Rishi Sunak offered his MPs a free vote on his flagship Tobacco and Vapes Bill and dozens concluded they could not support it. As well as exploring the politics of the Bill, Ruth and Mark discuss the concept of a free vote and how they have been deployed in previous parliamentary sessions. They denounced them at the time, but should Labour Ministers now use the sweeping powers Conservative Ministers have given themselves in this Parliament – for example, in the Retained EU Law (Revocation and Reform) Act 2023 - to push through a Labour Government's agenda in the next? Former adviser to the last Labour Government, John McTernan, has suggestedAnd we talk to former Foreign Secretary, Lord David Owen who during House of Lords questions this week asked his successor, Lord Cameron, about the prospects for closer co-operation with the French Government over nuclear weapons strategy. It turns out there was a diplomatic initiative behind the question, involving a former French Foreign Secretary. We ask Lord Owen how he thinks Lord Cameron is doing in his old job, and whether he thinks it's possible to do the job from the House of Lords not the Commons.

As Vladimir Putin's brutal invasion of Ukraine plunges Russia's relations with the West into crisis, Jack Blanchard talks to the historian and former U.K. Foreign Secretary David Owen about the turbulent history of the Anglo-Russian relationship.Lord Owen charts the many ups and downs of the 19th and 20th centuries, a period through which Britain and Russia fought side by side in three major wars while also coming close to outright conflict on multiple occasions. He recalls his first visit to Moscow as foreign secretary at the height of the Cold War, and his subsequent run-ins with Presidents Boris Yeltsin and Vladimir Putin while working as an EU diplomat and as a businessman. And he offers a damning verdict on Putin's latest act of aggression, with a chilling warning too of what it might mean for the months ahead. Over the past 10 years or so, Russia's relations with the West have been reaching new lows. In bilateral terms, no other relationship has been more indicative of that trajectory than the one with Great Britain. The story of Russian-British ties, partnership, and animosity is thus important to explore. Joining the Kennan Institute's Maxim Trudolubov to discuss this is David Owen, a veteran British politician, who was active in Britain's Russia politics both in Soviet and post-Soviet Russian times. Lord Owen has just published the book Riddle, Mystery, and Enigma, taking a long view of the West's struggles to understand Russia.
