Finn Jr. is the Volker Senior Fellow (adjunct) at the Hoover Institution and President Emeritus of the Thomas B. Fordham Institute. At Hoover, he chairs the Working Group on Civics and American Citizenship within the Center for Revitalizing American Institutions. He previously led Hoover's Task Force on K-12 Education and now participates in the Hoover Education Success Initiative, as much of his career has focused on reforming primary and secondary schooling in the US. That included serving as a member of the Maryland State Board of Education and Maryland's Commission on Innovation and Excellence in Education, as well as Assistant US Secretary of Education and chair of the National Assessment Governing Board. Thomas Schnaubelt is the Executive Director of the Center for Revitalizing American Institutions at the Hoover Institution. Prior to his role at the Hoover Institution, Schnaubelt served as a Lecturer and Senior Advisor on Civic Education at the Deliberative Democracy Lab, within the Center for Democracy, Development, and the Rule of Law at the Freeman Spogli Institute for International Studies. Schnaubelt came to Stanford in 2009 and has served as the Associate Vice Provost for Education, the Executive Director of the Haas Center for Public Service, and a Resident Fellow in Branner Hall, where he and his wife oversaw the development and implementation of a living-learning community focused on public service and civic engagement. In 2015, Schnaubelt coordinated the launch of Cardinal Service, a university wide effort to elevate and expand public service as a distinctive feature of the Stanford experience, and he has launched and led several national initiatives focused on democratic engagement and social change education. Schnaubelt received a Ph.D. in Educational Leadership from the University of Mississippi, a Master of Arts in Education from the University of Michigan, and Bachelor of Science in Physics from the University of Wisconsin-Stevens Point. Bill Whalen, the Virginia Hobbs Carpenter Distinguished Policy Fellow in Journalism and a Hoover Institution research fellow since 1999, writes and comments on campaigns, elections, and governance with an emphasis on California and America's political landscapes. Whalen writes on politics and current events for various national publications, as well as Hoover's California On Your Mind web channel. "Fiat Lux". From the living breath of Genesis to the Kikuyu's sacred seed, from the Greek cosmic egg to the Sulawesi tale of the earth-shaking boar scratching its itch — across countless traditions, humankind has always sought to explain the origins of the cosmos. Perhaps fewer people are aware that humanity has also tried to explain the origins of technological life, with ‘technology' here meaning the discovery of activities that enabled progress: agriculture, the construction of more complex structures, brewing, and the domestication of animals. The myths, or stories, that describe how humankind, often with the help of divine or supernatural beings, came to acquire such knowledge are known as "civilisation myths".Western scholars (ethnographers, anthropologists, linguists, and archaeologists alike) were often fascinated by the collection of such stories from remote or so-called ‘exotic' places. These narratives were variously published in richly illustrated children's books or in dense and rather austere academic volumes. Among those who ventured into this field was Nicholas J. Allen, who explored both physical and conceptual terrains that were ‘new' only to Western audiences - for those who lived there, they were part of everyday life and cultural heritage.During his fieldwork in the Solukhumbu District (Nepali: सोलुखुम्बु जिल्ला [solukʰumbu]; Sherpa: ཤར་ཁུམ་བུ་རྫོང་།; Wylie: shar khum bu dzong), Allen studied the Rai, a division of the Kiranti peoples inhabiting the middle hills of eastern Nepal, and in particular the Thulung, one of more than a dozen Rai subtribes, each with its own distinct language. His attention was drawn to the peculiarities of the Thulung, which set them apart from other Rai groups. Through comparative linguistic andmythological analysis, Allen hypothesised that, although the Thulung had been influenced by Hindu immigrants, they showed virtually no trace of Tibetan or Buddhist influence and were hence the result of very ancient cultural heritage pre- dating Buddhism in Nepal. Yet, this observation was only the starting point of