Ambassador Dr. Bonnie Jenkins, PhD, ( https://www.state.gov/biographies/bonnie-denise-jenkins/ ) has served as the Under Secretary for Arms Control and International Security since July 22, 2021. As Under Secretary, Ambassador Jenkins leads three bureaus: the Arms Control, Deterrence and Stability Bureau; the International Security and Nonproliferation Bureau; and the Political-Military Affairs Bureau. In addition, as of May 2023, Secretary of State Antony Blinken named Under Secretary Jenkins as the senior official to lead the Department's efforts on AUKUS implementation. U/S Jenkins previously served in the Obama Administration as Special Envoy and Coordinator for Threat Reduction Programs in the Bureau of International Security and Nonproliferation (ISN) from July 2009 until January 2017. Ambassador Jenkins coordinated U.S. efforts on threat reduction globally and U.S. government programs in chemical, biological, nuclear, and radiological (CBRN) security. She was the State Department lead for all four of the Nuclear Security Summits held from 2010 to 2016, as well as the U.S. Representative to the G7 Global Partnership Against the Spread of Weapons and Materials of Mass Destruction. Before serving as Coordinator, she was a Legal Adviser to the U.S. Arms Control and Disarmament Agency where she provided advice to U.S. ambassadors and delegations negotiating arms control and nonproliferation treaties. Ambassador Jenkins also provided legal advice to treaty implementation bodies including the Chemical Weapons Convention, the Comprehensive Nuclear Test Ban Treaty, the Open Skies Treaty, the Conventional Forces in Europe Treaty, and the Biological Weapons Convention (BWC). She has worked with international institutions such as the International Atomic Energy Agency, the World Health Organization, the Organization for the Prohibition of Chemical Weapons, the Office of Security and Cooperation in Europe, the Comprehensive Nuclear-Test-Ban Treaty Organization, Interpol, and the BWC Implementation Support Unit. From 2014 to 2017, Ambassador Jenkins led diplomatic efforts to promote the Global Health Security Agenda, a group of 70 countries, international organizations, non-government organizations, and private sector companies that builds countries' capacity to prevent, detect, and respond to infectious disease threats like Ebola and Zika.  She was the lead staff member conducting research, interviews, and preparing commission reports on counterterrorism policies in the Office of the Secretary of Defense and on U.S. military plans targeting al Qaeda before 9/11. Ambassador Jenkins served as General Counsel to the U.S. Commission to Assess the Organization of the Federal Government to Combat the Proliferation of Weapons of Mass Destruction and worked at Rand Corporation focusing on Middle East weapons of mass destruction issues. From its inception in 2017 until April 2021, Ambassador Jenkins was the Founder, Executive Director, and Board Chair of Women of Color Advancing Peace and Security ( WCAPS - https://www.wcaps.org/ ), a leading advocacy organization supporting women of color in the security and peace-building sector that believes global issues are best approached from a variety of perspectives. Ambassador Jenkins has a Ph.D. in International Relations from the University of Virginia; an LL.M. in International and Comparative Law from the Georgetown University Law Center; an M.P.A. from the State University of New York at Albany; a J.D. from Albany Law School; and a B.A. from Amherst College. She also attended The Hague Academy for International Law. Jenkins is a retired U.S. Naval Reserve Officer and received numerous awards for her military service. Our discussion with COL (R) L. Scott Lingamfelter, author of Desert Redleg and Yanks in Blue Berets.  L. Scott Lingamfelter was born in Richmond, VA. He then attended the Virginia Military Institute, graduating as a Distinguished Military Graduate, and commissioned in the Army as a Field Artilleryman in 1973. As a combat artilleryman with the 1st Infantry Division during Operation Desert Storm, he helped plan and execute the largest field artillery assault on enemy forces since World War II. He was then selected to command the 6th - 37th  FA BN in South Korea. After many assignments worldwide, including Germany, South Korea, and the Middle East, he rose to the rank of Colonel.  