With the passing of the One Big Beautiful Tax Act in 2025, there have been some exciting changes to what you can use 529 funds for, including expanded coverage for K-12 tuition, test fees, vocational programs, and support for learning differences. I also discuss the various tax advantages of contributing to a 529 plan, like state tax deductions, tax-deferred growth, and even the ability to roll leftover funds into a Roth IRA for your child. He offers real-life examples, highlights differences across state plans, and gives practical tips on maximizing your savings and tax benefits as the year wraps up. [13:49] New rules on 529-to-Roth IRA rollovers. The Expanded 529 Universe Most people know 529 plans are great for covering college tuition, room and board, and required fees. The One Big Beautiful Tax Act of 2025 has expanded what 529 distributions can cover, opening up a wider range of education-related expenses, including much earlier in a student's academic journey. Newly Eligible Expenses: K-12 Tuition: The annual limit for K-12 tuition expenses jumps from $10,000 to $20,000 in 2026. Test Fees and Credentialing: You can now use 529 funds to pay for standardized testing, college entry exams, and vocational credentialing programs. Homeschool & Specialized Support: Structured homeschool curricula, academic tutoring, therapies, and materials for diagnosed learning differences (including ADHD) are now eligible. Apprenticeships & Educational Equipment: Costs for apprenticeship programs and special technology or learning tools can now be covered. However, there are still some limitations: transportation, school-purchased health insurance, and extracurricular activity fees remain ineligible. State Tax Deductions The state tax deduction is a unique benefit offered by many states for 529 contributions, but often families overlook this: over 30 states offer a tax break, but the rules vary. In Connecticut, for example, you can deduct up to $5,000 per person or $10,000 per couple from your state taxable income. You must usually contribute to your own state's plan (though states like Arizona, Kansas, and Pennsylvania allow deductions for out-of-state plans). Be mindful of year-end deadlines, contributions must be made by December 31st to claim the deduction for that year. Even if your state benefit is modest, it's essentially "free money" for doing something you're likely planning anyway. Student Loan Repayment and Rollovers to Roth IRAs 529 plans now offer more flexibility, even if the intended student doesn't use all the funds for education. Student Loan Repayments: Up to $10,000 (lifetime) per beneficiary can be used to pay down qualified student loans, helping recent grads reduce their debt burden. Roth IRA Rollovers: As of recent law, up to $35,000 can be rolled from a 529 plan to a Roth IRA for the beneficiary, provided the 529 is at least 15 years old, the money isn't a recent contribution, and the beneficiary has earned income. This can be an incredible jumpstart for retirement savings if college funds aren't fully used. All 529 plans are not created equal. Look for low-cost, direct-sold plans rather than advisor-sold plans that carry extra commissions. Every dollar saved on fees is another dollar that can grow tax-free in your account. OSF Healthcare is expanding specialty care at St. Luke's Medical Center, bringing top services closer to home for area residents. Dr. Matthew Heberer will now provide general surgery services locally, including colonoscopies and minimally invasive procedures, with more complex surgeries available in Galesburg using advanced technology like the DaVinci robot. Great Plains Orthopedics has also returned, offering comprehensive orthopedic care after a brief gap. Additional specialties such as pulmonary, podiatry, diabetes, obstetrics, and cardiovascular care are growing, ensuring a wide range of medical needs can be addressed locally. Expanded clinic hours run weekdays from 7 AM to 5 PM.

