Esta sexta-feira marca o segundo e último dia da cimeira dos chefes da diplomacia do G20 em Joanesburgo, no âmbito daquela que é a primeira presidência do bloco a ser assegurada pela África do Sul. Neste encontro, não compareceu o secretário de Estado americano Marco Rubio cujo país pretende sublinhar a sua rejeição da lei sul-africana autorizando a expropriação de terras de Afrikaners, os Estados Unidos querendo também de certa forma "sancionar" Pretória pelo seu apoio à causa palestiniana face a Israel, grande aliado de Washington.Nesta cimeira cuja agenda oficial também previa discussões em torno do clima e de uma maior integração no bloco do G20, também se abordou a situação da Ucrânia. Ao anunciar ter convidado o seu homólogo ucraniano para efectuar muito em breve uma visita à África do Sul, o Presidente Cyril Ramaphosa, defendeu nesta cimeira um processo de paz "que inclua todas as partes", inflectindo ligeiramente a sua política em relação à Rússia, seu tradicional parceiro. Por sua vez, a China, também presente na cimeira, disse que as discussões directas mantidas recentemente entre Moscovo e Washington sobre a Ucrânia, mas na ausência das suas autoridades, representam "uma janela para a paz".Assuntos sobre os quais reflectimos com o economista guineense Carlos Lopes, antigo secretário executivo da Comissão Económica para África e professor na Universidade do Cabo, que começa por evocar a mensagem enviada pelos Estados Unidos ao não comparecer em alto nível na cimeira de Joanesburgo.RFI: Qual era a mensagem dos Estados Unidos ao não participar nesta cimeira do G20?Carlos Lopes: Eu acho que a mensagem é de facto, mais do que a África do Sul, eu acho que os Estados Unidos estão a demonstrar uma grande hesitação em relação ao multilateralismo em geral e, portanto o G20, faz parte de uma dinâmica de contestação de tudo o que seja negociação multilateral. E os Estados Unidos estão, de facto, a demonstrar que o G20 não vai ter a importância que tinha. Há uma erosão da força do G20 que vem até do facto de ter sido vítima um pouco do seu sucesso. Era uma estrutura mais ou menos adormecida em 2008, 2009. Houve a crise financeira internacional que obrigou a que se saísse do quadro do G8 na altura, para se poder responder às dificuldades da economia mundial. Isso acabou por dar grande força ao G20. Mas, depois disso, vítima justamente desse sucesso, multiplicaram-se os apelos para que o G20 interviesse em tudo quanto é coisa. Neste momento, é um conglomerado de reuniões, cerca de 300 por ano, que cada presidência tem que organizar, quase uma por dia. E, portanto, acaba por ser uma perda de foco. E essa perda de foco levou também a uma perda de importância. E agora, com estas decisões por parte da administração Trump, está-se a ver que talvez esteja a chegar ao fim de um ciclo. RFI: Independentemente da posição americana, o que está a dizer, no fundo, é que o G20, com essas reuniões todas, acaba por ter menos impacto nas decisões mundiais. Carlos Lopes: Exacto. E vê-se que, por não ter sido capaz de resolver os grandes problemas da macroeconomia mundial, por exemplo, não houve concertação em relação à resposta pós-pandemia. Os problemas de inflação foram perturbados por falta de capacidade de coordenação macroeconómica mundial. A regulação sobre questões fiscais está neste momento muito tensa. Há um desmantelamento do regime comercial que foi construído à volta da OMC. E, portanto, o G20, em cada uma destas áreas, que são áreas da economia para o qual o seu foco devia ser o mais importante, não está a ter a intervenção que tinha antes e, portanto, acaba por falar de tudo quanto é coisa, mas não daquilo que era, digamos, o seu objectivo principal. RFI: No fundo, o G20, como várias outras entidades formais ou informais a nível internacional, não estará também a ser uma "vítima colateral" da agenda de Trump? Estou a referir-me, por exemplo, ao caso das Nações Unidas, que é o mais flagrante. Carlos Lopes: Sem dúvida. Eu acho que nós estamos a caminhar para um desmantelamento da ordem liberal que vigorou durante bastante tempo e que serviu de base à construção do que é a arquitectura do sistema multilateral e, portanto, a administração Trump neste momento, está a dar demonstrações muito claras de que não quer continuar com essa ordem e, portanto, não sabemos muito bem o que vai emergir. Mas o que é facto é de que, digamos, a pauperização do sistema em termos financeiros vai ser ainda maior e, portanto, a influência destas diferentes agências do sistema internacional e, sobretudo, o papel do Banco Mundial e do FMI vão estar no centro das atenções da administração Trump. Não me admirava nada que nós chegássemos a uma situação de paralisia sobre uma série de programas e uma série de iniciativas que faziam parte do programa ou das intenções de reforma das instituições de Bretton Woods. RFI: O que estamos a observar, por exemplo, é a paralisação da ajuda directa dos Estados Unidos. Estou a pensar nomeadamente na USAID, mas também na ajuda indirecta dada através das instituições da ONU. Isto, no fundo, não será uma espécie de arma de arremesso para fazer com que os parceiros dos Estados Unidos acabem por ceder perante as suas exigências? Carlos Lopes: Eu acho que não funciona. Acho que, antes pelo contrário, a ajuda internacional, ela é sobretudo importante para África, porque nas outras regiões perdeu força. E na África ela foi também descendo em termos de importância, porque nós passamos para um patamar em que representava quase 3 a 4% do PIB africano para, neste