New York City's mandated lockdown presented overwhelming challenges for bars, clubs, and restaurants in New York City. The city's nightlife industry is made up of 25,000 establishments that support nearly 300,000 jobs with $13.1 billion in wages, and $35 billion in economic activity. (Source.) Many of these businesses turned to NYC's Office of Nightlife for guidance and support during the pandemic.The Office of Nightlife (part of Mayor's Office of Media and Entertainment) is a liaison between NYC's nightlife industry and all other City agencies. Its purpose is to help establish and coordinate systemic solutions to support the nighttime economy, culture, and quality of life. Rafael Espinal knows freelancing. His parents both moonlighted—as a photographer and a baker—and as part of the New York City Council, he helped pass the “Freelance Isn’t Free Act,” which allows NYC-based freelancers to tap into city support in resolving delinquent client payments. He’s also the youngest person to be elected to the New York State Assembly, and a former teacher. Now, as Executive Director of the Freelancers Union, he spends his days helping freelancers get organized, big picture-style.  “I knew that at some point in my life, I wanted to be part of an organization that advocated for creatives and freelance workers,” says Rafael, and the Freelancers Union does exactly that: they got started by offering insurance to workers outside traditional employment set-ups. They’ve since grown to include a networking hub, a popular blog, a directory of Black Freelancers, and service discounts for members. Rafael is a Brooklynite who works really hard to make the borough a great place to live, work, and grow for all. If you've recently been dancing in an NYC bar, it's all thanks to Rafael's work. He is responsible for writing a bill repealing the notorious NYC Cabaret Law from 1926 that prohibited dancing in bars. We caught up to talk about his recent bill to ban plastic straws in NYC. For the season premiere of The Farm Report, host Lisa Held sits down with New York City Council Member Rafael Espinal. Born in East New York, Espinal is a lifelong resident of Brooklyn and currently represents the 37th district, which includes Bushwick, Brownsville, Cypress Hills, and East New York. As a Council Member, Espinal has taken on urban agriculture as one of his primary issues. In August 2018, with the support of Brooklyn Borough President Eric Adams, he introduced a new package of legislation that would create a comprehensive urban agriculture plan to promote and support farming across the five boroughs. Together, Held and Espinal discuss the community, economic, and environmental benefits of urban farming, what city government can and should do to encourage it, how to balance the interests of different players—from community gardens to venture capital-backed hydroponic farms—and how New York City’s path towards urban agriculture legislation fits into a larger trend of local governments across the country figuring out how to manage, support, and grow farming and gardening within city limits. What do Legos, Salt Bae and a cheese truck have in common? They all play a role in this week's Meat + Three, which is all about the dreaded bureaucratic red tape. To kick things off, we hear from Brandon Hoy, Dave Arnold, Sother Teague, Damon Boelte, and Jimmy Carbone, five of HRN's hosts who are all seasoned bar/restaurant owners in New York. They share some of the strangest red tape they've encountered. There are many rules governing when, how, and where you can open up shop – a lesson that the mysterious "Salt Bae" learned when he brought his eponymous restaurant (and glove-less hands) to Manhattan. Not all red tape stories are downers – HRN's Hannah Fordin catches up with NYC Council Member Rafael Espinal about the successful repeal the New York City Cabaret Law, a regulation introduced in 1926 that was often called racist, homophobic and authoritarian by its opponents. Since 1926, a law has been on the books in New York City that prohibits three or more people from dancing in any bar or venue that doesn't posess a notoriously hard-to-obtain “Cabaret License.” In recent months however, people from the city's nightlife community have been taken steps to change that.
