Interpreting the 2025 Bihar Verdict

Bihar has once again delivered a political drama worthy of its reputation—record turnout, sharp debates over the voter rolls, a decisive victory for the National Democratic Alliance (NDA), and a fresh round of questions about whether the opposition has what it takes to displace Modi and the BJP. The NDA—anchored by Nitish Kumar and his Janata Dal (United), together with the BJP and other allies—secured a landslide victory by winning 202 out of 243 seats in the state assembly. The opposition, for its part, saw little change in its vote share from 2020, but could only muster 35 seats. To work through the elections—and their larger meaning for India's political economy—Milan is joined on the show today by the Hindustan Times data and political economy editor Roshan Kishore. Over the past several months, Roshan and his team have consistently put out the most thoughtful data and analysis on the trends in Bihar. Milan and Roshan discuss the resilience of the JD(U)–BJP alliance, the polarization in the electorate, and the dissonance within the opposition alliance's campaign. Plus, the two discuss the Election Commission of India (ECI)'s controversial review of electoral rolls, the impact of upstart Prashant Kishor and his Jan Suraaj Party, and what the elections portend for India's political economy beyond November.Watch the episode here.Episode notes:1. He knows how to balance administrative acumen with realpolitik.”Sobhana weighed in on Prashant Kishor's poor performance, saying, “It is not a surprise to me that Jan Suraaj did not get even a single seat. There was a lot of disinterest in the rural regions of Bihar. A lot of distrust also. There were questions being asked about where he was getting so much money to put up such a big campaign.”Neerja highlighted the unusual nature of the mandate. “I have not seen this kind of a pro-incumbency wave in India despite 20 years in power. It is unprecedented.”On Nitish Kumar's future in Bihar, she pointed to his biggest vulnerability: “The minus point of Nitish Kumar is that he doesn't have a second line of leadership. Nor has he named a successor. At one point he considered Prashant Kishor but the story would have been different had they not fallen out.”This and a lot more. Earlier today, Modi tendered his resignation to President Droupadi Murmu along with his Council of Ministers. He is likely to take oath for a third consecutive term on the 8th of June. This is the first time since Jawaharlal Nehru that a prime minister will be returning to power for a third consecutive term. With the BJP failing to go past the majority mark on their own, their allies Chandrababu Naidu and Nitish Kumar are in Delhi today for a meeting. As the INDIA bloc leaders prepare to meet at Congress President Malllikarjun Kharge's residence today, NCP(SP) chief Sharad Pawar said that there had been no discussion within the bloc on reaching out to the TDP or JD(U) to shore up the numbers of the alliance for government formation. Fadnavisa said the Lok Sabha election results were way below the party's expectations. This is the second time that Fadnavis has expressed his wish to remain outside the government and lead the BJP unit.A city court has rejected Delhi CM Arvind Kejriwal's interim bail plea in a money laundering case related to the excise policy, even as it extended his judicial custody till 19th of June. Special judge Kaveri Baweja of Rouse Avenue Courts dismissed Kejriwal's plea seeking interim bail for seven days on medical grounds. The blow comes just a day after the Kejriwal's party AAP failed to make a mark in the Lok Sabha elections, with the BJP dominating the national capital for the third time in a row, winning all seven Lok Sabha seats.Wishes poured in from across the world for Prime Minister Narendra Modi and BJP-led National Democratic Alliance for a third term in a row as they won 293 Lok Sabha seats. The American daily The Washington Post called India's Lok Sabha election results 2024 as determined by Indian voters to be an "unexpected repudiation of Prime Minister Narendra Modi's leadership." British daily The Guardian said "it was clear that the landslide for the BJP predicted in polls had not materialised and instead there had been a pushback against the strongman prime minister and his Hindu nationalist politics in swathes of the country."This was the Catch-Up on the 3 Things by The Indian Express.

Anil Varghese and Nawal Kishore Kumar discuss Bihar's caste survey and its implications for affirmative action In October 2023, the chief minister of Bihar, Nitish Kumar, released the results of a caste survey of his state – a landmark development given that India has not had a comprehensive count of its caste composition since 1931, and pushed through despite resistance from the central government under the Bharatiya Janata Party. Bihar's survey found that over two-thirds of the state's population of 130 million belonged to oppressed castes, establishing an essential fact in the wider battle for expanded affirmative action for oppressed communities. The results of Bihar's caste count will likely trigger more such exercises in other parts of India. In this edition of Himal Interviews, our Editor, Roman Gautam, interviews Anil Varghese and Nawal Kishore Kumar of Forward Press, a Delhi-based publishing house and website dedicated to anti-caste thought and caste emancipation. Varghese is the editor-in-chief of Forward Press, while Kumar is the Hindi editor. Varghese and Kumar also collaborated on an article for Himal Southasian, titled ‘India needs a caste census – and Southasia does too', published on 13 January. Why has a country-wide caste census in India been delayed for so long? How might Bihar's survey results impact the representation of oppressed castes in all spheres of Indian public life?

Speculation is rife that Bihar CM Nitish Kumar, currently leading a government in alliance with the RJD and the Congress, is set to jump ship to the BJP again. If this happens, this would be the fourth time Kumar has shifted allegiance since he became CM in 2005. What's most significant in this JD(U) back and forth is that Nitish has retained the CM's chair no matter who he is in alliance with. In Ep 1053 of Cut The Clutter, Editor-in-Chief Shekhar Gupta explains the phenomenon of Nitish Kumar and his politics. The episode was originally published on 9 August 2022, right after Nitish last broke ranks with the BJP.----more----Read Shekhar Gupta's National Interest : https://theprint.in/national-interest/hamara-desh-badal-gaya-hai/4808/
