Law enforcement says today is the final deadline set by a purported kidnapper for Savannah Guthrie and her siblings to pay a ransom to get their mother Nancy back. Today marked the expiration of the last remaining nuclear arms control treaty between Washington and Moscow: the 'New START' treaty. It was an agreement, signed under President Obama, between the United States and Russia which limited the number of weapons each country could deploy on their missiles, bombers and submarines. Trilateral talks between the United States, Ukraine and Russia happening in Abu Dhabi with negotiators sitting down for another round of talks to try and end a war which will mark four years this month.
