Things are really packing a sad at Christchurch City Holdings Limited - the commercial outfit that looks after the city's assets such as the airport, Orion electricity, and the port company.   There are others as well, but the big ones are a 75% stake in Christchurch Airport, 89% of the Orion electricity distribution company, and 100% ownership of the Lyttelton Port Company.  Four directors —including the chairperson— quit suddenly yesterday, saying the relationship between CCHL and the council has broken down because the politicians are sticking their noses into things they know nothing about.  And those resignations were effective immediately. So, the organisation that is responsible for $6 billion of public assets in Christchurch has no chairperson and only half the number of people that normally sit around the board table.  There are four left. Two independent directors and two city councillors who represent the council.   So, a real hissy fit, if you want to call it that. But I'm not surprised, and I don't blame these people for quitting, especially when you consider why CCHL exists.  It was set-up in 1993, so more than 30 years ago. And the reason it came about in the first place was to create what CCHL itself describes as “an independent non-political buffer between the Council and the companies it owns”.  As it says on its website, it ensures that a commercial approach is taken to managing the Council's companies.  So, what that essentially means is Christchurch City Holdings exists to make sure that there is no political interference in the running of the council's commercial operations, and that the companies are left to do whatever they think needs to be done to make a profit and return a dividend to the council.  But those good intentions appear to have become just weasel words, especially when you consider what Abby Foote —who, as of yesterday, is the former chair of the board— says in her resignation letter. Which I'll get to.   But just so you know what's behind the four board resignations, you might remember how late last year CCHL wanted to take a long-term view and look into ways it could reduce some of the debt it's carrying. Which some interpreted as code for selling-off some of the assets to pay down some debt.   I see Abbie Foote, in her letter to the mayor, pushes back a bit on that. But I think that's definitely what we should be doing, whether they were thinking that or not. We need to sell some of these assets because it's crazy how much debt CCHL is carrying. It's a truckload of debt. $2.3 billion.  So CCHL wanted to clear some of that debt. But a majority of city councillors felt differently and decided just before Christmas that, instead of paying off debt —instead of even thinking about selling any of these assets— it told CCHL to forget about that and just deliver higher dividends. Essentially, to make more money.     And that is what led to what happened yesterday. With Abby Foote —speaking on behalf of herself and the other three directors who have quit— saying there has been a breakdown in the relationship between CCHL's board —and its management— and the council.   And here's one of several stingers in the letter she wrote yesterday to the mayor. She says recent decisions by city councillors in terms of the direction CCHL should be heading have “caused us to lose confidence in Council's ability to responsibly own core strategic infrastructure”.  Now I would like to think that this is something that can be fixed, but I don't think it can. Not with this current council, anyway. The council, by the way, that voted yesterday in favour of looking further into spending ratepayer money buying or leasing the earthquake-damaged Dux de Lux pub, for goodness sake.  And the question I've got in my head is this.   Knowing how politicians can't keep their noses out of anything, even when most of them don't have a business bone in their body, and even when there are structures in place like we have here with an independent outfit to prevent political interference in commercial decision-making, should local councils really be involved in running commercial entities? In particular, should the Christchurch council continue to be involved in running commercial entities?  And my answer to that is, no they shouldn't.  And what I think we should be doing here is accepting what the now former head honcho at Christchurch City Holdings is saying, that the council is incapable of responsibly owning these kinds of assets, that it's a hopeless business operator - and we should be getting rid of them. Because they are proving to be more trouble than they are worth.  What I think we should be doing is following the lead of Auckland, which is looking at selling its shares in Auckland Airport to create an investment fund.   That makes much more sense than what we have at the moment, which is an outfit that exists to prevent political interference in commercial decision-making about billions of dollars of council commercial assets, being stymied by the thing it's supposed to prevent - political interference. See omnystudio.com/listener for privacy information.

Ryan Lasch has been a scorer wherever he has gone. He led the CCHL in scoring in juniors in 2005-06, remains St. Cloud State's all-time career leader in points (183) and has led the Finnish and Swedish pro leagues in scoring. He ended up being a three-time All-WCHA pick, was an All-American and a top 10 finalist for the Hobey Baker Award as a junior for the Huskies. He has spent the bulk of his pro career in Sweden. Hockey Podcast we welcome current NHL defenseman, Daniel Brickley, to the show.  From Salt Lake City, Utah he played Jr hockey for the Hawksbury Hawks of the CCHL where he was the defenseman of the Year followed by a season with the  Topeka Roadrunners of the NAHL. After his time in the NAHL, he played three season of NCAA D1 hockey for Minnesota State University - Manakto. In 2018, he signed an entry level contract with the LA Kings and we are hoping to see a lot more of Daniel next month when the NHL officially starts their season! Let's Goooooo!

