"UNKLE" is a British musical outfit founded in 1992 by James Lavelle.James was the founder of iconic UK record label "MoWax". A label known for championing underground hip-hop in the 90's and bringing artists like DJ Shadow to prominence in the UK. The "UNKLE" was project was something James had been trying to work on for over a decade before he decided to ask Shadow for help in producing the material. What resulted was the cult classic "Psyence Fiction" which dropped in 1998.Since those early days, "MoWax" as a functioning label is no longer, and DJ Shadow has moved on to his own illustrious career. A two-year investigation by investigative journalist Nicky Hager has found school children from the School Strike 4 Climate group, who joined a peaceful protest with Greenpeace against the oil-exploration company OMV in New Plymouth a year ago, were targets of the private investigation firm Thompson and Clark. This was only weeks after unprecedented numbers joined the 27th of September school strike marches around the country. The investigation has found between 2019 and 2020, a major focus of Thompson and Clark was monitoring and helping to counter citizen groups concerned about climate change. The main Thompson and Clark operations were in 2020, when the floating oil rig, The C.O.S.L Prospector, drilled first off the coast of Otago and then Taranaki. The private investigators worked intensely trying to uncover the protesters' plans - with daily reporting to OMV - and then devised counter plans and liaised with police to try to avoid or thwart the protests. Other Thompson and Clark clients include large gas emitting industries and an industry lobby group. (The Petroleum Exploration and Production Association of New Zealand (PEPANZ). We approached OMV New Zealand for comment. The Exclusive Brethren church has been using the controversial private investigators Thompson and Clark to spy on former members of the church.Over the past two years, Thompson and Clark has conducted hundreds of hours of surveillance on former members who have criticised the cult-like church.The private investigators have watched ex-Brethren from cars and parked surveillance vans and have taken photographs of people entering and leaving their homes.Thompson and Clark made headlines after spying on Greenpeace and Christchurch earthquake insurance claimants. A State Services Commission (SSC) inquiry was later launched into government agencies' use of security consultants.SSC head Peter Hughes condemned government organisations paying Thompson and Clark for "surveillance of a person just because they are lawfully exercising their democratic rights – including their right to freedom of expression, association and right to protest". Government agencies were forbidden to use the private investigators.But Thompson and Clark has continued the same operations for private clients, including the Exclusive Brethren. It has built dossiers on at least 20 ex-members, known or believed to be critics of the church. They contain information from monitoring social media, public records and information gathered from street surveillance – combined with information supplied by the church leadership.Information about the Exclusive Brethren spying operations has been pieced together from confidential past and present Exclusive Brethren sources, information from industry sources and fieldwork.The Exclusive Brethren is headed by Sydney businessman Bruce Hales, known as the Elect Vessel or Man of God. He must give his permission before members are allowed to marry, requires all members' internet access to be controlled on devices leased from a Brethren company and, most of all, does not tolerate any doubting or questioning of his authority.Members who express doubts or question the leadership face a particularly cruel form of punishment: being "withdrawn from" (expelled from the church without right of defence) and cut off from ever seeing or communicating with the Brethren members of their family again. Many ex-members around New Zealand have been separated in this way from their parents, spouses and children. The threat of severed families hangs over the membership. But ex-members say the church leaders still fear them, seeing them as a threat to their control.Surveillance teams have kept watch on ex-members' homes– sometimes from early in the morning until very late at night. They have also followed their cars and tracked them on public transport. The surveillance started in mid-2019 against a visiting British ex-member and branched out through the local ex-Brethren.Some of that surveillance has led to protracted legal and other retaliation against ex-Brethren from the church hierarchy.The main allegations in this story were put to Thompson and Clark director Gavin Clark and he was asked "do you dispute this?" He did not respond to the allegations. Instead he responded, by email, that it was "important to emphasise that [the 2018 SSC inquiry] report does not suggest surveillance can never occur".The company "provides services to protect individuals, operations and assets from being impacted by unlawful activity," he wrote. Thompson & Clark "always strived to operate within the law and the rules and regulations of our industry."Plymouth Brethren Christian Church spokesperson Doug Watt said "While we cannot comment on the actions of every individual within our Church, it is certainly true to say that the Church leadership has absolutely no knowledge or involvement in the matters you have described."He said "Just like any church, we are sad if someone leaves us, but wish them all of the best in their lives.... We strive to live a community-minded life, following the teachings of the Holy Bible and centred around values of care...