Following his service in numerous combat units, the Defense Intelligence Agency, as a Political-Military Officer in the Arms Control and Disarmament Agency, and as a senior advisor on Special Access Programs to the Secretary of the Army, the Chief of Staff of the Army, and the Vice Chief of Staff of the Army, he concluded his military career as Military Assistant to the Director, Operational Test and Evaluation of the Office of the Secretary of Defense.  He retired in 2001 after 28 years of active duty service. Since retirement he gained significant experience in the war-torn Middle East as a US Army Military Observer with the United Nations Truce Supervision Organization, working with both Observer Group Syria and Observer Group Lebanon in the midst of armed turmoil. He has also worked for the private sector focused on strategic planning in support of the senior leadership for the US Missile Defense Agency in Washington, D.C.  Additionally, he has worked in the emergency management, homeland security, and border security arena in support of Federal agencies, states, and localities. Elected to the Virginia House of Delegates from 2002 to 2018 representing Prince William and Fauquier Counties, he was a prominent voice for both fiscal and social conservatism in the General Assembly. Since retiring from the General Assembly, he authored his first book, Desert Redleg: Artillery Warfare in the First Gulf War (University Press of Kentucky, 2020) and a second book Yanks in Blue Berets: American UN Peacekeeping in the Middle East that will be released on 4 July 2023 (University Press of Kentucky). He has started another book on reviving the revolutionary spirit of America's founding fathers in today's culture. Colonel Lingamfelter routinely contributes to the commentary page of The Washington Times on a range of political and national security topics.

Dr. Pry is also the Director of the United States Nuclear Strategy Forum, a Congressional Advisory Board dedicated to developing policies to counter Weapons of Mass Destruction. In 2015, Dr. Pry testified in Denver on Colorado's first attempt to pass EMP/GMD legislation. Dr. Pry also continues to serve on the Congressional EMP Commission, like his fellow commissioners, despite the current lack of Congressional funding. Dr. Pry often appears on TV and radio as an expert on national security issues. The BBC made his book War Scare into a two-hour TV documentary titled Soviet War Scare 1983. His book Electric Armageddon was the basis for another TV documentary by National Geographic titled Electronic Armageddon. He also holds a certification in nuclear weapons design. Dr. Pry has served as contributing editor on several articles for Family Security Matters and has written numerous articles regarding current events and their impact on America. Dr. Pry served on the staffs of the Congressional Commission on the Strategic Posture of the United States (2008-2009); the Commission on the New Strategic Posture of the United States (2006-2008); and the Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack (2001-2008). He served as Professional Staff on the House Armed Services Committee (HASC) of the U.S. Congress, with portfolios in nuclear strategy, WMD, Russia, China, NATO, the Middle East, Intelligence, and Terrorism (1995-2001). While serving on the HASC, Dr. Pry was chief advisor to the Vice Chairman of the House Armed Services Committee and the Vice Chairman of the House Homeland Security Committee, and to the Chairman of the Terrorism Panel. Dr. Pry played a key role in running hearings in Congress that warned terrorists and rogue states could pose an EMP threat; establishing the Congressional EMP Commission; helping the Commission develop plans to protect the United States from EMP; and working closely with senior scientists who first discovered the nuclear EMP phenomenon. Dr. Pry was an Intelligence Officer with the Central Intelligence Agency responsible for analyzing Soviet and Russian nuclear strategy, operational plans, military doctrine, threat perceptions, and developing U.S. paradigms for strategic warning (1985-1995). He also served as a Verification Analyst at the U.S. Arms Control and Disarmament Agency responsible for assessing Soviet compliance with strategic and military arms control treaties (1984-1985).

