Exploring a recent interview Vladislav Surkov conducted with L'Express reveals a secretive, complicated and controversial man. He is known as Putin's Rasputin, the Grey Cardinal of the Kremlin or the Puppet Master. Sourkov is the shadowy adviser who inspired novelist Giuliano da Empoli to write The Wizard of the Kremlin. He can be considered the 'architect' of the Russian political system but who has distanced himself from the man he served for two decades, Vladimir Putin. No one knows what Sourkov is doing today. C’est officiel, Vladislav Sourkov, l’aide du président russe pour l’Ukraine et les conflits sécessionnistes de Géorgie, a été démis de ses fonctions, le 18 février. Après sept ans passés à gérer le conflit dans le Donbass, c’est-à-dire à y défendre les intérêts de Moscou au moyen des armes lourdes et de techniques de guerre hybride, le « cardinal gris » du Kremlin est mis sur la touche. de notre correspondant régional, Le départ de M. Sourkov est important parce qu’il est celui qui a mis en forme les décisions politiques de Vladimir Poutine de créer des conflits dans certaines ex-républiques soviétiques. Soit il a « géré » la politique de ces régions -on pense à l’Abkhazie et l’Ossétie du Sud, en Géorgie, qui ont fait sécession au début des années 1990-, soit il a été le maître à penser de la façon de créer un conflit pour arriver aux fins du Kremlin, à savoir se donner des leviers d’influence sur les républiques qui veulent échapper à son emprise géopolitique. Comme l’Ukraine, la Géorgie ou la Moldavie. Dans le Donbass, l’Est minier de l’Ukraine, cette stratégie a provoqué la mort de 13.000 personnes en six ans de conflit. Un changement de politique du Kremlin dans le Donbass en perspective? Le départ de Vladislav Sourkov a été motivé officiellement par un « un changement de cours, politique, en Ukraine ». Rien n’indique qu’il s’agit d’un changement d’objectifs, même si certains observateurs se demandent si, pour faire lever les sanctions occidentales contre elle, la Russie ne serait pas prête à certains compromis. Notons que Vladislav Sourkov est remplacé par Dmitry Kozak, qui était jusque fin janvier vice-Premier ministre et qui vient d’intégrer l’Administration présidentielle, le véritable siège du pouvoir russe. M. Kozak sert le même homme que Sourkov, le maître du Kremlin. Il a d’ailleurs déjà travaillé sur les conflits régionaux comme celui de Transnistrie, la région séparatiste de Moldavie, où il y a une quinzaine d'années il avait mené une action pas très différente de celle de M. Surkov. Pourquoi Kozak plutôt que Sourkov ? Parce que ce dernier a montré, depuis deux ans, qu’il avait su tirer les conséquences de son échec en Moldavie et su changer de méthode du moins. Dans une interview récente, il relève qu’il ne faut pas proposer de fédéralisation de la Moldavie, où la région séparatiste disposerait d’un droit de veto sur ses grandes orientations stratégiques… Mais le terme étant impossible à faire accepter à la population moldave, M. Kozak suggère de parler de statut « spécial » pour certaines régions, et surtout de ne pas œuvrer en secret, mais ouvertement avec les pouvoirs et les populations concernés, et sur la base d’une négociation avec les grandes puissances intéressées. États-Unis, Europe… Et cela a permis à Moscou de plutôt arriver à ses fins en 2019 en Moldavie. Quid des conflits géorgiens ? Les régions sécessionnistes d’Abkhazie et d’Ossétie du Sud n’ont pas été confiées à M. Kozak. Le plus probable est que Moscou continuera à « gérer » ces conflits, qui sont gelés, comme avant, sachant que les dirigeants de ces provinces sont… déjà complètement dans les mains des Russes.

Vladislav Surkov is the high ranking Putin advisor behind the Russian propaganda war in Ukraine. In March of twenty-fourteen after the annexation of Crimea, the Canadian, European Union and U.S. governments froze Surkov’s foreign bank accounts and banned him from traveling to their countries. Afterwards, a Kremlin reporter asked if he would miss visiting the United States. Surkov responded, “The only things that interest me in the U.S. are Tupac Shakur, Allen Ginsberg, and Jackson Pollock. I don’t need a visa to access their work. I lose nothing.” Vladislav Sarkov also writes fiction. On march 12, 2014, he published his story, Without Sky, under a pseudonym. The next day, 10,000 Russian soldiers were sent to the border of Ukraine. This is the story --- it is propaganda, but also a vision an elite.
