Didier Chaudet : Đúng vậy. Trên thực tế, vai trò trung gian của Pakistan có lịch sử lâu dài. Nước này đã từng giữ vai trò cầu nối giữa Mỹ và Trung Quốc trong những năm 1970. Sự xích lại gần giữa hai nước để chống Liên Xô một phần là nhờ sự hỗ trợ của Islamabad. Sau đó, chính là thông qua Pakistan mà Hoa Kỳ đã có thể thực hiện chính sách của họ ở Afghanistan vào những năm 1980. Và gần đây hơn là tiến trình hòa bình với phe Taliban ở Afghanistan, vốn dĩ đã được khởi động ngay từ thời chính quyền Trump đầu tiên, và một lần nữa, trong hồ sơ này, Pakistan đã rất tích cực tham gia. Didier Chaudet : Bởi vì Pakistan là một trong số ít các quốc gia có nhiều đòn bẩy đáng kể đối với chính quyền Trump và chế độ hiện tại ở Iran. Một mặt, Pakistan là quốc gia có số người Hồi giáo theo hệ phái Shia đông thứ hai thế giới, chỉ sau Iran. Mặt khác, Pakistan đã vun đắp mối quan hệ mạnh mẽ với chính quyền Trump, vốn dĩ rất biết ơn quốc gia Nam Á này vì hai thắng lợi quan trọng : Thứ nhất, Pakistan đã bắt giữ một phần tử thánh chiến thực hiện cuộc tấn công khủng bố nhắm vào tòa đại sứ Mỹ ở Afghanistan trong thời gian triệt thoái quân Mỹ. Những phong trào ly khai này thường xuyên vượt biên giới và đã gây ra nhiều rắc rối giữa Iran và Pakistan trong quá khứ. Vì vậy, nếu chẳng may Iran sụp đổ, Pakistan có nguy cơ nhìn thấy sự ra đời một nhà nước Balochistan độc lập, hay tệ hơn nữa là hỗn loạn bùng phát ở biên giới. Ngoài ra, Pakistan còn phụ thuộc vào nguồn năng lượng đến từ eo biển Hormuz. Quốc gia này rất cần tình hình ở Vịnh Ba Tư nhanh chóng được ổn định. Ít nhất là từ hai tuần nay, giá dầu diesel ở Pakistan đã tăng khoảng 20%. Những người làm việc trong lĩnh vực công ở Pakistan nay được yêu cầu chỉ làm việc 4 ngày trong tuần để tiết kiệm năng lượng và nhiên liệu. Vì vậy, có thể nói là Pakistan không muốn có hỗn loạn ở biên giới và muốn tình hình trở lại bình thường cho nhu cầu năng lượng của chính mình. Về phần rủi ro, kịch bản xấu nhất có thể là hoạt động ngoại giao đó của Pakistan không cho kết quả và nước này gặp thất bại trong việc gây ảnh hưởng để tái lập ổn định hay hòa bình, nhưng trên thực tế đó là một rủi ro tương đối hạn chế. Người ta không thể đổ lỗi cho Pakistan vì đã không xoa dịu được căng thẳng giữa Mỹ và Iran, nhất là Islamabad có thể dễ dàng biện minh rằng « còn có một con át chủ bài mà chúng tôi không kiểm soát được và cũng không ai kiểm soát được, đó là Israel, quốc gia có những lợi ích riêng của họ trong cuộc chiến chống Iran và về vấn đề này, chỉ có Hoa Kỳ mới có thể gây áp lực với đồng minh của họ. Nếu Trump không làm được, chúng ta cũng chẳng sẽ làm được gì ». Didier Chaudet : Tôi có lẽ không coi đó là một vai trò bí mật, nhưng trên thực tế, các ngoại trưởng Pakistan, Ai Cập, Ả Rập Xê Út và Thổ Nhĩ Kỳ đã có cuộc gặp tại Islamabad, và một phái đoàn Pakistan cũng đã đến Bắc Kinh, rõ ràng là để giải thích và ít nhất là thông báo cho Trung Quốc biết các cuộc thảo luận đó đã đi đến đâu. Didier Chaudet : Thực tế là, tuy có mối quan hệ khó khăn với chính quyền Trump, Ấn Độ dường như đã chọn duy trì liên minh với Mỹ. Trước đây, Iran và Ấn Độ có một mối hữu nghị lâu đời, nhưng tình bạn đó đã phai nhạt dần. Từ năm 2021, Iran thường xuyên lưu ý rằng Ấn Độ là một bằng hữu gây thất vọng, rằng Ấn Độ đã quyết định chọn Washington thay vì Teheran. Chuyến công du gần đây của thủ tướng Narendra Modi đến Israel, nhằm khẳng định rằng Ấn Độ ngả theo và hoàn toàn ủng hộ Israel, khiến Iran có cảm giác quốc gia bằng hữu truyền thống đó không còn là bạn nữa. Liệu rằng Ấn Độ có thể làm khác đi hay không ? Điều này khá khó khăn bởi vì Ấn Độ không những rất cần mối quan hệ mạnh mẽ với Israel, mà còn cần cả mối liên kết chặt chẽ cả về kinh tế và ngoại giao với các nước Vùng Vịnh, đang hứng chịu tên lửa của Iran. Như vậy, Ấn Độ dường như đã chọn Israel và các quốc gia vùng Vịnh thay vì Iran, do đó từ bỏ các lợi ích đáng kể ở Iran. Giấc mơ ban đầu của Ấn Độ là có thể dựa vào Iran để bỏ qua Pakistan trong việc kết nối với Trung Á và Nga. Nhưng trong tình hình hiện tại, điều này không còn khả thi nữa. Nhưng khi đưa ra lựa chọn này, New Dehli đã phần nào tự gạt mình ra khỏi chơi trong việc giải quyết xung đột. Tuy nhiên, theo tôi, ở New Dehli đang có một cuộc tranh luận nhưng chưa được giải quyết triệt để: Đi theo Mỹ bằng cách này có là một ý tưởng tốt, hay Ấn Độ nên xem xét một chính sách cân bằng hơn ? Quả thật, hiện nay Ấn Độ đang ở trong một tình huống khá nghịch lý là tại Nam Á, có tầm quan trọng trong cuộc chiến tại Iran không phải là Ấn Độ, vốn dĩ là một cường quốc tiềm năng, mà là Pakistan, kẻ thù của New Dehli.
