Lên cầm quyền hôm 05/07/20214, thủ tướng Keir Starmer bên Công Đảng cam kết đưa đất nước ra khỏi 14 năm « hỗn loạn » dưới các chính quyền của phe bảo thủ. Một trong những việc cần làm đầu tiên là sưởi ấm quan hệ với Liên Hiệp Châu Âu, đặc biệt là với Pháp sau nhiều năm nguội lạnh vì Brexit. Sang Washington dự thượng đỉnh NATO, tân thủ tướng Anh trấn an Hoa Kỳ là Luân Đôn khởi động lại bang giao với Liên Hiệp Châu Âu trong bối cảnh an ninh toàn châu Âu bị Nga đe dọa từ khi khởi động chiến tranh Ukraina. Ngày 18/07/2024, trong cương vị chủ nhà, trước khi tiếp lãnh đạo gần 40 quốc gia châu Âu đến Luân Đôn dự hội nghị Cộng Đồng Chính Trị Châu Âu, cũng ôngg Starmer tiếp riêng tổng thống Pháp, Emmanuel Macron. Luân Đôn và Paris nhất trí tăng cường các mối hợp tác trên những hồ sơ then chốt. Đứng đầu trong số đó là chính sách phòng thủ và hồ sơ gai góc về nhập cư.Sang trang Brexit vì quyền lợi của nước AnhVào lúc công luận Anh càng lúc càng có vẻ ân hận đã rời xa Liên Âu, thủ tướng Starmer báo trước ông không có ý định trở lại với mái nhà chung châu Âu, với thị trường chung châu Âu và liên minh thuế quan châu Âu. Nhưng 4 năm sau khi chính thức « bước ra khỏi » Liên Hiệp Châu Âu, khối 27 thành viên vẫn là đối tác thương mại quan trọng nhất của Anh Quốc, chiếm gần 50 % tổng trao đổi mậu dịch của nước Anh với phần còn lại của thế giới. Luân Đôn khép lại thời kỳ sóng gió và chấm dứt giai đoạn đối đầu với Bruxelles để hướng tới một mối bang giao hài hòa hơn, có lợi cho cả đôi bên. Trước hết là giảm nhẹ bớt một số những thủ tục cản trở giao thương giữa Anh và Liên Âu.Thông tín viên Nguyễn Giang từng làm việc tại Luân Đôn và hiện đang công tác ở Singapore trước hết cho biết cụ thể là quá trình Brexit đã đặt ra những khó khăn nào cho các doanhNguyễn Giang : « Sau khi Anh chính thức ra khỏi Liên minh thuế quan với Liên hiệp châu Âu (EU) từ ngày đầu tiên của năm 2021 -một trong nhiều điều kiện phải thực hiện sau thỏa thuận ly hôn Brexit – các tác động của quá trình này về thương mại, nguồn lao động và đầu tư mới bắt đầu có tác động xấu tới các ngành kinh tế Anh. Tuy thế, không dễ đánh giá riêng tác động của việc mất đi nguồn trao đổi mậu dịch 550 tỷ bảng Anh, bằng 670,5 tỷ euro một năm, của Anh với Liên Âu, vì ngay sau đó thì còn đại dịch Covid và khủng hoảng năng lượng toàn châu Âu sau cuộc chiến Nga xâm lăng Ukraine đầu năm 2022.Tác động xấu thứ nhất là nguồn đầu tư vào Anh. Theo viện nghiên cứu UK in a Changing Europe,  so với năm 2016, đầu tư nước ngoài vào Anh đáng nhẽ ra phải cao hơn thời điểm hai năm sau Brexit là 25%. Thế nhưng nó đã không cao như vậy và tỷ phú Anh, Sir Richard Branson cho rằng các giấy tờ, quy định mới sau Brexit “cản trở đầu tư nước ngoài”, dù quan điểm của ông bị một số thinktank khác nói là không đúng. Tác động trực tiếp nữa của Brexit là nguồn lao động và nhân lực có tay nghề từ Liên Hiệp Châu Âu giảm hẳn đi, thấy rõ trong dịch vụ y tế công, các ngành xây dựng và buôn bán lẻ. Trung tâm nghiên cứu và tư vấn mang tên Centre for European Refor” nêu con số thị trường lao động Anh thiếu đi 330 nghìn nhân công từ EU sau hai năm thực hiện Brexit ».Cái bóng của EU vẫn quá lớnRFI : Nhìn rộng ra hơn thì sau gần 4 năm thực sự có hiệu lực, việc ra khỏi Liên Hiệp Châu Âu có lợi gì không cho kinh tế của Anh hay không. Đồng thời vì không còn thị trường 27 nước trong khối này nữa nên Luân Đôn đã mở rộng quan hệ thương mại với các đối khác nhưng hiệu quả đến đâu thưa anh ?  