Lesia Ogryzko is a visiting fellow with the Wider Europe programme at the European Council on Foreign Relations. She leads a Ukrainian think-tank on security and defence, Sahaidachnyi Security Center, and is board member of Ukraine's biggest expert coalition on the country's reconstruction, RISE Ukraine. Previously, Ogryzko served as international civil servant across the UN system, dealing with human rights and the coordination of UN agencies in Ukraine. She also worked for the Ukrainian government on the implementation of reforms, including in public administration for the cabinet of ministers' reforms delivery office. She is also the co-founder of several civic initiatives, as well as the Ukrainian office of the humanitarian international NGO Save the Children. Prior to that, Ogryzko worked for the Spanish think-tank FRIDE, researching international affairs. Ilya Ponomarev is a Russian-Ukrainian politician who was a member of the Russian State Duma from 2007 to 2016. After the 2022 Russian invasion, Ponomarev joined Ukraine's Territorial Defence Forces, and categorically denounced the invasion. While a member of the Russian State Duma, he was the only deputy not to vote in favour of the Russian gay propaganda law and to vote against Russia's annexation of Crimea in March 2014. To jest apel, to jest krzyk – bo ta decyzja jest kompletnie niezrozumiała.To  jedyna filia KSS na wschodzie kraju, położona tuż przy granicy z Ukrainą. Jak podkreśla, to był ośrodek z międzynarodową renomą:Rocznie szkoliło się tam nawet do 10 tysięcy funkcjonariuszy KAS, przyjeżdżali też funkcjonariusze z innych krajów UE i z Ukrainy. Część szkoleń odbywała się bezpośrednio na granicy – to była realna praktyka, a nie kolejny webinar.W Przemyślu ulokowano też centrum kompetencyjne BASER, wyspecjalizowane w przeszukiwaniu autobusów. Oficjalnym powodem likwidacji są „zbyt wysokie koszty najmu” budynku (ok. 50 tys. zł miesięcznie z mediami).Tymczasem – jak mówi – miasto i uczelnia wyszły z konkretną ofertą obniżenia kosztów, a mimo to decyzji nie zmieniono.Rektor zgodził się znacząco obniżyć czynsz, prezydent Przemyśla zaoferował nawet przekazanie innej nieruchomości Skarbowi Państwa. Mamy gotowe rozwiązania na stole. Pisałam do ministra Domańskiego – nie ma odpowiedzi, nie ma dialogu.Najmocniej wybrzmiewa relacja z rozmowy z jednym z podkarpackich posłów KO:Jeden z posłów Koalicji Obywatelskiej powiedział mi wprost: „bo to stawiał PiS”. Więc można się domyślić, jaki jest prawdziwy powód. Likwidujemy coś tylko dlatego, że zrobiła to poprzednia władza – nieważne, że to działa dobrze i ma renomę w UE.„Jestem państwowcem. To się źle skończy dla budżetu”Na koniec wraca do tego, od czego zaczęła: budżetu i luki VAT. W jej ocenie połączenie dwóch procesów – poluzowania walki z mafiami VAT i jednoczesnego osłabiania zaplecza szkoleniowego – to przepis na kłopoty.Jako osoba, której leży na sercu dobro budżetu państwa, jestem państwowcem. Ilya Ponomarev is a Russian-Ukrainian politician who was a member of the Russian State Duma from 2007 to 2016. After the 2022 Russian invasion, Ponomarev joined Ukraine's Territorial Defence Forces, and categorically denounced the invasion. While a member of the Russian State Duma, he was the only deputy not to vote in favour of the Russian gay propaganda law and to vote against Russia's annexation of Crimea in March 2014.
