Angkatan Udara NATO resmi menutup latihan militer udara skala besar "Ramstein Flag 2026" di kawasan Nordik, wilayah Finlandia, pada Jumat waktu setempat. Latihan taktis yang berlangsung sepanjang 8 hingga 19 Juni 2026 ini melibatkan lebih dari 200 pesawat tempur canggih yang berasal dari 18 negara anggota aliansi. Departemen Pertahanan Amerika Serikat turut merilis momen krusial pengisian bahan bakar dari udara ke udara (air-to-air refueling) di langit Finlandia, di mana latihan ini ditujukan untuk mendongkrak kesiapan tempur, interoperabilitas, serta koordinasi operasi udara mutakhir aliansi di tengah meningkatnya dinamika keamanan di kawasan Eropa.

Une critique nourrie par les contacts de plus en plus fréquents que des mouvements d'employeurs et des responsables de groupes internationaux établissent avec le parti de Mme Le Pen. Quelques jours après le dîner de Marine le Pen avec des patrons du CAC 40, le bureau du Medef a reçu le 20 avril pour la première fois officiellement à déjeuner le président du RN, Jordan Bardella. Une réunion qui s'est tenue en présence de son président Patrick Martin, mais aussi des dirigeants des grandes fédérations professionnelles, des banques, du bâtiment, des travaux publics, ou encore de la métallurgie.Le débat est ouvert au sein du patronat sur l'opportunité de telles rencontres. Le positionnement du premier mouvement d'employeurs a évolué depuis vingt ans. Lorsque Laurence Parisot était la présidente du Medef entre 2005 et 2013, la doctrine du cordon sanitaire prévalait. En 2019, un changement d'approche avait été envisagé : Geoffroy Roux de Bézieux, le numéro un de l'organisation à l'époque, souhaitait convier Marion Maréchal Le Pen à un débat pendant les universités d'été du Medef, mais il y avait finalement renoncé, devant le tollé suscité par ce projet. Aujourd'hui, les relations se sont normalisées car, pour Patrick Martin et de nombreux autres patrons, il est impossible de tenir à distance la formation qui a le groupe le plus étoffé à l'Assemblée nationale.Pascal Demurger, directeur général de la compagnie mutualiste MAIF, s'est élevé dans Le Monde contre ce rapprochement, et dénonce « une erreur tactique et une illusion politique d'imaginer pouvoir influer sur une idéologie aussi radicale. »À un an de la présidentielle, il ressort de ces rencontres, que le programme économique du RN est loin de convaincre les milieux d'affaires. Le parti à la flamme se défend de tout renoncement à son programme économique, qui, sur des sujets comme l'Union européenne, la réforme des retraites, l'immigration de travail, restent profondément urticants aux yeux des milieux d'affaires.LE RETRAIT DES TROUPES AMÉRICAINES D'ALLEMAGNELe Pentagone a annoncé le 1er mai le retrait de 5.000 des militaires américains d'Allemagne d'ici un an, soit 15 % des effectifs des 36.000 soldats stationnés Outre-Rhin. Concrètement, une brigade de combat doit quitter le territoire allemand, et un bataillon d'artillerie longue portée, prévu de longue date, ne viendra finalement pas. L'objectif affiché est de revenir à un niveau de présence « pré-2022 », c'est-à-dire avant le renforcement décidé après l'invasion de l'Ukraine. Cette décision de Donald Trump intervient après des tensions avec le chancelier Friedrich Merz sur la stratégie américaine en Iran et vise aussi l'Italie et l'Espagne. « Que des troupes des Etats-Unis se retirent d'Europe et d'Allemagne était attendu », a réagi le ministre allemand de la Défense, Boris Pistorius, tout en soulignant que la présence de soldats américains en Europe et en Allemagne servait de « dissuasion collective » et était « dans l'intérêt » de l'Allemagne comme des Etats-Unis. Outre-Atlantique, les chefs de file des commissions des forces armées du Sénat et de la Chambre des représentants s'inquiètent, malgré tout, d'un « mauvais signal envoyé à Vladimir Poutine » et suggèrent de redéployer ces troupes plus à l'est de l'Europe. En 2020, lors de son premier mandat à la Maison-Blanche, exaspéré par le faible niveau des dépenses de défense de l'Allemagne et par son soutien au gazoduc Nord Stream 2, Donald Trump avait déjà déclaré qu'il