momento, cerca de 1%. Portanto, isto são indicações de que a ajuda não tem o peso que tinha antes. Mas mais importante do que isso, temos uma série de novos actores que são agora responsáveis pela principal plataforma de investimentos do continente. Por exemplo, a China é o principal investidor em termos de volume, mas ultimamente foi ultrapassado até por países do Golfo. Nós temos ainda os países europeus que têm a maioria do stock de investimentos, mas não os novos investimentos. Enfim, todas as indicações são de que a ajuda ao desenvolvimento tem perdido também força. O que os Estados Unidos decidiram com praticamente a abolição do seu programa de ajuda ao desenvolvimento tem implicações muito grandes no sistema multilateral, porque a ajuda bilateral vai afectar sobretudo a área da saúde, que era onde estava a grande concentração da ajuda. Portanto, a saída da OMS é uma indicação de que não se vai mais aceitar o que era, digamos, o consenso mundial sobre as questões de saúde. E nós sabemos quais são as posições do secretário de Saúde que acaba de ser nomeado, Robert Kennedy, que é muito céptico sobre a regulação em matéria de saúde, incluindo vacinas. E nós depois temos, digamos, o impacto da saída dos Estados Unidos em termos financeiros das várias agências da ONU. Mas, como eu dizia antes, também a possibilidade de não contribuir para o reforço que foi aprovado há pouco tempo da "arma constitucional" do Banco Mundial. E se isso vier a acontecer -e eu acho que vai acontecer- ou seja, não fazer a contribuição que estava prevista, nós temos um "efeito ricochete", que é do custo de capital para os países africanos ser muito mais elevado por causa do aumento do risco. E, portanto, as consequências acabam por ser importantes, mais do ponto de vista colateral do que do ponto de vista da ajuda directa que era fornecida até agora. RFI: Entretanto, no âmbito desta cimeira, também se falou muito da Ucrânia. Apesar da sua proximidade com Moscovo, a África do Sul defendeu uma solução negociada que "inclua a Ucrânia". A China, por sua vez, considerou que se abriu "uma janela" para negociações, referindo-se ao diálogo directo entre os Estados Unidos e a Rússia. Como é que se podem interpretar estes dois sinais? Carlos Lopes: São sinais de que os países dos BRICS não têm um entendimento comum sobre a geopolítica internacional. Têm interesses comuns, mas também têm diferenças. E, portanto, quando acontecem estas oportunidades de poder mostrar essas diferenças, é importante para assinalar uma certa independência. E penso que foi isso que fez a África do Sul e é isso que faz a China, para não parecer que está todo o mundo no seio dos BRICS, num alinhamento perfeito, o que não é o caso. RFI: Como é que fica a agenda da África do Sul nesta cimeira? Também havia na ementa a questão climática e também uma maior integração no grupo do G20. Carlos Lopes: É evidente que a África do Sul estava a contar com esta presidência, primeiro para pôr a voz da África muito mais vibrante, porque é a primeira ocasião de participação completa integral da União Africana, que foi admitida o ano passado do ponto de vista formal. Segundo, porque queria que as questões que são particularmente prementes para o continente estivessem, digamos, no topo das preocupações mundiais. E daí, portanto, o slogan de ser uma cimeira que deve se concentrar sobre a solidariedade, a igualdade e a sustentabilidade. Era o slogan que a África do Sul escolheu. E atrás desse slogan, as prioridades são de tentar conseguir uma resiliência do ponto de vista da resposta aos desastres climáticos, de conseguir que os minerais críticos sejam objecto de uma "approach" que põe os países africanos no centro também da transformação da cadeia de valor. Ou seja, não mais fazer a exportação de matérias-primas sem transformação local e, portanto, as outras questões que têm a ver também com, digamos, a taxação. As questões da igualdade têm a ver um pouco com a taxação, que foi um tema introduzido pela presidência brasileira quando se deu esta. E eu acho que vai haver linguagem no comunicado final, que vai seguramente nesta direcção, ou seja, dar importância às questões do clima, dar importância às questões da estruturação de uma resposta ao problema da desigualdade e de aumentar a solidariedade que é, digamos, uma linguagem codificada para dar mais atenção a África. Mas eu penso que não vai haver consensos. Normalmente os comunicados são adoptados por consenso. Não sabemos muito bem qual vai ser a reacção dos Estados Unidos porque eles têm dificuldades com este tipo de linguagem e, portanto, é muito provável que haja uma aprovação com uma qualificação de voto, como se faz muitas vezes, onde o aquilo que não está de acordo deixa passar, mas depois faz uma qualificação, fica registado de que não está de acordo. RFI: Mais atenção a África também significa mais atenção aos conflitos que estão neste momento a decorrer em África. Estou a pensar no Sudão, estou a pensar também na RDC, sobre os quais o mundo permanece mudo. Carlos Lopes: Pois, porque nós temos agora uma diminuição muito grande dos meios de intervenção e temos, digamos, uma espécie de abertura para que a lei do mais forte impere. Porque é isto que as relações internacionais nos estão a demonstrar por parte dos países mais poderosos. E, portanto, acaba por ser uma contestação da ordem tradicional. Não há muitas possibilidades de chegar a acordos no seio do Conselho de Segurança e, portanto, as indicações que vêm do Conselho de Segurança das Nações Unidas é de que há