A Unesc conquistou mais um marco em sua trajetória de excelência acadêmica. O Programa de Pós-graduação em Direito (PPGD), que já contava com o curso de mestrado desde 2017, obteve a recomendação da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes) para oferecer o curso de doutorado. A conquista consolida a Unesc como uma referência no ensino jurídico e na produção de conhecimento crítico e inovador no Sul do país, abrindo novas possibilidades para a formação de pesquisadores, docentes e profissionais altamente qualificados. O Programa, que tem como linhas de pesquisa as temáticas de Direitos Humanos, Estado, Cidadania e Políticas Públicas, em diálogo com os desafios contemporâneos da sociedade, dá um passo significativo com a novidade. Com a aprovação, a Unesc passa a ofertar mais uma oportunidade de formação completa na área do Direito. O curso deve iniciar suas atividades em breve, com edital de seleção previsto para os próximos meses. This week's EYE ON NPI is a powerful pocket-sized 'puter - it's the new PocketBeagle 2 from beagleboard.org! (https://www.digikey.com/en/product-highlight/b/beagleboard/pocketbeagle-2) This is a nice update from the beagleboard team to replace the deprecated PocketBeagle (https://www.digikey.com/short/bcmnqt01) - this new version gives you a lot more processor power at a much lower price. It's perfect when you want a full-featured single-board computer with a ton of GPIO and analog inputs, in a very smol package for easy integration. The PocketBeagle 2 is built around a TI Sitara AM6232 (https://www.digikey.com/short/83md98qd) dual-core Cortex-A53 plus dual Cortex-M4 subprocessor, with 512MB of external DDR4 SRAM. There's 4 MB of onboard eMMC flash, plus a socket for external microSD cards. There's also essentials like USB C for the native device, and a picoprobe-compatible (https://www.digikey.com/short/fq4wmp2b) UART port. É bem ruim a notícia trazida pela última edição da pesquisa Atlas para o governo Lula. E para o presidente Lula, também, se ele deseja a reeleição. Sua aprovação está no pior momento em 15 meses, 53,7% dos brasileiros o reprovam pessoalmente. É cinco pontos mais do que a pesquisa realizada em março. Se o segundo turno de 2022 ocorresse hoje, Bolsonaro venceria com quase 47% dos votos contra 44% de Lula. E por que isso? Corrupção.Os números principais são os seguintes. Em outubro do ano passado, 51% dos brasileiros consideravam corrupção o maior problema do país. Subiu para 60% em março e se manteve no mesmo lugar, agora. 59%, mas na margem de erro. O número é o mesmo.Em 2023 e 24, os principais problemas que os brasileiros enxergavam no país, nas várias pesquisas, eram economia e saúde. Estavam acontecendo filas gigantes no SUS para cirurgias e consultas, coisa que o governo conseguiu resolver. Tudo aquilo que não deu para fazer durante a pandemia acumulou e demorou para tirar o gargalo. Teve um surto feio de dengue, no ano passado, um surto histórico, para não falar dos reajustes altos dos planos de saúde e Covid longa. Muita gente lidando com isso tudo fez Saúde disparar como problema. E teve inflação, juros altos. O governo jogou muita grana na economia, o que dá uns picos de crescimento de PIB mas também desorganiza mercados e gera inflação. É aquele tipo de crescimento que as pessoas não sentem na vida cotidiana porque o que veem são os preços subindo toda hora no supermercado.Só que, nesses primeiros meses do ano, saúde foi sumindo como problema grande, a economia não está nos eixos mas a inflação aperta menos. E aí estourou o escândalo do INSS.Para Lula, o pior tema que pode estar no topo das preocupações dos brasileiros é corrupção. É onde ele não consegue ganhar. Veja, a popularidade do presidente estava baixa, mas ela vinha subindo lentamente desde o primeiro semestre do ano passado. Entrou a coisa do INSS, abateu.Quer entender a natureza do problema? Então pensa só nesse número: 68% dos brasileiros julgam ou muito provável ou provável que “revelações sobre grandes fraudes ou esquemas de corrupção” aconteçam nos próximos seis meses. O impressionante deste número, quase 70%, é que ele vai muito além dos eleitores de direita. Isso quer dizer que pelo menos metade das pessoas que votariam em Lula para a presidência acham que é inevitável um escândalo grande nos próximos meses.Essa ideia de que um governo Lula é, necessariamente, um governo corrupto é uma que até quem vota no presidente compra como fato. Os governos do PT são percebidos como muito corruptos inclusive pelos eleitores petistas. E esse é um tema sobre o qual a gente não fala o suficiente. Até porque a responsabilidade desta percepção não é só do PT. Entender isso é importante porque esta percepção de que corrupção é o maior problema do país, se ela se mantém no ano que vem, derruba Lula e elege a oposição.Vamos começar por ideologia? Muita gente pensa em ideologia como uma escolha racional que as pessoas fazem. Raramente é. Ideologia costuma ser fruto natural de nossas predisposições internas, da nossa personalidade. Tem mais a ver com psicanálise e genética do que tem a ver com pensamento frio. A gente que racionaliza nossos valores a posteriori. E a mente conservadora, antes de tudo, percebe o mundo como um