réduirait d'un tiers les effectifs américains sur place. Le président Joe Biden avait finalement gelé ce projet en février 2021, avant de l'annuler officiellement.L'Allemagne constitue le pays clef du dispositif militaire américain en Europe. Elle abrite à Stuttgart le Commandement suprême des forces américaines en Europe (Eucom) ainsi que le Commandement des forces américaines en Afrique (Africom). Le plus grand terrain d'entraînement militaire américain à l'étranger se trouve près de Grafenwöhr, en Bavière et c'est aussi en Allemagne, à Landstuhl (Rhénanie-Palatinat), qu'est installé le plus grand hôpital militaire américain en dehors des États-Unis. Enfin, l'énorme base aérienne de Ramstein en Rhénanie-Palatinat a joué un rôle logistique clef dans la guerre avec l'Iran. Ces implantations ne se limitent plus à une logique de présence symbolique ou de dissuasion, mais constituent des points d'appui opérationnels majeurs pour Washington : des plateformes avancées, mais aussi des hubs logistiques indispensables à la conduite des interventions américaines en Irak, en Afghanistan, et plus récemment vers l'Iran.Les dirigeants européens doutent de plus en plus de la possibilité d'une intervention américaine en cas d'attaque de leurs territoires. Désormais, « il faut sans aucun doute renforcer la dimension européenne au sein de l'OTAN », a rappelé, lundi, Keir Starmer, le premier ministre britannique. C dans l'air du 6 mai 2026 - La France envoie le Charles-de-Gaulle vers Ormuz...Un deal en perspective ? Alors que le ton est monté depuis lundi entre les Etats-Unis et l'Iran au sujet du détroit d'Ormuz, les deux pays seraient proches de conclure un accord pour mettre fin à la guerre, selon une information du média Axios confirmée à Reuters par une source pakistanaise. Hier, Donald Trump avait annoncé suspendre, 24 heures après son lancement, l'opération « Projet Liberté », consistant à escorter les navires désireux de franchir le passage stratégique, alléguant de « grands progrès » dans les négociations avec l'Iran. Mais les discussions en cours ces derniers jours restent très fragiles, depuis que l'Iran a repris ses frappes contre les pays du Golfe et attaqué plusieurs navires commerciaux dans le détroit d'Ormuz. Mercredi, un navire affrété par l'armateur français CMA-CGM a été touché par des tirs. Plusieurs membres de l'équipage ont été blessés et le navire a subi des dommages. « Ce n'est en aucun cas la France qui a été visée », a tenté de rassurer Emmanuel Macron. Quant à Donald Trump, il menace déjà l'Iran : « S'ils refusent [un accord], les bombardements reprendront ». Alors que le transport mondial de pétrole est impacté par le blocage du détroit d'Ormuz, la polémique gonfle en France sur les entreprises qui profitent de la hausse des prix. Total Energies a annoncé aujourd'hui des bénéfices de 5,8 milliards de dollars au premier trimestre, en hausse de 51 % sur un an. Une situation qui a relancé le débat politique sur la taxation des profits exceptionnels. D'autant que Total va échapper à la surtaxe sur les grandes entreprises, mise en place par le gouvernement en 2025 et reconduite pour l'année 2026, car l'entreprise était déficitaire en 2025. Alors que La France insoumise dénonce une entreprise qui « profite de la guerre », le Parti socialiste a déposé une proposition de loi pour taxer ce type de surprofits. Face à l'indignation de la gauche, le PDG de Total Patrick Pouyanné a prévenu qu'il ne pourrait « pas maintenir » le plafonnement sur le prix des carburants en cas de nouvelle taxe. Le gouvernement a, quant à lui, volé au secours de l'entreprise française, dénonçant le « Total bashing » et rappelant que « Total paye déjà des impôts ». En Allemagne aussi, la guerre en Iran a eu des conséquences imprévues. Le chancelier allemand Friedrich Merz, critique de l'opération américaine en Iran, s'est attiré les foudres de Donald Trump qui a depuis annoncé retirer 5 000 soldats stationnés en permanence Outre-Rhin depuis l'après-guerre. À Ramstein, où se trouve la plus grande base américaine d'Europe et ses 50 000 soldats, l'annonce a jeté un froid chez les 8 000 habitants, dont