divisão. Portanto, quando há divisão, as partes em conflito aproveitam-se dessa divisão para poderem fazer imperar a sua própria interpretação do conflito. E, portanto, nós estamos provavelmente no princípio de uma curva de deterioração das questões de segurança, porque as doutrinas de manutenção da paz estão completamente ultrapassadas com os desenvolvimentos actuais e as novas tecnologias, porque os protagonistas dos vários cenários políticos se sentem um pouco mais à vontade para poder fazer imperar a força. E também porque há um desinteresse e um desengajamento em relação aos conflitos que se consideram serem mais marginais e que não perturbam, digamos, os interesses principais dos grandes países. Então, alguns dos países africanos que estão em conflito não têm muita importância para os grandes e, portanto, acaba por se deixar um pouco acontecer o que tiver que acontecer.
Trong những ngày giữa tháng 2/2025, thế giới bất ngờ với hàng loạt hành động của tân tổng thống Mỹ Donald Trump. Ngày 12/02, Trump điện đàm với tổng thống Nga Vladimir Putin. Ít ngày sau Mỹ và Nga tổ chức họp cấp cao để tái lập quan hệ, mở ra viễn cảnh chấm dứt giai đoạn đối đầu ba năm giữa Washington với Matxcơva kể từ khi Nga mở màn cuộc xâm lăng Ukraina. Cho dù không phải là chấm dứt được chiến tranh Ukraina « trong vòng 24 giờ » sau khi nhậm chức như các tuyên bố rầm rộ trước đó, hành động của Donald Trump rõ ràng cho thấy tổng thống thứ 47 của nước Mỹ muốn khép lại mau lẹ cuộc chiến Nga – Ukraina. Sớm chấm dứt chiến tranh Ukraina bằng mọi giá, để có thể tập trung đối đầu với Trung Quốc, phải chăng là mục tiêu chính của Donald Trump ?« Ác mộng Munich » của châu Âu … Trump gây sốc với « các đồng minh » châu Âu và Ukraina khi để ngỏ khả năng đàm phán riêng rẽ với Putin trong việc chấm dứt chiến tranh Nga – Ukraina, và tỏ ra sẵn sàng có nhiều nhân nhượng với Matxcơva « trên lưng » Kiev. Diễn đàn an ninh quốc tế Munich tại Đức, được tổ chức hàng năm từ 1963, vốn thường là dịp để các đồng minh, đối tác phương Tây siết chặt quan hệ, đã trở thành một « cơn ác mộng » với châu Âu - diễn đạt của chủ tịch Hội nghị An ninh Munich, Christoph Heusgen -, phơi bày trước toàn thế giới thái độ thù địch của tân chính quyền Mỹ với Liên Âu.Ấn tượng để lại đối với đông đảo chính giới và công luận châu Âu là tân tổng thống Mỹ sẵn sàng thay bạn đổi thù, coi chế độ Putin – thủ phạm của cuộc chiến xâm lăng như « đồng minh ». Trong một phát biểu hôm 19/02, Trump thậm chí còn đổi trắng thay đen, khẳng định Ukraina mới là kẻ châm ngòi cho chiến tranh, và tổng thống Volodymyr Zelensky là « kẻ độc tài », hoàn toàn không được người Ukraina ủng hộ.… và nỗ lực của Trump tái lập « thế lưỡng cực đại cường thời Chiến tranh Lạnh » với NgaChuyên gia về quan hệ quốc tế kỳ cựu người Pháp Bertrand Badie, giáo sư danh dự Đại học Sciences Po, Paris, nói đến việc Trump và Putin muốn nối lại với cách hành xử của hai đại cường thời Chiến tranh Lạnh, khi Mỹ và Liên Xô từng chia vùng ảnh hưởng, cùng đưa ra các tiếng nói quyết định trong việc xử lý các xung đột lớn của thế giới. Trả lời đài Arte, Bertrand Badie nhận định :« Điều đầu tiên mà chúng ta có thể thấy là hoài niệm về một thế giới lưỡng cực thời Chiến tranh Lạnh, khi tổng thống Mỹ Nixon và lãnh đạo Liên Xô Brejnev điện thoại cho nhau để bàn chuyển giải quyết các vấn đề của thế giới trên đầu các nước, từ thế giới Ả Rập, Israel đến châu Âu, châu Phi… Đấy là một thời tuyệt vời ! Trump nghĩ rằng Putin cũng nghĩ tương tự. Điều này rõ ràng là một kịch bản đen tối với thế giới, khi 191 quốc gia còn lại rút ra khỏi sân khấu chính trị quốc tế ».Theo giáo sư Bertrand Badie, mong ước nối lại quan hệ kiểu hai đại cường Chiến tranh Lạnh, đây thực ra chỉ là « hoài niệm » và giờ đây Mỹ không còn là siêu cường duy nhất thống trị thế giới như hai thập niên đầu tiên kể từ khi khối Liên Xô tan rã. Trump và các cộng sự cầm quyền tại Washington ắt hẳn cũng không ngây thơ tin vào điều này.Dè chừng Trung Quốc, đối thủ số một Giới quan sát ghi nhận, trong những tuần vừa qua, kể từ khi nhậm chức, Trump tung ra hàng loạt đe dọa dữ dội về tăng mạnh thuế nhập khẩu, về chiếm đoạt chủ quyền lãnh thổ, nhắm vào nhiều « đồng minh » của Washington, như Canada hay Đan Mạch, và « đối tác » của Trung Quốc như Panama. Ông Trump cũng tung đòn tấn công hủy diệt nền móng của thương mại quốc tế, với việc báo tử hệ thống thuế quan đã định hình từ sau Thế Chiến Hai khi tuyên bố sẵn sàng áp « thuế đối ứng », ăn miếng trả miếng với bất cứ quốc gia nào. Trong ngày qua, Nhật Bản hay Ấn Độ đã buộc phải có một số nhân nhượng với tân chủ nhân Nhà Trắng.Riêng với Trung Quốc, Trump tỏ ra dè dặt. Bắc Kinh đã đáp trả loạt tăng thuế 10% với 450 tỉ đô la hàng Trung Quốc xuất khẩu vào Mỹ với một số biện pháp tăng thuế khác ở quy mô hẹp. Dè dặt với Bắc Kinh, với Washington, Trung Quốc mới thực sự là đối thủ hàng đầu chứ hoàn toàn không phải Nga.Tân bộ trưởng Quốc Phòng Mỹ Pete Hegseth, tại hội nghị Munich tuần qua, thừa nhận: « Chúng ta cũng phải đối mặt với một đối thủ ngang hàng là chế độ cộng sản Trung Quốc, với năng lực và ý đồ đủ sức đe dọa chính nước Mỹ, và các lợi ích quốc gia cốt lõi của chúng ta ở khu vực Ấn Độ - Thái Bình Dương ». Bộ trưởng Quốc Phòng Mỹ nói thẳng là « an ninh châu Âu không phải là ưu tiên » của Mỹ, đồng thời nhấn mạnh : « Mỹ đang dồn lực cho mục tiêu răn đe Trung Quốc gây hấn ở Thái Bình Dương ».Chuyên gia về quan hệ quốc tế Philip Golub, Viện Nghiên cứu châu Âu và Đại học Mỹ ở Paris The American University of Paris, trong một cuộc tọa đàm trên TV5 Monde, nhấn mạnh đến nỗ lực của tổng thống Mỹ nhanh chóng khép lại xung đột Ukraina – Nga, nhằm dồn lực đối phó với Bắc Kinh :« Cho đến rất gần đây, nước Mỹ vẫn đi theo chiến lược ngăn chặn Nga để bảo đảm an ninh của lục địa châu Âu, theo cách hiểu về an ninh của Washington. Điều vừa diễn ra là hoàn toàn đi theo một hướng khác. Đây là nỗ lực hội nhập Nga, tái hội nhập Nga không chỉ vào nhóm G7, với việc trở lại với G8, mà còn hành động sao cho để Nga và Trung Quốc ít nhiều rời xa nhau. Về quyết sách địa - chiến lược, các nhà hoạch định chính sách Mỹ hiện nay chú trọng đến việc Mỹ rút một cách triệt để khỏi châu Âu về lĩnh vực an ninh, rút khỏi các xung đột lớn ở Trung Đông, để tập trung vào cuộc chơi lớn của thế kỷ 21. Mà theo cách nhìn của họ, đối thủ chính là Trung Quốc ». Dư luận Trung Quốc: Lo Trump ve vãn Putin để « tách Matxcơva khỏi Bắc Kinh »Các hoạt động ngoại giao dồn dập của tổng thống Mỹ nhằm nhanh chóng tái lập quan hệ với chế độ Putin và chấm dứt xung đột Ukraina gây lo ngại tại Trung Quốc. Ông Kim Xán Vinh (Jin Canrong), giáo sư về quan hệ quốc tế Đại học Nhân dân (Bắc Kinh), trên WeChat hôm 18/02, nhận định : việc Trump ve vãn Nga « chắc chắn để tập trung vào chúng ta ». Chuyên gia về quan hệ quốc tế Trung Quốc tỏ ra có phần bi quan khi thừa nhận Trump là « tổng thống thân Nga nhất trong lịch sử nước Mỹ » và quan hệ Trung - Nga « trong những năm tới có thể sẽ ít nồng ấm hơn » (tuần san Pháp Courrier International trích dẫn). Cựu tổng biên tập Hoàn Cầu Thời Báo Hồ Tích Tiến (Hu Xijian) cũng nhìn thấy trong các diễn biến này mưu đồ của Mỹ « đưa Nga trở lại với phương Tây ».Trong một phân tích khác, đăng tải trên mạng WeChat hôm 16/02, cây bút Vương Minh Nguyên (Wang Mingyuan), thường bình luận cho các tờ báo lớn của Trung Quốc, thậm chí cho rằng « trong thâm sâu của văn hóa Nga, phần chống Trung Quốc Quốc vẫn trội hơn phần thân Trung Quốc », việc Matxcơva « hữu nghị với Trung Quốc chỉ là một lựa chọn mang tính thời điểm và trong hoàn cảnh bó buộc », bởi « đa số dân Nga không chấp nhận Trung Quốc là một cường quốc thế giới ».Theo Liên Hợp Tảo Báo (Lianhe Zaobao), nhật báo tiếng Hoa hàng đầu tại Singapore, việc chính quyền Trump trực tiếp thương lượng với điện Kremlin về Ukraina khiến Matxcơva xa rời Bắc Kinh, cô lập Trung Quốc hơn, giảm bớt các lá bài của Bắc Kinh trong các đàm phán với Washington, bởi cho đến nay, Trung Quốc vẫn tỏ ra là « bên trung gian » tìm giải pháp cho xung đột Nga – Ukraina. Việc Mỹ - Nga cải thiện quan hệ sẽ « đảo lộn » tình thế, củng cố vị thế của Mỹ trong cạnh tranh với Trung Quốc và việc chấm dứt chiến tranh Nga – Ukraina giúp Mỹ tập trung năng lực để đối đầu với Bắc Kinh.Đòn phép ngoại giao thăm dò Dĩ nhiên, Trung Quốc sẽ không cho phép Mỹ dễ dàng làm như vậy. Ông Chu Phong (Zhu Feng), hiệu trưởng Trường Quan hệ Quốc tế, Đại học Nam Kinh, được coi là một chuyên gia hàng đầu về quan hệ Mỹ - Nga ở Trung Quốc, trong cuộc trả lời phỏng vấn báo Pengpai (The Paper), Thượng Hải, một mặt kêu gọi cảnh giác về nguy cơ này nhưng nhấn mạnh việc chính quyền Trump tin là « khi hy sinh các lợi ích của Ukraina và châu Âu » có thể liên kết được với Nga để « cùng chống lại Trung Quốc » đã « đánh giá thấp sức mạnh của ngoại giao Trung Quốc ».Bắc Kinh, vốn liên tục bị phương Tây cáo buộc tích cực hỗ trợ Nga trong cuộc xâm lăng Ukraina, giúp Matxcơva lách các trừng phạt phương Tây, dường như không muốn bị gạt ra bên lề trong cơ hội được coi là có thể dẫn đến hòa bình. Theo báo Mỹ The Wall Street Journal, Bắc Kinh dường như đã đề nghị đứng ra đăng cai tổ chức thượng đỉnh Mỹ - Nga. Nhà Trắng từ chối cho biết đã nhận được đề xuất của Trung Quốc hay không, nhưng một quan chức Mỹ, được The Wall Street Journal trích dẫn, khẳng định đề xuất này « hoàn toàn không khả thi ».Mỹ và Trung Quốc đều cần Nga để thống trị thế giới Chuyên gia về an ninh quốc phòng Jean-Claude Allard, thuộc Viện Quan hệ Quốc tế và Chiến lược Pháp (IRIS), trong một bài phân tích đăng tải ngày 17/02, tức ít ngày sau cơn « Ác mộng Munich » và cuộc điện thoại Trump – Putin, đảo chiều 180 độ quan hệ Nga – Mỹ, ghi nhận việc Mỹ và Trung Quốc, hai đối thủ chính trên bàn cờ quốc tế hiện nay, « đều cần đến Nga », để khẳng định vị thế thống trị thế giới trong thế kỷ này, và có thể cả cho những thế kỷ sau.Chuyên gia Pháp Jean-Claude Allard trước mắt ghi nhận « tham vọng hóa giải các thách thức của Trump và nhóm cầm quyền tại Mỹ » trong việc xác định lại quan hệ với Matxcơva, bởi việc « thay đổi một cách căn bản chính sách với Nga » (un aggiornamento stratégique américain) là cần thiết để thực hiện mục tiêu này.Tuy nhiên, nỗ lực sớm khép lại chiến tranh Ukraina nhờ các nhân nhượng đáng kể cho Nga của Trump có thành công hay không nếu không nhận được hậu thuẫn đủ mức từ phía các nước châu Âu, lo ngại bị Nga thôn tính, một khi Matxcơva thành công trong cuộc xâm lược Ukraina ?Trump hướng đến « trật tự thế giới mới » nào ?Tuy nhiên, vấn đề cũng còn là Bắc Kinh sẽ phản ứng ra sao ? Una vez que ganó las elecciones en noviembre pasado, incluso antes de asumir su segundo mandato, trascendió que en las tratativas que culminaron con una tregua en la guerra en Gaza fue importante la presión fuerte que ejerció el equipo de Trump. Y la semana pasada el titular de la Casa Blanca piso el acelerador en el otro conflicto bélico de gran escala que hoy existe en el mundo: la guerra de Ucrania. El miércoles pasado Trump mantuvo una charla telefónica con su par ruso, Vladimir Putin, y luego anunció que las negociaciones por la paz comenzarían “inmediatamente”. Esta noticia se dio junto con un mayor acercamiento entre Trump y Putin. El