our own exploration, not its goal.In our work, we turned to the Jaw-Khliw cycle, a civilisation myth that culminates in a wedding. We sought to express this story through sound, following Khakcilik on his journey as he learns to build a house, prepare a swidden, and brew beer thanks to a woman called Wayelungma. His path is accompanied by the sounds of animals known to inhabit elevations between 1,400 and 2,000 m near Mukli, where the original soundscape was recorded in 1970. These include the dark-sided flycatcher, ultramarine flycatcher, Nepal fulvetta, and wild boar (the latter also mentioned in another of Allen's myths).The soundscape does not mirror the narrative point by point; instead, it employs evocative sounds to express key moments in the story, such as the Nepali gong introducing the three siblings, or the shimmering textures that evoke the magic of Wayelungma. We did not introduce one sad moment, as our intention was not to recount loss, but to dwell on the wonder of knowledge and of learning, with the aim of nourishing soul and intellect. The journey of Khakcilik and Wayelungma culminates in a marriage, for which Nicholas's 1970 recording was used. The names and lives of those who married and celebrated their love and were recorded by Nicholas may now be lost to history, but, in a romantic (and perhaps slightly naïve) gesture, we wished to honour love as one of the possible driving forces of civilisation itself — a celebration of the journey of Khakcilik and Wayelungma. Jaw and Khliw, the greater and lesser hornbill, try to kill their younger brother Khakcilik. Destroying an effigy of him, they fly off. After a quarrel the younger is eaten by an owl, then resuscitated. Meanwhile, Khakcilik, who lives by fishing, repeatedly catches a stone which he eventually deposits in his house. The stone, really a woman called Wayelungma or Nagimo, sweeps and cooks for him while he is out until one day, following advice, he hides behind a winnowing fan and captures her as his wife. Wayelungma instructs him how to build a house but in the process their first child is crushed under the central pillar. Also under her instruction and with her help he prepares a swidden, brews beer from its grain and invites, and when this fails, entices, his sisters to return home for the wedding. From Bollywood to Hollywood, Rai and Chin dissect the complexity of media movements as both parts of cultural imperialism and the widening of fandoms. Stéréotypes, erreurs en série, incompétence : la couverture de la cérémonie d'ouverture des JO d'hiver par la chaîne Rai Sport a provoqué une onde de choc en Italie. Au-delà du flop télévisuel, l'affaire Paolo Petrecca relance le débat récurrent sur l'indépendance et la gouvernance du service public italien. Dès les premières secondes du direct, devant 9,3 millions de téléspectateurs italiens, le malaise est palpable. À peine a-t-il eu le temps de prononcer un « buona sera » que Paolo Petrecca se trompe de stade, qualifiant le mythique stade de San Siro à Milan de « stade olympique », alors que celui-ci se trouve en réalité à Rome.   La gaffe aurait été vite oubliée si, quelques minutes plus tard, il n'avait pas confondu des stars de la chanson, puis multiplié les erreurs : il ne reconnaît pas la présidente du CIO, Kirsty Coventry, et peine à identifier les champions et championnes du volley italien lors du passage de la flamme. Pendant près de trois heures de cérémonie, il enchaîne les ratés : commentaires approximatifs, propos creux… Paolo Petrecca reste malgré tout sûr de lui, se permettant de couper la parole à ses collègues et même de parler pendant certaines prestations musicales. La retransmission vire au naufrage lors de la parade des délégations internationales, où les stéréotypes s'accumulent. « C'est le triomphe des lieux communs », résume Simone Salvador, animateur de la chaîne en ligne SPORTinMEDIA : « “Les Brésiliens ont la musique dans la peau”, les “Arabes et leurs vêtements traditionnels”, les “Africains et leurs rites vaudous”, les “Espagnols au sang chaud”… c'est tellement grossier qu'il y a eu un déluge de critiques unanimes sur les réseaux sociaux. Au final, la polémique a éclipsé la beauté de la cérémonie. » Paolo Petrecca est même soupçonné d'avoir volontairement censuré la performance du rappeur italo-tunisien Ghali, connu pour son soutien à la cause palestinienne. Le directeur de la Rai n'a même pas prononcé son nom et la régie n'a fait aucun plan serré pendant les trois minutes qu'a duré sa prestation.   