l'activité économique repose principalement sur les militaires américains. « Ils font vivre les artisans, les plombiers, les petits commerces, de la boulangerie au taxi », déclarait en mars le patron d'un hôtel local à l'AFP. No fim-de-semana, o Irão apresentou um plano de paz em 14 pontos aos Estados Unidos. Neste documento, Teerão torna a fazer propostas já anteriormente rejeitadas por Washington, nomeadamente que os Estados Unidos se retirem do Golfo, que se levantem as sanções internacionais, que sejam pagas compensações de guerra e que um acordo de paz abranja o Líbano, actualmente sob fogo israelita, apesar de oficialmente vigorar uma trégua desde meados do mês passado. Todavia, antes mesmo de se debruçar sobre este documento, Donald Trump considerou que era pouco provável que respondesse às suas expectativas, o Presidente americano acabando por anunciar que o seu país passaria, a partir desta segunda-feira, a escoltar as centenas de navios comerciais que se encontram no Estreito de Ormuz. De acordo com o comando militar americano na região, esta operação denominada "Project Freedom" - "Projecto Liberdade", mobiliza 15 mil militares, mais de 100 aeronaves terrestres e marítimas, bem como navios de guerra e drones. O Irão que ainda hoje apelou os Estados Unidos para que "adoptem uma abordagem razoável" e "abandonem as exigências excessivas", proibiu hoje as forças americanas de se aproximarem do estreito de Ormuz, recomendando igualmente a todos os navios comerciais e petroleiros que evitem qualquer movimentação no sector sem se coordenarem com as forças iranianas. Trump, contudo, avisou que em caso de obstáculo à sua operação que descreve como um "gesto humanitário", ele "teria recurso à força". Num contexto em que se multiplicam os apelos a uma solução concertada, perante o risco de um reacender das hostilidades depois de menos de um mês de trégua, a RFI falou com o Major General Carlos Branco. RFI: Como se apresenta actualmente o panorama no Estreito de Ormuz? Major General Carlos Branco: Há duas questões. Começando pela proposta de acordo submetida ao mediador paquistanês, para depois ser apresentada aos Estados Unidos, essa proposta em 14 pontos não apresenta nada de inovador. Do lado iraniano, não há nenhuma cedência relativamente a qualquer das linhas vermelhas que os iranianos já tinham definido. Portanto, as propostas do lado iraniano não só não representam uma cedência, como não agradaram, naturalmente, ao Presidente Donald Trump. E isso coloca-se a vários níveis. Um deles tem a ver com o desbloqueamento do estreito. E o outro tem a ver com a negociação do pacote nuclear, onde os iranianos não fizeram cedências pura e simplesmente. Consideram que, para já, não deve ser discutido, porque haverá outros pontos na agenda que merecem ser tratados antes de discutir o problema do acordo nuclear. Agora, relativamente à resposta norte-americana sobre a escolta dos navios. Tudo isto depende do dispositivo naval que o presidente Trump colocar na região. Se mantiver o actual dispositivo, podemos dizer que será um saco com muitos furos que vai deixar passar muitas embarcações, que é aliás, o que tem acontecido até agora. Há de facto algumas embarcações que são interceptadas por parte dos navios norte-americanos. Mas a esmagadora maioria não é. E não é Porquê? Por um lado, porque os navios são poucos para uma área muito grande. E, por outro lado, porque muito desse trânsito marítimo se faz relativamente próximo da costa iraniana. E ao deslocarem-se nesta zona, acabam por estar protegidos pelo sistema balístico iraniano. O que significa que os navios norte-americanos não se conseguem aproximar da costa porque se eles se aproximam da costa, acabam por estar dentro do alcance dos mísseis antinavios iranianos. E, portanto, até este momento, não temos assistido a navios norte-americanos a assumirem esse risco. RFI: Neste domingo, o Irão desafiou, de certa forma, os Estados Unidos, dizendo que Trump deveria escolher entre um "mau acordo" ou então uma "operação militar impossível". Estava a referir-se ao facto de Donald Trump não poder ir além dos 60 dias de conflito sem consultar o