Nguyễn Giang : « Tác động bao trùm của Brexit là sự ngưng trệ về mậu dịch quốc tế ngay sau khi thực hiện Brexit từ đầu 2021. Anh ký liên tiếp gần 80 hiệp định thương mại tự do với các nước khác, để bù vào lỗ hổng mậu dịch với EU nhưng đa số các hiệp định mới này, như với Việt Nam, chỉ là bản sao của hiệp định Anh có với các nước kia khi còn là thành viên Liên Âu, chứ không đem lại ưu thế gì mới.Quan trọng nhất là Hoa Kỳ không ký hiệp định tự do mậu dịch với Anh, còn các hiệp định với Úc và New Zealand chỉ bù lại không đáng kể phần mất đi từ quan hệ thương mại với láng giềng lớn là Liên Âu. Hai hiệp định này không chỉ cần nhiều năm mới phát huy tác dụng tốt cho kinh tế Anh, mà còn tác động xấu ngay lập tức là đe dọa nhà nông Anh bán các hàng tương tự với hàng Úc và New Zealand ra thị trường, ví dụ thịt cừu, sữa bò. Bên cạnh đó, các doanh nghiệp Anh đều bối rối với các thay đổi về luật lệ, giấy tờ xuất nhập khẩu trong hoàn cảnh mới.Tuy thế, ngoài mối lợi cho các nhà xuất khẩu nông sản Anh, trị giá chừng 5 tỷ bảng (5,88 tỷ euro), theo một đánh giá của giới kinh tế Anh mà BBC đăng tải hồi tháng 1/2023, thì nhìn chung bài toán Brexit gây thiệt hại cho nước này ».EU không còn là một đối thủRFI : Anh Quốc vừa có chính phủ mới, Công Đảng trở lại cầm quyền sau 14 năm. Trong cương lĩnh tranh cử của Công đảng có ghi mục tiêu là làm sao Anh giảm nhẹ việc kiểm soát biên giới về thuế quan cho hàng thực phẩm, nhằm giúp giảm giá cả hàng ăn, đồ uống từ EU xuất khẩu vào Anh Quốc tăng lên. Trên thực tế thì chi phí thuế quan đã khiến các mặt hàng này tăng 6% so với giai đoạn trước Covid nhưng cũng khó đánh giá cụ thể là vì thương mại với EU bị gián đoạn bởi Brexit, hay vì lạm phát tại Anh từ 2022 sang 2023 tăng vọt do giá xăng dầu quốc tế tăng.Công đảng cũng muốn giải quyết các việc nhỏ, đỡ cho các nghệ sĩ Anh đi trình diễn ở EU phải xin nhiều giấy phép, hay mong có thừa nhận song phương về bằng cấp, về quy trình kiểm tra thú y, về miễn visa ngắn hạn cho các chuyến học sinh dã ngoại hai bên, tức là những điều không quá quan trọng.Điều cần làm nhất là làm sao đặt Anh vào một quan hệ thương mại tương đồng nhất có thể về các tiêu chuẩn, thủ tục xuất nhập khẩu với EU, nhưng quan chức EU chưa ngỏ ý sẵn sàng về một quy chế đặt thù nào cho Anh cả.Tính đến tháng 7 năm nay, Anh chưa đả động gì về chuyện có mở lại, xem xét thỏa thuận mậu dịch với EU (UK-EU Trade Cooperation Agreement) hay là không. Hai bên cũng chưa thể nào xem xét việc này khi Liên Hiệp Châu Âu sau bầu cử Nghị viện chưa chọn ra tân lãnh đạo mảng thương mại. Và giả sử hai bên có đồng ý xem xét thỏa thuận thương mại trụ cột của Brexit này thì đàm phán sẽ phải kéo dài ít nhất tới 2026. Trước mắt, Anh nhấn mạnh vào việc thiết lập một cơ chế hợp tác chặt về an ninh- quốc phòng với EU, theo lời tân Bộ trưởng Ngoại giao David Lamy trong chuyến thăm châu Âu tháng 7 vừa qua. Ông Lamy cũng nói hợp tác tạo niềm tin trong mảng quốc phòng, rồi mảng năng lượng, sẽ tạo đà cho các cuộc nói chuyện tiếp. Về hợp tác giáo dục, trước khi Công đảng lên cầm quyền, Anh và EU đã ký thỏa thuận tái hợp tác đầu tư khoa học mang tên Horizon (Chân Trời) trị giá 95,5 tỷ euro, có hiệu lực tới 2027 để các viện nghiên cứu, các đại học lớn Anh-EU trao đổi và cùng đầu tư vào nghiên cứu. Nay, Anh hy vọng chương trình trao đổi sinh viên Erasmus sẽ được đem ra bàn thảo vào năm 2025, thậm chí phục hồi. Thế nhưng các nước thành viên của Liên hiệp Vương quốc Anh lại có các ý tưởng riêng. Xứ Wales muốn có chương trình mang tên Taith thay cho Erasmus, Scotland có tính toán khác và ở xứ Anh có dự án gọi là Erasmus Plus Alliance nhưng chỉ mang tính vận động cho trao đổi sinh viên với EU, không phải cơ quan chính phủ. Bắc Ireland thì trên thực tế vẫn đang hưởng quy chế của Erasmus cho Cộng hòa Ireland trên cùng hòn đảo nên không phải lo chuyện này ».« Reset » quan hệ với Bruxelles cả về kinh tế thương mại để giảm bớt căng thẳng về lạm phát cho người dân Anh ; sưởi ấm quan hệ với Liên Âu và nhất là với Pháp để ngăn chận các làn sóng nhập cư trái phép vào Anh Quốc, vào lúc mà chủ đề này nuôi dưỡng các phong trào cực hữu bài ngoại trên đất Anh ; khởi động lại quan hệ với các đối tác châu Âu trong bối cảnh an ninh của châu lục này đang bị đe dọa vì cuộc chiến Ukraina : Đó là những mục tiêu mà thủ tướng Keir Starmer đang nhắm tới trong 100 ngày đầu nhiệm kỳ.
