SEAC Ramón "CZ" Colón-López is the Senior Enlisted Advisor to the Chairman of the Joint Chiefs of Staff, the most senior enlisted service member, by position, in the United States Armed Forces, and the principal military advisor to the Chairman on all matters involving joint and combined total force integration, utilization, health of the force, and joint development for enlisted personnel. SEAC Colón-López enlisted in the United States Air Force in December 1990. He has held assignments in U.S. Air Forces Europe, Air Combat Command, Air Force Special Operations Command, Air Education and Training Command, Pacific Air Forces, Joint Special Operations Command, and Air Forces Central Command. He has deployed numerous times in support of operations Southern Watch, Northern Watch, Enduring Freedom, Iraqi Freedom, New Dawn, Resolute Support, Inherent Resolve, and to several other classified locations. Prior to assuming his current position, he served as the Command Senior Enlisted Leader for United States Africa Command.

On the show, Chris Hedges discusses the journalist Glen Ford and the radical black press with Ajamu Baraka, national organizer and spokesperson with the Black Alliance for Peace. Glen Ford, who died in the summer of 2021, was one of the country's most insightful political commentators and radical journalists. He appeared several times on this show. He spoke for the marginalized and excoriated the elites. Glen was the co-publisher of the radical Black Commentator. He co-founded Black Agenda Report with Bruce Dixon and Margaret Kimberley in 2006. Glen repeatedly called out the Black political elites, exposing for example New Jersey Senator Cory Booker's close ties with right-wing organizations such as the Manhattan Institute and the Bradley Foundation and Booker's advocacy of neoliberalism, austerity programs, school privatization, and other initiatives that are at the forefront of the war on the poor, especially poor Blacks. He called the Black political leaders who sold their soul to corporations and America's imperial projects the “Black misleadership class.” While many Black leftists betrayed the most basic tenants of their political beliefs to support Barack Obama following his election to the presidency in 2008, Glen saw through the charade. He lambasted Obama and Hillary Clinton as “political twins” and warned that the policies they advocated were deeply harmful to Black people. He saw Obama and the Democratic Party as not the lesser evil, but the more effective evil. The Democrats, he knew, were better at masking their subservience to corporations, the ruling elites, and the military-industrial complex while assiduously doing their bidding. Glen was also keenly aware that the evils of white supremacy and corporate plundering are the driving engine behind America's imperial projects. He kept a close watch on the United States Africa Command, AFRICOM, and its expanding military footprint on the continent. A talented and brilliant writer, gifted with an acerbic sense of humor and uncompromising in his integrity and courage, he will be very hard to replace. Quelle politique africaine pour les États-Unis ? À l'arrivée de Barack Obama à la Maison Blanche, en 2008, les espoirs ont été grands sur le continent. Douche froide en revanche lorsque Donald Trump lui a succédé, huit ans plus tard. Aujourd'hui, Donald Trump brigue un second mandat pour le camp républicain. En face de lui, le démocrate Joe Biden. Hormis le récent accord avec le Soudan, quelles sont leurs positions, leurs propositions pour l'Afrique ? Jeffrey Hawkins est l'ancien ambassadeur des États-Unis en Centrafrique entre 2015 et 2017. Il est devenu chercheur associé à l'Iris et répond aux questions de RFI. RFI : Deux hommes sont face à face pour cette présidentielle américaine : Donald Trump et Joe Biden. Peut-on dire également deux visions différentes de la politique étrangère et particulièrement de la politique africaine ? Jeffrey Hawkins : Absolument. [Joe] Biden représente la politique étrangère américaine classique, basée sur les valeurs, sur la démocratie, sur le multilatéralisme, l’engagement avec le monde. [Donald] Trump, c’est tout à fait autre chose. C’est un président qui se concentre sur ses intérêts personnels et les intérêts de sa base politique aux États-Unis. Une base qui est plutôt blanche, plutôt de l’Amérique profonde. La diaspora africaine ne fait pas partie de son électorat, les Afro-Américains non plus, ils penchent plutôt du côté