Congresso? Major General Carlos Branco: Sim, há essa limitação que Trump, de uma forma expedita, está a procurar contornar e então auto-suspende as operações durante dois ou três dias, para depois recomeçar as operações e, portanto, procurar evitar esse impedimento legal do Congresso. Mas isso é um problema que Trump e os norte-americanos terão que resolver. Para já, o que me parece importante debater, são as opções que estão à frente dos nossos olhos. E, em primeiro lugar, temos aqui uma oposição, por um lado, dos israelitas que querem avançar quanto antes para uma operação militar. Por outro lado, os Estados Unidos que colocam algumas interrogações sobre isso. E a questão é sempre a mesma e é o tema que temos discutido desde o início destes combates: o que é que se pretende atingir com uma operação militar contra o regime iraniano? Seria uma mudança de regime, a substituição do regime dos ayatollahs por um outro regime que nós não conseguimos identificar. O que nesta altura poderia ser uma alternativa, a alternativa monárquica (Reza Pahlavi, herdeiro do trono iraniano, actualmente no exílio), não reúne consenso, nem do lado iraniano, nem do próprio lado norte-americano. Portanto, aqui temos uma questão que não foi resolvida e, deste modo, pode-se dizer que é uma derrota dos Estados Unidos, porque um dos objectivos de uma operação militar é subordinar o oponente à nossa vontade. E o que é um facto, é que não foi isso que aconteceu. Eu tenho muitas dúvidas que uma operação militar contra o Irão vá alterar esta situação. Temos, no entanto, que ver a oportunidade, do ponto de vista norte-americano. É claro para os Estados Unidos que este confronto está-lhes a sair muito caro. Quando eu digo caro, não é só do ponto de vista económico, mas também do ponto de vista político. E há uma vontade do Presidente norte-americano de terminar com isto. E uma das soluções, soluções à Trump, é daquelas do expediente do último minuto, que é "bom, nós vamos fazer uma operação militar, destruímos uma série de instalações, vamos obliterá-las. Aliás, obliteramos várias vezes. Portanto, tivemos várias vitórias. Mas essas vitórias, pois, obrigam sempre a que se continuem os combates. Vamos embora e declaro vitória e a minha imagem internamente não será afectada". Isto sou eu a especular. E fica tudo na mesma e ficamos confrontados com uma guerra fria na região em que não houve alterações significativas. Bom, alterações significativas, coloco este problema com algumas interrogações. Nomeadamente, relativamente ao dispositivo militar norte -americano na região. Segundo informações que nesta altura são públicas, o aparelho militar norte-americano na região do Golfo, esse sim está obliterado, está destruído. Nalguns casos completamente destruídos, noutros com a sua operacionalidade significativamente afectada. Portanto, este é um dos temas que terá que ser discutido também no Acordo de Paz. Mas ainda não chegámos lá. Será numa fase mais avançada. Para já, é aqui que nos encontramos. Eu estou convencido que os Estados Unidos vão avançar para uma solução militar. Estas questões das propostas de paz e contrapropostas são, na prática, paliativos. É que não vão resolver nada. Não vão conduzir a uma solução política. São apenas compassos de espera em que uma e outra parte se preparam para o confronto que ocorrerá. Do meu ponto de vista, a breve trecho. RFI: Precisamente numa altura em que há fortes sinais de que as hostilidades poderiam recomeçar, os Estados Unidos anunciaram nestes dias que iriam retirar 5 mil militares americanos da Alemanha, que é um dos parceiros estratégicos dos Estados Unidos a nível militar, no seio da NATO e no seio da Europa. Isto não será, no fundo, também dar um tiro no pé? Major General Carlos Branco: Será um tiro no pé se os Estados Unidos implementarem essa decisão. É uma interrogação que nós temos, antes de mais, de colocar. Será que isso é apenas uma ameaça ou se vai concretizar? Mas vamos partir do princípio que se vai concretizar. Eu penso que a comunicação social e muitos políticos na Europa estão a reagir de forma exagerada a esse anúncio, porque sabemos perfeitamente que os