estadounidense dijo, por ejemplo, que Rusia debería regresar al G8, del que fue expulsada cuando anexó la península de Crimea (hasta entonces perteneciente a Ucrania) en 2014. Para hoy está previsto que se instalen en Arabia Saudita las conversaciones entre Estados Unidos y Rusia y no está claro qué lugar tendrán en ellas ni la propia Ucrania ni los líderes de la Unión Europea. El temor que reina en el viejo continente es que Trump acepte las condiciones de Putin sin tener en cuenta la visión de los ucranianos ni de los europeos. "Si son negociaciones reales, y todavía no estamos allí, pero si eso fuera a suceder, Ucrania tendría que estar involucrada, porque ellos son los que fueron invadidos, y los europeos tendrían que estar involucrados, porque ellos tienen sanciones contra Putin y Rusia también, y ellos contribuyeron a este esfuerzo bélico. Todavía no estamos allí, realmente no lo estamos, pero espero que lo estemos, porque todos querríamos ver esta guerra terminar". Eenzijdige stappen buiten zijn bondgenoten om zagen we ook in Afghanistan met de Taliban, in Syrië met ISIS en met het regime van Kim Jong-un. Maar het Kremlin kon nog meer oogsten. Nog voordat de ‘vredesdialoog' was begonnen. Sancties tegen Rusland vindt Trump maar vervelend zaken doen. En hij wil Poetin zelfs weer laten deelnemen aan de G8. Hiermee wordt het Kremlin vrijwel meteen na de zwaarste geopolitieke nederlaag in 25 jaar - de val van Assad - door Washington weer op het schild gehesen.Wat betreft Oekraïne waren de signalen onhelder. Het uitsluiten van NAVO-lidmaatschap bleek ineens toch weer niet zó categorisch. En wilde de president nu mét of zonder Kyiv en Europa onderhandelen met Poetin? Trump zag wel kans op een vette deal waarbij hij 50% van de kostbare Oekraïense kritieke grondstoffen wil reserveren voor Amerika.Alsof de verwarring niet voldoende was, lanceerde Trump vanachter zijn bureau in het Oval Office opeens een veel verder gaande strategie. Hij wil met XI Jinping en Poetin een geopolitiek akkoord sluiten, buiten alle andere naties en organisaties om – met een halvering van de militaire uitgaven en drastische vermindering van kernwapens.Minstens zo opvallend was de lange reeks actuele conflictpunten die genegeerd werd. Het inlijven van NAVO-lidstaat Canada, het annexeren van Groenland, de dreiging met 'tariffs', de effecten van Poetins nederlaag in Syrië, diens allianties met Iran en Noord Korea, niets hiervan werd door Trumps afgevaardigden op de agenda gezet. Wat wél gebeurde was minstens zo eigenaardig. Vicepresident JD Vance kwam met een speech die nergens raakte aan de geopolitieke uitdagingen aan het Westen. Hij kwam met twee boodschappen: Europa moest het niet wagen Big Tech aan banden te leggen en Musks politieke acties pro ten faveure van extreemrechts werden hartelijk bijgevallen. Dit schoffeerde zijn gastheren zozeer dat hij de Europese mogendheden in elkaars armen joeg.Kortom, het is allemaal 'disruptief' en Trump wil in deze chaos bewust buiten de bestaande allianties om zijn eigen plan trekken. Precies zoals hij deed bij Kim en de Taliban. En zoals hij bij Gaza van plan lijkt. Waar lijkt dit op, in historische blik? Nee, niet op München 1938. Wellicht meer op het Congres van Wenen in 1815. Maar de concrete uitwerking in nieuwe mondiale instellingen bleek moeizaam en traag. De Nieuwe Ontwikkelingsbank, het vermogen daarvoor en het idee van een mondiale munt als concurrent voor dollar en euro werden al snel een strijdperk, waarin China domineerde.De nieuwe leider Xi draaide er niet omheen. Los van die bank - die in Shanghai moest komen! - begon hij zijn strategische droom van de Zijderoute buiten de BRICS om te realiseren. Vervolgstappen tegen Westerse dominantie klonken ambitieus - BRICS Cable voor onderzeese cybercommunicatie netwerken, een BRICS 'Erasmus' en R&D-alliantie - maar het bleven maquettes.De Covid-pandemie trof de nieuwe alliantie zwaar. Ze bleek een papieren tijger en premier Modi van India claimde nadrukkelijker een leidende rol, ook tegenover XI. Zuid Afrika sloeg een eigen pad in. Het nodigde tientallen naties uit, te participeren als een schil van belangstellenden zonder veel impact. De Saoedi's en Argentinië haakten al snel af. Gretig was vooral het geïsoleerde Iran.Nu het afgelopen week Poetins beurt was om gastheer te zijn, zag hij dit als buitenkans voor zijn zwaar gehavende rol en positie in de wereldgemeenschap. De keuze voor Kazan in Tatarstan was een mooie schaamlap voor wie feestjes in het Kremlin toch wat al te opzichtig zou vinden.Modi en Xi gebruikten de topconferentie voor hun bilaterale problemen. Na vijf jaar ijstijd bereikten ze een soort wapenstilstand in hun grensconflict op de gletsjers van de Himalaya.Poetins voorzet van een alternatief betalingssysteem dat het Westerse SWIFT zijn monopolie zou ontnemen klonk leuk: 'BRICS Pay'. Maar het land dat via Alipay zijn eigen burgers en buitenlandse gasten tot vazallen maakt, gaf niet thuis. Poetins verklaring na afloop was fascinerend.Vooral de 'sideshows' bepaalden de sfeer en uitkomsten van Kazan. Poetin zat voor, maar heerste niet. Er was wel een soort Olympiade met veel medailles, maar tijdens de top moest de Centrale Bank in Moskou ingrijpen om de roebel niet te laten klappen. Reken maar dat vooral Xi die coïncidentie nauwkeurig noteerde.De EU kreeg van zowel Erdogan als Servië's Aleksandar Vučić een impliciete waarschuwing mee uit Kazan. We zijn loyale partners, maar we hebben ook alternatieven als jullie ons niet laten meedoen. EU-handelspartner Viëtnam deed het