Since 2014, the City of Cleveland has been under a consent decree with the U.S. Department of Justice to address a finding that the division exhibited an unconstitutional pattern or practice of excessive force. The investigation that led to that finding was sparked by the 2012 shooting of Timothy Russell and Malissa Williams. A 23-mile car chase involving 60 police officers ended in a parking lot in East Cleveland when 13 officers fired 137 shots into a vehicle, killing both Russell and Williams. Both were unarmed.rnrnThe consent decree requires the Cleveland Division of Police to reform its policies, practices, and procedures to address accountability, use of force, crisis intervention, and more. The Cleveland Community Police Commission (CPC) was also established at this time, bringing 13 community voices into the process of police reform. The CPC's role was deepened after voters passed Issue 24 in 2021--giving the commission final say in disciplinary proceedings and policing policy police discipline cases and officer policies. The consent decree also calls on the community to be a part of the reform process through service in various groups and ongoing engagement through public forums.rnrnThe consent decree itself is broad-reaching, its work significant, and we have heard many perspectives on it over the last decade, most recently in a conversation about the legacy of Tamir Rice. Join us to hear about progress made, opportunities ahead, and challenges still to overcome from two of the leaders tasked with implementing the reforms: Cleveland Police Chief Dorothy Todd, and Dr. Leigh Anderson, Executive Director of the Mayor's Police Accountability Team.

Dr. Timothy Russell is the President and CEO of the ITA. He spent three decades as a distinguished educator at Arizona State, The Ohio State University and the University of Rochester. He became well-known in the tennis world for his tireless work and leadership as a long-time USTA Volunteer. Due to his extensive contributions to the tennis world, he has been inducted into the ITA Men's Collegiate Hall of Fame, the USTA Southwest Hall of Fame, and the USTA Central Arizona Hall of Fame.   Tim has led the ITA for the past eight years ushering in many positive changes to ITA business practices to help keep pace with the ever-changing landscape of college athletics while at the same time building the credibility of college tennis with key stakeholders in the global tennis industry. In this podcast, we discuss the future of college athletics, the NCAA COC decision to pilot the NCAA Singles and Doubles Championships in the fall of 2024 and 2025, and the potential role of television coverage in college tennis.

In 2012, a car heading past the county courthouse in Cleveland, Ohio backfired in front a police car. The police, thinking it was gunfire, engaged in a high-speed pursuit with as many as 60 vehicles. Twenty-three miles and 23 minutes later, the police unleashed a barrage of 137 shots, killing Timothy Russell and Malissa Williams. The police stood trial, Ojai documentary filmmaker Mike Milano, who along with his wife Noemie, produced the seminal Thomas Fire document, HBO's "Burning Ojai," has spent 10 years putting this project together. It was just released and available for streaming on Netflix. The ensuing trial gripped the city and nation, leading to widespread calls for police reform. In the aftermath of George Floyd's killing, the issue remains as timely as ever. Five officers were fired, included Mike Brelo, who jumped up on the car's hood and fired 40-plus rounds at close range. All were eventually reinstated. The trial and uproar were in high heat when 12-year-old Tamir Rice was shot in a local park. Mere days after Milano and his wife and child moved to Ojai in late 2017, and while he was deep into the edits on this film, a glow on the horizon presaged what was at the time the largest wildlife in California. It is now 9th. "Burning Ojai" was one of HBO's most popular films when it came out in 2021. Milano, a journalism major from UC Berkeley, was featured in the current issue of Ojai Quarterly magazine. We talk about how his local connections gave him unprecedented access into the justice system and police force, as well as the families of the victims. The film dives deep into the complexities of the justice system, policing and communities, and has spurred calls for reforms. We did not talk about the designated hitter rule, Fauvrism or Bonnie Lu's Rueben sandwich.

We're extremely humbled and excited as we have now pierced 82 countries with our podcast.  Thank you to every person who has taken the time to be a part of our broadcasting family.Some interviews are work.  This interview was enjoyable.Taking the witness stand today we have the high privilege and distinct honor to speak with Mr. Art McKoy, a tough-as-nails Vietnam Army veteran who for more than 50 years has been the outspoken lightning rod leader of Black-on-Black Crime Incorporated.Black on Black Crime Incorporated's mission is to help draw attention to the issue of crime, poverty and violence in Greater Cleveland, Ohio. To help make our communities safer, to provide positive alternatives for young people and assist whoever asks for help to the best of its abilities, as well as reducing the incidence of Black-on-Black crime, of course.Art has been an outspoken critic of the Cleveland Police Department, a flag bearer and firebrand for truth, justice and peace in the inner-city of Cleveland, as well as a staunch community activist and civil rights leader for many decades.  He has long “spoken the truth” about the police, both the “over-policing” and “under policing” in communities of color impacting upon the city.  Art is a hope-dealer!  Just landing Art on Light ‘Em Up was a huge achievement. Art's schedule is extremely busy, (we got him for 50 minutes) but he was very gracious to speak with us the day after election day, when Cleveland made history once more by electing its youngest ever Black mayor, Justin Bibb.  Art said, “We needed to get rid of some of those old folks from City Hall - those that “go along to get along”.We drilled deep on:♦ How to move the City of Cleveland forward and the biggest problems that need to immediately be pursued with the new administration.♦ How he'd bring “social justice” closer to the people of Cleveland if he was the Mayor or Chief of Police.♦ What is the City of Cleveland doing about its young men of color being gunned down in its streets?♦ Why the City of Cleveland has a problem with women-of-color going missing.♦ Fixing the Community Relations Board.♦ The Voinovich Rule.♦ Building a coalition between the predominantly Black east side and predominantly White and/or Hispanic west side of Cleveland.♦ His thoughts 9 years after Timothy Russell and Malissa Williams were shot at 137 times and murdered by Cleveland Police.♦ Issue 24 (which established a Civilian Review Board to review Cleveland police actions taken in the line of duty).♦ The endless struggles that the police have in policing themselves.Art knows better than most that Cleveland and communities of color (in general) have been witness to and “are suffering from too much pain.” He is a survivor of a vicious attack in 2018 in the doorway of his own place of business, in East Cleveland (The Superfly Barber Shop) where he was “sucker-punched” by an enraged customer, over a “5-dollar line” (touch-up hair cut) that he was providing to a young patron. The punch shattered Art's lens to his eye, broke his nose and he was left for dead.  6 months later, by the grace of God, he recovered! Art is a survivor, a warrior, and a good man. The continuous struggle for human equality for Black Americans in the United States spans centuries. The recent Black Lives Matter protests that have followed the killings of George Floyd, Breonna Taylor, and Ahmaud Arbery by police officers are now being compared, in the media, to the civil unrest of the1960s. At that time, the national response to the assassination of Martin Luther King, Jr.--combined with ongoing protests over civil rights and the Vietnam War--plunged an already divided nation more deeply into turmoil.rnrnThen and now, Cleveland holds a symbolic place in the history of civil rights in America, consistently ranking among America's poorest and most segregated cities. The Context of White Supremacy hosts the weekly Compensatory Call-In. We encourage non-white listeners to dial in with their codified concepts, new terms, observations, research findings, workplace problems or triumphs, and/or suggestions on how best to Replace White Supremacy With Justice ASAP. We'll use these sessions to hone our use of words as tools to reveal truth, neutralize White people. We'll examine news reports from the past seven days and - hopefully - promote a constructive dialog. #ANTIBLACKNESS Within days of medical examiners attributing the death of musical genius Prince's to a fatal overdose of painkillers, boxing champion, Vietnam War protester, Muslim and Olympic gold medalist Muhammad Ali (74) was hospitalized in Phoenix, Arizona with grave concern about his condition. These iconic black figures recived far less attention this week than Cincinnati, Ohio's Harambe The Gorilla. The 400 lbs. ape was shot and killed by zoo officials after a 4-year-old black child fell into the gorillas wading area. Throngs of Whites fumed over the decision to sacrifice the ape to safegaurd the child; many are calling for the black mother to be charged with neglect. It's not clear if any of these protesters were as outraged about the shooting deaths of John Crawford III, Tamir Rice, or Timothy Russell and Malissa Williams - all black Ohioans gunned down by enforcement officers. While much of the world last week was focusing on events in Ferguson, Mo., or on the case of a 12-year-old who displayed a realistic toy gun and was shot to death by a police officer in Cleveland, a different kind of confrontation involving police and race began playing out in federal court.Nine Cleveland police officers -- eight whites and one Latino -- are suing the city, alleging racial discrimination. They say they were disciplined more harshly than black officers were in cases involving officer shootings.Though dollar figures are not mentioned, the nine are seeking damages for lost pay, overtime and other benefits in the wake of a Nov. 29, 2012, high-speed car chase during which 13 officers fired 137 rounds at two unarmed black civilians in a school parking lot.Timothy Russell and Malissa Williams, each shot more than 20 times, were killed.