Estados Unidos nunca vão abdicar da sua presença na Europa, apesar de se dizer isso de vez em quando e muito menos na Alemanha. A Alemanha é o local onde as forças americanas têm uma presença mais efectiva no teatro europeu. A maior base aérea norte-americana fora dos Estados Unidos é na Alemanha. é na Alemanha que estão uma série de estruturas de comando: o quartel-general do comando das forças norte-americanas na Europa, o comando das forças norte-americanas do AFRICOM e muitos outros. Por exemplo, um grande hospital militar próximo da base de Ramstein (sudoeste do país), onde são canalizados os feridos dos diferentes combates que os Estados Unidos têm travado, nomeadamente agora do Irão, há algumas dezenas, senão centenas de peritos que se têm dirigido a este hospital na Alemanha. Portanto, a Alemanha representa um nó de apoio logístico e de sustentação das forças que os Estados Unidos têm vindo a empregar e provavelmente continuarão a fazê-lo no Médio Oriente, na Ásia. E sabemos o que é que aconteceu desde o Iraque e desde os diferentes envolvimentos do Iraque ao Afeganistão. Portanto, estamos a falar de um assunto que, do meu ponto de vista, não é assunto. Para além disso, esses 5 mil soldados são marginais relativamente ao efectivo que os norte-americanos têm na Europa. Segundo uma autorização do ano passado, que foi aprovada no Congresso, os Estados Unidos têm que ter na Europa permanentemente um mínimo de 76 mil soldados. Nesta altura tem 68 mil. Estão autorizados a baixar esse número por um período de 45 dias. Depois tem que ser reposto. Nesta altura, 68 mil são os que se encontram na Alemanha. Aliás, no teatro europeu, partindo do princípio que este número não está subestimado, porque há uma série de presenças norte-americanas em vários locais que me levam a concluir que este número, nesta altura, é um número avaliado por defeito. Mas assumindo que é um número correcto, 5% representa menos de 10% desse total. E volto a dizer, há uma reacção exagerada, desproporcional relativamente às consequências que esta decisão, se for implementada, pode vir a provocar. RFI: Mas a nível da Alemanha, o governo tem apelado fortemente a rearmar a Europa, o que era uma posição que tradicionalmente a Alemanha nunca assumia. Era mais à França que defendia um sistema europeu autónomo em matéria de defesa. Por outro lado, outros parceiros tradicionais dos Estados Unidos parecem também ter tomado consciência de que precisam ter alguma segurança autónoma. Estou a referir-me, por exemplo, ao Japão, que pondera a hipótese de se rearmar e de, inclusivamente, mudar a sua Constituição para não pôr de parte completamente a sua capacidade de defesa autónoma. Major General Carlos Branco: Sim, temos dois assuntos distintos, embora eles tenham uma raiz comum. É um facto que houve uma alteração significativa na política externa norte-americana. Os Estados Unidos nunca abdicaram do seu projecto hegemónico. Essa afirmação dessa hegemonia, dessa liderança mundial, teria que ser feita recorrendo a aliados e, portanto, para recorrer a aliados teria que haver uma operação de captação das suas vontades, que não pode ser o que acontece nesta altura com o presidente Trump. O presidente Trump acha que pode concretizar esse projecto de liderança global, hostilizando tudo e todos, hostilizando os seus aliados. Falando primeiro dos europeus, a questão dos europeus tem aqui uma outra envolvente que se prende com o medo, do meu ponto de vista, sem justificação e mais uma vez exagerado de uma operação militar russa em território europeu. Em primeiro lugar, a Europa tem que decidir para que é que se quer armar. Eu percebo que a Europa se tenha que armar. Sou apologista dessa opção. Mas primeiro, tem que se explicar para quê? Se é para criar uma capacidade de dissuasão relativamente a outros pólos que se possam transformar numa ameaça. E, neste caso concreto, a Rússia. Pois claro, que a Europa tem que ter essa capacidade. Isso é absolutamente indiscutível. Outra coisa é a Europa querer armar-se, não para ter uma capacidade de dissuasão, mas para adquirir capacidade para atacar a Rússia e envolver-se numa confrontação