April 6, 2017, marks the hundred year anniversary of the US declaration of war on Germany. Following more than two and a half years of neutrality, the United States mobilized for war on a scale the nation had never before seen. More than two million Americans were to serve in the US armed forces during World War I. Once American combat power arrived in Europe, it tipped the military balance against Germany, frustrating Germany's Spring Offensive of 1918 and resulting ultimately in the German surrender of November of that year. In commemoration of the centennial of America's entry into World War I, the Institute of World Politics and the Center for Military and Diplomatic History are hosting three of the world's leading historians of the war: Michael S. Neiberg, Edward Lengel, and John H. Maurer. MICHAEL S. NEIBERG is the inaugural Chair of War Studies in the Department of National Security and Strategy at the United States Army War College. His published work specializes on the First and Second World Wars, notably the American and French experiences. His most recent book on the First World War is Dance of the Furies: Europe and the Outbreak of World War I(Harvard University Press, 2011). The Wall Street Journal recently named it one of the five best books ever written about the war. In October, 2012 Basic Books published his The Blood of Free Men, a history of the liberation of Paris in 1944. In May, 2015 Basic published his Potsdam: The End of World War II and the Remaking of Europe. In October, Oxford University Press published his Path to War, a history of American responses to the Great War, 1914-1917. EDWARD LENGEL is Chief Historian of the White House Historical Association, located in historic Decatur House on Lafayette Square in Washington, D.C. Before beginning work there in the fall of 2016, he directed the Washington Papers project for many years. A military historian, he is the author of several books, including General George Washington: A Military Life; To Conquer Hell: The Meuse-Argonne, 1918; First Entrepreneur: How George Washington Built His-and the Nation's-Prosperity; and the Army Historical Foundation award-winning Thunder and Flames: Americans in the Crucible of Combat, 1917-1918. He is also a regular contributor to magazines including Military History and Military History Quarterly, and appears often on television and radio including NPR and the History Channel. JOHN H. MAURER is the Alfred Thayer Mahan Professor of Sea Power and Grand Strategy at the Naval War College in Newport, Rhode Island. He is a graduate of Yale University and holds an M.A.L.D. and Ph.D. in International Relations from the Fletcher School of Law and Diplomacy, Tufts University. He is the author or editor of books examining the outbreak of the First World War, military interventions in the developing world, naval rivalries and arms control between the two world wars, and a study about Winston Churchill's views on British foreign policy and grand strategy. He also serves as a senior research fellow at the Foreign Policy Research Institute, on the Editorial Board of Orbis: A Journal of World Affairs, and Associate Editor of Diplomacy and Statecraft. In recognition for his service and contribution to professional military education, he has received both the U.S. Navy's Meritorious Civilian Service Award and Superior Civilian Service Award. JOHN J. TIERNEY, JR. is the Walter Kohler Professor of International Relations at the Institute of World Politics. He was the Special Assistant and Foreign Affairs Officer, U.S. Arms Control and Disarmament Agency from 1981-1993. This book lecture for "Conceived in Liberty: The American Worldview in Theory and Practice" was given by author Dr. John J. Tierney, Jr., Walter Kohler Professor of International Relations at The Institute of World Politics, on September 23, 2016. About the book: Conceived in Liberty is a cultural, sociological and geopolitical review of the uniquely American notion that the country and its people are "exceptional." While all nations have their own patriotic commitments, no other people have outwardly declared their power as vigorously as have Americans, especially since World War II. John J. Tierney, Jr. advances the idea that liberty is the singular source of the power of the American worldview and all other elements of this society -- equality, patience, charity, justice, etc. -- are derived from liberty. He argues that this worldview comes from this one source and is responsible for the many movements that may engage the public's interest, such as women's rights, civil rights, and voting rights. Such movements are all positive, but they could not exist in a society devoid of liberty. Conceived in Liberty also traces other main components of the American worldview: geographic expanse, immigration, energy of the populace, diversity, public policies, and the elements that contribute to exceptionalism. Tierney is not blind to some of the deficiencies of the United States, but he posits that the liberty it manifests is truly the political globe's last, best hope. About the author: John J.