caos que precisa ser controlado. O conservador vê o mundo como ameaçador. O papel do Estado, para ele, é controlar essas ameaças. É um papel de força para a ordem. Então a relação do conservador com Justiça tende a ser punitivista, mesmo. Impor pelo receio de prisão, de punição, os limites a estes bichos selvagens que nós humanos somos.A cabeça liberal é bem diferente. Prum liberal, o instinto é que, se houver dúvida a respeito da culpa, melhor não prender, não condenar. O liberal prefere um Estado parcimonioso. Não pode ser ausente, porque sem Estado o forte se impõe ao fraco e liberal, liberal de verdade, quer que as pessoas estejam livres de qualquer opressão. Do Estado mas também de gente, de empresas. Não importa de onde vem. O socialista tem um terceiro caminho. Ele, como o conservador, quer um Estado forte. Mas é por outra razão. É um Estado para fazer Justiça social, se impor sobre os ricos, distribuir os recursos da sociedade. Ter esse guia sobre as três ideologias ajuda a explicar muita coisa.O conservador não lida bem com o jeito como a Lava Jato acabou. Os muitos problemas de rito da Justiça, a maneira como o juiz de primeira instância em Curitiba atravessou suas atribuições, para a cabeça conservadora isso é firula, é bobagem, tudo desculpa pra tirar a punição de corruptos. Para um liberal, os ritos da Justiça são a essência da garantia de que ninguém terá suas liberdades cerceadas sem o devido processo legal. Para os socialistas, a corrupção meio que não importa. O Estado brasileiro é corrupto mesmo, mas como o importante é que as pessoas em seu comando estejam fazendo Justiça social, se alguma corrupção for necessária, manda ver. É uma versão de esquerda do rouba mas faz, percebe?Cerca um petista, qualquer um, e pergunta se ele acha que nunca houve corrupção bárbara na Petrobras. Ninguém vai dizer isso. Eles só não acham tão relevante assim. Tem uma tese de doutorado do cientista político Thiago Barbosa, que ganhou prêmio da Capes em 2020, mostrando outra coisa. Se você é de esquerda, você tende a diminuir a percepção de corrupção da sua turma e aumentar a dos outros. Se você é de direita, idem.Entender o componente ideológico ajuda a explicar um pouco um mistério: por que a direita não liga pras muitas evidências de corrupção do ex-presidente Jair Bolsonaro? O fato de ser corrupção pessoal pode ajudar a explicar. É na física. É pra botar no bolso. Isso é pouco relevante porque, afinal, ele é durão, põe ordem no país. Isso que é importante. O PT, por sua vez, rouba da Petrobras, rouba do Estado, rouba em volumes muito maiores. Isso faz sentido racional? Nenhum. Primeiro porque não sabemos muito sobre a corrupção no governo Bolsonaro. Segundo porque, legalmente, todo dinheiro desviado é do Estado. Se foi pra comprar deputado ou apartamento, não tem qualquer relevância.Mas a gente vê isso no discurso público a toda hora. Porque não é só com Flávio Bolsonaro comprando casa de seis milhões de reais em dinheiro. A direita brasileira se joga em horda contra a ideia do julgamento da tentativa de golpe de Estado. E faz sentido. Afinal, a ordem pela força mesmo que fora da Constituição, é o lugar para onde escorrega todo conservador extremista. Botar ordem que é importante. E, neste rumo, a gente descobre como alguns conservadores vão parar nessa de defender ditadura.Nós, no fim, ficamos entre essas duas pressões. Um quer a força do Estado para reorganizar toda a sociedade. O outro quer a força do Estado para mexer o menos possível na sociedade. Essa, aliás, já era a tese de outro cientista político, bastante mais conhecido, André Singer, no livro Esquerda e Direita no Eleitorado Brasileiro. São essas forças que desembocam na percepção que um e outro têm da corrupção dos seus e dos outros.Fato é que a turma da direita ou não acredita nas rachadinhas do Bolsonaro, ou acha que não são relevantes. Afinal, ele é de direita e melhor que haja um governante de direita. A turma da esquerda sabe que o governo petista foi corrupto mas não acha relevante. Afinal, ele é de esquerda e melhor que haja um governante de esquerda. Uma turma quer ordem a todo custo, a outra distribuição das riquezas a todo custo.No meio disso fica o Brasil. Fica um Poder Judiciário que vai e volta, que hesita, que um ano pensa uma coisa e, no outro, pensa outra. E isso mina sua credibilidade. Numa democracia liberal, o ideal, ideal mesmo, é que tivéssemos leis claras, bem construídas, e um Judiciário que fosse capaz de normatizar a maneira como julga. Previsibilidade. A gente avançou nesse sentido, mas grandes decisões pelo Supremo ao longo dos últimos dez anos matam qualquer percepção de que a Justiça esteja melhor. E, sim, gente demais, entre esquerda e direita, acha que quando a Justiça julga a favor dos seus, ela é justa. Quando julga contra os seus, é injusta.É difícil, hein? O fato é o seguinte: os brasileiros acham que a direita lida melhor com corrupção do que a esquerda. Se isso é verdade? Não há qualquer indício de que seja. A percepção do brasileiro sobre o que é corrupção que deve ser punida muda de acordo com classe econômica e muda de acordo com preferências ideológicas. O resultado, no fim das contas, é que todo mundo acha o PT corrupto, uns não ligam.