com a Rússia. São necessários outros meios e envolventes políticas que são igualmente distintas e, portanto, ninguém ainda hoje na Europa foi capaz de clarificar exactamente esta questão. Há, de facto, muito discurso, muita narrativa, muita retórica sobre a ameaça russa. E nós sabemos que a Europa se está a armar. Mas convinha esclarecer isto. Eu, nesta altura começo a ficar preocupado, porque esse rearmamento da Europa não parece configurar-se no âmbito de criar capacidade de dissuasão, mas para a outra alternativa, e isso é algo que merece uma análise diferente, porque as consequências vão ser completamente distintas. Aliás, eu recordo que os europeus parecem ter memória curta e não perceberam ainda que guerras na Europa têm-se saldado sempre por resultados de soma negativa. E os europeus têm perdido sempre com estas guerras fratricidas no velho Continente e como é que isso contribuiu para reduzir a importância geoestratégica da Europa. Relativamente ao Japão, a situação tem que ser analisada numa primeira parte, coincidente com aquilo que eu já disse. Ou seja, os Estados Unidos têm hostilizado desnecessariamente os seus aliados. Mas há aqui outra componente, porque os aliados norte-americanos na Ásia, depois do que aconteceu no Médio Oriente, se calhar pensaram duas vezes. Ou seja, os norte-americanos provaram a sua incapacidade de honrar os seus compromissos securitários com os países do Médio Oriente. Por exemplo, relativamente a Arábia Saudita, os Estados Unidos não foram capazes de honrar os compromissos securitários, nem tiveram capacidade para defender as suas próprias bases, os seus navios saíram do Golfo Pérsico. Ou seja, não conseguiram sequer garantir a liberdade de navegação. Estamos a falar até agora no Médio Oriente. Imagine o que é que estará a passar na cabeça dos aliados na Ásia. E daí eu perceber que haverá uma preocupação acrescida no domínio da segurança desses países. Agora, há uma coisa que merece ser discutida: é se as alterações que querem introduzir nas suas arquitecturas de segurança serão as mais adequadas. E nós sabemos que o Japão, e isto não é de agora, está a alterar a sua narrativa e nomeadamente relativamente a Taiwan. Considera Taiwan como um Estado e considera que uma acção chinesa em Taiwan deveria ser considerada como um ataque também ao Japão. Portanto, isto é um outro tema que merece uma outra abordagem, mas que é extremamente preocupante, sobretudo porque a China de hoje não é a China de há dez anos e muito menos de há vinte anos. E isso tem que ser levado em consideração quando se fazem determinados cálculos estratégicos, porque erros de cálculo estratégico é o que tem prevalecido nas últimas décadas. O Afeganistão, mais uma vez, o Iraque, a Líbia, etc. E seria bom que se parasse, se respirasse e se pensasse antes de optar pela via bélica. Provavelmente, haverá outras alternativas do foro político e do foro diplomático que poderão resolver estes problemas. Isto transporta-nos para um outro tema que é o dilema da segurança. E isso conduz normalmente à conflitos, muitas das vezes quando eles não são desejados e os dirigentes políticos actuam exclusivamente com a necessidade de salvar a face. RFI: Voltando ao Médio Oriente e, mais concretamente, desta vez ao Líbano. Apesar de um cessar-fogo estar em vigor desde meados de Abril, Israel continua as suas operações no sul do Líbano, inclusivamente fora da área que definiu como sendo a zona de segurança e, portanto, saindo da mesa das negociações, saindo da possibilidade de haver um acordo de paz entre os Estados Unidos e o Irão, que abranja também a situação do Líbano. Como é que ficamos? Major General Carlos Branco: A haver um acordo de paz entre os Estados Unidos e o Irão, ele não ocorrerá a breve trecho. É algo que vai demorar e eu diria não só meses, mas se calhar anos. Porque há muitas questões de natureza técnica que têm de ser discutidas e, fundamentalmente, quando abordamos o dossier nuclear, isto é um dado importante antes de falar do Líbano. No Líbano, não há cessar-fogo. Os combates continuam. Mais uma vez, houve um erro de cálculo estratégico da parte de Israel, porque, aliás, isso