Andrew Pollard, President and CEO of Blackrock Silver (TSX.V:BRC – OTCQX:BKRRF), joins us to discuss the final set of diamond core drill assays, from this year's exploration program, stepping out into the Eastern Expansion area at their 100% owned Tonopah West project located in West-Central Nevada, United States.  The Eastern Expansion Program was a follow-up to the Company's reverse-circulation scout drill program at Tonopah West completed in February 2025, which showed significant potential to expand the DPB South resource area 1,200 metres in an easterly direction.   EASTERN EXPANSION PROGRAM HIGHLIGHTS:   At least three mineralized northwest oriented structures have been identified within the 1.2 kilometre eastern expansion trend running parallel to the Pittsburg-Monarch fault that suggest a series of footwall fault splays as opposed to a singular east-west structure; TXC25-173 cut 0.92 metres of 2,122.7 grams per tonne (g/t) silver equivalent (AgEq) (1,162 g/t silver (Ag) & 8.79 g/t gold (Au)) from 220.9 metres, and a separate zone of 1.04 metres grading 534.8 g/t AgEq (189.8 g/t Ag & 3.16 g/t Au) from 215.5 metres; TXC25-178 drilled 6.4 metres of 296.6 g/t AgEq (135.7 g/t Ag & 1.47 g/t Au), including 0.46 metres of 3,853 g/t AgEq (1,771 g/t Ag & 19.06 g/t Au) from 183.8 metres in a north-south oriented structure within the M&I Conversion Area at DPB South; and Results from the Company's drill program targeting expansion potential across a one kilometre trend of vein corridor between the DPB and Northwest Step Out resource areas and the Eastern Expansion Program will be incorporated into an updated mineral resource estimate and preliminary economic assessment on Tonopah West estimated to be completed in February 2026.   Andrew reiterates that the silver and gold mineralization at Tonopah West remains open to the northwest, east and internally between the main bodies of mineralization, as well as at depth.  He also highlights how this new understanding of the North-South orientation to mineralization in the Eastern Expansion area that will inform next year's follow up drilling.  We also discuss how with more drilling this area could be important earlier on in the mining development sequencing.   As it stands today, before all this expansion drilling gets included, the updated MRE released in September, based on just the M&I conversion drilling, contains a total of 0.107 million ounces (“Mozs”) of gold (“Au”) and 9.5Mozs of silver (“Ag”), or 21.1Mozs of silver equivalent (“AgEq”) of indicated mineral resources, and 0.47 Mozs of Au and 35.5Mozs of Ag, or 86.88Mozs of AgEq of inferred mineral resources.   We discussed that this Tonopah West Project really works even at far lower silver and gold prices due to the very high-grade nature of the deposit, and has excellent torque to rising metals prices.  At a 180 grams per tonne (“g/t”) AgEq cutoff, the average block-diluted grade of the indicated mineral resources is 493 g/t AgEq and the average block-diluted grade of the inferred mineral resources is 525.9 g/t AgEq.  This actually keeps the proposed head grade at much higher levels than other peer development projects, once the economics and stope optimization process is factored in.   The Company is engaged in many derisking and development activities from hydrology and geotechnical drilling, to permitting, engineering, metallurgical studies, and this will all be factored into the updated Preliminary Economic Assessment due out in February of 2026.     If you have any follow up questions for Andrew regarding Blackrock Silver, then please email them into me at Shad@kereport.com.   In full disclosure, Shad is shareholder of Blackrock Silver at the time of this recording, and may choose to buy or sell shares at any time.   Click here to visit the Blackrock Silver website to read over the recent news we discussed.   For more market commentary & interview summaries, subscribe to our Substacks:   The KE Report: https://kereport.substack.com/ Shad's resource market commentary: https://excelsiorprosperity.substack.com/     Investment disclaimer: This content is for informational and educational purposes only and does not constitute investment advice, an offer, or a solicitation to buy or sell any security. Bicycle touring numbers feel like they're down—fewer loaded panniers on the road, Adventure Cycling Association facing major financial headwinds, and a lot of long-time tourers quietly aging out. But is touring actually in decline, or is it just shifting into something that looks different—like bikepacking, gravel, and shorter, more flexible trips? In this episode I dig into Adventure Cycling's recent membership and financial update, talk through generational and economic trends, and explore whether we're seeing the end of an era… or just the end of one version of it. Is Bicycle Touring in Decline? What the ACA Letter Tells Us Recent email to ACA membership on a vote regarding selling their building in Missoula Membership down from almost 40,000 in 2023 to about 18,000 today. Donations down. Demand for guided tours has softened. Sales of maps/routes have dropped with free digital tools and GPS routes everywhere. Their diagnosis Members aging out of cycling. Some people don't feel enough value in a paid membership. Travel patterns are changing; inflation and costs are up; maybe fewer people committing to long guided tours. The building sale piece: ACA can sell their big, underutilized Missoula headquarters for ~$2.55M, then lease back just the space they need. The goal is to buy a "runway" of a few years to rebuild membership and modernize programs (digital experience, routes, tours, events). This is serious—membership halving in