Israel has pretty much destroyed its enemies, Moshe Koppel says. That's (partly) why he believes Israel has won the war in Gaza.Founding chairman of the Kohelet Policy Forum—called “the most successful initiative of the right in the past decade" by Haaretz—Moshe is a political thinker and computer scientist deeply involved in Israel's political affairs. Nation State LawIsrael's Nation-State Law, also known as the Basic Law: Israel as the Nation-State of the Jewish People, was passed by the Israeli parliament, the Knesset, in July 2018. The law enshrines Israel as a Jewish state and makes Hebrew the country's official language, while downgrading Arabic from an official language to one with "special status."The debate over the Nation-State Law has been largely divided along political and ideological lines. Supporters of the law argue that it is necessary to strengthen Israel's Jewish identity and protect its cultural and religious heritage. They argue that it is a symbolic law that does not infringe on the rights of non-Jewish citizens and that it simply reinforces the fact that Israel was created as a Jewish homeland.Opponents of the law argue that it undermines the democratic nature of the state and discriminates against Israel's Arab minority, which makes up about 20% of the population. They argue that the law sends a message that non-Jewish citizens are second-class and that it could be used to justify discriminatory policies and practices against Arab citizens in the future. They also criticize the law for failing to mention the principle of equality and for ignoring the rights of other minority groups in Israel.The debate over the Nation-State Law has also spilled over into the international arena, with some countries and organizations condemning the law as discriminatory and racist. Ms. Touma-Sliman discussed the passage of Israel's new apartheid ‘Nation State' law in the context of the growth of rightwing extremism in Israel's domestic and foreign policy, and the efforts to resist this trend. This was a rare opportunity to hear first-hand from someone who opposes Israeli state racism, apartheid and militarism from within the very corridors of power. In July 2018 Israel passed the so-called ‘Nation State Law', a racist law designed to officially assign second class status to Palestinian citizens of Israel, and to deny their claim to their homeland. It has been widely described and decried as enshrining apartheid inside the state of Israel, where previously Israel had sought to hide official discrimination behind a liberal veneer. This slipping of the mask is just the latest in a long line escalating measures designed to marginalise Palestinians, whichever side of the Green Line they live on – from the shooting of unarmed protestors in Gaza, to the demolition of villages in the West Bank and Negev, to the crackdown on anti-occupation civil society groups. Meanwhile there has been an uptick in Israeli airstrikes in neighbouring countries and sabre-rattling against Iran and Lebanon. All of these are a legacy of the exponential growth of far right political parties and movements inside Israel over the past two decades, and the continued impunity which Israel enjoys abroad, something now amplified by Trump's rise to power in the US. About the speaker Aida Touma-Sliman MK is a Palestinian member of the Knesset (Israeli Parliament) where she heads the Committee on the Status of Women and Gender Equality. She was elected in 2015 for the Joint List, the coalition of Arab and leftwing parties. She was born in Nazareth into a Christian Palestinian family and earned a B.A. in psychology and Arabic literature from the University of Haifa. Touma-Sliman founded the Arab feminist group Women Against Violence in 1992. She joined the Hadash party, later becoming editor-in-chief of Al-Ittihad, an Arabic language newspaper. She became the first female member of the High Follow-Up Committee for Arab Citizens of Israel and co-founded the International Women's Commission for a Just Palestinian-Israeli Peace. In July 2018, following the passage of the ‘Nation State Law', she penned an article for The Guardian newspaper entitled ‘Netanyahu will be known as the first prime minister of Israeli apartheid'. To explore Israel’s new Nation-State Law, we talked with Yasmeen abu-Fraiha, a young Israeli-Arab of Bedouin origin, a medical doctor and researcher, who is a glaring Israeli success story. Two years ago, at the age of 27, the Israeli financial newspaper Globes included her in a list of the 40 most promising young Israelis. Abu-Fraiha is an “assimilated” Israeli-Arab, who grew up in a Jewish community in southern Israel and whose Hebrew is better than her Arabic. Most of her friends are Jewish Israeli. She knows the history of Zionism better than most Israeli Jews. Still, she feels like the state – her state – is trying to deny her Israeliness through the Knesset’s latest legislative action. Abu-Fraiha is currently acting as the Executive Director of GENESIS, an NGO she founded that aims to prevent genetic diseases in the Middle East, especially in the Bedouin community, by spearheading premarital genetic testing and matching. She holds a BSc in Medical Science from the Hebrew University of Jerusalem and an MD from the Hebrew University of Jerusalem. On July 19, 2018, the Knesset amended the Basic Laws, Israel’s fundamental law that serves as its de facto constitution. This addition strengthens Israel’s Jewish identity and legally codifies long-standing Israeli customs. Shabbat is to be a national day of rest. Hebrew is to be Israel’s official language. Jerusalem, Israel’s capital. So obviously consistent with Israel’s civic practices for many years, many people who learned about the Nation-State Law were surprised that these amendments were not already legally protected. And yet, the Nation-State Law has provoked criticism from the Diaspora. What does it really say, and what is behind the fuss? Professor Eugene Kontorovich joins Jonathan Silver to explain the rationale behind the Nation-State Law, discuss how it relates to fundamental Zionist purposes, and whether the its loudest critics are looking for an excuse to “break-up” with Israel. The center-left wants to keep it delicate enough so that you maintain that democratic image. For Palestinian citizens of Israel, these two debates are unacceptable. We’re not looking for an overt system that legitimizes our inequality, and we’re not looking for a delicate system either that still legitimizes our inequality.” — Amjad Iraqi On July 19, the Israeli Knesset passed the "Nation-State Bill" in a 62-55 vote. Many critics of the bill say that it undermines Israel's historic claim to be both Jewish and democratic in character. But does this new law actually change anything, or only make explicit the way things have been for decades? Is it possible for a state to be both affirmatively Jewish and treat its citizens equally? Dr. Telhami is the Anwar Sadat Professor for Peace and Development at the University of Maryland and a nonresident senior fellow at the Brookings Institution.  You can find a recording of the entire hour we spent with Dr. Telhami on our web site here.  This version, edited down to about 30 minutes, includes two main themes One is Shibley’s insightful analysis of the widening gap in values between American progressives – and not only progressives – and the ruling elite in Israel. Shibley brought this up in relation to the Nation-State Law that the Knesset passed the night before we spoke. The second theme was an analysis of the Trump administration’s actions and thinking – if there is real thinking – regarding the Israel-Palestine question, peace efforts etc. As always, I welcome your feedback.