subtieler. Het kwam graag voor het eerst naar de BRICS, maar besloot verder tot niets.Poetins persconferentie aan het slot was er een voor de fijnproevers. De BBC ontlokte hem een ellenlange tirade over hoe het Westen Rusland kleineerde, in de hoek dreef en zijn soevereiniteit als natie ondermijnde. Hij was even openhartig als gefrustreerd.Maar waarom Kazan? De fascinerende historie en cultuur van die stad vertellen hun eigen verhaal. In an interview with Daily Forty-Niner news assistant Linsey Towles, the pair discuss the pro-Palestine protest that occurred on campus last week. The protest, organized by a collection of on-campus student activism groups, was part of a nationwide demonstration of advocacy for Palestine. Linsey Towles provided details about how the protest affected campus, where and when it happened and more. ASI senators issued a vote of no confidence for ASI president Mitali Jain on March 29. Student leaders expressed concerns with Jain's failure to fulfill campaign promises, specifically advocacy towards cultural resource centers, such as La F.U.E.R.Z.A and the Queer Students' Alliance. The late timing of the no-confidence vote so far into the semester has sparked debate about the effectiveness of a possible recall election. Around 2 a.m. on April 26, the University Police Department was alerted to an armed robbery on campus. Two suspects, a male and a female, confronted a man who was standing by his car in the G8 parking lot. According to UPD, the male suspect displayed a gun and told the man to give him the keys to his white BMW. Both suspects left the scene in the stolen car. Long Beach city officials have issued a public health emergency after a tuberculosis outbreak has left one person dead and nine hospitalized. The city Department of Health and Human Services claims the outbreak is very unlikely to affect the general public. According to the announcement, the risk of exposure is limited to people with “significant barriers to care, including homelessness and housing insecurity.” In a Wisconsin village about 23 miles from Madison, police shot and killed a 14-year-old male student who brought a gun near a middle school last Wednesday. The student never entered the school. The incident led to a lockdown of the school for several hours and schools in the district were closed the following day. Western Sudan has been experiencing a civil war between the Sudanese army and the paramilitary group, Rapid Support Forces, since April 2023. According to the United Nations Office for the Coordination of Humanitarian Affairs, over 8.7 million people have been displaced by the war. They have also issued warnings about the risk of widespread starvation and death. Prior to 2008, Chris was the lead international kidnapping negotiator for the Federal Bureau of Investigation (FBI), as well as the FBI's hostage negotiation representative for the National Security Council's Hostage Working Group. During his career, he also represented the U.S. government as an expert in kidnapping at two international conferences sponsored by the G8. Before becoming the FBI's lead international kidnapping negotiator, Christopher served as the lead Crisis Negotiator for the New York City division of the FBI. Chris was a member of the New York City Joint Terrorist Task Force for 14 years. He was the case agent on TERRSTOP (Omar Abdel-Rahman/"The Blind Sheikh" case) and the TWA Flight 800 catastrophe. He also negotiated the surrender of the first hostage taker to give up in the Chase Manhattan Bank robbery. During Chris's 24-year tenure with the Bureau, he was trained in the art of negotiation by not only the FBI, but also Scotland Yard and Harvard Law School. He is also a recipient of the Attorney General's Award for Excellence in Law Enforcement and the FBI Agents Association Award for Distinguished and Exemplary Service. Chris has taught business negotiation in MBA programs as an adjunct professor at the University of Southern California Marshall School of Business, and at Georgetown University McDonough School of Business. He also taught business negotiation at Harvard University and guest lectured at the Kellogg School of Management at Northwestern University, the IMD Business School in Lausanne, Switzerland, and the Goethe Business School in Frankfurt, Germany. Sister Elizabeth is a pillar in the Downtown Eastside where she tirelessly gives of her time and continues to be a source of inspiration for many, many people. She operates a soup kitchen that feeds between 300 and 500 of the city's most poverty stricken each day. It is estimated that there are over 10,000 homeless people in BC , of which 32 percent are aboriginal, and amongst women, 50 percent. A homeless person dies every 12 days in B.C. Conservative Estimates put the national homeless numbers at close to 300,000. The annual cost of homelessness in Canada in 2007 was approximately $4.5 to $6 billion in emergency services, community organizations, and non-profits. The cost both financially and morally of doing nothing is tremendous. Canada is the only G8 country without a national housing plan or poverty reduction strategy. During his career, he also represented the U.S. government as an expert in kidnapping at two international conferences sponsored by the G8. Before becoming the FBI's lead international kidnapping negotiator, Christopher served as the lead Crisis Negotiator for the New York City division of the FBI. Chris was a member of the New York City Joint Terrorist Task Force for 14 years. He was