Este pasado martes, el Ejército de Israel confirmó que había dirigido un ataque contra altos dirigentes de Hamás en Doha (Catar). Sobre esta ofensiva israelí, el Consejo de Seguridad de la ONU se reunirá este miércoles en Nueva York en una sesión de emergencia para tratar lo ocurrido. En 'Las mañanas de RNE' analizamos el contexto internacional con Ignacio Álvarez-Ossorio, catedrático de Estudios Árabes e Islámicos en la Universidad Complutense de Madrid.Sobre el ataque a Catar, Álvarez-Ossorio ha contextualizado que este país "no es un enemigo de Occidente, sino un aliado estratégico de EE. UU." y, respecto a la ofensiva lanzada por Israel, ha señalado que "ha sobrepasado una línea roja", al igual que Estados Unidos, que "hasta el momento había vetado cualquier tipo de ataque de estas características que pusieran en peligro la estabilidad regional y ahora parece haber dado luz verde". Por ello, ha recalcado que, en este contexto, "cualquiera que se oponga al genocidio de Gaza puede sufrir un ataque de estas características".El catedrático ha expuesto que, ante la postura que mantiene España actualmente respecto a lo que ocurre en la Franja de Gaza, ha considerado "indispensable que no se contente con esa retórica hueca de muchos dirigentes occidentales y adopte medidas concretas". Aunque cree "que hay un efecto contagio, no debemos contentarnos, ya digo, con medidas retóricas, sino ser mucho más enérgicos e ir mucho más allá". En este sentido, ha advertido que, con el actual contexto internacional, "estamos condenados a un ciclo de violencia permanente, por lo menos mientras disfrute del apoyo de la Administración Trump". El ex fiscal venezolano Zair Mundaray, exiliado en EEUU, explica los mecanismos de esta organización. Estados Unidos califica al Cartel de los Soles como “una organización criminal que se hace pasar por un gobierno”. Esta semana, el gobierno argentino lo declaró “organización terrorista”. En contraste, el presidente de Colombia, Gustavo Petro, sostiene que no existe y lo describe como “una excusa ficticia de la extrema derecha para derribar gobiernos que no obedecen”. Frente a estas versiones, el ex fiscal venezolano Zair Mundaray, exiliado en Estados Unidos y crítico del chavismo, cree que “hay decenas de testimonios dentro del sistema de justicia norteamericano que dan cuenta de que Chávez creía en la posibilidad de que, en vez de combatir a los carteles y las organizaciones terroristas que hacen vida en Colombia, estas pudieran tener una forma de contribuir de alguna manera a la seguridad del proceso político". Estados Unidos acusa al presidente Nicolás Maduro de encabezar esta organización narcoterrorista, cuyo nombre hace referencia a una insignia de los militares de Venezuela. Según el ex fiscal, "muchas personas que formaron parte de esta planificación criminal han declarado y han sido detenidos, hay colaboradores, es decir, el Cartel de los Soles tiene un sustento probatorio". "Miente Petro, sobre todo cuando dice que no existe, porque la misma inteligencia colombiana era plenamente consciente de la participación de altos funcionarios no sólo de la Fuerza Armada Nacional, sino de organismos de seguridad de Estado".  Zair Mundaray, estudioso del narcotráfico, explica por qué el Cartel de los Soles es una organización criminal particular: A diferencia de los carteles de México o Colombia, quienes controlan las operaciones formarían parte del propio Estado venezolano. "En el caso venezolano los que llegaron al poder se convirtieron en narcotraficantes. No estás hablando de un cártel como un cártel mexicano o el Clan del Golfo. Estamos hablando de  quienes están sentados en las oficinas públicas del Estado venezolano y tienen todo el poder de fuego y el dominio territorial", explica el experto.  Para el ex fiscal Mundaray, una de las pruebas más claras de la existencia del Cartel de los Soles está en un hecho paradójico: en Venezuela no se registra la violencia ligada al narcotráfico que sí golpea a países como Colombia. "El narco no ha traído los niveles de violencia que tiene Colombia. Puedes traficar miles de de toneladas y pasar por donde sea, y nadie se está matando por ello, como sí ocurre en Colombia cuando el Ejército de Liberación Nacional (ELN) pisa el territorio de la disidencia o cuando el Clan del Golfo pelea por su espacio. Aquí no hace falta eso, porque tienes una fuerza armada que lo hace y el que lo haga fuera de ese control sí lo alcanza la mano del Estado y lo apresa. Esto es una de las perversidades mayores del sistema creado por el chavismo".
