Sam hosts author and historian Rick Perlstein to discuss his latest book, Reaganland: America's Right Turn 1976-1980, the dramatic conclusion of how conservatism took control of American political power. Sam and Rick begin their conversation discussing the role of Pat Caddell and how the Democratic party moved right starting during the Carter administration. Perlstein lays out the role power of the new evangelist political movement that at first helped Jimmy Carter but because the Democratic president did not embrace a fundamentalist policy program, turned to the open embrace of Reagan and the conservative movement. Shifting gears, Perlstein explains how California proposition 13, which decreased property taxes by assessing values at their 1976 value and restricted annual increases of assessed value to an inflation factor, helped destroy state tax bases and funding to public school systems, but helped usher in tax-cutting and "small government" as the primary policy set of Reagan conservatives.
