000 square foot building to house the “Center for Black Student Excellence.” This triggered a 90-day due diligence review with a final vote in December on whether to purchase the commercial building. While the committee so far has reviewed the building's merits, they haven't asked the hard questions. First is the fact that the One North building will not be used as a school, but as a community center and a hub for organizations who “advance a culture of black excellence.” However, PPS is a school district whose primary mission is classroom education. They've never operated a community center with classroom dollars and buying a commercial building for non-school programming will be hard to justify.A second question is the legal one. Supreme Court rulings have made it clear that race-based programs in public education violate Civil Rights laws. Is the District Board willing to risk federal revenue for a non-school, race-based program?While buying the One North building is a bad idea for a tax-supported school district, it doesn't mean it's a bad idea. Many private organizations serve minority youth with experienced staff and robust programming. The Center would be an imaginative project for them to sponsor.The Center for Black Student Excellence should be a private venture. One great fit could be the 1803 Fund, established by Rukaiyah Adams, who first cast the vision for the Center five years ago. Ms. Adams could use this opportunity to launch the vision without the legal restrictions and challenges sure to arise for a tax-entity like Portland Public Schools.

The Portland Public School board is set to approve the sale for the “One North Building” as a home for the “Center for Black Student Excellence.” The District is prepared to spend $16 million from the 2020 construction bond. Yet, they've never explained how the Center will operate or who it will serve. The name of the Center implies it will serve Black students, but the staff report claims it will be open to everyone. If true, it should be called the Center for Student Excellence.PPS serves about 44-thousand students over 150 square miles, so how will those students travel to the Center before or after school? The building has 10 parking spaces and isn't zoned for buses.The staff report also states “student use will be limited.” If so, why purchase a new building with new operating costs? The district already has too many schools while enrollment is in decline.Learning takes place everywhere in the district. Spending millions on a new building is unlikely to have a real effect on academic achievement.Perhaps while evaluating the building, the Board can re-evaluate the Center's vision with a goal to bring student excellence into every school and tailoring experiences to students from different ethnic backgrounds. Maybe investing in Centers for Student Excellence wouldn't require a new building at all.
This week's EYE ON NPI will extend your power supply options, it's Diodes Inc's AP3377 series USB PD3.1 Sink Controllers (https://www.digikey.com/en/product-highlight/d/diodes/ap3377-usb-sink-controllers) a pair of chips that take the USB Type Power Delivery Sink specification to new highs with extended voltage ranges and two methods of configuration: the AP33772S (https://www.digikey.com/short/59d9mbvm) has I2C control interface while the AP33771C (https://www.digikey.com/short/022nd0fp) has two resistors to set the voltage and current limit. We've covered USB Power delivery sink controllers on EYE ON NPI before (https://www.digikey.com/short/59d9mbvm) with chips that can be configured to request higher voltages than 5V from a USB port. This is a boon for getting rid of DC jacks with various voltage and current ratings. It also helps prevent accidents where folks plug in a 12V power supply into a 5V port just because the plug is the same size. With classic USB power delivery, the client device communicates over the CC pins to the upstream computer or power plug to request any of the standard voltages: 5V, 9V, 12V (optional), 15V, or 20V and from 1A up to 5A. With software negotiation, the sink can figure out what power supply voltages are available then accept or reject to get the best power supply efficiency and performance. As we see adoption across many industries to use standard USB C, the power needs have also been expanded! As of USB PD v3.1 there is now Extended Power Range (https://www.usb.org/usb-charger-pd) which adds "three new fixed voltages: 28V (above 100W), 36V (above 140W) and 48V (above 180W)" for charging bigger devices like laptops or electric scooters. Plus a "new adjustable voltage mode enabling a range from 15V to one of three maximum voltages (28V, 36V, or 48V) depending on the available power allowing the device being powered to request specific voltages to a 100 mV resolution." That first quote is pretty clear: we now just have bigger voltages available so we can keep under the 5A current limit that fixes how much current the contacts themselves can handle with standard USB C ports/cables. The second is interesting because it implies we can now select voltages that are outside the standard issue. Now AVS only allows adjustment over 15V, probably this was a compromise since there's big jumps between 28/36/48V. There's also a separate variable-voltage specification called Programmable Power Supply (https://hackaday.com/2025/03/24/pps-is-the-hottest-usb-c-feature-you-didnt-know-about/) a.k.a PPS a.ka. "Fast Charge" (https://www.usb.org/node/585) which allows finer resolution from 3.3V up to 21V - or whatever is the max voltage on the power adapter - in 20mV voltage steps and 50mA current steps. Popularized by tablet/phone maker Samsung but now is appearing on other devices, it recognizes that often times charging speed is limited by the thermal dissipation capabilities of the charging circuitry. That is to say, even with buck converters, if they use tiny SMT parts there's still an 'optimal' voltage and current level that will give the best efficiency and thus charge rate. Just like not all voltages are always supported by USB PD power supplies, PPS support is not required so check the side of the adapter or the manual, to see if it mentions PPS and the voltage/current range. For PPS support, you need to use the AP33772S (https://www.digikey.com/short/59d9mbvm) because there's fine tuning required. But if you just want 'every day' AVS/PD support, where you can select the voltage and current required, the AP33771C (https://www.digikey.com/short/022nd0fp) is much simpler. Instead of having a full I2C setup and configuration, two resistors are queried on power up and used to auto-negotiate. The onboard LED can provide some basic feedback on whether negotiation succeeded. According to the AP33772S datasheet, there is a variant of the chip, AP33772SDKZ-13-FA02 (https://www.digikey.com/en/products/detail/diodes-incorporated/AP33772SDKZ-13-FA02/27346457) that supports having VSEL resistor for initial voltage configuration - that part is available for special order only. If you want a simple, low-cost way to add USB Type C power delivery with extended voltage support and PPS capabilities, the the AP33772S (https://www.digikey.com/short/59d9mbvm) and AP33771C (https://www.digikey.com/short/022nd0fp) are easy ways to make customizable or stand-alone power supplies easy. Now there's no excuse to not convert your next design to run on USB and ditch that confusing DC power plug for good! I spend a lot of time in the White Mountains in New Hampshire. For the most part our wildlife is pretty easy to deal with. We have black bears but they tend to be small and for the most part they're more afraid of people than we are of them. The next biggest predators we have are coyotes, and bobcats, which I'm not particularly worried about, and fisher cats which, while creepy as fuck if you hear them at night, aren't really a threat (seriously look that shit up, they sound like screaming women). We also have timber rattlesnakes but they're rare enough to be a non-issue. Here's where it gets interesting, there is one animal in the woods of northern New England that scares me and it's the moose. When I say this people tend to say, “what's the big deal? It's just big deer, right?” Fuck no. I don't care how big you think a moose is, it's bigger than that. Picture a clydesdale with six foot antlers and cloven hooves and you'll have a rough approximation. They fear nothing and they move through the woods surprisingly quietly so it's pretty easy to startle one if you don't know it's there. In springtime the young bulls get all sex-nuts and retard-strong and occasionally decide to take out their sexual frustration by murdering the fuck out of whatever they can find. And god help you if you come across a cow with a baby. Mama moose will stomp your ass into jelly and go right back to munching on lake weed if you so much as look at her offspring cross-eyed.
