Por los plazos establecidos, por haber hecho todo contra reloj (muy a la tica), por los intereses en juego de actores política y económicamente poderosos y por lo complejo de la materia, todo apunta a que Costa Rica, al menos por un tiempo indefinido más, seguirá siendo parte de la lista de países no cooperantes en materia fiscal con la Unión Europea. El cuento es difícil, aunque lo que exigen los europeos es muy sencillo de resolver: debíamos corregir nuestra legislación tributaria para no favorecer, como actualmente está establecido, lo que se conoce como la doble no imposición que permite que no tributen sobre sus rentas pasivas ni en Costa Rica ni en Europa empresas o personas físicas europeas. Es decir, que igual que debe imperar la protección para que no se afecte a personas y empresas con dobles imposiciones, no debe existir laxitud tal que algunos astutos no paguen tributos por rentas ni en una jurisdicción ni en la otra. El caso es que en lugar de hacer una reforma simple, sencilla y “limpia” para eliminar ese portillo existente, los diputados por mayoría simple aprovecharon la urgencia de la rectificación, para introducir un artículo que -en pocas palabras- le quita dientes al Ministerio de Hacienda para seguir peleando una batalla (que tiene abierta y que es avalada por los tribunales de justicia) para poder cobrarle impuestos a empresas domiciliadas en territorio nacional por ganancias generadas en el extranjero. “Lo más cínico es que los diputados le hicieron a Costa Rica lo que la Unión Europea le está pidiendo impedir a sus empresas y ciudadanos” dijo el Presidente de la República al vetar parcialmente el proyecto el jueves pasado. Por el contrario, los diputados de cuatro bancadas, en contra de esa tesis, argumentan que el Ejecutivo padece de voracidad fiscal y objetan sus recriminaciones. El caso es que el veto en cuestión abre varios escenarios en el Congreso mientras nos deja expuestos casi inevitablemente a la sanción europea que conocerá de nuestro caso a mediados de octubre. Las implicaciones las analizamos con el economista José Luis Arce de FS Capital.

Uterine fibroids are usually found during a health evaluation with a primary care physician or gynecologist. They may ask about any relevant symptoms, take a medical history, and perform a physical exam to confirm a diagnosis. Patients may then be counseled about "watchful waiting", may be referred to a specialized provider for surgical intervention, or to another provider that addresses uterine fibroids by addressing the underlying root cause by utilizing integrative treatment options.Some over-the-counter medications relieve mild fibroid symptoms like pain and cramping. However, these medications don't address the root of the issue. A minimally invasive procedure called uterine fibroid embolization (UFE) is an outpatient procedure performed using local anesthesia. A small catheter is inserted into the treatment area and guided to the uterine arteries. Once in place, tiny particles are released to block the blood flow to the fibroids. This starves the fibroids and causes them to shrink over time. IFAW est une ONG internationale, c'est une ONG présente dans plus de 40 pays. La mission principale d'IFAW est de viser une cohabitation harmonieuse entre les animaux et les hommes, IFAW partage la vision que nous sommes tous interconnectés. Dans un premier temps, l'ONG consacre une partie de son travail à la protection des espèces ainsi qu'un volet de soins des individus blessés pour les relâcher dans leur état sauvage. L'Union Européenne est l'un des premiers importateurs mondiaux d'animaux sauvages destinés à être vendus comme animaux de compagnie exotique. Trafic d'animaux sauvages signifie un commerce illicite, il peut s'agir de produits dérivés des espèces sauvages : ivoire, dents, griffes, cornes…. Mais il y a également un commerce d'espèces vivantes qui existe et qui est l'une des activités criminelles les plus lucratives au monde. Ce trafic est alimenté par des très gros profits et un faible risque. Ce trafic est une cause majeure de la disparition de la biodiversité aujourd'hui. En France, le trafic d'espèces vivantes protégées concerne principalement : les reptiles, les tortues, les aras, les perroquets Gris du Gabon…. Ce sont des espèces que l'on trouve très facilement en vente en ligne. Il arrive que les forces de l'ordre interviennent dans des commerces physiques mais la majeure partie du problème est dû au commerce en ligne. Il faut adapter la législation pour répondre à ce défi particulier qu'est le trafic d'animaux sauvages et protégés sur Internet. Dans cet épisode, Mia Crnojevic nous explique comme IFAW contribue à la protection de ces espèces sauvages, notamment à l'échelle européenne. Here I am 18 months post #breastimplantEXPLANT It took a lot of advocating for my body, for my SELF.  