é devidamente divulgado por analistas no Ocidente que diziam que o Hezbollah estava completamente fragilizado e que tinha perdido toda a sua capacidade de combate. O que temos assistido é exactamente o contrário. O Hezbollah está muito longe de estar debilitado e conseguiram superar os ataques à sua liderança, às suas chefias. Aliás, um pouco como o Irão o fez também. Depois, temos uma outra questão em causa que se prende com mais uma tentativa de Israel colocar forças no Líbano. Nós assistimos a isto desde 1982 e todas as intervenções de Israel no Líbano, umas demoraram mais tempo do que outras, mas saldaram-se sempre em derrotas e na retirada das forças israelitas do Líbano. Eu não consigo perceber o que é que os dirigentes israelitas viram agora de novo, que alteração qualitativa eles identificaram que vá fazer com que a história seja escrita de forma diferente. É que os israelitas, que andam já há mais de 40 anos a tentar estabelecer uma presença permanente no Líbano e que se tem saldado sistematicamente em derrotas. O que é que é agora novo e diferente? Que vai fazer com que possam sair vitoriosos para além daquilo que têm feito, que é uma coisa absolutamente inaceitável. Há regiões no sul do Líbano que se equiparam muito às de Gaza, completamente destruídas, e acho que a comunidade internacional já devia ter tomado uma posição mais assertiva relativamente a estes desenvolvimentos. Parece que há muita gente anestesiada. Mas, independentemente dos aspectos relacionados com condenações do que os israelitas estão a fazer no sul do Líbano, o que se coloca aqui no debate é saber se isto tem possibilidade de ser vitorioso, saldar-se por uma presença permanente de Israel no sul do Líbano. Recorrendo à história, diria que não, que é mais uma tentativa gorada ao fracasso. Mas isso, daqui a uns meses nós poderemos fazer um saldo definitivo destes desenlaces e procurar perceber até que ponto o que estou a dizer, tem fundamento ou não.

Der aktuelle Vernichtungskrieg der USA und Israels gegen den Iran offenbart auch den Letzten die Instabilität der Weltgemeinschaft und wie fatal es ist, auf Eskalation zu setzen. Erneut zeigt die deutsche Regierung ihre würdelose Fratze. Vordergründig gibt man sich besonnen und tut, als würde man sich heraushalten. Gleichzeitig gestattet man den USA, u. a. die US-Base Ramstein für ihre Kriegslogistik zu nutzen, und damit im Iran auch viele zivile Ziele angreifen zu können. Wie Reiner Braun in einem Beitrag für die Nachdenkseiten schreibt, wäre der Angriff auf den Iran ohne Ramstein in dieser Form nicht möglich gewesen. Damit ist Deutschland de facto Mittäter, wieder einmal, und riskiert, selbst Ziel von iranischen Vergeltungsschlägen zu werden. So viel zu Friedrich Merz' Verantwortungsbewusstsein gegenüber seinen Bürgern. Der aufkeimende KonfliktWährend die Welt über die Folgen des Angriffs auf Iran diskutiert, wehrt sich Spanien gegen militärische Eskalation und setzt ein politisches Zeichen, das die Machtspiele der USA herausfordert.Ein Kommentar von Janine Beicht.Der Konflikt im Nahen Osten eskaliert seit dem vergangenen Samstag, als die Vereinigten Staaten und Israel einen Angriff auf den Iran starteten, bei dem der oberste Führer des Iran, Ali Chamenei, getötet wurde (1) und Hunderte Zivilisten ums Leben kamen (2). Spanien positionierte sich von Beginn an als entschiedener Gegner dieser Operation, indem es den USA die Nutzung der gemeinsamen Militärbasen in Rota und Morón de la Frontera verweigerte – strategisch entscheidende Standorte für Logistik und Betankung im Mittelmeerraum (3). Diese seit Jahrzehnten kooperativ betriebenen Basen dienen üblicherweise der Sicherheit des Westens. Madrid lehnt jedoch jede Beteiligung ab, da der Einsatz nicht durch eine UN-Resolution legitimiert sei und gegen das Völkerrecht verstoße (4). Die spanische Verteidigungsministerin Margarita Robles unterstrich diese Haltung mit unmissverständlicher Klarheit, betonte die Souveränität Spaniens und verweigerte jegliche Unterstützung für offensive Operationen.Infolgedessen zogen die USA rund ein Dutzend Tankflugzeuge vom Typ KC-135 ab und verlegten sie nach Ramstein