A new nuclear arms race is underway. Almost all the landmark treaties of the Cold War and post-Cold War period restricting the U.S. and Russian arsenals are no longer in effect, having been abrogated or abandoned. China is arming. Other states may be interested in joining the nuclear club, despite the strictures of the non-proliferation treaty of 1968. Forty years ago, 'Return of the Jedi' opened in movie theaters, but 1983 also was a big year for another kind of 'Star Wars.' Two months before the movie premiered, President Ronald Reagan delivered a nationally televised address announcing an initiative to build a space-based missile shield that would use lasers to shoot down incoming ICBMs. Derisively dubbed "Star Wars" by skeptics -- skeptics who were right to doubt its feasibility -- Reagan's Strategic Defense Initiative never amounted to anything useful. It was, however, part of Reagan's vision for a world free of nuclear weapons, a vision he successfully pursued in negotiations with Soviet leader Mikhail Gorbachev. In this episode, Joseph Cirincione, an expert on nuclear non-proliferation and national defense, discusses how the world has moved a long way in the wrong direction from the "golden age" of nuclear arms reduction treaties.

He currently is Chairman and CEO of Patuxent Capital Group LLC and serves in the Maryland State Senate.

Joseph Cirincione is a Distinguished Non-Resident Fellow at the Quincy Institute and a national security analyst and author with 40 years of experience working these issues in Washington, D.C. He is the author or editor of seven books, including Nuclear Nightmares: Securing the World before It Is Too Late and Bomb Scare:  The History and Future of Nuclear Weapons. He served previously as president of Ploughshares Fund, a global security foundation, vice president for national security at the Center for American Progress and director for nonproliferation at the Carnegie Endowment for International Peace, among other positions.  He worked for over nine years on the professional staff of the Armed Services Committee and the Government Operations Committee in the U.S. House of Representatives. He served on the International Security Advisory Board for Secretaries of State Hillary Clinton and John Kerry and is a member of the Council on Foreign Relations. He is author of Bomb Scare: The History and Future of Nuclear Weapons and served previously as senior vice president for national security and international policy at the Center for American Progress and as director for nonproliferation at the Carnegie Endowment for International Peace for eight years. He worked for nine years in the U.S. House of Representatives as a professional staff member of the Committee on Armed Services and the Committee on Government Operations, and served as staff director of the bipartisan Military Reform Caucus. He teaches at the Georgetown University Graduate School of Foreign Service and is a member of the Council on Foreign Relations. His previous books include two editions of Deadly Arsenals: Nuclear, Biological and Chemical Threats, (2005 and 2002), and previous reports include Universal Compliance: A Strategy for Nuclear Security (co-author, March 2005) and WMD in Iraq (co-author, January 2004). He is the author of over 200 articles on defense issues, the producer of two DVDs on proliferation, the former publisher of the comprehensive proliferation website, Proliferation News, and is a frequent commentator in the media. When no WMD could be been found in Iraq, several members of the Bush administration justified the imminent preemptive invasion because we could “not afford for the smoking gun come in the form of a mushroom cloud.” Turns out Saddam had no bomb, probably no bomb program.
