This week, the Ford Government tabled Ontario Budget 2022. At $198.6 billion in spending, this is the biggest budget in Ontario history. In fact, it's 25% bigger than former premier Kathleen Wynne's last budget was in 2018. That's $40 billion in extra cheese. It's effectively the platform they'll be running on in the upcoming election, slated for June 2nd. But it looks super white; there's almost nothing in there for BIPOC Ontarians, and absolutely nothing to combat white supremacy and racism. The province of Ontario recently introduced its 2021 budget and while its primary concern is both addressing the cost of COVID-19 and plotting a post-pandemic economic recovery, the construction industry has a role in accomplishing both of those goals. Daily Commercial News staff writer Don Wall spoke with digital media editor Warren Frey about the implications of the Ontario budget for construction including hospital and long-term care home projects, a focus on infrastructure and expanded skills and retraining development. Don also spoke to Ontario Society of Professional Engineers CEO Sandro Peruzza about his thoughts on infrastructure spending, climate change and transit projects and we have clips from that conversation along with sound from Ontario finance minister Peter Bethlenfalvy as he delivered the budget to the Ontario legislature. Our topics this week are all Canada-centric, from the provincial where we just got a new Ontario Budget just six months after the last one, to the national where the Official Opposition might have failed to make a case that anything has changed. For the second time in about six months, Ontario will deliver a budget. The 2021-2022 Ontario budget outlined some new spending to combat COVID-19 and assist in pandemic recovery, but if the last two Doug Ford government budgets have been any indication, the Devil is going to be in the details. We will break down those budget details, and talk about what they mean for Ontarians everywhere. O'Toole Time. Last weekend, Conservative leader Erin O'Toole re-launched his leadership and the Conservative bid to become the next Government of Canada by looking to the future, but then the party voted against a line that would acknowledge that climate change is real. Not a great sign for a party that says it knows it has to change to appeal to more Canadians, so can the Conservatives stop tripping over themselves? Drop the Michaels. This past week in China, both Michael Kovrig and Michael Spavor were put on trail in Beijing for espionage charges, and in typical Chinese fashion, these were secret trials. The verdicts have not yet been revealed, but the outcomes are inevitable, and so is the ever intensifying situation between Canada, China, and other international powers. In this special episode of the Construction Record podcast, Daily Commercial News and Journal of Commerce national managing editor Vince Versace speaks with Residential and Civil Construction Alliance of Ontario (RCCAO) executive director Nadia Todorova and chair Peter Smith about the upcoming Ontario budget due March 24. Topics covered in the pre-budget chat include a dip in infrastructure tenders, the growing revenue deficit for major metropolitan transit systems and stresses on construction employment as the economy was battered by COVID-19 over the previous year. Smith said contractors with large backlogs by summer 2020 were in good shape but those looking for projects were “starting to get nervous” with many bids on public projects that normally wouldn't attract such interest. Those working on long-term projects have less to worry about but other contractors may feel “stranded,” he said. Smith pointed out that during the 2008-09 financial crisis, the federal government stepped up with infrastructure funding but many municipalities didn't have a priority list. The problem now, he said, is that municipalities know what the priority projects are but they don't have the funding to execute on them. Todorova said the funding doesn't have to be immediate but assurances it will be available will be a strong sign to the industry that the construction season won't be lost. Hon. Rod Phillips, Minister of Finance of Ontario, joins makes his second appearance on FidelityConnects. Minister Phillips notes that the government had to pivot from the original budget scheduled to release in March 2020 due to the pandemic, and now recently released a three-year plan made with contingencies for various scenarios. The government hopes for more stability and clarity by March, in order to continue with the multi-year strategy. The original plan grew to $30 billion in direct support and contingency plans as the year carried on. Ontario’s plan includes massive expenditure into health care, long-term care, tax credits for seniors towards home renovations, and business tax reductions through property, electricity and payroll taxes. Minister Phillips notes that e-commerce and manufacturing appear strong and are greatly contributing towards the Canadian economy. Last year, one in 100 purchases were made online, whereas this year one in eight are. On the manufacturing side of things, more people are working in manufacturing than ever before, which bodes well for the outlook of reinvestment in Ontario. Attendance in auto plants have stayed at 95% throughout the pandemic, and the government is looking at these trends as signals of where to deploy future investment. Recorded on November 27, 2020.