in Deutschland oder an andere Standorte. Diese Entscheidung Spaniens unterstreicht eine grundlegende Abkehr von bedingungsloser Gefolgschaft und stellt das Bündnis auf die Probe. Der Iran reagierte mit Vergeltungsschlägen gegen neun Länder der Region sowie gegen eine britische Basis auf Zypern, was zu Markteinbrüchen, Störungen im Luftverkehr und Blockaden der Straße von Hormus führte, durch die zuvor 20 Prozent des globalen Öl- und Gastransports geflossen waren. Spanien zeigte sich von der Eskalation unbeeindruckt, forderte eine diplomatische Lösung und verurteilte zugleich das Regime in Teheran für die Unterdrückung seiner Bürger, insbesondere der Frauen, ohne jedoch Gewalt als Antwort zu akzeptieren. Diese Position entlarvt die Heuchelei jener, die unter dem Deckmantel der Sicherheit Chaos säen und wirtschaftliche Interessen priorisieren.Spaniens Sonderweg im BündnisDer aktuelle Konflikt ist kein spontaner diplomatischer Zwischenfall, sondern Ausdruck einer tieferliegenden strategischen Differenz innerhalb der NATO. Spätestens beim letzten Gipfeltreffen 2025, im niederländischen Den Haag, wurde diese Spannung offen sichtbar. Dort verständigten sich die Mitgliedstaaten grundsätzlich darauf, ihre Verteidigungsausgaben langfristig auf fünf Prozent des Bruttoinlandsprodukts zu erhöhen, ein Schritt, den Spanien bislang als einziges Land ablehnt (5). Dazu erklärte Spaniens Ministerpräsident Pedro Sánchez:„Spanien wird seine Pflicht in den kommenden Jahren und Jahrzehnten weiterhin erfüllen und weiterhin aktiv zur europäischen Sicherheitsarchitektur beitragen. Spanien kann sich jedoch nicht auf ein spezifisches Ausgabenziel in Bezug auf das BIP auf diesem Gipfel festlegen.“(5) Diese Haltung, kombiniert mit der jüngsten Verweigerung der Nutzung der Militärbasen, veranlasste den US-Präsidenten Donald Trump nun zu scharfer Kritik an Spanien.Spaniens Position gründet jedoch auf einer historisch gewachsenen Skepsis gegenüber militärischen Abenteuern. Bereits 1986 verweigerte das Land den USA den Überflug seines Luftraums für Angriffe auf Libyen (6). Auch der Irak-Krieg 2003 hinterließ tiefe Spuren: Damals trat Spanien unter Premierminister José María Aznar der sogenannten „Koalition der Willigen“ bei. Dies war eine Entscheidung, die massive Proteste im eigenen Land auslöste und im gesellschaftlichen Klima jener Zeit schließlich von schweren Terroranschlägen überschattet wurde. While lawmakers delayed fixing their own error, peer nations like China and Singapore advanced forward-looking tax regimes that actively incentivize both research and commercialization.Restoring immediate expensing brings us back to where we were before 2017, but stability in the tax code shouldn't be treated as a favor to innovators—it should be the baseline. R&D thrives on long timelines and clear signals, not temporary fixes and partisan reversals. If Congress wants to take innovation seriously, it needs to treat R&D expensing like core infrastructure and embed automatic responsiveness into the tax code. For example, if GDP growth stalls or domestic R&D spending drops below a certain threshold, the deduction should automatically increase—just as China did with 120% expensing for integrated circuits and industrial machinery.Beyond that, we need to rethink what we're rewarding. Under current rules, companies receive tax breaks for spending on research whether or not those ideas ever generate revenue, jobs, or real-world application. I'm not arguing against basic research, but I believe we should offer enhanced incentives for firms that meet defined commercialization benchmarks—like securing patents, licensing products, or manufacturing IP domestically.Repealing amortization was the right move, but the three-year delay already did serious harm to sectors both parties claim to support. Immediate expensing should now be seen as the floor—not the ceiling—of effective R&D policy. We can't afford to let innovation incentives swing with the political winds. That's why I believe Congress should require full economic scoring from the Joint Committee on Taxation or CBO before any future attempt to undo R&D expensing.