Pour cet épisode, je discute avec le gardien de but professionnel Adam Russo, qui a beaucoup de vécu dans le monde du hockey. L'athlète de 36 ans a évolué dans la LHJMQ avec le Titan d'Acadie-Bathurst de 2000 à 2004 où il a réalisé plusieurs records du circuit Courteau. Par la suite, il s'est promené en Italie, en France puis aux États-Unis avant de revenir au Québec où il évolue depuis plusieurs années dans la Ligue nord-américaine de hockey (LNAH). Le cerbère de 5 pieds et 9 pouces est également entraîneur des gardiens avec les Hawks de Hawkesbury dans la CCHL, une ligue similaire au Junior AAA ici au Québec. Comme quoi il aime ça, le hockey! Nuclear-encoded proteins destined for mitochondria must cross the outer or both outer and inner membranes to reach their final sub- mitochondrial locations. While the inner membrane can translocate preproteins by itself, it is not known whether the outer membrane also contains an endogenous protein translocation activity which can function independently of the inner membrane. To selectively study the protein transport into and across the outer membrane of Neurospora crassa mitochondria, outer membrane vesicles were isolated which were sealed, in a right-side-out orientation, and virtually free of inner membranes. The vesicles were functional in the insertion and assembly of various outer membrane proteins such as porin, MOM19, and MOM22. Like with intact mitochondria, import into isolated outer membranes was dependent on protease-sensitive surface receptors and led to correct folding and membrane integration. The vesicles were also capable of importing a peripheral component of the inner membrane, cytochrome c heme lyase (CCHL), in a receptor-dependent fashion. Thus, the protein translocation machinery of the outer mitochondrial membrane can function as an independent entity which recognizes, inserts, and translocates mitochondrial preproteins of the outer membrane and the intermembrane space. In contrast, proteins which have to be translocated into or across the inner membrane were only specifically bound to the vesicles, but not imported. This suggests that transport of such proteins involves the participation of components of the intermembrane space and/or the inner membrane, and that in these cases the outer membrane translocation machinery has to act in concert with that of the inner membrane.

The protein translocation machineries of the outer and inner mitochondrial membranes usually act in concert during translocation of matrix and inner membrane proteins. We considered whether the two machineries can function independently of each other in a sequential reaction. Fusion proteins (pF-CCHL) were constructed which contained dual targeting information, one for the intermembrane space present in cytochrome c heme lyase (CCHL) and the other for the matrix space contained in the signal sequence of the precursor of F1-ATPase beta-subunit (pF1 beta). In the absence of a membrane potential, delta psi, the fusion proteins moved into the intermembrane space using the CCHL pathway. In contrast, in the presence of delta psi they followed the pF1 beta pathway and eventually were translocated into the matrix. The fusion protein pF51-CCHL containing 51 amino acids of pF1 beta, once transported into the intermembrane space in the absence of a membrane potential, could be further chased into the matrix upon re-establishing delta psi. The sequential and independent movement of the fusion protein across the two membranes demonstrates that the translocation machineries act as distinct entities. Our results support a model in which the two translocation machineries can function independently of each other, but generally interact in a dynamic fashion to achieve simultaneous translocation across both membranes. In addition, the results provide information about the targeting sequences within CCHL. The protein does not contain a signal for retention in the intermembrane space; rather, it lacks matrix targeting information, and therefore is unable to undergo delta psi-dependent interaction with the protein translocation apparatus in the inner membrane.

Cytochrome c heme lyase (CCHL) catalyses the covalent attachment of the heme group to apocytochrome c during its import into mitochondria. The enzyme is membrane-associated and is located within the intermembrane space. The precursor of CCHL synthesized in vitro was efficiently translocated into isolated mitochondria from Neurospora crassa. The imported CCHL, like the native protein, was correctly localized to the intermembrane space, where it was membrane-bound. As with the majority of mitochondrial precursor proteins, CCHL uses the MOM19-GIP receptor complex in the outer membrane for import. In contrast to proteins taking the general import route, CCHL was imported independently of both ATP-hydrolysis and an electrochemical potential as external energy sources. CCHL which lacks a cleavable signal sequence apparently does not traverse the inner membrane to reach the intermembrane space; rather, it translocates through the outer membrane only. Thus, CCHL represents an example of a novel, 'non-conservative' import pathway into the intermembrane space, thereby also showing that the import apparatus in the outer membrane acts separately from the import machinery in the inner membrane.