I know I drank the koolaid 17 years ago and thought that plastic surgery was a necessary thing to do for me to ‘like ‘ my body and fit in to the social construct of what a woman is supposed to look like to be sexy, beautiful, whatever… I fucked up. I caved in. I fell into the violence of rejecting my body because of what the culture sold us. I absolutely forgive my younger Gris, those were the messages she received and she believed them. And to be honest… I did like them for a while.  But time and experience changes us, and wisdom starts to drop in. A few years into the implants I began to have thyroid issues among other weird physical symptoms. I didn't know them that is was my INTELLIGENT Body trying to protect me by rejecting a silicone piece of a thing inside my chest, sitting over my heart and lungs. Doc after doc after surgeon telling me that the implants had nothing to do with it. So I did what I do now, and I listened to me. To ME. And told the surgeon that put them in to begin with, to please just stop trying to convince me to get replacements and just take them out already. Immediately after the surgery I felt a relief like no other. So much swelling went away. I began the recovery process of getting my strength back, my breath long again, my hair (which had been thinning out a bit) began to grow and thicken.  The random heart palpitations stopped. My thyroid antibodies are more than half way down.  I have energy again. Even though I never stopped practicing yoga or moving my body but… I am no longer fatigued every other day, and wondering wtf is happening. I am so grateful for my body. For all that it has gotten me through and Sustained me up to now. It is my temple and conduit for LIFE. May I continue to thank it, honor it, allow it all the pleasure it wants, take sweet care of it and allow it to BE as it is. No more koolaid for me. I can feel my heart again.

Né en 1628 et mort en 1703, Charles Perrault n'est plus connu aujourd'hui que par ses contes. Mais cet écrivain, membre de l'Académie française, est aussi poète et prend une part active dans la querelle qui, au XVIIe siècle, opposa les Classiques, emmenés par Boileau, aux Modernes, dont il était le chef de file. De qui, parmi nous, des contes comme "Barbe-bleue", "Cendrillon" ou le "Chat botté" n'ont-ils pas bercé l'enfance ? Mais, pour autant, étaient-ils vraiment écrits pour les enfants ? Perrault leur a clairement destiné certains d'entre eux. Par ailleurs, ces récits semblent faits pour attirer l'attention d'un jeune public. Ils sont concis pour la plupart et font une large place au merveilleux. Par ailleurs, le récit est d'autant plus lisible que les héros, incarnations du Bien, sont clairement opposés à des personnages retors ou méchants qui, aux yeux des enfants, ne peuvent que représenter le Mal. Comme La Fontaine, Perrault n'écrivait pas seulement ses contes pour divertir ses lecteurs, mais pour les édifier. Ils se terminaient donc souvent par une leçon de morale. Et elle n'était pas toujours adressée aux enfants. À la fin de "Grisélidis", l'écrivain exhorte les femmes à supporter patiemment leur mari, fût-il brutal. Même si, dans "Peau d'âne", il donne des conseils aux enfants, il demande aussi aux femmes d'être vertueuses. D'ailleurs, les femmes semblent plus souvent les cibles du conteur que les enfants, dont il se fait une idée assez stéréotypée. Mis à part quelques contes, comme "Le petit Poucet", les enfants sont rarement au centre du récit. Les héros sont, en effet, le plus souvent des adultes. Enfin, on le sait, les sujets de certains contes tiennent plus du récit d'horreur que du conte pour enfants. Dans "Le petit Poucet", par exemple, il est question d'un ogre qui tue et mange des enfants. De son côté, "Barbe-bleue" met en scène un homme sanguinaire, qui égorge ses épouses et les accroche au mur comme des trophées.
