When you think of a nursing home, you may picture a dull, grey place. Dr. Pat Armstrong wants to change that. She is a Professor Emeritus at York University, and answers the question, "Where is the joy in Nursing homes?"
The Ontario government earmarked almost $5 billion in funding over four years to help long-term care homes hire and retain care staff. It's since added additional millions in incentives to attract thousands to become personal support workers over the next few years. Every year, thousands of people from workplaces across Scotland take part in the Step Count Challenge, an online walking challenge where teams of five record their walking activity over eight weeks, compete on a virtual leader board and hopefully have a bit of fun with their colleagues along the way. The challenge has been running annually for over 10 years and more than 30 billion steps have been recorded in that time. But, as we'll hear from our guests, the challenge is more than just a leader board. In this episode of Voices of the Walk, five participants in this year's spring Step Count Challenge tell us why they are taking part and what they hope to get from it. On April 27, the Council of Canadians and the Canadian Health Coalition held an online day of action calling on the federal government to create national standards for long-term care in Canada, instead of handing the job off to an accreditation industry with no power to enforce standards. In this podcast, we hear from John Cartwright, Pam Beattie and Pat Armstrong. The COVID-19 crisis offers an opportunity to create a new, better normal at Canadian long-term residential care facilities. The report’s short-term recommendations include: making all staff permanent and limiting their work to one nursing home; raising staff wages and benefits, especially sick leave; rapidly providing testing for all those living, working or visiting in homes; ensuring access to protective equipment immediately; and severely limiting transfers from hospitals. In the long term: evidence suggests policymakers should more effectively integrate long-term residential care into the the public health care system, through federal legislation similar to the Canada Health Act, in order to develop a universal public long-term care plan that is accessible and adequately funded; stop privatization and promote non-profit ownership; ensure protective equipment is stockpiled for the future; build surge capacity into labour force planning and the physical structure of facilities; and establish and enforce minimum staffing levels and regulations. Labour Minister Monte McNaughton says the province will expand and continue its blitz, which is meant to get the virus under control. McNaughton says 50 inspectors visited 110 retailers on Saturday alone and found 31 violations of COVID-19 prevention protocols. FEEL THE FEAR AND DO IT ANYWAY Pat Armstrong's mum wrote in her primary school yearbook, that she should reach for the stars. Now many years later, that is precisely the same advice she would give to young people today. And, she adds, that these stars might well be much further than you imagine and as planes rarely travel in a straight line, there may well be many turns along the way. Pat is Chief Executive of ACOSVO, the Association of Chief Officers of Scottish Voluntary Organisations, whom she has led for 17 years. This is all a far cry from where it all began in Edinburgh's Pilton, where in summer the toes were routinely cut out of shoes during summer to make sandals. “We never thought of ourselves as living in deprivation, although growing up where your world is small, you don't see opportunities out there and will tend towards what you believe is available to you.”

The Ministry of Health and Long Term Care says that 50+ nursing home residents have died across the province with 44 homes reporting active covid-19 outbreaks. Clearly, Long Term Care facilities, which are home to significant numbers of elderly residents with underlying health conditions and compromised immune systems, are pandemic hotspots. But does the way work is structured and organized within nursing homes create special or increased risks to residents, workers and the larger community?
