Mayor Patterson has lived in Athens since 1998, working as an Associate Professor of Health Psychology at Ohio University until March 2016. He served in the United States Air Force and the Air National Guard for over 20 years in both the Enlisted (9 years) and Commissioned (14 years) ranks and retired as a Major with the District of Columbia Air National Guard 113th Fighter Wing. In addition to his role at NLC, Mayor Patterson serves on the Board of Trustees for the Ohio Municipal League, the International Town-Gown Association (Immediate Past President), the Athens County Economic Development Council, the Buckeye Hills Regional Council, the Athens County Foundation, the Sustainable Ohio Public Energy Council (SOPEC), and the Outdoor Recreation Council of Appalachia (Chair). He also serves as President of the Mayors Partnership for Progress and is involved in the Ohio Advisory Committee for the U.S. Global Leadership Coalition, Athens County Transportation Improvement District, the Athens County Regional Planning Commission, the Athens City Planning Commission (Chair) and the Ohio Mayors Alliance. Prior to becoming mayor, Mayor Patterson served as an at-large councilmember for the City of Athens for two terms. Her way with words led her to success as a freelance writer and, eventually, as a corporate executive. Wherever she went, her work was driven by her love for meaningful connection. In 2000, after a memorable encounter with an 80-year-old woman, Jenney was inspired to help elevate the advice, stories, and hearts of the wise women around her. Over the course of eighteen years, she interviewed, came to love, and wrote about six women—collecting precious voices that became the chorus of her first book, Before I Leave. While visiting Selma, Alabama, the hometown of one of her subjects, Jenney met former mayor George Evans . . . who had a story to tell of his own. Their fast friendship charted a path toward Jenney's second book, Selma's Mayor. A mix of memoir and nonfiction writing, Jenney seamlessly weaves Evans' historic leadership with its modern-day impacts. He attended both public and high school in the Napanee area, subsequently graduating from Napanee District Secondary School in 1982. Terry was, and still is, very active in local community sports, playing for All Ontario Championship softball and hockey teams. He served as the captain of a number of these teams, including the Napanee Junior "C" hockey team. His competitive hockey concluded after playing for the Loyalist College Varsity hockey team. In 1984, Terry continued with his post-secondary education, attending Loyalist College in Belleville, Ontario, successfully obtaining a Diploma from Loyalist College in the Law and Security Program. In 1986, Terry embarked on a successful career in the Policing field, having served with both the Peel Regional Police and the Ontario Provincial Police, later retiring in 2016. Terry served in several capacities in the Policing field, from uniform patrol and administrative court duties to many specialized functions, ranging from drug undercover work, large-scale joint forces criminal investigations, and property and rural agricultural crime investigations. In 2018, Terry participated in the 2018 Municipal election, running for Councillor of Ward 2, Greater Napanee. He was successful in obtaining the Ward 2 Council seat, subsequently sitting on several Committees of Council during that time. These included the Cataraqui Conservation Authority, Committee of Adjustment, Physician Recruitment Committee, Municipal Heritage Committee, Property Standards Committee, and Council alternate for the County of Lennox and Addington. He is a Professorial Lecturer in the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University, Senior Adviser for the Institute for Integrated Transitions (IFIT), and consultant to multilateral organizations such as the World Bank, U.S. State Department, U.S. Agency for International Development, and OECD as well as bilateral donors, developing country governments, think tanks, and NGOs. He is the author of the U.S. State Department's Political Transitions Analysis Framework (2020) and co-author of the United Nations – World Bank flagship report Pathways for Peace: Inclusive Approaches to Preventing Violent Conflict and USAID's Fragility Assessment Framework (2018). He was the lead author, coordinator, and managing editor of both an eight country comparative study for the United States Institute of Peace on social contract formation in fragile states and a 100-page flagship publication for IFIT articulating a new approach to regime transitions in post-conflict and post-authoritarian countries. Dr. Kaplan is the author of two books on fragile states—Fixing Fragile States: A New Paradigm for Development (Praeger Security International, 2008); and Betrayed: Promoting Inclusive Development in Fragile States (Palgrave Macmillan, 2013)—and one book on human rights and culture, Human Rights in Thick and Thin Societies: Universality Without Uniformity (Cambridge University Press, 2018). He is working on a book on reversing social breakdown. Dr. Kaplan has published widely on development issues in publications such as The Washington Quarterly, The American Interest, Orbis, Policy Review, National Affairs, Journal of Democracy, The Wall Street Journal, and The New York Times. He has spoken on development issues in major forums around the world, including the Global Economic Symposium (GES) in Kiel, the World Bank in Washington, the Chinese Academy of Social Sciences in Beijing, the Overseas Development Institute in London, and the Aga Khan Foundation in Ottawa. He serves on the Board of Directors of three non-governmental organizations in the United States and abroad. Dr. Kaplan has 20 years of on-the-ground experience managing projects in developing countries, and he has worked for several large multinationals, including Procter & Gamble, Compaq Computers, and Komatsu. During his seven years in Shanghai, Dr. Kaplan founded four companies. He declined a football scholarship to the Colorado School of Mines & Technology in favor of an Air Force ROTC scholarship which took him to Carnegie Mellon University. Jim studied Electrical Engineering there, graduating in 1994. In his 24-year career that followed, almost all of Jim's Continuing Education classes covered soft skills like leadership, team-building, mentoring, and communication skills.After Jim left his tech career he underwent an intensive education program around human behavior, relationships, and mental health. Today Jim is back in school, pursuing a master's of Social Work at the University of Kentucky, to become a licensed therapist.Professional LifeJim started in the automotive electronics and wiring sector but took the opportunity to reset back into the microchip side of the tech industry after a contract was terminated in Detroit. In San Jose California, he began what would be a 21-year career with Cadence Design Systems, in the Hardware/Software verification space. At cadence, Jim was consistently promoted and was running an international team with groups in San Jose, Boston, and New Delhi, when he decided to change his life.Life TransitionsJim reports feeling like much of his life has been in transition, but specifically mentioned a few of the more challenging or impactful transitions. When he found himself without a home as he began his Senior year of high school, was one of them. The generosity of a kind family is why he did not end up homeless. It turned out well for him, but that period of uncertainty was particularly difficult. Another big transition is when he left his "adopted" living situation unexpectedly and had to find a place to live while working a full-time job and taking three classes, all preceding his final semester at CMU. Jim weathered a lot of chaos in his personal and professional career in the 2000 - 2019 time period, ultimately leading to burnout and initiating major changes in his life. In early 2019 he made the self-described "terrifying decision" to divorce his wife of 19 years, leave his career, and leave California. This was the life transition he describes as requiring the most courage because it was intentional and self-driven. Several smaller transitions since then lead to the present, as Jim embarks on a very different education and career path - another transition.