a couple of years is not a blip. But this is one institution. It's a single data point, not the whole story. Is ACA's Crisis Proof That Touring Is Dying? Possible "touring is in trouble" interpretation: If the biggest U.S. touring org is shrinking, maybe demand really is falling. Fewer people willing to pay for routes, maps, and guided tours could indicate less interest in traditional loaded touring. Alternative explanations: Value perception problem: If you can download GPX routes for free, people might not feel like they need a membership. Younger riders may not connect with a membership model or a print magazine in the same way. Business model problem vs. touring problem: Guided tours and paper maps are specific products. Those can decline even if DIY touring thrives. If a streaming-era kid doesn't buy DVDs, it doesn't mean movies are dead—just that the business model changed. Same question here: is ACA Blockbuster, or are movies in trouble? The Aging Out Effect The ACA explicitly mentions aging out of cycling. Talk through generational dynamics: A lot of classic touring energy came from the boomers and older Gen X. Long, multi-week tours require time, health, and often retirement or very flexible work. People aging out doesn't necessarily mean the activity is dying, but: If younger generations aren't replacing those numbers, you get a visible decline. Touring can look intimidating: expensive gear, big time commitments, safety fears. Possible barriers for younger riders: Student debt, unstable housing, fewer long chunks of vacation, higher baseline anxiety around traffic and climate disasters (heat, smoke, extreme weather). The Rise of Bikepacking and Off-Road Travel Ttouring may just be changing costume: More folks are drawn to bikepacking and gravel: lighter gear, off-road routes, "adventure" branding. Social media and brands push a certain aesthetic: frame bags, dirt roads, epic photography. Contrast vibes: Classic touring: fenders, racks, panniers, highways, small towns, campgrounds. Bikepacking: singletrack/doubletrack, BLM land, forest roads, more "expedition-y", often shorter but punchier trips. If someone is out for five days with bags on their bike, sleeping outside and moving every day… and we're calling that bikepacking instead of touring… did touring really decline, or did it just get relabeled? Is bikepacking now the umbrella term for bike adventuring? Is It Just a (pardon the pun) Cycle? Historical perspective: There was a big touring boom in the 1970s and again mini-waves around the early 2000s . We thought the 2020 COVID bike boom would impact things, but did it? Outdoor sports often rise and fall with the economy, culture, and media stories. Economic cycle: High inflation, higher travel costs, and general uncertainty can make long trips harder. At the same time, travel has become more fragmented: people take 3-day trips instead of 3-week odysseys. Cultural cycle: Right now, gravel and ultra-events (Unbound, etc.) get the headlines. Touring is slow and unsexy by comparison. Slow unsexy things tend to look "dead" for a while… until the next backlash against all the hype and burnout. We might be in the hangover phase after the COVID bike boom and a big cultural swing toward short, 'epic' experiences. Other Factors That Make Touring Feel Smaller Safety and traffic fears: distracted driving, speed, road rage, social media amplifying every horror story. Climate and weather extremes: heat domes, wildfire smoke, storms—touring has always danced with weather, but now the dice feel loaded. Information overload: paradoxically, infinite online info can make people freeze and not choose any tour. Shift to micro-touring: overnighters, weekend campouts, credit-card touring instead of epic cross-country runs. That looks less visible on the ACA radar but might be the real growth area. What ACA's Plan Signals About the Future Positive outlook: Selling an underused building to buy time to modernize could be a good sign. It's a choice to adapt instead of slowly bleed out. They're explicitly planning to invest in: More routes and route updates Digital and website improvements Stronger advocacy tools Expanded tours and member events The big question: Can an organization built around old touring models reinvent itself for a world of bikepacking, GPS, and dispersed, remote communities? Will they pivot toward being the hub for all forms of bike travel, not just pannier touring? Final Take: Is Touring Actually in Decline? Yes, in the classic sense. Fewer people paying for memberships, maps, and guided pannier tours. The touring demographic that built ACA is shrinking and aging. No, if you widen the definition. Bikepacking, mixed-surface, overnighters, and "ride-to-your-Airbnb" trips are essentially touring by another name. People are still traveling by bicycle; they're just doing it with different gear and routes. Mostly, it's in a messy transition. Legacy institutions and business models are under intense pressure. New formats (digital communities, route-sharing platforms, YouTube, social media) are where a lot of the energy lives now. The story isn't "touring is dying"—it's "touring is migrating." Go on any kind of bike trip—overnight, credit-card, dirt, paved, doesn't matter. Support whichever orgs, creators, or communities actually help them get out the door (ACA, local groups, creators, etc.). If you're an ACA member, vote on the building sale by November 24. Whatever side you land on it seems like this will likely define things for ACA for the next several years. •Bike touring has always been a niche. The question isn't whether the niche survives—it's what form it takes for the next generation. And we all get to shape that.