the case agent on TERRSTOP (Omar Abdel-Rahman/"The Blind Sheikh" case) and the TWA Flight 800 catastrophe. He also negotiated the surrender of the first hostage taker to give up in the Chase Manhattan Bank robbery. During Chris's 24-year tenure with the Bureau, he was trained in the art of negotiation by not only the FBI, but also Scotland Yard and Harvard Law School. He is also a recipient of the Attorney General's Award for Excellence in Law Enforcement and the FBI Agents Association Award for Distinguished and Exemplary Service. Chris has taught business negotiation in MBA programs as an adjunct professor at the University of Southern California Marshall School of Business, and at Georgetown University McDonough School of Business. He also taught business negotiation at Harvard University and guest lectured at the Kellogg School of Management at Northwestern University, the IMD Business School in Lausanne, Switzerland, and the Goethe Business School in Frankfurt, Germany.

Aparte de ese apoyo ideológico, aunque la ideología comunista ya no sea tan atractiva para los países africanos, el apoyo más importante ha sido la venta de armas, de sistemas de armamento, sobre todo en el norte de África, pero también en otros países como Zimbabue o Mozambique durante la Guerra Fría. Es decir, sólidos vínculos diplomáticos además del ámbito de la seguridad y la defensa. Vínculos que Rusia ha intentado aprovechar y que ahora está aprovechando. Sin olvidar la dimensión económica. Rusia no tiene tanto dinero como lo tiene China, pero lo que está haciendo Rusia y lo que ha hecho, es perdonar la enorme deuda de los países africanos y ellos están muy agradecidos. Una deuda contraída en el periodo de la Unión Soviética. Ya cuando formó parte del G8, incluso antes de su ruptura de cooperación con Occidente, Rusia empezó a perdonar la deuda -hablamos de unos 20 mil millones de de dólares. En la primera cumbre entre Rusia y África, Vladimir Putin anunció que Rusia iba a perdonar toda la deuda de todos los países africanos y esto también le facilita las cosas. RFI : ¿Cuáles serían actualmente los objetivos de Rusia? Tal vez uno de los más importantes es el acceso a recursos naturales, ¿no? Mira Milosevic: Rusia busca tener influencia en la región y ampliar su presencia geoestratégica para competir con Occidente, pero los recursos naturales, sobre todo la explotación minera (oro, diamantes, uranio, litio, materiales raros), que están en África, es uno de los mayores intereses de Rusia. El armamento y el caos que se produjo en Libia, se ha ido trasladando hacia Mali. Francia no tiene buena fama por ser un país que ha sido colonialista en África, como también Bélgica. El debate sobre el colonialismo, supongo que es incómodo y desagradable para los países que fueron colonialistas. Es un debate muy complicado. Es un tema muy complejo y muy difícil de evocar. El ejemplo de Francia en Mali es un ejemplo de un país que hasta ahora ha estado muy presente, hasta que Mali le dijo que se vaya. Pero este fracaso no se debe sólo a una mala política de Francia, sino a una desafortunada política de Occidente en África. RFI: Fracaso de una política occidental que tal vez ha dejado un vacío... Mira Milosevic: La geopolítica es como la física, donde hay un vacío, algo o alguien lo llena. Como con el fracaso occidental o de Francia en el caso de Mali. Demain, le gouvernement présentera les conditions d'accueil et de sécurité pour la parade nautique sur la Seine du 26 juillet 2024, avec du public sur les quais bas (100 000 places payantes) et sur les quais hauts (environ 400 000 accès gratuits). En juillet 2020, Emmanuel Macron promettait dans l'Équipe une "billetterie populaire", principalement destinée aux jeunes pour les Jeux olympiques 2024. Pourtant, les organisateurs de Paris 2024 font face à la colère des sportifs, des fans et de tous ceux qui ont été tirés au sort et qui ont découvert le montant des billets pour les JO allant jusqu'à 2700 euros. De nombreuses mises en garde sur la sécurité ont été faites ces dernières semaines. Pour Bertrand Cavallier, superviseur du sommet du G8 à Evian (Haute-Savoie) en 2003, "une cérémonie sur la Seine est à peu près la pire configuration imaginable". Selon lui, la configuration des lieux, l'affluence, "l'existence d'une coupure humide" exigent “une construction au millimètre”, avec un zonage précis des spectateurs le long des quais et "une présence extrêmement densifiée des forces de l'ordre, avec une capacité d'intervention immédiate en cas de transgression ou de problème". De son côté, la présidente de la région Ile-de-France, Valérie Pécresse, a fait savoir que la capacité des transports serait "insuffisante" avec une jauge à 600 000 personnes, alors que cette journée de cérémonie d'ouverture se traduira par "la fermeture de quasiment tous les ponts". Ile-de-France Mobilités a estimé pouvoir gérer jusqu'à 500 000 personnes au total. Après avoir vendu 3,25 millions de billets lors de la première phase, les organisateurs en proposent 1,5 million pour cette deuxième phase qui s'est ouverte le 11 mai. Une troisième phase de vente sera mise en place d'ici à la fin de 2023 et jusqu'en 2024. Elle se déroulera "au fil de l'eau, selon le principe du ‘premier arrivé premier servi", d'après le comité d'organisation des Jeux olympiques et paralympiques. Before becoming the FBI's lead international kidnapping negotiator, Chris served as the lead crisis negotiator for the New York City division of the FBI, and he really was in some precarious negotiations