A leading security consultant says New Zealand's flimsy regulatory framework is allowing former SIS agents to use their counter-terrorism level training on law-abiding citizens. RNZ has learned that a former Security Intelligence officer is working for the discredited private investigation company Thompson and Clark, whose clients include the secretive Exclusive Brethren Church. Thompson and Clark was the subject of an enquiry by the State Services Commission after it was caught spying on Canterbury quake claimants and state abuse complainants. Former US intelligence and defence analyst Dr Paul Buchanan, director of 36 Parallel Assessments, told reporter Ruth Hill that tighter regulations are needed. Radio New Zealand wrote to the SIS director Rebbecca Kitteridge under the Official Information Act about a Thompson and Clark (TCIL) "collection manager" called Gerry running intelligence operations for the company and asked about his links with the NZSIS. Were NZSIS staff "aware of any TCIL staff member whose first name is Gerry and, if so, what is the link to these staff?" Kitteridge replied that she "could neither confirm nor deny the existence or non-existence of this information. A written statement from the SIS said "NZSIS staff gain a broad range of skills and experience which can be applied to other career opportunities. However neither the legislation, nor the NZSIS can dictate the future employment choices staff make when they leave us." We also approached the Justice Minister Kris Faafoi for comment. The Minister declined the invitation for an interview. We received this response from his office: "The Private Security Personnel and Private Investigators Act requires that private investigators are suitably qualified and do not behave in ways which are contrary to the public interest. "Private investigators must be licensed and act in accordance with licensing requirements, including the Code of Conduct for surveillance of individuals." In addition his office said " Private investigators must operate in accordance with the law like anyone else. If they break the law, they can be subject to civil or criminal action like any other person". Gavin Clark of Thompson and Clark says his company "always strived to operate within the law and the rules and regulations of our industry".
A former long serving Security Intelligence Service (NZSIS) officer is running intelligence operations for the controversial private investigation company Thompson and Clark. This includes the tracking and monitoring of ex-members of the Exclusive Brethren as reported by Radio New Zealand yesterday. Thompson and Clark was blacklisted by government agencies two years ago. A two-year investigation carried out by investigative reporter Nicky Hagar for RNZ has looked into the operations of Thompson and Clark. Company emails released under the Official Information Act (OIA) reveal the existence of a "collection manager", in charge of surveillance and other intelligence gathering. In one email the collection manager is identified as "Gerry." He heads the company's intelligence "Fusion Centre", overseeing "covert surveillance" and sending their clients "threat assessments" and "situation reports" on target members of the public - all language and methods imported from intelligence agencies. A spokesperson for the SIS says the law does not allow it to dictate the employment choices of former staff. Radio New Zealand asked NZSIS director Rebecca Kitteridge if she knew the former NZSIS officer was employed by Gavin Clark to spy on citizens such as the ex-Exclusive Brethren members; and if she approved of a former senior agent using spy methods against community groups for a company like Thompson and Clark. In a written statement Watt says "What our Church or leadership does not do is launch secretive, clandestine, overnight operations with hired private investigators!" And he goes on to say "While we cannot comment on the actions of every individual within our Church, it is certainly true to say that the Church leadership has absolutely no knowledge or involvement in the matters you have described. Thompson and Clark have also responded to our story saying In a written statement Gavin Clark says "Thompson & Clark has always strived to operate within the law and the rules and regulations of our industry. He says this was confirmed by the Private Security Personnel Licensing Authority and the Police following the State Services Commission inquiry. Clark says the Police advised Thompson & Clark that it found no evidence of any criminal offending by either the company or its contractor regarding work done for Southern Response. While, the licensing authority ruled that Thompson & Clark did not breach the Act or the Code of Conduct for private investigators and is not guilty of misconduct or gross negligence.

John wrote this obituary for the Daily Record in 2015. We think it's perfectly fitting for Gavin. This is an obituary for a man many of you will never have heard of - I just wish you had A singer who sold just a handful of records in his lifetime and who was never much on the radio or TV died last week. Aged just 46. Please bear with me while I write an obituary for a man many of you will never have heard of. How we met Gavin Clark was a member of Sunhouse. A band I worked with back in the late 90s in my previous life as a record company A&R man. His voice was a beautiful thing, fragile and careworn – an angel drunk on whisky. His lyrics were full of despair and hope and love and fear and death. The album I worked with him on way back when was called Crazy on the Weekend. We released it in 1998. It was in the wake of things such as Be Here Now by Oasis and Urban Hymns by The Verve. It was the apogee of Britpop, just as the bubble was bursting. Right away it got a five-star review in Uncut. It, where it was exalted as one of the records of the decade. Gavin’s songwriting was compared to Elvis Costello and Gram Parsons. I remember dancing around my office, feeling like we’d shot the moon.
