Depuis le mois d'octobre, le projet de construction d'un parc nautique sur le lac municipal Tshombe, à Lubumbashi, est au centre d'une polémique : alors que son initiateur, l'homme d'affaires congolais Lamba Lamba Matebwe, parle d'un projet de développement, certains habitants de la ville, les élus provinciaux et les défenseurs de l'environnement s'y opposent. Ils estiment qu'il est ici question de spoliation d'un bien public. L'Assemblée provinciale à Lubumbashi a ordonné la suspension des travaux. De notre correspondante à Lubumbashi,En face d'un des grands hôtels de Lubumbashi, en RDC, environ trois hectares du lac Tshombe ont cédé la place à de la terre ferme. L'espace, en forme de digue, est remblayé. Il doit accueillir les infrastructures d'un parc nautique. Mais ce projet suscite de la révolte, d'abord parmi les voisins directs.Rita Mukebo vit depuis 15 ans à moins de 100 mètres en aval du projet. Le bord du lac est couvert de plantes, des jacinthes. « Normalement, toutes ces plantes, ici, commencent à fleurir au début de la saison des pluies. Mais on n'a jamais eu des tas comme ça, s'indigne la riveraine. L'eau ne passe plus. Ce qu'ils ont pris, ça va au-delà d'un hectare. Ça va jusqu'au bout là-bas. C'est peut-être même la source… Comment tu peux [faire ça] ?! »Le lac Tshombe a une dimension de 30 hectares. Il regorge d'espèces aquatiques. Il constitue aussi un puits de carbone, explique Sabin Mande, directeur du réseau des ressources naturelles à Lubumbashi. Y mener des activités risque d'avoir un impact négatif sur l'environnement, indique-t-il. « La ville de Lubumbashi n'a presque plus de rivières. En même temps, vous savez que la ville n'a même plus de forêt urbaine, rappelle-t-il. Avec tout ce qu'on a comme pression en termes d'augmentation de la température, je ne vois pas la nécessité de ce projet... »De son côté, l'homme d'affaires congolais, Lamba Lamba Matebwe, affirme avoir obtenu, il y a quatre ans, des autorisations des services étatiques pour construire le parc nautique. Et il soutient que c'est un projet de développement. « C'est un partenariat public-privé. Les enfants viendront s'amuser, jouer là-bas, défend-il. Après tout, nous valorisons la ville. Si je le fais, c'est pour l'intérêt public. Je n'habiterai pas là-bas. »Un projet suspendu par l'Assemblée provincialeAssis derrière son bureau, Michel Kabwe, le président de l'Assemblée provinciale, dit non à ce projet. Pour lui, le lac municipal contribue à la beauté de la ville. En outre, il alimente la rivière Lubumbashi, principal cours d'eau de la ville. « Un bien public ou un bien communautaire ne peut pas être spolié par un individu ou un groupe d'individus, dénonce l'élu. Celui qui veut construire, il le fait pour qui ? Pour lui-même…. Mais combien de populations vont en pâtir ? Il fallait, au préalable, mener des études pour nous rassurer sur le fait que le lit de la rivière et les écosystèmes ne seraient pas détruits. À ce moment-là, on aurait pu valider le projet. »Pour l'heure, les travaux sont suspendus. À Lubumbashi, le monument aux morts n'est pas connu des jeunes générations. Pourtant, il a été construit vers l'année 1930 en plein cœur de la ville en hommage aux soldats tombés pendant la Première et la Seconde Guerre mondiale. Mais ce monument, qui rappelle l'histoire de la ville, a connu plusieurs transformations. Aujourd'hui, il sert de socle sur lequel est posée la statue de Moïse Tshombe, une figure politique du Katanga, ce qui, pour les chercheurs, soulève la question de la mémoire collective.

En 1964, el Primer Ministro congoleño Moïse Tshombe contrató al Mayor Mike Hoare para dirigir una unidad militar llamada 5º Comando, compuesta por unos 300 hombres, la mayoría de los cuales eran sudafricanos. Su segundo al mando era un ex-oficial del Ejército Británico, el Comandante Alistair Wicks. La misión de la unidad era luchar contra una revuelta conocida como la rebelión de los Simba. Más tarde Hoare y sus mercenarios trabajaron en concierto con paracaidistas belgas, pilotos cubanos en el exilio y mercenarios contratados por la CIA que intentaron salvar a 1.600 civiles (en su mayoría europeos y misioneros) en Stanleyville de los rebeldes de Simba en la Operación Dragon Rouge. Join your hosts April Sims and Christopher L. Fields aka Poetry Man as they welcome Tshombe the Poet to the show. A little bit about Tshombe the Poet Born in New Orleans, La. His parents decided to raised him and his three siblings abroad in Israel where he received most of his education. After returning to the US in the early 90's, he enlisted in the US Navy where I currently serve. He is married to his wonderful wife Dedre (Dee-Drah) of 9 years, but whose counting, huh? Tshombe began writing life as he lived, saw and felt it onto page where he later started a blog called Truth Theory which which became his moniker. After a short while he developed a following in his poetry/spoken poems. He achieved the qualifications of becoming a spoken word artist after performing his poems "The Revolution", "Imagine That", and "Changing Faces" on stages from Chicago's Negro League Lounge to The Hawaiian Hut in Hawaii (the country's largest poetry venue). After a series of creative initiatives and created venues, some successes and failures, he founded what is now known as The STORM in June of '07 where he is the host of the famous Freedom Verse Cafe. Tshombe self produced, published and marketed his first album titled "IAMNOTAPO3T" as a "home grown" project that led to many other success in the way of production opportunities and brand marketing. He has just released his sophomore album entitled "Verbal Jazz Vol. 1" which has received countless praises for its quality and value. He has definitely gained the respect of being a poet amongst his peers and is known for his "reachback" attitude to help other aspiring writers.