démocrate. Pas la peine d’aller chercher une politique en Afrique qui pourrait plaire à ces gens-là. [Joe] Biden par contre, c’est une partie importante de sa base, Biden est aussi entouré par des gens qui connaissent bien l’Afrique. Il a déjà émis [pour] sa campagne un document destiné aux diasporas africaines. Justement, si l’on regarde les programmes des deux candidats, est-ce que le programme de Donald Trump fait une place à part entière à l’Afrique ? Et est-ce que celui de Joe Biden, que vous avez commencé à évoquer, fait également une part entière à l’Afrique ? Principalement, pour [Donald] Trump, l’intérêt pour l’Afrique, s’il y en a, c’est plutôt comme lieu de concurrence entre les grandes puissances. Un intérêt économique peut-être, l’administration Trump a vaguement cherché à promouvoir un peu l’investissement, le commerce, mais l’Afrique pour [Donald] Trump, c’est surtout un lieu de combat avec les Chinois. Joe Biden, par contre, c’est quelqu’un qui voit l’intérêt pour l’Afrique : Biden, comme vice-président, est parti en Afrique, et aussi comme président de la Commission des Affaires étrangères au Sénat, il a également voyagé en Afrique. ►À voir aussi : Vidéo - La diplomatie selon Trump [2/6]: l’Afrique, continent oublié Alors que Donald Trump ne s’est pas déplacé… Donald Trump n’en a fait aucun. Donc, une grosse différence et je pense que Joe Biden, il voit l’intérêt de l’Afrique pour l’Afrique et pas comme terrain de concurrence avec les Chinois. Et déjà, dans ce document qu’il a envoyé à la communauté africaine aux États-Unis, il a promis entre autres d’éliminer ce « visa ban » contre les pays musulmans, y compris les pays en Afrique, de ressusciter un programme pour la jeunesse africaine, Yali [Young African Leaders Initiative], etc. Il parle justement de renforcer l’initiative des jeunes leaders africains, qui avait été mise en place par l’équipe de Barack Obama en 2010 notamment… Tout à fait. Et il faut se rappeler qu’à l’époque, systématiquement chaque année, on avait une promotion de jeunes Africains qui partait aux États-Unis avec ce programme, plusieurs centaines d’ailleurs. Et systématiquement, le président [Barack] Obama les a rencontrés. Plus maintenant, [Donald] Trump n’a jamais rencontré les Yali, [comme] on appelle ces jeunes Africains qui partent aux États-Unis. Et [Joe] Biden est entouré d’une équipe qui est prête à affronter ces défis et saisir ces opportunités. Justement, on sait que Joe Biden est entouré d’une cellule qui travaille déjà sur la politique africaine du candidat démocrate, est-ce que Donald Trump est également entouré d’une cellule qui lui a établi un programme pour la politique africaine ? (Rires) Sa cellule Afrique, c’est le département d’État, donc c’est le sous-secrétaire d’État pour l’Afrique au département d’État, ce sont les gens au département de la Défense. Mais le problème, c’est que [Donald] Trump est très dédaigneux de l’expertise. Certes, celui qui est le sous-secrétaire d’État pour les Affaires africaines au département d’État. Tibor Nagy est quelqu’un de très expérimenté, quelqu’un qui connait l’Afrique, un diplomate professionnel, mais s’il n’est pas écouté à la Maison Blanche, on peine à faire marcher la chose. Et en plus, systématiquement, il cherche le désengagement. Donc, il a essayé chaque année de couper des budgets pour la coopération américaine partout et aussi en Afrique, il a cherché à réduire les effectifs de l’Africom [Commandement des États-Unis pour l'Afrique (en anglais United States Africa Command)], donc de soldats sur le continent. Justement, l’idée d’un retrait ou d’une diminution des forces américaines, au Sahel notamment, avait été évoquée, mise en avant. Sait-on si Joe Biden a pris position sur la politique sécuritaire des États-Unis sur le continent africain ? Pas de façon concrète, mais il est clair et certain qu’il va suivre la ligne du président [Barack] Obama. Et ce qui est très intéressant dans ce retrait dont on parle chez Donald Trump, c’est que lui veut bien réduire les effectifs et couper les budgets, mais le Congrès américain, y compris les Républicains qui dominent d’ailleurs le Sénat, ne le suit pas. Donc chaque année, il essaie de couper et cela ne se fait pas. Le département de la Défense a déjà annoncé de possibles retraits des effectifs militaires du continent, mais le Congrès s’y oppose, cela ne se fait pas, il y a des discussions et l'on reste dans l’ambiguïté. Donc, on a un président qui veut se désengager et un Congrès qui ne suit pas.