and he talks a lot about those experiences in his wonderful book, which is called Never Split the Difference, which has sold over two million copies. Chris was a member of the New York City joint terrorist task force for fourteen years; Chris has been in the weeds, in the trenches, fighting against some of the toughest, most difficult stuff that our country has faced. During his 24-year tenure, Chris has really experienced so many different situations. He's trained not just on the field and in the trenches, but he's also gone to Scotland Yard and Harvard Law School so he could learn more about negotiation. He's also been a teacher; he's taught business negotiation in MBA programs as an adjunct professor at the University of Southern California's Marshall School of Business, and at Georgetown University's McDonough School of Business. In addition to that, he's gone all over the world to teach as a guest lecturer from places like Harvard University to the Kellogg School of Management at Northwestern University, and even to places like Germany to teach what he's learned along his journey and his experience. In today's conversation, Chris will talk about experiences as a negotiator, whether it's kidnapping or whether it's something in your business, and I even get into negotiation with my children. I think you'll find that he's definitely someone who's had applied experience, there's no question about that, but he also loves to read, he loves to listen to podcasts, he loves to learn from science and research; Chris is this amazing blend of authentic, real, street smart, coupled by a humility and a strong, strong desire to learn that I think you will connect with. I know you're going to learn from Chris, I certainly did. Chris had a number of amazing insights during our conversation. Some of them include: “Nobody is going to be great at negotiation first thing in the morning” (8:30). “Mirroring works great with kids of all ages when you're trying to get them to talk” (8:50). “'No' makes people feel safe and secure” (9:20). “People are smarter when they're laughing and they're having a good time” (9:45). “Trying to get people to say ‘yes' is a bad idea” (11:10). “'Yes' is nothing without ‘how'” (14:15). “Open-ended questions are designed to create thinking, not to get an answer” (16:00). “Helping people get better. [That's what excites me].” (18:40). “What people don't say is as important as what they do say” (19:10). “Sniff out the people that are trying to cut your throat, trying to exploit your interests, and walk away” (21:10). “Best chance of success means you're not always going to be successful” (22:30). “When things go bad, you have two choices: you can grow, or you can quit” (22:35). “I don't think you really learn anything when you win” (24:20). “You can't read enough. You can't learn enough. You can't listen enough” (27:15). “High IQ people have trouble being good negotiators” (28:40). “Curiosity is a superpower” (29:45). “You're 31% smarter in a positive frame-of-mind” (29:55). “It's impossible to be curious and in a negative frame-of-mind at the same time” (30:05). “Empathy is really about demonstrating understanding” (35:45). “Empathy is not about liking or agreeing with the other side” (36:35). “Data improves design. We execute and learn constantly” (43:10). “Someone once asked me ‘Describe yourself in three words.” And my respond was “deeply flawed human” (45:05). “[Listening skills] are perishable” (45:45). “Compromise is lazy. Compromise is not collaborative” (46:55). “Don't let your ego get in the way of a better idea” (47:30). “Never be mean to somebody who can hurt you by doing nothing” (58:25). Based in London, Emma Hardy is well practiced in capturing the nuances of everyday life. Her images reflect an often unnoticed drama behind the scenes. Coming from a theatrical background and having worked as an actress herself before focusing on photography, Emma cites her fascination with people's behaviour, the tensions, interactions and quirky humour, as a driving energy in her work.Mainly self-taught, Emma photographs on film, simply, with natural or available light, stating “I try not to impose much technique or too much of myself on my subjects.” As such, there's a hallmark honesty to her work. Her images are infused with a believable sense of being, her portraits are intimate and unselfconscious. Tilda Swinton, Natalia Vodianova, Noomi Rapace, Michael Fassbender and Stella McCartney have sat for her, among others.She started photographing portraits, documents and fashion for British Vogue, The Telegraph magazine, Vanity Fair, The Fader, The New York Times and Rolling Stone, among many others, and had her first solo exhibition at the National Portrait Gallery in London in 2006 with a project titled Exceptional Youth. Other exhibitions in London, New York and Milan followed, and she was invited to photograph a series of portraits for the London 2012 Olympics, again featured at the National Portrait Gallery. Thirty-nine of her portraits are in the permanent collection at the NPG London. In 2012 she was commissioned by Oxfam & The Economist to travel to Cambodia to document the citizens of Phnom Penh who were battling the governments land grabs—this series became an exhibition in London in 2013 titled Losing Ground, the exhibition travelled to Washington DC where the images were used as a lobbying tool to help the Cambodian situation onto the G8 summit list.Permissions, Emma's first monograph, was published by Gost Books in November 2022.