Un fiasco annoncé En interne, le désastre n'a rien d'une surprise. Le commentateur initialement prévu est sanctionné 72 heures avant le direct, pour avoir révélé des informations sous embargo concernant le déplacement à la cérémonie du président italien Sergio Mattarella. En tant que directeur, Paolo Petrecca aurait pu confier l'antenne à un journaliste sportif expérimenté. Il choisit au contraire de s'auto-désigner, alors qu'il n'a plus commenté de grands événements à l'antenne depuis plus de vingt ans. La rédaction tente de le dissuader, rappelant la difficulté de l'exercice. En vain. Petrecca a pêché par orgueil.  Dès le lendemain, les journalistes de Rai Sport cessent de signer leurs productions olympiques et annoncent trois jours de grève à l'issue des Jeux, si aucune mesure n'est prise contre leur directeur. Paolo Petrecca est réputé proche du parti néo-fasciste Fratelli d'Italia de la Première ministre Giorgia Meloni. Sous le gouvernement Draghi, elle avait réussi en 2021 à le placer à la tête de RaiNews, la chaîne d'information en continu. Depuis, elle l'a maintenu en poste, malgré deux motions de défiance votées par la rédaction. En cause, une série de choix très contestés. Le soir de l'élection présidentielle française, par exemple, Paolo Petrecca impose d'ouvrir le journal sur un obscur festival des villes identitaires, qui se déroule à quelques kilomètres de Rome. Quelle n'est pas la surprise des journalistes quand ils le voient, au premier rang du public, assister à la prestation de sa future épouse, chanteuse. En 2023, il tente aussi d'étouffer une affaire liée à l'entourage de Georgia Meloni, une histoire de TGV arrêté dans une gare, au bon vouloir du ministre de l'Agriculture, ex-fiancé de la sœur Meloni. Levée de bouclier de la rédaction. En guise de réponse, Paolo Petrecca décide de diffuser quarante-cinq minutes d'un meeting de Fratelli d'Italia en direct. « Comme souvent en Italie, au lieu d'être viré, il a été promu à la tête de Rai Sport… On frôle la télévision russe », siffle Gianguido Spinelli, scénariste romain, qui connaît bien le milieu audiovisuel italien. Dans l'après-guerre, la télévision d'État était sous la houlette de la coalition au pouvoir : Rai 1 pour le puissant parti des démocrates-chrétiens, Rai 2 pour les socialistes, même les communistes domineront Rai 3 en leur temps. Mais depuis son passage sous tutelle parlementaire dans les années 1970, la Rai est devenue un champ de bataille, avec une pratique tacite mais instituée : la lottizzazione, le partage des postes clés entre partis. Des marchandages qui incluent, aussi, les partis d'opposition.  « Depuis 25-30 ans, aucun gouvernement, ni de centre-gauche, ni de centre-droit, n'a réellement affronté la question de l'autonomie de la RAI face aux partis, annonce d'emblée Massimo Scaglioni, directeur du centre de recherche sur la télévision à l'Université catholique de Milan. Au-delà de la politisation des postes de direction, le vrai problème, ce sont les personnes choisies. Pendant longtemps, malgré une coloration politique, il y avait de vrais professionnels, de grands intellectuels même, qui dirigeaient la Rai… Désormais, on constate que les hauts responsables ne sont pas toujours des gens du métier ou des dirigeants compétents. »   Outre fragiliser l'audiovisuel public et jeter le discrédit sur les journalistes sérieux de ce mastodonte médiatique, qui compte une vingtaine de chaînes de télévision et de radio et plus de 10 000 salariés, le cas Petrecca rappelle une réalité persistante : dans la gouvernance du service public italien, la loyauté prime sur le professionnalisme. Tomēr tādu radošu veiksmi mierīgi var atkārtot, un šoreiz šim darbam turklāt bija atrasts konģeniāls turpinājums. "Foo Fighters" 1995. gada 6. janvārī vēl pirmo koncertu nebija nospēlējuši. Divas ar "Mazo nakts mūziku" saistītas raksturīgas detaļas aprakstījis Orins Hovards [3] Losandželosas filharmoniķu mājaslapā anotējot kādu citu – ne "Foo Fighters" – koncertu [4]. [5] Maestro Veismanis noteikti zina nesalīdzināmi vairāk ar šo skaņdarbu saistītu detaļu. Tomēr galvenais – viņš ir īsts interprets ar daudzkārt apliecinātu vēlmi skrupulozi iedziļināties senpagājušu laikmetu autoru darbos. Andrim Veismanim šie darbi interesē. Tajos viņš jūtas kā mājās. Domāju, ka diriģentu sajūsmina iespēja tur atrasto no sirds triekt esošajam laikmetam sirdī kā Amoram bultu. Vēlu meistaram turpināt triekt bultas laikmetam sirdī vēl un vēl! Bet tovakar Valmierā pēc Mocarta "Mazās naktsmūzikas" Andris Veismanis ar pārējiem mūziķiem sasniedza vēl otru virsotni. Sekoja triumfāla interpretācija slavenākajai no Antonio Vivaldi trim "Gloria" – Re mažorā, RV 589. Uzreiz jāmin Cēsu Pils kora devums šī venēciešu dižgara šedevra iedzīvināšanā. Pateicoties lieliski sagatavotajam korim, Veismaņa žests absolūtā pazemībā Dieva vārda priekšā varēja izteikt vārdos neizsakāmo. No sirds. Taisnība ir Emanuēla Svēdenborga [6] atziņā, ka tā Kunga žēlsirdība ir universāla un Viņš nevienu ellē negrūž – dvēsele pati vai nu turp tiecas, vai pie tā Kunga uz debesīm. "Kad cilvēkā – garā – labais ir saistīts ar patieso, tad viņš nāk debesī, tāpēc ka šis saistījums, kā teikts, ir debess viņā; bet kad cilvēkā – garā – ļaunais ir saistīts ar nepatieso, tad viņš nāk ellē, tāpēc ka šis saistījums ir elle viņā." In 2026, everything is different. AI is scaling both research and publishing productivity. Impact factors no longer matter. Big name journal publishers launch offspring journals with little credentials other than the brand. How should we make sense of all this to figure out which journals are really important to our field? It is time for a new, rigorous ranking of IS journals. Professore emerito di Paleografia musicale nel Corso di Musicologia presso il Conservatorio di Milano. Già direttore della rivista di musica vocale La Cartellina e de L'Offerta Musicale, ha al suo attivo numerose revisioni di musiche antiche, saggi musicologici, traduzioni, registrazioni discografiche di opere inedite. È direttore artistico dei Concorsi di canto corale di Riva del Garda, Grado, Torre del Lago, Assisi e Quartiano. È regolarmente invitato nella giuria dei più importanti concorsi nazionali e internazionali di canto e di composizione corale; a tenere relazioni in convegni musicologici e stage di perfezionamento in direzione di coro presso associazioni corali italiane e straniere. Membro attivo e rappresentante ufficiale per l'Italia del Choir Olympic Council, sotto l'egida dell'UNESCO. È fra i fondatori dell'Accademia di Musica Antica di Milano e membro del Réseau Européen de Musique Ancienne. Già direttore del Coro del Teatro Comunale di Bologna e del Coro da Camera della Rai di Roma è attualmente direttore artistico e musicale del Collegium vocale et instrumentale Nova Ars Cantandi, alla guida del quale svolge una intensa attività concertistica e discografica. Why does Indias police force, created under British rule, still echo the priorities of a bygone empire? And what is it about this institution, tasked with maintaining the law and order, that has led to a normalization of daily violence? These are the key questions that inform the analyses in this volume by lawyers, academics and activists. Divided into four broad sections, it begins by looking at the origins of the modern police force in the 1860s and demonstrates their role in maintaining socio-cultural, economic and political hierarchies even in post-Independence India. The second section explores how the law and legal infrastructure, as well as the bureaucracy in India, work to effectively facilitate police violence and to further marginalize and criminalize certain groups, like lower castes and Muslims. The penultimate section complicates this picture, examining how police violence is shaped by historical ambivalence towards democracy, the personal and systemic dynamics between police personnel and the accused, and the fraught identity of police in conflict zones like Kashmir, where authority is both granted and withheld by the state. The final section contains interviews of and reflections by prominent critics of police violence, including former Haryana DGP V.N. Rai and Abdul Wahid Shaikh, falsely accused of involvement in the 2006 Mumbai blasts. Questioning its foundational purpose and envisioning pathways to accountability and reform, Policing and Violence in India ignites a long-overdue conversation about the nature of policing in India. Deana Heath is Professor of Indian and Colonial History at the University of Liverpool. She has written widely on issues relating to policing and violence in colonial India, particularly on torture and sexual violence. Her latest book, Colonial Terror: Torture and State Violence in Colonial India, was published by Oxford University Press in 2021. Jinee Lokaneeta is Professor in Political Science and International Relations at Drew University, New Jersey.
